NEW DELHI, June 24: Prime Minister Dr Manmohan Singh has accepted the invitation of Chief Minister Nabam Tuki to visit the state in October to inaugurate important infrastructure projects under PM development of the state. The Chief Minister highlighted the important issue of the state losing out on projects funded by agencies such as World Bank and Asian Development Bank (ADB) due to which has impeded development in crucial sectors such as water resources, roads etc. He specifically pointed out a case of the Integrated Flood and River Erosion Management (IFREM) project of ADB where Arunachal

Guv calls on his Karnataka counterpart

KHONSA: Kamlesh Joshi, IAS has joined as the Deputy Commissioner of insurgencyhit Tirap district on June 24. He took charges from Ms Shilpa Shinde, Deputy Commissioner, Long-ding who was holding the additional charges of Tirap district. Prior to his joining at Khonsa, Joshi was serving as the ADC of Namsai in Lohit district. This is his first posting as DC. The people of Tirap district have whole-heartedly welcomed the new DC and hoped that the new incumbent Deputy Commissioner would carry forward the new and innovative ventures initiated by former Tirap DC Sachin Shinde, especially, TDCCC, rain water harvesting and other beneficial schemes.

ITANAGAR, June 22: The Governor of Arunachal Pradesh Lt. Gen (Retd) Nirbhay Sharma called on the Governor of Karnataka Dr. Hans Raj Bhardwaj at Raj Bhawan, Bangalore on June 21 last. In the meeting, both the Governors shared ideas for developmental initiatives taken

up their respective states. The Governor, who is on a three-day official tour to Karnataka discussed issues concerning the two states. It may be mentioned that large number of students from Arunachal Pradesh are pursuing their higher and technical studies in the state of Karnataka.

Health sub-centre inaugurated


YINGKIONG: Health Sub-Centre of Simong village was inaugurated by Upper Siang Deputy Commissioner Liyon Borang, in presence of district officers, GBs and public leaders on June 25 last. While inaugurating the sub-centre, the DC exhorted the villagers to avail all sorts of benefit from the newly created sub-centre and caution the public to maintain and keep the sub-centre with proper care. The DC also sought cooperation from public for timely completion of transhighway in the district. Later, the DC also inspected construction site at Simong. package including the Civil Secretariat, Itanagar Water Supply Scheme and MLA Apartments at Itanagar. The Prime Minister consented to the same at a meeting with the Chief Minister at New Delhi today to discuss important issues related to the irrational objections of China. He fervently appealed the Prime Minister to compensate the same with alternative funds. Tuki reiterated that Arunachal Pradesh is the only state in the North Eastern Region which is deprived of project funding from external international agencies Pradesh was initially included for funding of Rs. 396 crore but was subsequently left out. He urged the PM to facilitate funding for the same from other sources. The Prime Minister assured to look into the matter for early resolution of the impasse.

Guv expresses deep concern and grief over Uttarakhand disaster


ITANAGAR, June 24: The state Governor Lt. Gen (Retd) Nirbhay Sharma has expressed deep concern and grief to see huge loss of life and property caused by landslides triggered by flash flood in the state of Uttarakhand. On behalf of the people of Arunachal Pradesh, the Governor has conveyed heartfelt condolences to the bereaved family members and hoped for speedy restoration of normal life in the affected areas. He also hoped for safe return of stranded pilgrims and tourists. The Governor assured that people of the state join in every way in bringing back normalcy in Uttarakhand with all available means and appealed to the affected people to be brave and hopeful towards life as the whole country is with them at this hour of tragedy.

School excursion team flagged-off


BOMDILA: A total of 42 students of class VI-VIII from the various governments schools of the district were flagged-off on June 25 in a simple function here at Bomdila for their exposure tour to Guwahati. The 4-day excursion was sponsored by Sarva Shiksha Abhiyaan under the Scheduled Caste and Scheduled Tribe quota. Flaggingoff, Deputy Commissioner AK Singh opined that such opportunities provide platform for meaningful exposure and facilitate for knowing and seeing new places and learning new things. He credited the central government for such noble schemes which enables the children to know the world around them and asked the students to take full advantage of the opportunity.

Cong MLAs asked to contribute one month salary for relief of Uttarakhand natural calamity
ITANAGAR, June 21 : Sta t e Chief Minister and Arunachal Pradesh CLP leader, Nabam Tuki has requested all the Congress Legislators of the state to deposit one months salary to the CM Relief Fund for onward contribution towards relief and rehabilitation of victims of the Uttarakhand natural calamity. Over 150 people are reported to be dead so far in one of the worst natural disasters in recent times in Uttarakhand. Nearly 14,000 people are believed to be missing and another 60,000 are reported stranded. AICC President Sonia Gandhi has directed all Congress MPs and Legislators to contribute to the fund being generated for relief and rehabilitation of the victims of the disaster. In a circular today, Tuki, in response, has appealed all Congress Legislators of the State to contribute their one month salaries for the purpose on or before June 26. He also appealed all thinking citizens, irrespective of position and party affiliations, to voluntarily donate to the fund and assured that proper receipt would be given against all contributions, which would be exempted from income tax regulations. ITANAGAR, June 22 : Chief Minister Nabam Tuki has seriously viewed the capital bandh announced by certain organizations on June 26. He reiterated that bandh calls create law and order problems, cause public inconveniences and are detrimental to developmental activities. As the district administration has already declared the bandh illegal, the Chief Minister directed the law enforcing agencies to ensure public safety on the proposed bandh day and deal with the situation strictly as per law and anyone found enforcing the bandh forcibly should be dealt with sternly. State govt employees asked to contribute one days salary for Uttarakhand
ITANAGAR, June 24: The employees of the state government are asked to contribute one days salary towards the rescue and relief operation for the victims of Uttarakhand disaster. An order from the state Chief Secretary on June 22 last stated that the contribution is in view of the recent devastation caused by the natural calamities in Uttarakhand and to show solidarity and moral support to the victims and affected people. It is purely a voluntary gesture in the hour of distress to the affected people, the order stated, adding the contribution should be sent in the form of draft /cheque to the Chief Minister Relief Fund mentioning Contribution for the victims of Uttarakhand.

An eye-opening tour
The ten-member media teams tour to Sikkim from May 26 to May 31was a good eye-opening experience. One of the eight states of North-East with a population of slightly above 6 lacs, Sikkim is the fastest growing states in the region. It is known for its scenic beauties, pleasant climatic conditions and its peace-loving people. It is for this reason that the Himalayan state is emerging as one of the most favourite tourist destinations of the country in the recent times. There are many commonalities between our Arunachal Pradesh and Sikkim. Both climatically and geographically the two states share many similarities with their hilly, cool and scenic places. Apart from this, presence of tribal communities predominates in both the states. Both the states possess outstanding potential of becoming popular tourist destinations. Since media is the disseminator of information and hence, the opinion maker, conducting such exposure trips to various places helps in generating positive message among general public. With this objective the department of IPR conducted similar trip to Mizoram in the previous year also so that ideas and information between people and media get exchanged and positive ideas percolate down to the people. Some of the positive messages we can learn from Sikkim is their sense of cleanliness, both at public places as well as individual level. Roads looked clean, hospitals were spotless even as traffic was well regulated. No graffiti writing and hoarding in streets were noticed. Markets were swarmed with shoppers and visitors until late into the night. Another innovative project visited by the team was converting of the sewerage water of Gangtok city into a waterfall and developing it into a beautiful park along with a pond from where a mini hydro-project was installed to generate green energy. It was further revealed that the government annually receives Rs thirty lacs from the park as entry fees from tourists! We can also bring in the similar change as the people in Sikkim have done. As our honorable chief minister often exhorts: Together we can do this.

Ours is a strange land with strange practices. Here, everybody seems to be a deadly marksman. In case a person is not a sharpshooter, he is adept at laying snares. Nobody here seems to value the precious lives in the wild. Little wonder then, all the magnificent and exotic wild animals and birds that once roamed freely in our nearby jungles, have become things of the past. Many of them have vanished forever. Though the scenario in other districts of Arunachal Pradesh is no different, I shall make an attempt here to make a sad commentary on Tirap and Changlang districts vis-a-vis wanton destruction of wild life and its habitats. Like in

other parts of any tribal state of the Northeast, hunting is a mad passion among the local people and the children grow up listening to heroic tales of hunters during hunting expeditions. They tend to follow the footsteps of their elders and try to master all the intricacies and tricks to kill any wild animal they encounter. I can today recall with a tinge of sadness and remorse that as a child I grew up amidst opulent nature. Soothing cries of wild animals and birds were parts of my childhood. I am profusely grateful to my elders who had the wisdom to spare the beautiful animals for us to see. But now, as I grow old and

I shudder to think that my children and their children will not be able to see many of those magnificent wild animals because of our greed and follies. Some say hunting is a sport. But they must realize that it is a cruel and destructive sport and should give up.

