YUPIA: e-Panchayat training on PES (Panchayat Enterprise Suit) was held at DRDA Hall, Yupia from July 22 to August 2 last. In the ten day long training session, computer operators of all Panchayat blocks and district headquarters were given training on handling and management of software like plan-plus, action soft, PRIA software etc. The training was conducted by the District Project Management Unit from SIRD, Itanagar in coordination with NIC, Yupia. DPDO PapumPare, T. Dupak, in his welcome address to the house highlighted the importance of computer in day today life and in office management. He exhorted the participants to take full advantage of training. YUPIA: The existing Inner Line Permit (ILP) system running in Yupia has been modified by the NIC, Arunachal Pradesh. The NIC Arunachal Pradesh has developed some enhanced security codes to prevent duplicacy of ILP. As per the new system ILP can be scanned with mobile phones with necessary software and camera by security personnel in check gates which will determine the genuineness of the ILP. The Deputy Commissioner, Papum Pare has welcomed the new initiative taken by NIC and ordered to implement the system from August 5. Further, the DIO Yupia informed that the necessary training will be provided to the security personnel in check gates by NIC Arunachal Pradesh if necessary. YUPIA, August 7: The ex-servicemen who had retired from Army, Navy and Air Force and the widows of these organizations residing in Papum Pare district are requested to register their names and family details in the live register of Zilla Sainik Board (ZSB), Papum Pare and obtained identity card from Rajya Sainik Board (RSB). NAHARLAGUN, August 7: The first Assembly day of Arunachal Pradesh Legislative Assembly was celebrated at the Nokmey Namati hall of Assembly Secretariat here today in presence of State Governor Lt. Gen(Retired) Nirbhay Sharma, State Chief Minister Nabam Tuki, Speaker Wanglin Lowangdong, Ministers, MLAs, former MLAs and top government officials of the state. Arunachal Pradesh Governor, Lt Gen (Retired) Nibhay Sharma, while speaking on the first Assembly Day of Arunachal Pradesh Legislative Assembly here today said, the State Legislative Assemblies are the Temples of democracy. The people of Arunachal had a vibrant system of self-governance and a bottoms up democracy for centuries. The tribal culture imbibes the basic tenets of true democracy and good governance by being fair, transparent and accountable in meeting the aspirations of their respective tribe/group. The people of this state lived in harmony with nature and were at peace with themselves. Even today, in the North East region of India, the state of Arunachal Pradesh is an island of peace. He hoped that the occasion will always act as a reminder for us to renew our commitment to secularism, pluralism, dignity of every citizen and eliminate social discriminations. The best interests of the people of Arunachal Pradesh will get adequate voice for all time to come. The day commemorates the commencement of democratic process to enable the people of Arunachal Pradesh to chart their own destiny. The date August 7, is historic because in 1975 on this date exactly 38 years ago, the actual process of giving effect to the Legislative Assembly began and the Union Government agreed to demands of the people converting the Pradesh Council into the Provisional Legislative Assembly. Complimenting the Speaker, officials of the Legislative Assembly and the state government for giving this date its due by holding this commemorative function, he said it is yet another first by the state of Arunachal Pradesh. Well done! Looking at the history of growth of political process in the state, it has to be noted that the North East has been a distinct frontier region and its administrative system was quite different from the rest, even during the British India. Frontier Tracts (as called then) was placed under Assam Province but most of the administration was left to the local tribal chiefs. A full-scale and integrated administration was ushered in. Subsequently in 1965, based on the recommendations of Daying Ering Commission, NEFA administration was transferred to the Ministry of Home Affairs. Consequently five divisions of NEFA became its five districts. The same Commission is instrumental in the introduction of the Panchayati Raj system in 1965. The change from age-old tribal society and the administrative system to the modern democratic set up has taken place. It is to the credit of our visionary national leaders and those present here today and also their predecessors that Arunachal Pradesh is now part of the main stream of India and ranks rather high in economic and running through. The emergence of different tribes and differences in their customs and culture have essentially come up due to geographic isolation and should now be a model of unity in diversity and nothing less. Strategically, Arunachal Pradesh is very significant, sharing a border with Bhutan, China and Myanmar. Considering the border dispute with China, we need to