13 killed in shooting rampage
at Washington Navy Yard
WASHINGTON, D.C - A former naval petty
officer who apparently had a grudge against
the Navy sprayed an office building with bullets
at the Washington Navy Yard on Monday,
killing 12 people in a rampage that paralyzed
part of the nation's capital, authorities said.
Authorities said that the gunman, a civilian
contractor and former Navy reservist identified
as Aar on Al exi s, 34, was ki l l ed af t er
exchanging fire with officers who stormed the
headquarters of the Naval Sea Systems
Command in a massive l aw enforcement
response. He packed an assault rifle and two
other guns during his lethal rampage - in and
at a Monday evening press conference, D.C.
Mayor Vi ncent Gray sai d t here was no
information on a motive and there was no
information suggesting terrorism was involved.

Packard Enterprises called "The Experts"
which does work in the Navy Yard complex,
accordi ng t o a st at ement f rom Mi chael
Thacker, the director of corporate medi a
relations for HP.
He appeared to have an access card that
would have allowed him onto the Navy Yard
and other military installations, the company's
CEO, Thomas Hoshko, told National TV.
Besides being the biggest shooting rampage
since last December, when 20 children and six
adults were killed at Sandy Hook in Newtown,
Conn., it was the deadliest on a U.S. military
installation since 13 people were killed at Fort
Hood, Texas, in 2009.

Dr. Babu Suseelan, one of the director of New
York based Indian Intellectual Forum (IIF) and
a renowned scholar on Hindu human rights,
spoke on si gni fi cance and hi st ori ci t y of
Hinduism. He mentions that currently Hindus,
Hinduism and motherland is in crisis. The
biggest problem is Hindus are not participating
in democratic process via voting whereas
Muslims in India are voting in large numbers.
He requested all Hindus to vote for Modi.
FDNY instructors conduct
training day in Capital Region
ALBANY - Firefighters gathered in Ballston
Spa for a training session. It's the first of its
kind in the Capital Region with trainers from
the New York City Fire Department. The event
was also dedicated to those who made the
ultimate sacrifice on 9/11.
Smoke billowed out of windows and doors of a
building with one firefighter trapped inside as
others rushed into the burning structure to
rescue him.
The training that seemed so real brought
nearly 100 fi refi ghters from ten di fferent
depart ments across t he Capi t al Regi on
together at the Saratoga County Fire Training
grounds in Ballston Spa. They were drilled on
new rescue techniques and how to keep each
other safe in dangerous situations.
Albany Airport to receive
$1M for improvements
ALBANY - Albany Internati onal Airport i s
get ti ng $1 mi l l i on i n f ederal fundi ng for
improvements.
Federal officials say the money will be used for
a rescue vehicle, construction of a service
road and perimeter fencing. The money comes
from the Federal Aviation Administration' s
Airport Improvement Program.
US. Sen. Charles Schumer says the upgrades
will make the airport safer, more modern and
more effi ci ent. Schumer announced the
funding along with U.S. Sen. Kirsten Gillibrand
and U.S. Rep. Paul Tonko.

India's visa rule is unfairly
persecuting innocent Pakistanis
Most people would be shocked if they went to
the visa website of a London embassy and
read: "Processing time is two to three days for
British citizens, but seven to eight weeks for
Briti sh ci tizens of Jewish origin". Indeed,
advertising an intention to discriminate is
contrary to the Race Relations Act 1976. Yet,
explicit discrimination of this kind can be found
on the website for visas for India: "Processing
time for UK Nationals is a minimum of 2-3
wor ki ng days . . . Pr ocessi ng t i me of
appl i cat i ons r ecei ved f r om per sons of
Pakistani origin [including British citizens] will
be minimum 7-8 weeks."
Pakistani ethnic origin is detected through
questions about place of birth and previous
nationality, both for the applicant and their
parents. Di scl osi ng a l i nk wi th Paki stan
triggers demands for extra information and a
long processing period, which in many cases
makes travel to India impossible. India is
effectively banning more than half a million
Bri t i sh ci t i zens of Paki st ani ori gi n f rom
travelling to India as tourists, on business, or
to participate in academic conferences or
student exchange programs.
Looking behind a British passport and treating
an individual differently, because they or their
parents were born in Pakistan, is direct or
indirect racial discrimination violating UK,
European and international human rights law.
It cannot be justified under any circumstances,
because it is a first step down a very slippery
slope of racism.
India would object very strongly if Australia,
Canada, China or the US made it much harder
for British citizens of Indian origin (but not