Why the Owl is not King of the Birds

In my childhood, I was always captivated by the charm of the Jataka Tales and later realized that the Jataka Tales contain deep truths, and are calculated to impress lessons of great moral beauty. The obvious lessons are many of them suitable for my little friends, and beneath the obvious there are depths and depths of meaning which they may learn to fathom later on. The oriental setting lends an additional fascination. Quaint humor and gentle earnestness distinguish these legends and they teach many wholesome lessons, among them the duty of kindness to animals. Jataka stories speak eloquently of those human values, which contribute, to harmony, pleasure and progress. For developing moral conduct and good behavior, there is little more instructive foundation than Jataka stories. All Jataka stories hold out advice on how to correct our ways. They played and continue to play in some societies an enormous role in the cultivation of peace and generosity. The Jatakas, or Birth-stories, form one of the sacred books of the Buddhists and relate to the adventures of the Buddha in his former existences, the best character in any story being identified with the Master. The Jataka tales are dated between 300 BC and 400 AD. The Jataka stories, over millennia, have been seminal to the development of many civilizations, the cultivation of moral conduct and good behavior, the growth of a rich and varied literature in diverse parts of the world and the inspiration for painting, sculpture and architecture of enduring aesthetic value. Many of the tales are set in or near Benares, now called Varanasi, a city in north central India on the Ganges River. One of the worlds oldest cities, Varanasi is the most sacred place for Hindus, Buddhists and Muslims also have important religious sites nearby. According to tradition, Buddha began his teaching at Sarnath a short distance from this city. Part of the canon of sacred Buddhist literature, this collection of some 550 anecdotes and fables depicts earlier incarnations sometimes as an animal, sometimes as a human of the being who would become Siddhartha Gautama, the future Buddha. Jataka stories are well depicted in Amaravati, Nalanda, Ajanta, Ellora, Bharut, Nagarjunikonda, Borobudur and Angkor Vat. At this point I wish to draw the young friends special attention to the story of King Goodness, the Great, in this collection. The story here is about perseverance and one must persevere until the greatness of the good heart wins in the end. When you read or listen to these very old stories, if you wonder how much it is really true, you should test the meaning, weigh or consider it, and depend on your own intuition to know the truth of it. Then follow and practice what you know to be true. WHY is it that Crows torment the Owls as they sleep in the daytime? For the same reason that the Owls try to kill the Crows while they sleep at night. Listen to a tale of long ago and then you will see why. Once upon a time, the people who lived together when the world was young took a certain man for their king. The four-footed animals also took one of their number for their king. The fish in the ocean chose a king to rule over them. Then the birds gathered together on a great flat rock, crying: Among men there is a king, and among the beasts, and the fish have one, too; but we birds have none. We ought to have a king. Let us choose one now. And so the birds talked the matter over and at last they all said, Let us have the Owl for our king. No, not all, for one old Crow rose up and said, For my part, I dont want the Owl to be our king. Look at him now while you are all crying that you want him for your king. See how sour he looks right now. If thats the cross look he wears when he is happy, how will he look when he is angry? I, for one, want no such sour-looking king! Then the Crow flew up into the air crying, I dont like it! I dont like it! The Owl rose and followed him. From that time on the Crows and the Owls have been enemies. The birds chose a Turtle Dove to be their king, and then flew to their homes.

Know Your State


Koloriang, the district Hqs of Kurung Kumey district is set amid terrace hills, lush green valleys and fast flowing rivers. It is a beautiful valley surrounded by mountains near the bank of mighty Kurung River, one of the major tributaries of Subansiri River. With an altitude of 1040 mtrs from the sea level, Koloriang Administrative Centre is one of the oldest Administrative set up of the then Subansiri district and is predominantly inhabited by the Nyishi tribe with their age old customs and traditions. One of the youngest districts of the state, the district of Kurung Kumey covers an area of 6340 sq.kms, flanked by the Upper Subansiri in the east, East Kameng and a portion of West Kameng in the West, Lower Subansiri in the south and China in the north. The name Kurung Kumey is derived from the Subansiri River and its twin stream rivers Kurung and Kumey. Bifurcated from Lower Subansiri district in the year 2001, the district with its hqs at Koloriang has four ADC hqs and four Assembly Constituencies. The topography of the district is mostly mountainous as a great part falls within the medium mountain zone consisting peak and valleys. The region is very cold during winter and very hot during summer. Rainfall is very high due to hilly and high geographical terrain. With a total population of 89,717( 2011 Census provisional), the district is mainly inhabited by the Nyishi tribe.

Koloriang
There is another tribe called Puroik(Sulung) located in the nearby villages of Nyapin, Koloriang, Sarli and Damin. Rearing of Mithuns and domesticated animals, jhum and wet rice cultivation are common occupation of the people. Nyokum Yullo is the main festival of the district celebrated during February, while Longte is the annual festival where people enjoy with festivity and pray different Gods and Goddesses for protection and well being of humanity, livestock and general prosperity and is celebrated in April every year. Gumkum Gumpa is another festival celebrated in the district. The land is rich in flora and fauna with unexplored wild lakes, rocky caves, abundant rivers, rivulets and waterfalls. The area has adequate potentials for hydro-power generation, horticulture development and tourism.