develop the infrastructure and ensure that the state is secure. The development of border region is therefore important from this perspective as well. All this boils down to good governance i.e. meeting basic needs of the people in terms of food, shelter, health, education and security. This has to be on the plank of self-governance starting with Gram Panchayat, which must retain a healthy blend of tribal traditions and institutions, with the modern system of administration. However, the foothill areas, which are mostly backward, will not be connected by it and hence an alternate road connecting all the foothill areas internally is needed, he said. Tuki also pointed to the Union Ministry that only construction of roads does not complete its job. He said maintenance of these roads is of utmost importance and suggested that sufficient funds are allotted for it. It is very relevant here to mention that Panchayat Raj Regulation Act was passed during the NEFA period i.e. in 1967 and a three tier Panchayat Raj system was adopted. The traditional Village Councils, which were already recognized under North East Frontier Administration of Justice Regulation 1945, were accorded the status of Gram Panchayats. Though there are no written rules, the spirit of customs and traditions of the Village Councils is in tune with the modern concept of jurisprudence and parliamentary democracy. Hence, we need to preserve and promote and integrate traditional wisdom of these councils in the context of the 73rd Amendment Act, he said. Therefore, it is indeed a noble endeavour of the Assembly Secretariat to celebrate the day to commemorate the humble beginning of our State Legislative Assembly and it should be made a regular feature of the Assembly activities. He informed that considering the recommendation of the Daying Ering Commission (1965), the NorthEast Frontier Agency Panchayat Raj Regulation Act was passed by the Parliament and put on implementation by the Government of India in 1967. As per provision in this Act, the Agency Council was formed at apex level followed by Zilla Parishads at District level, Anchal Samitis at Block level and Gram Panchayat at village level. The traditional village councils which were already recognized under the NorthEast Frontier Administration of Justice Regulation, 1945, were accorded the status of Gram Panchayats. Outlining the history of formation of state Assembly, Tuki said that it has been a long and tedious journey for Arunachal Pradesh since the state was conferred the status of a full-fledged state on February 20, 1987. Wood carving is a traditional craft associated with some of the tribes of Arunachal Pradesh. The Monpas, Khamtis and Wanchos occupy significant place in this art. The Monpa wood carvers make beautiful cups, dishes, fruit bowls and magnificent masks for ceremonial dances and pantomimes, while the Khamptis make beautiful religious images - like figures of dancers, toys and other objects. The Khambas and Membas of West Siang also make wooden masks. The traditional woodcarving system is most popular among the Wanchos of Longding and Noctes of Tirap districts. In fact the area is the chief center of wood carving. The art and skills of wood carving practiced among the Wanchos is closely associated with their age-old religious beliefs and cultural practices. This unique wood carving art is intimately interwoven in the socio-cultural fabric of the people. The wood carving based economic activities are an intrinsic part of the life of the people of these two districts as these two tribes have been practicing it for a long time. In early days, the Noctes and the Wanchos used to make wood carving to decorate the posts and log drums in the Morung or Paa (boys dormitory) or to decorate the village chiefs house. The subject they choose used to be simple based on their day today experiences and objects. But with the change in time, the range of subject has increased manifold like - figures of eminent personalities, human figures, animals and birds. Among the Noctes, the people of Huakan, Laho, Moktowa, Lapnan and Hualam villages are known for this wood carving art, while there are many wood carvers among the Wanchos. The wood of a certain wild tree called Pongmo in Wancho is used for wood carving as the wood is soft, smooth and does not develop cracks easily. The best time to cut this tree is in October November. Normally it takes 20-25 days to complete a human figure. With the demand for this ethnic art at the national level especially in cities, wood carving has the potential to grow into a major cottage industry in the state of Arunachal Pradesh. But unfortunately, this traditional art had suffered a setback in recent decades as the local artisans, who solely depend on woodcarving for their livelihoods are in dwindling position. Hence concerted effort is needed to make the industry traditionally reliable and economically sustainable along with government policy to popularize and market the wood carving in a professional manner by opening more wood carving centers to meet the growing demand.

