TECHNICAL INFORMATION LETTER

TRIP RISK WHEN LIQUID FUEL RECIRCULATION IS TURNED OFF WHILE RUNNING ON GAS APPLICATION
Dual fuel gas turbines (6FA, 7FA, 7FB, 9FA, 9FB) having a liquid fuel recirculation system.

PURPOSE
To inform users about a potential gas turbine trip when the liquid fuel recirculation is turned off while running on gas, to provide information to identify affected software and to inform of the availability of a logic modification to prevent such an event. Compliance Category O - Optional M - Maintenance C - Compliance Required Identifies changes that may be beneficial to some, but not necessarily all, operators. Accomplishment is at customer's discretion. Identifies maintenance guidelines or best practices for reliable equipment operation. Identifies the need for action to correct a condition that, if left uncorrected, may result in reduced equipment reliability or efficiency. Compliance may be required within a specific operating time. Failure to comply with the TIL could result in equipment damage or facility damage. Compliance is mandated within a specific operating time. Failure to comply with this TIL could result in personal injury. Compliance is mandated within a specific operating time.

BACKGROUND DISCUSSION
The liquid fuel recirculation system is used to circulate liquid fuel from the supply up to the 3-way end cover isolation valves. Liquid fuel circulation is active when the turbine is running on gas fuel to minimize carbon (coke) formation, eliminate air in the system and to exercise the flow divider and valves associated with the liquid fuel system. This system reduces the chance of air being trapped or infiltrating into the piping and associated components by use of an air extraction system placed at the high point of the system. This allows the liquid fuel system to remain readily available during long periods of operation on gas fuel, without the need to actually burn liquid fuel in the turbine. An application code error has been detected that results in a gas turbine trip when liquid fuel recirculation is turned off while the unit is running on gas fuel. As per the existing logic (see Figures 1, 2 & 3), a Liquid Fuel Flow Fault Trip (L4FLQ_F) or Post Ignition Trip Auxiliary (L4POSTX) can cause such a trip if both Liquid Fuel Suction Pressure Low (L63FL2Z) and Liquid Fuel Feedback Error Exceeds Limit (LFQFBFLT or LFQFB41) signals are active when the turbine is running on gas fuel. This issue only affects units with a recirculation system, which can be identified by locating VA70-5/20LFSP-5 in the Liquid Fuel Piping Schematic (MLI 0424) and Device Summary (MLI 0414), as the valve is unique to this system. RECOMMENDATIONS
GE recommends verification of the Liquid Fuel Flow Fault Trip (L4FLQ_F) and Post Ignition Trip Auxiliary (L4POSTX) logic. If L4FLQ_F or L4POSTX signal generation is as per the logic depicted in Figure 1, Figure 2 or Figure 3 then: Short Term: GE recommends to maintain the liquid fuel recirculation while running on gas fuel until the software logic modification is implemented. Long Term: Implement the software logic modification at the next available opportunity to prevent such an event. Once the modification is implemented, the liquid fuel recirculation system can be turned off without the risk of trip, nevertheless, the recommendation is to keep the system running to maintain the liquid fuel system readiness. Please contact your GE Service Manager or Contract Performance Manager for assistance on implementation of this software modification This TIL can be considered to be complete when the logic has been determined to not be affected, or when the logic has been modified and installed