The state government has formulated Information and Publicity Policy with an objective of securing widest possible publicity coverage and check avoidable expenditure on scattered release of advertisements by government departments, state public undertakings and agencies. As per the State Information and Publicity Policy, 1999 (SI&PP), all classified and display advertisements will be issued by Directorate of Information and Public Relations. All government departments, public undertakings and agencies funded by state government will send both their classified and display advertisements to the Director of Information and Public Relations and in no case government departments and public undertakings etc. will issue advertisements directly to news papers and periodicals. Pursuant to the SI&PP, DIPR has empaneled local news papers and periodicals for issue of advertisement and fixed the advertisement rates and set specification of advertisement. In order to ensure timely publication, advertisements are issued on day-to-day basis as per roster. All the government departments and public undertakings are requested to comply with the policy and send their advertisements by email at dipr_arun@rediffmail.com and hard copy by post to Director, IPR. The Chief Minister also called for reimbursement related to PDS in the state from the Government of India mentioning that it is a central government subject. The Chief Minister was accompanied by Education Minister Bosiram Siram, Food & Civil Supplies Minister Kamlung Mossang and Parliamentary Secretary Nido Pavitra. Later in the day, the Chief Minister called on the newly inducted Union Minister for Road Transport and Highways Oscar Fernandez to discuss the status of road projects in the state. At an extensive meeting with Fernandez, the Chief Minister discussed the issues related to the Trans Arunachal Highway, Border Roads Organisation (BRO) Projects, and Central Road Funds among others. In view of the slow pace of the road projects undertaken by BRO, Tuki appealed to Fernandez to transfer certain BRO roads to agencies such as the State PWD or any Central Government PSU for speedy implementation of works. The CM said that it would be in the greater interests of the state to outsource some of the increasing the allocation under Central Roads Fund from the present Rs. 40 crores allotted to the state. Tuki further sought intervention of the Union Minister for early sanction of the projects related to 4 laning of Itanagar to Banderdewa road and 2 laning of Itanagar to Jote road. He emphasised that Jote is an upcoming educational hub which needs enhanced connectivity to the state capital. The Chief Minister and Fernandez also discussed certain other projects under SARDP-NE Phase B for connecting administrative headquarters of different districts of the state. The Union Minister assured all cooperation to the Chief Minister and said that he will be visiting the state soon to personally review all the projects under the Ministry. Union Minister of State for Minority Affairs Ninong Ering also joined the delegation led by the CM to meet Fernandez. Many of us wonderstruck to see many a ritual religious practices among the different groups of Arunachal Pradesh, ornamented by melodious folk chantings, folksongs and rhythmic ritual dances which at present visibly emerged as festival with a religious fervor. Since many of us believe that the dwellers of Arunachal have migrated from Tibet and the legacy of our sources of these religiofestivals must be in the past of that area. Going deep back into the history of ourselves it is found that there existed a religion called BON in Tibet. In the words of Vjradanta a great scholar on this-BON religion is an ancient shamanist religion with esoteric ritual, exorcism, talisman, spells, incantation, drumming, sacrifices, a pantheon gods and evil spirits and the cult of dead. Originating in Tibet, it predates Buddhism there, has greatly influenced Buddhism and is still practiced by the Bonpo people. Bon, Bonpo or Bon-po is the original pre-Buddhist religion and culture of Tibet. It has survived in Nepal in the Dolpo region and in the North East Region of India up to the present days. Scholars consider Dolpo to be the last resource of the original Tibetan tradition preserved in the world where we can see the proto pre-Buddhist Tibetan culture.. The Bonpo religion was based on shamanism. Shaman is priest. The Bonpo religion is the religion of man and nature where human being is seen as part of nature and not as something existing in opposition to it. Shamanism is the culture and religion of the nyibo and the priest. The principal culture of the shaman is the healing of the illness that afflicts the member of his or her tribe or the Bonpo religious culture is centered around the practices of healing. The therapeutic expert or professional in this regard was the Bonpo-nyibo healer who treated and cured not only the disease of the physical body, but more especially the illness of the soul in order to bring the psyche of the affected individual back from fragmentation and alienation into wholeness and wellbeing. As a spiritual and psychotherapeutic technique, the nyigrenyibo or the shamanism, goes back to the very origin of the human race which itself is lost in the dim mists of time but practiced in the shivalik ranges of Lower Himalayas. After the introduction of Budhism to Tibet during the 7th century the Pre-dated Bonpo nature cult and the formalized Bonpo religion lost its influence. Because of the religious persecution many of the tribes migrated to lower part of the eastern Himalayas and continued to practice the religious rituals which can be seen today. Mopin belongs to one of the oldest and multiple culture of predated Bonpo practices and culture which existed in the Central Asia and Tibet and is one of the religious ritual and cultural practices of the Galo communities of Arunachal Pradesh. THE MYTHOLOGY AND ITS IMPORTANCE The Mopin is a sacred ritual festival of the Galo tribes of Arunachal Pradesh. The festival has myth, religious chanting, rhythmic with vigorous dances and also carries positive messages for harmonious existences on earth. It is the rituals of fertility of crops, plants, animals and human being There are six seasons of Galo:-DILO (JANUARY-FEBRUARY), DIGU (MARCH-APRIL), DIRII (MAY-JUNE) DlRAA (JULYAUGUST)DIGIN (SEPTEMBER-OCTOBER), TIRUK (NOVEMBER-DECEMB-ER). MOPIN is performed and celebrated in DIGU. For prosperity through agriculture one needs to know the art of cultivation. The goddess of agriculture, the preserver of all of vegetation. The celestial teacher of Abo Tani. The Mopin Mythology and sacred text says that Mopin Ane ( mother ) was the first to teach the art of cultivation to ABO TANI-the first man ever born on this earth. She not only taught the art of cultivation but she and her daughters PINKU PINTE and DIYI TAMI showed the type of implements and their uses to ABO TAN!. Had there not been MOPIN to teach ABO TANI, the art of living; ABO TANI would have grooved in darkness and would have lived a life ignorant of the prosperity and plentifulness that modern are bestowed with. THE MOPIN STORY:ABO-TAN, the first man of the Tani group of people of earth, lived all alone. One day he walked to the river valley and met TODE-RENE ( a small river bird) who informed ABO-TANI that TAKAR-TAJI ( Terrestrial being living separately elsewhere) are going to conduct a big wedding ceremony and sacrifice ten mithuns at a time. DUMPU destroyed AGYA-POSUM and kicked up lote POSUM and ran away.KIPU followed DUMPU. DUMPU requested for shelter to KUNE LAMNE :TUSI YELA BEKA TUSI BALABEKA KUNE LAMNE repliedNGOTUSI BALE MAYE. With the help of KIPU the rodent was pushed into the armpit of TANI and pressed to death and left it like that. He called Mopin Ane and told her that he might die any time any day. According to Tanis suggestion, TAKAR-TAJI deputed KEKOPAI ( Squirrel) to invite Tanis mother.Tani cautioned Kekopai that his mother is deaf and dumb and it is only with Murte Kome that she can be awakened. So pushed with Murte Kome to get the response. KEKOPAI went there and did as was directed by ABO-TANI. The image of his mother fell down in deep water and was drowned. KEKOPAI returned back terrorstricken. He came back and narrated the unfortunate incident to ABO-TANI. ABO-TANI knew that it was his trick but he showed much anger against KEKOPAI and appeared to be grief-stricken. He threatened to destroy the whole world in anger. TAKAR-TAJI was terribly shaken. They assured to offer back to ABO-TANI nine HOBO (mithuns), but ABO-TANI behaved as if he was not consoled and pacified by return of the mithuns. He continued to show his anger. TAKAR- TAJI had invited a large numbers of guests and he had only one mithun to be sacrificed. The marriage ceremony

During his short stay at DIGO YAMO, TANI observed that the land of MOPIN was full of prosperity with food and wealth. On being released, ABO-TANI approached MOPIN and begged her for something to be given to him as he suffered very much in MOPINs place. NGOM NYOGO GODE KUYEM NGOM HOGO GODE KUYOM DATU DAJUM YILI GOKU KA. MOPIN gave TANI some seeds of paddy and maize which he put in the ears of KIPU. ABOTANI returned to earth and sowed the seeds in a barren place, called ABIN BINDO and POKO LOTO. But, wild birds ate up the precious seeds. ABO-TANI again went to the place of MOPIN and DIGO YAMI and told what had happened to the seeds. MOPIN presented DIGO GE HIGMEN, a knife and instructed him to select a patch of land and clean the jungle and loosen the. soil. This time again the cultivation process was disturbed by an animal Kada Ramyo. Abo Tani returned to Mopin Ane for advice. ABO-TANI returned to earth and did as per the instruction to construct a KOMDU PORA (fishing trap ) to catch KADA RAMYO ( an animal ) whose skin could be used and exchanged for GITUM YOKSAP ( implement for cultivation) from NYIRO PORO

Message of the Land Dr A.P.J Abdul Kalam,


This message titled Message of the Land was presented by Dr A.P.J Abdul Kalam, former President of India while interacting with children of various school at Rajbhawan, Itanagar in 2009. Dr. Kalam is also popularly known as Missile man of India. He has composed many poems and written a good number of books. When I landed in ITANAGAR from Delhi, I was greeted by smiles everywhere. I met children, who gave me smiles; I saw beautiful flowers smile, trees smile, surrounding mountains smile and people everywhere smiled. My dear children let me tell you something you have a beautiful gift in the form of Arunachal Pradesh. I have composed a small poem for all of my little friends assembled here, capturing the beauty of the state. It is called Message of the Land I stood the gushing rivers meandering through my core, I stood through the clouds blinding me in white. But I had an unflinching aim to reach the skies, and thus despite all the odds I stood by. My message to young is thus Have an aim in life and persevere, That aim will be a light house to guide all your voyages through the turbulent times. I then turned to dense forest which reside in the heart of the hill, Seeking for a message from them for the young full of courage. The forest replied O Kalam! Every season I see a new flavor, Sometimes I absorb snow, I absorb mist, I absorb sunshine, wind and rain. Everytime, I learn from the season - I grow stronger,

TUNG-KHE-MOL-a Maklum festival

Maklums are a sub- tribe of the Tangsas inhabiting the Changlang Sub-division of Tirap District. Their population is estimated at 2500 living in about 11 villages situated on the south bank of Tirap river. They have a distinct dialect which differs from that of the Lungchangs, Yoglis and other sub-tribes or the Tangsas. Maklums observe two main festivals, the Mol and the Kungtom. These festivals are related to agricul-ture, i.e., sowing and harvesting of paddy and millet. The festivals bring much delight to the villagers. The country side is echoed with the sound of the beating of Nong (drums). Everyone enjoys the days of the festival by drinking kham (rice beer), eating ngam (pork, beef), and singing melodious songs, and wearing charming dresses they dance in grace-ful movement. Here I shall describe one of their festivals named, Tungkhe-Mol. It is a miniature form of Mol. It is observed by the budding youths. This festival reminds that the main festival Mol is at the doors. The festival is observed during March-April, when tung ( Kachu) is being sown. The festival starts on the first day of sowing and lasts for three days. Boys make wa-singnong, a kind of playing instrument made of bamboo. It represents the drum which is played during the Mol. (Maklums have the custom not to beat drums except during the Mol festival and it is also played when they rejoice at killing of a tiger). Both the boys and the girls wear new dresses, adorn their arms, hand and legs with ,Khid-lung pung and fin pung (wild flo-wers) and bunglang-mong (wild white plant). Boys wear wo-lap - a burlesqued form of Hornbill feather made of wood, which they fix in their headgears - an imitation of the elders headgear decorated with real feather of the Hornbil. Dancing starts in the afternoon. Boys stand in arrows one after the other with wasing-nong in heir hands and the girl, stand in a row in both sides of the boys. Then they begin dancing and move from one end of the village to the other three times. It is really a very stiff affair. In the course of dancing the villagers offer Kham to the dancers. After dusk all assemble in the pang pong (Marang) and sing cere-monial songs. The elderly people sing too. The songs mainly speak of their antique culture and tribal theories about origin of fire, paddy etc. Thus, the festival is being ob-served for three days with pomp and pride. It prepares the younger gene-ration to shoulder the responsibility of observing Mol in their future life. It is a sad thing that now a days this festival is seldom observed.