Taron pulled his cotton blanket over his prostate body as fully as he could to get a cozy sleep in the cold winter night. He glanced towards the hearth before he pulled the edge of the blanket over his head. He could not conclude for sure. He put away the pot of pig wash still faintly simmering on the trivet and lit the fire in the hearth again, raking up the woods which had almost begun to ebb. Know Your State


Arunachal Pradesh is rich with plenty of beautiful natural lakes in all districts out of which Glaw Lake in present Lohit District is one of the most prominent ones. Glaw Lake has a popular myth behind its origin according to Mizo Mishmi folk tradition and, therefore, this natural lake is closely associated with the culture and consciousness of the Mishmi communities. The lake is situated at a distance of about 24 kms from Wakro, an EAC headquarters on the left of the famous Lohit River. It is situated on the north-east side of the township and can be reached by trekking on hilly and undulating tracts along the Kamlang River that joins the Lohit in the west. This is a massive lake with about 8 sq miles in area spread around at the foot of surrounding hills. The nearest settlement is Kalai village which is located at a distance of 8kms before reaching the lake. According to some experts the site was a volcanic mouth which might have been formed ages ago before any human settlement in the adjoining area. This theory of being a volcanic mouth seems logical from the perspective of its geographical features as the lake has formed on a bowl like formation below a range of surrounding hills. Located at an altitude of four thousand feet from sea level, the lake is rich with aquatic life, especially fishes with varying species. The surrounding area is full with thick forest cover

where plenty of wild animals and birds are found including wild elephants, deer, and bear etc. The place is cool and the scenic and being full of flora and fauna, it has a tremendous potential for tourism in future. But interested trekkers can make a trip to the lake by arranging local guides for enjoy the beauty of this unexplored tourist destination.

Training cum workshop for BRCC & BRPs held


AALO, August 2: The RTE-SSA Zilla Mission, West Siang district organized a 5 days training cum workshop for capacity building of Block Resource Centre Coordinator (BRCC) and Block Resource Persons (BRPs) from July 25 to 29 last at Gumin Kinn, Aalo. Participants from twelve blocks of the district participated in the training programme. Tomi Doke, DDSE cum District Project Officer, RTE-SSA, West Siang district, in his inaugural speech called upon the participants to devote their time for enhancement of quality education in the district. Highlighting the provision of the RTE Act 2009, he advised the participants to train and disseminate the knowledge they acquire from the training to the teachers of their respective blocks. The training included topics like methodology of teaching various subjects at elementary level, right to education, continuous and comprehensive evaluation, action research etc. Earlier, Gemar Karga, District Pedagogy Coordinator welcomed the DDSE cum District Project Officer and the participants.

AALO, August 7: The first quarter review meeting of NRHM activities in West Siang was held in the Conference Hall of DC office under the chairmanship of Manoj Kumar Sahoo, Deputy Commissioner cum Chairman of the Governing Body, DHS, West Siang district, Aalo on August 2 last. Chairing the meet, DC stressed on quarterly review meeting to assess the programme activity, adding that many problems can be solved through discussion amicably. He said that as the health & education is one of the most important sectors for which the government is laying utmost emphasis, all must achieve their respective targets within the stipulated time. The Stupid Pupil


(A Jataka Tale)

In my childhood, I was always captivated by the charm of the Jataka Tales and later realized that the Jataka Tales contain deep truths, and are calculated to impress lessons of great moral beauty. The obvious lessons are many of them suitable for my little friends, and beneath the obvious there are depths and depths of meaning which they may learn to fathom later on. The oriental setting lends an additional fascination. Quaint humor and gentle earnestness distinguish these legends and they teach many wholesome lessons, among them the duty of kindness to animals. Jataka stories speak eloquently of those human values, which contribute, to harmony, pleasure and progress. For developing moral conduct and good behavior, there is little more instructive foundation than Jataka stories. All Jataka stories hold out advice on how to correct our ways. They played and continue to play in some societies an enormous role in the cultivation of peace and generosity. The Jatakas, or Birth-stories, form one of the sacred books of the Buddhists and relate to the adventures of the Buddha in his former existences, the best character in any story being identified with the Master. The Jataka tales are dated between 300 BC and 400 AD. The Jataka stories, over millennia, have been seminal to the development of many civilizations, the cultivation of moral conduct and good behavior, the growth of a rich and varied literature in diverse parts of the world and the inspiration for painting, sculpture and architecture of enduring aesthetic value. Many of the tales are set in or near Benares, now called Varanasi, a city in north central India on the Ganges River. One of the worlds oldest cities, Varanasi is the most sacred place for Hindus, Buddhists and Muslims also have important religious sites nearby. According to tradition, Buddha began his teaching at Sarnath a short distance from this city. Part of the canon of sacred Buddhist literature, this collection of some 550 anecdotes and fables depicts earlier incarnations sometimes as an animal, sometimes as a human of the being who would become Siddhartha Gautama, the future Buddha. Jataka stories are well depicted in Amaravati, Nalanda, Ajanta, Ellora, Bharut, Nagarjunikonda, Borobudur and Angkor Vat. At this point I wish to draw the young friends special attention to the story of The Stupid Pupil, from the collection of Nangaleesa Jataka-123. When you read or listen to these very old stories, if you wonder how much it is really true, you should test the meaning, weigh or consider it, and depend on your own intuition to know the truth of it. Method of preparation: - Clean fish and marinate with ginger, garlic and chilli paste, finely chopped fern, local coriander, salt and other indigenous spices as per availability in a bowl. - Keep the ingredients in a special type of wild leaf, locally called lai and tie it tightly. - Put the wrapped packet inside the fire ashes. - Turn the packet after half an hour to ensure it is well heated from all sides. - After it is cooked, cool down before serving. He thought that the pupil served him devotedly. He was an idiot whereas other pupils were intelligent and therefore learnt all the skills. How could he make him wise? Therefore, he thought of a plan. He decided to teach him through simile. !I will send him to the forest to bring wood and leaves, and ask him what he saw there. Thus, I will make him familiar with new objects. I will let him learn by himself, and make him wise. Thus, he will be able to learn all the skills like other pupils and succeed in his life, the Acharya thought. He called the pupil and told him-