Message of the Land


I stood before the mighty Himalayan mountain and asked, O ! Mystic mountains! What message for the children of the state you have? The mountain thought and then slowly replied, O Kalam! Look at me - I stood here for millions and millions of years,

My message for the youth is to constantly acquire and absorb knowledge, For knowledge will make you greater than you ever imagined yourself to be, The ignited mind of the youth is most powerful resource on the earth, above the earth and under it The forest did see. Next, I turned to the lovely an Anthurium flower beside me, It smiled and chuckled and radiated vibrant colors into the life. It softly said O Kalam! I too have a message for the young, The message is, spread joy and smiles to everyone you see, Giving is my spirit and my mission for life, And my giving I get happiness of my soul. O my friends, let us celebrate the message of the monuments of nature in this land of Arunachal

Bamboo and Cane craft training held


LONGDING, June 20: A ten days long training on Bamboo and Cane craft, organized by AIDA was concluded at the Craft centre Longding here today. The training was sponsored and inaugurated by the Longding Deputy Commissioner Shilpa Shinde on June 10 last. In her inaugural speech, Shinde stressed on the need to build the capacity of the people and to make optimum use of abundant natural resources in the area and become self sustainable. She also expressed her desire to conduct different kinds of skill trainings every month in the district. Mr. Neikhozoto Savino, President Craft Council of Nagaland and his assistant Mr. Langkai Konyak attended as the trainers. All together twenty two names were enrolled for the training, of which seventeen participants attended fully. The trainees were taught to make utility items with bamboo and cane like dustbin, tray, pen stand, flower basket etc. Kesang Goiba, Circle Officer, Longding, while gracing the valedictory function expressed his happiness on the effort the trainees put in to learn the trades in few days time. He also encouraged the trainees to put more efforts and attend more such trainings in future to build their own skill and not to look for the incentives or stipend. One of the trainee said that before the training, bamboo was just a grass but after attending the training he saw the worth and value of bamboo. Another trainee also expressed that the first few days it was really hard but she began to enjoy the new art and the team spirit. For many this training was the first ever venture to use different tools and make different craft.

World Food Day:


A day for poor people
World Food Day is considered to be a unique event for entire mankind. It is observed on 16th of October of every year in honour of the date of foundation of the Food and Agricultural Organisation (FAO) of the United Nations. Its genesis rooted back to November, 1979, when Hungarian Minister of Agriculture and Food, Dr. Pal Ramany asked every member country of the FAO to celebrate the World Food Day around the globe. At present, it is celebrated every year in more than 150 countries to raise awareness on various issues of food security, poverty and malnutrition and hunger. Since 1981, the World Food Day has been celebrated around a particular theme in order to make the world focussed around a particular subject. Officially the FAO fixes the theme on factors related to food security like agriculture, women in agriculture, climate change etc. The theme of World Food Day of this year (2012) is Agricultural Cooperatives: key to feeding the World. The UN General Assembly has also given due importance to cooperatives and other such rural organisations to designate this year as International Year of Cooperatives. More than 925 million people in the world are hungry today and 70% of them live in rural area and one of every seven people is malnourished. The condition of our nation is still worse - one of every five Indians are undernourished; 68.5 per cent people live below poverty line and on an average an Indian get 240 calorie less than the recommended level. As per the latest World Food Security Index, about 22.68 million people in India are deficient of proper nutrition. Under such miserable condition, for countries like India the world Food day carries many meanings. Cooperative means any democratic organisations owned by its members. They may take several names and forms like self help groups, producer organisations, union and federation of producers etc. World Food Day not only makes aware of the odds or negative facts responsible for not attaining food security or not only carries the hungry image of the world, but also the various ways and means to eradicate the food insecurity, malnutrition and poverty. Strengthening Agricultural cooperatives is one of such ways leading to food security. Seeing the performance of cooperatives in different countries, it is well proved that the agricultural cooperatives can do much more for food security through the poor farmers. Cooperatives across the all sectors provide over 100 million jobs around the globe which is 20% more than multinational enterprises. In 2008, the top 300 cooperatives could accumulate a turn over of 1.1 trillion US dollar. The market share of cooperatives of some countries on agro based commodity is spectacularly encouraging. Here are few examples like: in Kenya cooperatives contribute 70% of coffee, 76% of diary, 90% of pyrethrm (insecticidal commodity) and 95% of cotton; in Colombia, National Coffee Growers provides production and marketing of more than 5lakh growers; in India, more than 22% and in the USA, more than 80% milk production comes from diary cooperatives; in Brazil, cooperatives contribute more than 40% of agricultural GDP and 6% of agri-exports. CRPF conducts Civic Action Programme


KHONSA, June 24: Kaimai is a village with a difference, said Balav Chand Sharma, Commandant, 36 CRPF, Khonsa. Sharma was speaking on the occasion of Civic Action Programme organized by his company at Kaimai village on June 23 last. Praising the villagers for the cooperation they have given to the CRPF Company Hqs established in the village, he told the people that the CRPF Hqs has been established in the village with the sole aim of giving security to the village after thoroughly studying the law and order situation of the district. He also advised his jawans to be sensitive to the feelings of the people and be always on the guard for their security and protection. As a part of the programme, the Commandant distributed computers; water tanks (Syntex), dustbins, solar lamps, mosquito nets and many games and sports materials like football and volleyball etc. besides many other items. Speaking on the occasion, the Chief of the village, Khamwang Lowang expressed the gratitude of the villagers for providing security to the village. He informed that Kaimai village was a hot bed of factional fights but ever since the Company Hqs was established, peace has returned to the village. Earlier, the Kaimai ASM Ganwang Aran welcomed the Commandant and his family and said that it is for the CRPF that the people of Kaimai are able to have sound sleep every night. At the end the GB Tawang Wangsa thanked the Commandant for organizing the Civic Action Programme and hoped that they would continue to do so in future too.

Awareness meet on income generation held


PASIGHAT, June 21: NEDWS (North East Development Welfare Society), a Guwahatibased NGO, had organized a daylong awareness camp on income generation in the Depi community hall under Nari subdivision on June 19 last and made the people aware on agriculture and horticulture development, bank finance and availing of various government schemes etc among the rural masses. Senior citizen and social worker Kento Rina graced the occasion as special guest. Appreciating the organizer, Rina stated that success of the rural development depends upon the active participation and willing cooperation of the rural people through self-help organizations and voluntary agencies. In recent years, the voluntary agencies have acquired greater importance and significance than before, he added. He also donated some amount for developmental activities and participated in tree plantation provided by the DFO Pasighat on the day. Earlier, Tabom Boje who is looking after the society at Itanagar as President claimed that their organization is trying to stimulate and promote the socio-economic status at the grass roots level. The NGOs and government departments are also struggling hard to organize the peoples social mobilization process for eliciting their participation in the successful implementation of the development programmes in the state. Some have succeeded in the process, while some are still struggling in the progressive direction, he added. Among others, Tai Lomi and Tamok Taboh shared their experiences and various SHGs, FCs, HGBs, GBs and PRI leaders were present on the occasion.

various difficulties like accessing high quality inputs (e.g. seed, fertilizer, pesticides, medicines, hormones etc.); if they somehow get its sources also, they cannot afford it due to their low purchasing power; sadly, most of them cannot access to loan for it. Even all the above conditions are favourable, they face the problem of transporting their produce to markets or even after reaching the market, somehow, they do not get the price they deserve for the produce. Most of them cannot store their commodity due to lack of cold storage or warehouse facility. The farmers problems are many and cannot be solved at individual level. Forming and strengthening the agricultural cooperative can be one of the solutions. Agricultural cooperative can help the poor and needy farmers in accessing the natural resources (like land), quality inputs, loan, good market price, farm implements through custom-hiring-centre, developing some infrastructures at village level and technical guidance through some training

programmes. Such cooperatives better able to take advantage of market opportunities and mitigate the odd effects of food security and other crisis. The success of cooperatives of depends how these are managed or governed. Democratic principles being the backbone of such organizations, members or managers should develop some behavioural softskills needed for leadership, organisation-building, stressmanagement, negotiation, selfconfidence, policy making, business development and advocacy. Such managerial skill can be developed through training or exposure to agro based farms and agriculture organisations or institutes of repute. The main goal of agriculture cooperatives is to achieve suitable rural and agricultural development. All the stakeholders involved in policy making to implementation should come together with definite plan of work with responsibilities. Both national and state govt. developmental agencies, NGOs, inter-government organisation, academicand research institutes should support for overall development of agricultural cooperatives. Govt. should frame out some farmersfriendly policies, transparent laws and create business environment for cooperatives so that they can come out to compete with the mainstream enterprises. Likewise, academicand research institutes should analyse the status of such cooperatives and advice, accordingly for its betterment. There are many encouraging examples of cooperatives helping poor people thrive and bringing food security. We all know the great Vergese Kurien who led the diary cooperatives in India and today, such cooperatives contribute more than 22% of milk produced in the country. We need such agricultural cooperatives in many in order to end the hunger. Let us come together to crate an environment in which cooperatives can form, develop, thrive and compete with other business enterprise.

KOMAR ( dealer of implements ). Thus equipped with implement ABO-TANI started clearing the jungle. But YAPOM and YAJI, the deities of the jungle, appeared before him when he started to clean the jungle. YAPOM and YAJI asked him to stop him from cleaning the jungle. Disappoi-nted, ABO-TANI reappeared to the place of MOPIN and told about the interference of Y APOM and Y AJI. MOPIN requested YAPOM and YAJI to part away a plot of land to ABO-TANI. But they did not agree, so MOPIN played a trick on them. She said that some trees should be felled in the forest. When the trees dry up, fire will be lit. YAPOM, YAJI and TANI will stand in the middle of the burning forest. The one who can resist and survive from the raging fire will be declared the Master of the forest. It was also decided that DIYI TAMI would lit the fire. Meanwhile, MOPIN had secretly instructed ABO-TANI to dig a pit in advance and slipped into it when the fire catches. On an appointed day, DIYI TAMI lit the fire. YAPOM and YAJI could not resist the fire and fled into the forest. When the fire was over, ABO-TANI emerged out of the pit and stood firm in the encircling smoke. MOPIN declared ABO-TANI the master of the earth. ABO TANI was free from hindrance. He sowed Mili Amli. YAPOM and YAJI accepted the defeat. YAPOM YAJI and all other deities requested ABO-TANI to honour MOPIN with celebration of ritual. With the guidance and help of DIYI TAMI, PINKU PINTE, Tani prepared the image of MOPIN who gave more seeds to ABO- TANI with which ABO- TANI started the regular cultivation on earth. ABO- TANI went again to MOPIN but this time his main purpose was to asks for the hand of MOPINs beautiful daughter, DIYI TAMI / JEYI TAM!. DIYI TAMI consented to marry ABO-TANI and MOPIN also agreed to the proposal in the best interest of his daughter. In this way ABO-TANI married DIYI TAMI and their marriage was attended by MOPIN and deities. MOPIN, the presiding deity of wealth presented to them agricultural implements, seeds and other precious stones. DIYI TAMI was also bestowed with a singular power to prepare a pot-full of rice from one grain. DOKE-DOAK ( a small basket for rice grain) YARIYAPOR or DOSI-GINSI were also given to DIYI TAMI. Thus ABO-TANI and DIYI TAMI began their conjugal life in full peace and happiness. They did not cultivate and did not produce lot of food stuffs but made use of power as DIYI TAMI continued to get the rice from one grain to feed the entire family. They were happy in this way. Later on ABO-TANI married ROSI TAMI daughter of DIRO ( famine ). DIYI TAMI was not willing to share her as a co-wife, since she was the daughter of DIRO, the Famines. One day DIYI TAMI went back to ( DIGO PINE ). During her absence, ROSI TAMI had to prepare rice, but she did not know the method of DIYI-TAMI of using only one grain at a time. She put two grains which produced huge quantity of rice and the same could not be fully consumed by both of them. She at first did not know what to do with this extra quantity of rice and being afraid of DIYI-TAMI, she called DIRE-KIBO ( the hungry dog) to finish it. DIRE-KIBO came and ate up the whole of the left over rice. DIYI-TAMI did not return till then and again ROSI TAMI was to prepare food, she again put two grains and that time the grains did not produce huge quantity but remained two grains only, because the Famine had consumed the magical power also along with the leftover food. From that day, the first of the famine broke out and ABO-TANI had to face a terrible situation. In spite of his efforts, he could not overcome it. The news of ABOTANIs miserable condition reached DIGO-PINE and TANIs wife DIYI TAMI also came to know of it. But she had decided not to return. However, when ABO-TANI approached DIGO-PINE for help in sending DIYI-TAMI to his house, DIYI-TAMI expressed her willingness to return but on one condition that ROSI TAMI should leave him for ever and she should be thrown into the river and DIREKIBO should be destroyed. After that, ABO-TANI should pray to MOPIN and other deities who would again provide him with agricultural implements and seeds. Only then she ( DIYI-TAMI ) will return along with MOPIN. On knowing the wishes of DIYI-TAMI, ABO-TANI planned to kill ROSI TAMI. Finally, ROSI TAMI was drowned in the river and DIRE KIBO was cut into pieces and thrown into the water-fall. In this task he ( ABOTANI ) was assisted by LITUM and LIRO (gods of war ). Lastly, ABOTANI made images of MOPIN and other Gods and Goddesses. He was guided by DIYI TAMI in this task of making images like LOSI LORE, LODO-LORE, RILUM-TAJUM and GARE-GAPO ( dress). ABO-TANI worshipped these images and invoked MOPIN and other deities who came to TANIs place and brought DIYI TAMI along with them. They restored all agricultural implements and seeds but did not bestow the magical power of preparing large quantity of food from one single grain. But through the favours of MOPIN, ABO TANI got some powers to cultivate large areas. He was given agriculture implements and directed to celebrate MOPIN every years. ABO TANI worked hard and prospered thereafter. According to the directions of MOPIN, ABO-TANI celebrated MOPIN every year during the sowing season hoping for good harvest. Consequently, we celebrate MOPIN as ABO-TANI, our ancestor did. During Mopin, Mopin Ano, Mopin Popir, Yili Bongo Lanam, Mopin Hobo Kaben and other oral literature are chanted. They are prayers for good health of mankind, better germination and innovation of relation between earth and cosmos. At the altar of MOPIN, the following images are included. BAGOPORPOTE, LITUMKATUM, PINKUPINTE,PIRKUNGU ,PIRTE, POMTE,PIRSAPIRSI,Y APOM,NYIJI,NYIKU ,BUTE, Y APOM NYIRA,KOBU ,HIKOM, POMBEK,DOGAERAP, HILINGELI, RINE, UROMPOM BE-POMRU ,KOMBO,KOMAR. The following plants are used for preparation of the images of all the deities at the altar of the MOPIN:PIBOM, PISO, TAKA, TARI, TAJIR, TABO, TATO-TANO, TAPI, EKAM, HIKA, ENSI, EN!. HIRE, POPI, TABUTABE, YADUM, KORA, TARE, NYOME, TASI ETC. Apart from the forest plants some household items like ambin -pone are also used. The following activities are important for MOPIN : ITI INAM, TAKE PINAM, DOSI GINSI GENAM, HIKANAM, AMIN KENAM, JESE OKKE JEP GENAM. MOPIN BUME MOMA BE MOPIN IMUM MADONA. UI MOMA YOM AI AGAM PAMA YE. Where the Birds no more sing...