My son! Now, when you go to the forests to bring wood and leaves, try to memorize what you see there and eat. And, recall it to me when you return. Very well, said the pupil. The Government in its efforts to create entrepreneurship provides various monetary and non-monetary incentives like the development of an infrastructure, assistance in marketing and procuring raw-materials, providing finance or granting subsidies on investment. Various state and central organizations have accordingly been created to cater to the needs of entrepreneurs. But reality in field draws

One example of their lacking interest in setting up enterprises is that those tribal boys/girls who go for craft training do not want to have their own business but like to join as craft teachers in government organizations. The mindset of the most of the contemporary tribal of the State are not to establish their own enterprise but to venture either in politics, contract business, or government services to earn easy money. This mindset can be termed as psychological barrier which has emerged very strongly in the present socio-economic context of the State. Some tribal people within a very short period of time have experienced income and wealth inequalities to a high degree. Very few of them have been found to become very rich overnight and enjoy luxurious life and prefer conspicuous consumption which has been adversely affecting the rest of the society. The income inequalities in the tribal society are very strong. Some are very rich and some are stark poor. The presence of high degree of corruption at all levels and existence of underground economy is also a deterrent to States economy. Taking undue benefits of subsidy linked Scheme: It has been in common practice that the persons seeking financial assistance under Government sponsored schemes normally prepare their scheme proposal by considering only the upper financial limit as it has direct bearing with the quantum of subsidy entitled. This fact has clearly emerged through field investigations as bigger projects have higher failure rates. It is commonly observed that the beneficiaries and sometimes even the implementing agencies do not consider the economic viability of the proposed projects. The concerned financial institution gets limited scope to appraise the projects to suit their prescribed norms. As a result in the present practice, majority of government sponsored schemes fail miserably. License issuing system: The outsiders who want to venture business in the State are to obtain license in the name of an Arunachalee who gets rent from the concern businessman for the license. These trading people earn money and mostly siphon off in their respective home because they dont get the right to buy property for independent business. This status largely refrain the private investors in coming and opening up ventures in Arunachal Pradesh. Institutional credit for trade and industries are available to the local people but they lack entrepreneurial skills and show hardly any interest in industrial activities. Therefore, like Inner Line permit, the License issuing system of the Government has also discouraged the opening up of KVI units in the State. Lack of dignity of labour: The contemporary Arunachalees, mostly are oblivious of their age-old pride of dignity of labour and even for petty household works they depend on assisting hands. This has quietly uprooting the habit of doing productive works on self help basis and making them dependent on others. This is contrary to the entrepreneurial trait. The concept of depending too much on servants for the whole lot of household chore has become almost a glamour or vanity of neostatus concern tribal families. Even

employment avenues, increase in consumption of industrial products, roads, schools, banks, health care, postal facilities, and training centres etc. In the study 72.5% respondents opined that their activities were hampered by power supply irregularities. Transportation: The service of transportation is a prerequisite for economic development. The road density in the state is very low. In 2001, the road density was 17.36 km per 100 sq. km of area as against the national average of 82 km per 100 sq. km. The main reasons for this low density are: the difficult topography and undulating terrain, the late start of development process, and the high cost of construction in the inaccessible and remote hostile terrain areas. The states does not have lateral roads connecting districts, since roads run vertically connecting places via Assam with districts or sub-divisions of the state. This has not only resulted in high transportation costs but also affected by disturbed law & order situation and insurgency problem of Assam. The State at all has no railways except 1.26 Km metre gauge railway line laid in 1989 connecting Bhalukpong with Indian railway map. This is a major handicap and supplemented by the