Anyone who visits a Nocte, Wancho or Tangsa village, will meet many villagers who would proudly claim that they had killed hundreds of animals and birds. He will also find hundreds of lifeless heads, horns, legs and feathers of wild animals and birds kept as trophies in the chief s house or in the morong (dormitory). H you are a nature lover or animal right activist, it is highly advisable not to visit such a place because it has the potential to spin your head in disgust and disbelief. Countless wild animals have been killed in the past and the abominable process of killing continues unabated. The few which are left in the wild are also vigorously pursued and systematically annihilated, leaving nothing for the posterity. We cannot blame the villagers alone for this sad state of affairs. Let us understand that these villagers grew up with the mindset that all wild animals are born to be killed. They think its their birthright to kill any animal they spot. These villagers have absolutely no awareness on preservation of wildlife. However, what is most appalling is the fact that most of the highly educated public leaders, bureaucrats, technocrats and hold your breath, even the foresters and forest guards are good hunters and they are breaking all the rules if any with impunity. These educated hunters are very well aware of the need for wildlife conservation but their inherent urge and temptation drive them into the jungles to shoot down the few animals and birds that are left in the wild. But these great hunters must realize that we have not created the wild creatures and so we have no right to destroy them. If they are so keen to savour meat, let them take pork, chicken, beef and mutton that are so readily available in the market. They must spare the beautiful wild creatures for the posterity. The world without them will not be worth -living. Let us remember that all animals do no harm to us. In fact, they are useful to us in many ways. They help in maintaining a balance in the natural world. Apart from indiscriminate hunting, another major reason for disappearance of wildlife is the wanton destruction of its habitats. Every year the jungles are being usurped for human settlement due to which the wild animals vanish as they have no homes to live and no food to eat. The tribals must make an effort to do away with the unproductive and destructive practice of shifting cultivation and look for other more sustainable and ecofriendly alternatives. The slash and burn method is doing irreparable damage to the environment. It is worth mentioning here that in Tirap and Changlang districts early 70s to late 90s was the most destructive period. It was during this period when timber industries flourished. Not only were the invaluable hollong, hollock, makai and other timber species mercilessly felled, but also the major and permanent habitats of the wild animals destroyed completely. The contractors not only indulged in destruction of the lush green rainforest but also introduced the new and destructive form of hunting on elephant back. I had met many, such hunters who told me that they had killed 6-7 animals in a single night. Needless to add that they may have injured many others. Like in other districts, in Tirap also people use traps to catch wild animals. Also, dozens of elephants are electrocuted in the jungles thanks to faulty lying of electrical lines. It is indeed a crime to hide our crimes against the wild creatures that are precious creation of God to make this world a better place to live in. It is high time we realized the magnitude of our misdeeds and made a serious and effective campaign against hunting. H we preserve the wild animals, our children can see them in the jungles and not only in TV channels. Against the backdrop of the grim scenario, it is heartening to see that some communities in our state are making an honest effort to save our state bird Hornbill and other endangered animals and birds. Some communities have also successfully banned hunting. The other tribes should emulate their example and make similar efforts. Arunachal Pradesh has great potential to attract many foreign and domestic tourists and wildlife scientists as evidently wildlife tourism is flourishing in many parts of the world. The singular and innovative effort of Deputy Warden, Wildlife, C. Loma in introducing artificial hornbill beak to replicate the original one used in Nyishi headgear (Bopa), is indeed praise-worthy. It has helped in saving the highly endangered state bird in no small measure. Many years ago I read in a magazine in which a man from the Northeast confessed that his tribe eats anything that moves. He may have been indeed candid in admitting that. Today, in many places of the Northeast, Mother Nature is as good as dead. If one happens to travel through the Dimapur - Kohima road he will not hear a single cry of birds or insects, leave alone seeing them. So also, the jungles between Khonsa and Joypur in Assam were full of wild animals in the not too distant past. If any body travelled through that road in the past, he would surely encounter all kinds of beautiful wild animals, making his journey exciting and memorable. In sharp contrast, today, one would find hardly any animal. If I narrate some of my experiences in the past, todays children will find them like a fiction or exaggerated story. My close and unforgettable encounters with the lovely wild creatures are deeply engrained in my mind and they are a constant source of inspiration for me. My journey from my village to my jhumland along with my mother used to be full of wonderful experiences during which all kinds of wild animals and lovely birds would be spotted in the jungles and bushes by the roadside. During the day in the jhumland, the family of magnificent Hullock Gibbon (khangkhei in Nocte) and other groups of monkeys would appear from the nearby jungles and demonstrate all kinds of pranks and playful antics and when they had enough, they would quietly retire to the jungles from where they had appeared. Also, the wild fowls (wahaan) would roam around freely in the jhum field which used to be a real feast for the eyes. Indeed, we were close to Nature in the past and because of this proximity with Nature, the Noctes narrate their intimate relations with the wild animals in their folksongs. They adore them and sing in their glory. Sadly, the same singers who sing in praise of the animals and nature around them are good hunters too. I vividly remember that when I was a small boy hundreds of birds of all shapes and sizes used to fly pass my village, making a huge noise in unison. Some migratory birds while flying over my village would take rest on a huge tree on the outskirt of my sleepy village. I can also recall the roar of tigers at night. Barking of deer used to be heard everywhere. Today, we have not only destroyed the animals and birds in the wild but also not spared the rivers and streams which were teeming with fish. The major rivers in Tirap like Chatjo, Tallik, Tallat, Tissing, Tissa etc. were full of fish once upon a time. But due to unscientific and overfishing, fish population in these rivers is diminishing by the day. I remember about 30 years ago my friends and I would go to the Chatjo River, sit in a vantage point and watch the fishes play. I also remember that about three decades ago, 40-50 Goruamas called Ngah mih in Nocte dialect were caught during community fishing from Chaljo River between Kaimai village and Washathong. Today this fish is truly extinct. Here, I would add that traditional method of fishing is the best as it is sustainable and eco-friendly. There are many traditional methods of fishing among all the tribes which should be encouraged. Fishing by blasting, electrocution, poisoning must stop forthwith or else, in a few years the water bodies would flow barren, bereft of any fish. All the ethnic communities of Arunachal Pradesh commonly believe that excessive killing of animals is a sin. But this belief fails to deter the people from hunting and killing more than what they need. Interestingly, some communities revere and treat deer as their mama or maternal uncle while some observe strict taboos before going for a hunt and after a successful hunt. But they still indulge in hunting. Here, the tribals of Arunachal Pradesh (Buddhists excluded) must admit that they lack a strong tenet or binding force in their traditional system to guide them through the treacherous path of life in totality. In fact, the very foundation of their system is weak. It is a bitter truth. This is exactly why most of the ethnic tribals of the state have been systematically overwhelmed and swamped by stronger and more dominant alien cultures. Because of this visible lack of a binding force we find ourselves in an unfathomable pit of self- destruction. We have failed to protect our identity. Since most of the tribals have professed Christianity as their religion, the Church can play a pivotal role in creating awareness on the urgent need to safeguard the wild treasures. It is rather sad that there is no clear cut policy of the State Government to save the environment and Nature. The unscrupulous hunters and poachers are having a cruel success every time in destroying the wildlife. Absolutely nothing is being done to protect our animals and our environment I have seen dozens of full grown pythons being butchered in my village in the past. In Deomali area in Tirap, hundreds of green parrots are caught and sold every year. For the tribals, snakes are to be killed and must be killed. This is because of sheer lack of awareness. Our State Government needs to take a leaf out of the book of the Dhubribased NGO Natures Beckon which is making a pioneering effort in saving the rainforest and wildlife in the Dihing basin and its fringe tribal settlement areas. The intelligentsia, academicians, students, NGOs and youth should extend their fullest cooperation to Natures Beckon in their respective areas. Thanks to the tireless effort of the NGO, some highly endangered animals are safe in the wild, at least for now. Having said that not all is lost. We live in hopes and must continue to do so. The onerous onus of saving the wildlife, so graciously bestowed on us by the Creator, is not on a few individuals and government departments but on all of us. A collective effort is the need of the hour. It should not be I save, you kill. But before we even think of saving our wildlife, we must first learn to love Nature. We will be able to save the animals if we love them. We must conquer our greed and shun the destructive practice of hunting. We must take a vow to leave behind the beautiful wild animals for the coming generations. They too have the right to enjoy the presence of wild animals in our jungles. Let us remember that a thousand miles journey begins with a single step. Let us together take the first step towards protecting and preserving our wild treasures. We all must act now before its too late.