Subsidy and Various Incentives: Lack of adequate knowledge and proper training to State Government officers dealing with the subsidy are some of the important factors responsible for not utilizing the subsidy to the maximum extent. Hence, it is suggested that besides these incentives, the Government should impart proper training to Government officials dealing with subsidy schemes, etc., to get the work done efficiently and to conduct intensive campaign to make available the various incentives at the door of the prospective entrepreneurs quickly. The Government should also evolve a procedure by which the procedural delays are minimized. The Government should also provide some suitable channels of marketing to market the small industry products and give them incentives, like price preference, exemption from sales tax, etc. Raw material depots should be set up for prompt supply of materials in sufficient quantity. Basic infra-structural facilities should be developed. Efforts should be made to minimize cost of production and increase their productivity. Equitable Regional Distribution of KVI units: The most important problem of KVI is that of obtaining necessary finance. The artisan requires finance for purchasing raw materials, for stocking the same and for holding finished articles. The artisan generally very poor and there are facilities of cheap credit available to them because they do not have the asset which is the requirement as security with the banking institutions. Naturally they fall into the clutches of money lenders who charge exorbitant rate of interest, or else they borrow from the dealers of their goods, who exploit them thoroughly by compelling them to sell their products at very low prices. Technique of manufacture: In KVI, the technique of manufacture is poor and primitive. The KVI workers have no idea of the recent development and improvement in the art of the technique of production and they use old methods and implements, with the result that the technical efficiency is increasing the cost or production and is rendering them unfit to compete with the large industries products. While it is essential that KVI should receive the maximum support in terms of State policy and specific assistance from the government, these measures cannot have more than short-term values unless the technique of production

They are very much handicapped in getting adequate material due to their financial position and have no arrangement for stocking raw materials which are obtained seasonally have to be used throughout the year, e.g. oil seeds. Besides, there is also considerable lack of reliability in the equality of raw materials sold by the middlemen with the result that it destroys the reputation of the artisan who uses them. Thus, the artisan does not get enough of what he wants and what he gets is of poor quality and that too has to be bought at higher prices. The only way to meet this problem is to form the collective or cooperative societies. Infra-structural facilities: Another problem faced by the entrepreneurs is the availability of adequate infrastructural facilities in backward areas. In spite of the Governments efforts to develop infra-structural facilities for attracting entrepreneurs to backward areas, entrepreneurs are reluctant to go to these areas and start an industry. Most of these areas are not developed industrially, mainly because of the absence of basic pre-requisites to industrial growth i.e., there is lack of adequate infrastructural facilities, like transport and communication, good roads, railways, recreational and educational facilities, etc. In some cases the entrepreneurs come forward to set up an industry in backward areas which are in close proximity to a metropolitan city, only with the objective to avail of the incentives granted by the Government. In such cases, most of their time is wasted in going and coming to factory and home.