DC inspects schools at Roing


ROING, June 20: Deputy Commissioner of Lower Dibang Valley district, Shiv Kumar today inspected various government middle and primary schools in the district headquarter. During his inspection, he expressed dissatisfaction over the implementation of MDM as some schools have not yet started MDM scheme since the re-opening of the new session and some did not provide MDM during the day citing non-availability of drinking water. He directed the DDSE in charge and Headmasters to ensure provision of MDM to the school children on daily basis within a week time and cautioned them to initiate disciplinary action. Expressing dissatisfaction on the late issue of free text books to the student, the DC also asked the Head Masters to place their requirement of text books immediately before the DDSE and distribute the text books in time during the start of session to all the schools of the district without delay. He further emphasized on distribution of new books only so that children get motivated with the books. He further enquired about the placement of funds under bank accounts of School Management Committees in various schools and checked the teachers attendance as well. Finding excess teachers in some schools of the district headquarters, the DC opined for rationalization of the teachers in the district as there are excess teachers in some schools in the hqs while there are shortage of teachers in other schools of the district especially in outpost schools. He asked the DDSE to submit list of the placement of teachers with their length of service in a particular school in order to rationalize the teachers posting in the district. He also interacted with the teachers and students during the inspection and asked the teachers to organize games & sports for the school children and keep the school campus need and tidy. During his visit, the Deputy Commissioner also distributed footballs and volleyballs to the school headmasters. These footballs & volleyballs with nets were purchased under untied fund of the district administration under the initiative of the Deputy Commissioner and distributed through the department of Youths & Sports Affairs. It was informed that two footballs and one volley ball to all primary schools, two footballs & two volleyballs with nets to all middle schools, four footballs and four volleyballs with nets to all secondary schools and five footballs & five volleyballs with nets to all higher secondary schools of the district will be distributed. District Task Force for Immunization meeting held


CHANGLANG, June 25: In order to improve the routine immunization Programme the District Health Society, Changlang under the Chairmanship of the Deputy Commissioner, Ms Chanchal Yadav, convened a meeting amongst the member of District Task Force for Immunization here today. Asserting that immunization is the best gift one can give to the next generation, she urged the health department to work harder and motivate the worker in the field for better achievement. She advised them to engage teachers to cover the unreached areas. Expressing her concern over the high rate of drop out of immunization in the district, she asked Deputy Director, ICDS to monitor and ensure routine immunization of the children in the district. She also asked the Deputy Director to motivate Anganwadi Workers to mobilise the children and parents for complete vaccination. She exhorted the Health Department to give their best to make the microplan for routine Immunisation and outreach session cent percent successful. She hoped that the drop out rate of immunization will be controlled soon. Earlier, District Medical Officer Changlang Dr. Parthasarthy Dutta, while welcoming the members informed that during the programme unreached and hard accessible areas are targeted. He said that the health department is involving the department of ICDS for better manpower so that the services could be provided at the door steps of the outreaches. 1st monthly meeting of PMC held


PASIGHAT, June 21: The first monthly developmental meeting of Pasighat Municipal Council (PMC) was held in the DCs conference hall here today. The meeting was presided over by the Chief Councilor (CC) Denong Tamuk and was attended by the Deputy Chief Councilor (DCC) Attik Pertin, Municipal Executive Officer (MEO) RK Mishra (DC), BS Mahra (DSP), Member Secretary Tani Taloh (ATP), all wards Councilors and head of offices of Pasighat. Various developmental issues related to the town like Urban Development, Power, Forest, Police, PHED, Education and Health etc were consulted at various levels during the day long consultative meeting and passed various resolutions for faster development of the township. Addressing the house, Chief Councilor Tamuk appealed officers to extend support to the newly constituted Municipal body and work in tandem with them for the further prosperity of Pasighat. He said the objective of the monthly meeting was to understand the current status of the township and to formulate the vision by benchmarking characteristics of acceptable performance indicators for sustainable infrastructure development and to prioritize the major needs of people. He sought suggestions and proposals from various quarters in regard to the overall development and progress of the town stating that many basic services will be delivered by local municipality in coming days. He informed that suggestions are being received from various stakeholders including citizens. Ward Councilors are very closest to the communities; he said and called upon them to be sensitive to community views and responsive to the local problems. CHANGLANG, June 20: State Chief Secretary H.K Paliwal has inaugurated a zonal workshop on agriculture and allied sectors for the districts of Changlang, Longding and Tirap at Jairampur in Changlang district today in presence of Setong Sena, Minister for Agriculture, Horticulture, Animal Husbandry and Dairy Development. The Chief Secretary was accompanied by Commissioner, Agriculture and Horticulture Hage Kojen, Secretary Planning Sonam Chombey, Secretary Agriculture and Horticulture C.P Mansai and other dignitaries. Health camp organized


PASIGHAT, June 25: In view of the reported increase in the number of fever and jaundice cases, a health camp was organized at Ayeng village under Mebo sub division near here today. The health camp was initiated by the Ayeng Anchal Samity member, A Perme with the help and guidance of the District Medical Officer Dr. Dubom Bagra. Reportedly about fifty (50) cases of sick patients were treated in the camp. The patients were examined by the Health Care Staffs from CHC Mebo under leadership of Dr. Bimal Ratan, MD and team of District Surveillance Unit, Pasighat under the guidance of Dr. Tarik Talom, DSO (IDSP) Cum DVBDCPO, Pasighat. Besides mass blood slide collections and line listing of patients, immediate curative medications were given to many needy patients. Though there was no confirmed case of malaria and most of suspected cases were of viral in nature, yet probability of dengue could not be ruled out as reported by the attending doctors.

Half Marathon Race organized for mass awareness against drug menace
CHANGLANG, June 24: The District Administration, Changlang is making every effort to make the district free from drugs menace by generating mass awareness amongst the vulnerable group of youth as well as general masses. Continuing the noble effort, a Half Marathon Race of 7 Kms distance with a theme, Run for Healthy Community with No Drugs, was organized here at Changlang district headquarters for the students of various schools of the district. The race was categorized for senior boys and girls as well as junior boys and girls. Deputy Commissioner, Ms. Chanchal Yadav flagged off the race of senior and junior boys category, while senior and junior girls category were flagged off by SP Changlang Mr. Vijay Kumar, IPS and ADC Mr. M C Roy respectively. In the senior boys category, Mr Keshab Chetry of Government Higher Secondary School, Jairampur stood first, while in junior boys category Mr. Pankap Wangam of Town Middle SchoolI won the first prize. Ms Rumi Jomoi of Government Higher Secondary School Changlang bagged the first prize in senior girls category, while Ms. Shilpi Kumari of Town Middle School-II manages to grab the first prize in junior category. About 350 students from various schools participated in the race. Later, a Walkathon for a distance of 4 (four ) Kms was also organized, in which the DC, SP, HoDs, Administrative Officers, other officers of the district, teachers, public leaders, etc participated enthusiastically conveying the message for a drugs free society. LDV DC office mourns demise of PI


ROING, June 25: All the officers and members of the staff of Deputy Commissioner, Lower Dibang Valley District, Roing has mourned the sudden demise of Late Abing Apum, Political Interpreter Grd-III, Roing who died on June 23 last at District Hospital, Roing due to illness. The members assembled in the office premises of Deputy Commissioner, Roing at 1300 Hrs on June 24 to express their deep sorrow and grief to the sudden and premature death of Late Apum. They observed two minutes silence and prayed almighty to grant peace to the departed soul. Late Abing Apum was born on 12/ 04/1956 and was 57 years of age. He was appointed as PI on 27/ 05/2004 and served the state government for 9 years as PI. He originally belongs to Bolung Village of Lower Dibang Valley District.

Wall grafiti competition on fight against drugs abuse and illicit trafficking
CHANGLANG, June 23: The Changlang District Administration in collaboration with the Department of Education had organized a wall graffiti competition amongst the students of various Higher Secondary schools of the district on the theme Fight against drugs abuse and illicit trafficking here today. The programme was sponsored by the Department of Education (SSA), Changlang. The competition was participated by the students of Government Higher Secondary School, Changlang, Jairampur, Kharsang, Nampong, Vivekananda Kendriya Vidhyalaya, Jairampur, Kharsang and DIET, Changlang. In a close competition, the students of DIET, Changlang edged to win the first prize while VKV, Kharsang and Jairampur won the second and third prizes respectively. All the important public places of Changlang township areas are adorned with graffiti and slogan against drugs abuse and illicit trafficking in order to generate mass awareness

amongst the youth and general populace. Giving away the prizes, Changlang Deputy Commissioner Ms. Chanchal Yadav, who has been the driving force behind the programme, said that participation is more important to winning. She encouraged all the participants to maintain the tempo of participation in all the educational activities. She further exhorted that the message which they have been conveyed through the graffiti should be imbibed in their

practical life and also spread the same to their near and dear ones. Raj Bhavan, Itanagar


The Raj Bhavan is the official residence of the governor of AP is located on a hillock close to a historical monument known as Ita fort (Eastern Gate). Spread over an area of 27 acres, the compound is surrounded by absolute greenery and trees, which rejuvenate ones spirit and refresh ones soul. The foundation of this Bhavan was laid by late K.A.A Raja the then Lt Governor of Union Territory of Arunachal Pradesh on 17th April 1977. Right from Bhisma Narain Singh, the first governor of AP to present, the Bhavan has been the official residence of seventeen governors. Nestled in mesmerizing pose, overlooking the capital city, the Raj Bhavan consists of main 2 storeyed building, Secretariat building, Darbar Hall and a Guest house. The Raj Bhawan has a Billiard room, a gym, a lawn tennis court and a badminton court. The compound has a beautiful nine-hole golf course. It also has a fish pond, a poultry and a dairy farm. There is a Helipad attached to the Raj Bhawan.

Govt reviews state of disaster preparedness


ITANAGAR, June 25: In view of the recent natural disaster that has happened in Uttrakhand, state Chief Minister Nabam Tuki has asked the Chief Secretary to review the state of preparedness to meet any eventuality. The Chief Minister appealed the citizens to come forward to build a disaster resilient state by abiding with the building and construction norms. On account of fragile mountainous terrain, he advised against building houses in the flood prone, low lying, disaster prone areas and avoid choking of terrains and approach roads so that in case of emergency the teams for rescue and relief operation can reach the disaster sites immediately. He further emphasized that the state being in the seismic zone V, utmost care has to be taken that fragile land is not disturbed by ad-hoc cutting of earth and by building seismically unsafe buildings he added. He further appealed citizens to maintain cleanliness to make the state free from diseases and epidemic. It has also been advised that in and around the urban areas where building byelaws are in force no pucca construction should be started without the approval of building plans. Buildings must be constructed only as per plans approved by the competent authority. No building should be planned / constructed without making earth quake resistant provision and ensuring stability of slope prior to according building permission. The Chief Secretary directed all Deputy Commissioner and concerned HoDs to take all precautionary measures in advance and also to prepare for handling situation that may happen in case of any minor, medium or major disaster. The Departments/ agencies have been asked to activate control rooms and ensure maintenance of essential service, power lines, surface transport, tele -communication, ensure proper stocking and placement of essential commodities, buffer stocks, drinking water, medicines. They have also been instructed to prepare search, rescue, evacuation teams and damage assessment teams and to generate awareness among the common masses.

DDMA & DDMC meet for disaster preparedness


ZIRO, June 26: A meeting of the District Disaster Management Authority (DDMA) and District Disaster Management Committee (DDMC) for disaster preparedness was held in the office of Lower Subansiri Deputy Commissioner, Marnya Ete here today in pursuance of the directives from Chief Secretary. The meeting was called to discuss preventive and precautionary measures to meet any emergent situation resulting due to natural disaster. Initiating the discussion, the DC read out the letter received from the Chief Secretary for the information of the members. He informed that the meeting was convened in view of the disaster in Uttarakhand, a Himalayan state, adding that since our states terrain is also similar to that of Uttarakand and face longer months of rain with mountains that are prone to landslides, proper precaution and measures are to be taken to ensure our ability to meet any such disaster if it occurs. Various agendas were discussed in the meeting including matters related to proper stocking of sufficient food grains and essential commodities; proper stocking of sufficient medicines; availability of potable drinking water; power supply; telecommunication; transportation; men & evacuation materials; activation of search and rescue team; community awareness programme; identification of temporary shelter etc DF&CSO appraised that since there is FCI in the district, there is no problem of food stocking and adequate ration is available to meet such demands. PWD also informed that enough man power is available with the department to carry out evacuation work if need be. Transport department also informed that one spare bus will be made available to meet such emergent situation to transport people for transit etc. DC directed DMO, Ziro to check availability of essential medicines and keep stocks of all medicines which may be required after occurrence of flood, earthquake etc. He was also directed to identify hospitals, team of doctors and paramedics including psycho-social service provider if any at subdivisional and district levels, who will be deployed at short notice. The names, addresses, telephone and mobile numbers, email etc. will be made available to the DEOC, Ziro, he added. The DC also directed the concerned department to conduct first- aid training at all levels. EE, (PHED) was also asked to identify source for drinking water facilities and arrange mobile water tankers, department of power supply has been told to keep essential equipments like electric poles, wires in hand which can be utilized for immediate restoration of power supply after occurrence of any type of disaster. Regarding search and rescue operation, Police personnel will be engaged in Search and Rescue operations and asked SP to identify the SAR team in advance and inform DEOC, Ziro. Central Para-Military Force like ITBP/CRPF will also be engaged for the same. The meeting checked all arrangements to cope up with any disaster.

International day against drugs abuse and illicit trafficking observed


CHANGLANG, June 26: The District Administration, Changlang in collaboration with the Department of Education observed the International Day against Drugs Abuse and Illicit trafficking here today at DIET Auditorium Changlang. Inspector General of Police, Eastern Zone, Shankar Das graced the occasion as chief guest. Addressing the gathering, he said that prevention is always better than cure. Targeting the vulnerable group of youth, he said that it is easier to stay away from drugs than to quit. He appealed the youth to be responsible and committed instead of taking drugs and be ready to contribute to the nation. He said that ruining of life of youth severely affects the security and growth of the nation. Earlier, Deputy Commissioner, Changlang Ms. Chanchal Yadav informed that opium was initially used by elderly people as medicine but for the last 10-12 years the youth have started consuming it which is not a healthy sign. She said that not only youngsters are being attracted towards drug menace rather many infants are under malnutrition because their parents are under the grip of drug abuse and not providing basic amenities to their children. She called upon all to work together and be vigilant to free the district from the drugs abuse. Informing about the drugs de-addiction camp going to be held at Changlang District Hospital as a part of awareness week, she appealed all to help the addicts not to relapse once he is committed to quit the drugs and urged the family members and community to keep vigilant on those who will under-go deaddiction. She appealed all to help spreading message of drugs abuse to all nook and corner to make the district free from drug menace. Superintendent of Police, Changlang Mr Vijay Kumar in his deliberation informed that almost 50% of the total population comprise of youth who are vulnerable to drugs addiction. He said that youngsters start consuming drugs out of feel good factor, fear pressure, adventure etc and get addicted to it. Speaking on the legal aspects, Mr Kumar informed that cultivation, selling, possession of any drugs is illegal and may invite legal action under appropriate criminal act. He appealed the youth not to involve in such cases which may ruin their career and life. Dr H Tangjang, Medical Superintendent, District Hospital Changlang, Captain Dinesh Punia, 4 Assam Rifles gave a very impressive presentation on types of drugs and its affects. The Gaon Burahs from New Changlang and Rangran villages shared their personal experiences who successfully overcame opium addiction which was highly motivating. People from all walks of life attended the programme enthusiastically.

KHONSA, June 26: The Commandant of the 36th CRPF B.C Sharma addressed a Sainik Sanmelan at Khonsa on June 24 last. He asked the officers and all ranks to work with utmost dedication and sincerity adding that they must place service and loyalty before self. He also highlighted some of the major achievements of the Battalion in maintaining law and order and rule of law. The Commandant threw light on various civic actions schemes undertaken by the Battalion under his command. departure on his transfer from Khonsa. It may be mentioned here that during his two years tenure as CO, 36 BN CRPF, B.C Sharma created six new company posts at Kaimai, Dadam, Tissa, Wakka, Longding and Deomali. He also conducted a number of civic action programmes in various places of the district which benefited the local people greatly. He was a great leader and guided his Battalion efficiently in containing insurgency in the district.

LONGDING, June 24 : Under the programme of Civic Action, free medical camp and health checkup was organized by 36 Bn C.R.P.F for the general public at Longsom village in Longding district (Longding) on June 19 last. People from various villages including Longsom, Chanu, Ozakho, Wanu and adjoining villages attended the camp for free health check up, besides

underwent medical tests for ECG, blood pressure, sugar, malaria etc. People were also given free medicines. Large numbers of public were benefited from the medical camp which was conducted with coordination of District Administration and 4 th Rajput Rifle. B.C Sharma, Commandant, 36 Bn informed that 36 BN,

C.R.P.F along with District Administration are identifying the villages and conducting such kind of programmes in different parts of Tirap and Longding district where district hospital and PHC are not available. Dr. A.K Bharti, SMO 36 Bn informed that a total of 238 people have been benefited from the medical camp including 122 children, 71 female and 45 male.

Meritorious students felicitated


ITANAGAR, June 25: A merit award function was organized to felicitate the meritorious students of class X and XII-2012 in the memory of Lt. Dera Natung and Lt. Sanggey Lhaden at Bharat Scouts and Guides state headquarter, Polo Colony here today. This award function is held every year to recognize the top most academic result of class X and XII of the state for private and government schools. Every year five girls and five boys who topped in AISSE/AISSCE are selected for Sanggey Lhaden award and Dera Natung award respectively. Accordingly this year, 15 students from class X were selected from various schools as six of them secured equal marks, while 11 students from class XII as two of them secured equal marks. The students were awarded with cash price, merit certificate and a memento. Director School Education T. Taloh, who was the chief guest while giving away the awards to the students, in his speech, congratulated the students and the parents for their hard work and making the state proud. He further advised them to keep up the good work in their future endeavors and to be an inspiration to their youngers. Jt.