The National Hydro Power Corporation (NHPC) has undertaken survey and investigation works of Siang and Subansiri basin mega hydro power project with an estimated installed capacity of 20700 M.W. Inspite of having high potentiality of hydro power, to fulfill the present requirement of the power the State has to import of States share from central sector and to purchase from Assam State Electricity Board (ASEB). But, in near future Arunachal Pradesh is expected to be made a Power Surplus State so much that after fulfilling the home demand it would earn much revenue by exporting power to rest of the country. Therefore, Arunachal Pradesh, having such untapped estimated hydro power potential of 48991MW of the major five rivers, may emerge as Power House of India when this potential is fully harnessed (Mandal, 2007). The presence of North Eastern Development Finance Corporation Limited (NEDFi), Guwahati, which has a branch office at Itanagar, in the State, needs to make perceptible with adequate flow of assistant out of North East Equity funds. The monitoring machinery needs to be strengthened which should essentially include detection of sick industrial units and draw up a nursing plan for their rehabilitation. In a message broadcast on the occasion of the Republic Day, 1970, the Governor of Assam & Nagaland, Shri B.K. Nehru, assured the people of NEFA of all possible assistance for their economic and political growth. The Governor remained the people of the great responsibility resting on them as inhabitants of a sensitive border area and expressed confidence that they would discharge this responsibility with faith, determination and cheer. The full text of the Governors message is reproduced below; I am extremely happy to speak to you on this auspicious occasion of our national life. 26th January is an important day for us, because 19 years back on this day, the nation adopted for itself a constitution and Indian became a Democratic Republic guaranteeing to the people all the fundamental right necessary for leading a free and democratic life. On this day we should all renew our pledge to maintain national unity and territorial integrity. As inhabitants of a sensitive border area, the people of NEFA carry on their shoulders great responsibility. Similarly, the officers and staff of various departments working in NEFA also have a very heavy responsibility and will discharge it with faith, determination and cheer. NEFA presents a fine example of national integration with people from different parts of the country, speaking different languages and professing different religions, life together in peace and amity. I am confident that this glorious tradition will not only be maintained but further strengthened and NEFA would show the way to the rest of the country in leading a secular, peaceful, friendly and democratic life. I have been greatly impressed by the striking progress which the NEFA Administration has been able to achieve in providing the people to NEFA the basic amenities of modern life and other welfare institutions. During the last 20 years tremendous progress has been made in different spheres of activities in NEFA. The people also develop healthy aspirations and strong urges for social and economic progress. Due to sheer forces of circumstances this north-east frontier region of the country has remained under developed for countries. Combined efforts have now been made by the people as well as the Government to jump the centuries and make up for the past deficiencies. The pace of development in NEFA would be evident from the figures of expenditure on various plan projects during the last three consecutive Five Year Plan. I would like to quote very many figures and shall only briefly mention the amount of money spent in various development schemes during the plans. Expenditure during the Third Five Year Plans. Period was almost double of the combined expenditure of the First Five Year Plan and Second Fife Year Plans. For the year 1969-70 the proposed Plan expenditure of the order of Rs. 3.50 crores which will be the highest amount proposed to be sent in one single year. The provisional Fourth Plan of NEFA envisages an expenditure of Rs.16.29 crores. It is expected that it will be possible for the Planning Commission of the Government of India to provide the necessary fund for our Fourth Plan. It will be seen, therefore, that the rate of developmental work in NEFA has been growing every year. I hope that is tempo would be maintained in years to come. In the field of agriculture, the annual food production has gone up to 68,000 Tons and serious efforts are being made to make up the short -fall in agriculture production to make the area self sufficient as quickly as possible. In the field of health services, as against only 15 hospitals and dispensaries in the entire agency in 1947, there are today nearly 100 hospitals and dispensaries with various specialized services providing medical coverage to the local people. As against only 168 kilometers of motor able roach in 1947, there are about 18,000 kilometres of such roads in NEF A today, thus greatly facilitating internal mobility and opening up the region. Educational facilities have expanded by more than 150 times during the last 20 years. There are now more than 500 schools of various standards and a college in NEFA with an enrolment of about 23,000 students. In 1947 there were only 3 schools in the entire Agency with about 30 students in the roll. These figures are only illustrative and not exhaustive, and would speak for themselves. The most important achievement during this year has been the introduction of the Panchayati Raj in NEFA. On 3rd of December, 1969 the Agency Council, which is the apex institution under the Panchayati Raj system in NEFA, was inaugurated and with it a new era of social and political resurgence in NEFA has begun. Establishment of Panchayati Raj has not only created new hopes and aspirations among the three and a half lakh people of NEF A, but has also marked the beginning of further social and political advancement of the people of NEF A on democratic lines. The 3rd December, 1969, is therefore, a red letter day in the history of NEFA, for it marks the beginning of the exercise of statutory power by the people of the Agency to manage their internal affairs. It is now for the people to make a success of this institution by offering fullest cooperation to the Panchayati Raj institutions. I have no doubt that such assistance and cooperation will come in abundance and the people will be able to promote social and economic development and also take larger share in the administration through this institution Now that Panchayat system has been ushered in, I have every hope that the ageold vigor of NEFA will find better channels which will lead to further material wellbeing as well as their closer relationship with the rest of the country. One of the basic objectives of administration in this territory has been to achieve emotional integration of the people living in these parts of the country with the rest of the nation. These people, due to geographical and other reasons, had to live an isolated life. In this fast changing world it is neither desirable nor possible to keep them in isolation. It is imperative in the national interest as also in the interest of the people of this territory to break this isolation and bring them into the main stream of Indian life. The officers of the NEF A Administration and workers of various agencies engaged in welfare activities in NEFA will have to work towards this end with sincerity and determination. I may assure the people of NEFA that the advancement and safety of their region are very much in the mind of the Government of India and the administration will offer all possible assistance for their economic and political growth. I also fully appreciate the problems and difficulties facing our officers and staff in the interior areas of the Agency. Theirs is an onerous task, but I am sure that they will face up to these difficulties cheerfully and serve a great national cause. I wish you all a prosperous and happy future Jai Hind.

PASIGHAT, August 2: The Pasighat Municipal Council (PMC) in collaboration with the Directorate of Town Planning and Urban Local Bodies (DTP&ULB) conducted a consultative meeting cum workshop on powers and functions of PMC at the DCs Conference Hall here today. ROING, August 1: A ten days refresher in-service teachers training was organized by SSA District Mission, Roing at Anchal Samiti Hall here today. Addressing more than 100 teachers from different schools under BRC Roing, the DC, Shiv Kumar exhorted the teachers to have proficiency in teaching and expressed hope that the training will improve them in imparting quality education to the children. He further exhorted them to do justice to their profession and contribute to the society by creating strong base of the student in academic as well as in moral character right from their primary and middle school level. He observed that most of the petty crimes in the township are committed by juveniles (students of class viii xii), he said that, the right moral teaching and strong base in their budding stage can mould them to be a better person.

The meeting adopted resolutions like -immediate identification of projects/ schemes and preparation of DPR through government empanelled consultants in Pasighat Municipality, identification and relocation of dumping ground (at least 7-9 km away from township), introduction of Double Entry Accounting System in Pasighat Municipality, preparation of master plan for Pasighat and development to be guided by it, regulation of slaughter house and preparation of DPR for it, to recommend allocation of land within Municipal Limit through Municipal Body, incorporation of management of Bio-Medical Waste in the next Development Plan and early preparation of DPR for Bio-Medical Waste Management in General Hospital, Pasighat.

PASIGHAT, August 4: Challenging the drought like situation in the district, Foxtail Millet locally known as Ayaak was reintroduced in Mebo subdivision under RKVY (Rastriya Krishi Vikash Yojna). It is healthier than rice and a generation back this was the common food of the people. According to Ojong Yomso, East Siang DAO, it is fairly tolerant of drought and due to its quick growth, this can be grown as a short-term catch crop. People cook it as rice and the high fiber and protein content make sure that one can stay full for a long time after eating millets. This wonder grain is extremely diabetic friendly and contains carbohydrates, iron and very rich in magnesium which reduces migraine, severity of asthma and keeps blood pressure under control. The DAO further informed that a five days demonstration was conducted by Mebo ADO, Borik Megu with modern method and techniques to the farmers to ensure bumper productivity.

Mini marathon on disaster management awareness held


KHONSA, August 3: A mini marathon on disaster management awareness was held at Khonsa today under the aegis of Disaster Management Cell in which hundreds of students drawn from various schools of Khonsa and its peripheries actively participated. The mini marathon was flagged off by Tirap Deputy Commissioner Kamlesh Kumar Joshi amidst a huge gathering including HoDs, teachers, students, PR leaders and public. Tirap SP, Vikramjit Singh also graced the occasion. The Deputy Commissioner appreciated the organizers and hoped that the mini marathon would go a long way in spreading awareness on disaster management, especially among the students and other vulnerable classes. He urged all to help the district administration in its preparedness for any natural calamities in the district adding that each department and HoD had been assigned specific duty in the event of any eventualities and asked them to play a pro-active role. The marathon was organized both for boys and girls. The DDMO, P. Duggong and his staff distributed pamphlets on Dos and Donts during and after disasters to all the participants. There was very good response from the local residents and they appreciated the effort of the district administration. The position holders of both boys and girls from 1st to 10th in the mini marathon will be awarded attractive prizes on August 15. The event was a huge success in terms of spreading awareness on disaster management.

The tournament began with a formal kicked off by SP, Changlang Vijay Kumar. The opening match was played between Manmao team vs Victory Football Club, Jairampur. The match ended with 1-1 draw. All together thirteen teams are participating and the final match will be played an August 12 next. The winning and runners up team will be awarded cash prize of Rs. 20,000/- and Rs. 15,000/- respectively along with the trophy and certificate.