Pakistani origin) to obtain a tourist visa.
India's racist visa rule is an irrational response
to the tragic attacks in Mumbai in November
2008. The attackers arrived by sea, without
visas, deliberately evading all border controls.
No visa rule of any kind could have stopped
them. The rule appears to be based on the
case of the convicted terrorist David Headley,
a US citizen of Pakistani origin who made
several trips to Mumbai to scout locations for
the attacks. But when he applied for an Indian
visa, Headley failed to disclose his previous
name, and falsely stated that his father's name
was Headley. Terrorists planning to kill or
assist killers will not be deterred by questions
on a visa application form. They will give false
information. But thousands of innocent people
of Pakistani origin who answer truthfully may
may find themselves barred from India.
Under UK, European and international human
rights law, suspicion of potential to commit a
crime must be based on an individual's own
conduct, not on their racial or ethnic origin.
India should apply the same security check to
all British citizens applying for visas. If the
check reveals no cause for concern, the visa
should be issued. Being born in Pakistan, or
the child of a person born in Pakistan, is not a
cri me, nor evi dence of predi sposi ti on to
commit terrorist acts in India. In the 1980s,
India could have been accused of "exporting
terrorism". The 1985 bombing of an Air India
747 flying from Montreal to London killed 329
peopl e, incl uding 280 Canadian ci ti zens.
Should Canada have retaliated by adopting a
similar rule, requiring British and US citizens of
Indian origin to apply for visas, issued after a
long wait, if at all?
The vast majority of British citizens sincerely
hope that India and Pakistan will find a way to
end their cold war. But India's decision to
puni sh Briti sh (US, Canadi an and other)
ci tizens of Pakistani ori gin, by maki ng i t
extremely difficult for them to travel to India,
will do nothing to help resolve its conflict with
Pakistan. On the contrary, it will cause those
who are deni ed vi sas to resent India for
excluding them, rather than praise India' s
democracy and economic growth, after their
visits. And it puts British universities and
employers sending groups of students or staff
to India in a very difficult position. Should they
cancel the trip for all, or say to their fellow
British citizens "No Pakistanis need apply"?

Militants, Pakistan and 2014

There is a very real possibility of US and her
NATO al li es goi ng i n for "zero option" i e
l eavi ng no t roops behi nd as t he forces
withdraw in 2014 from Afghanistan, if the
significant complicati ons of the Status of
Forces Agreement (SOFA) are not resolved.
Although an obvious desire and reason for
leaving behind a residue force is to train and
equip Afghan security forces, yet there is an
unquestionably strong concern in Washington
about the neighboring nuclear Pakistan. The
cascading effect on Pakistan if the Karzai's
government cannot hold and is overrun by the
Taliban with the eventual American exit is an
outcome one must be prepared for. It can turn
into the same situation it did in Afghanistan
from 1996-2001 where there was intense
i nternal st ruggl e t hat was supported by
Jihadist and militant organizations. It will spill
over into Pakistan and is likely to attain ethnic
and sectarian dimensions. United States is
well aware that Afghanistan may well end up
being de facto governed in some areas by the
Taliban. David E. Sanger gives yet another
reason for Americans' desire to retain bases in
Af ghani st an, ' t he Amer i can f or ces i n
Afghanistan had a rule "a break a glass"
emergency force if Pakistan and its arsenal,
appeared to be coming apart at the seam'.

The Americans have spent billions to arm and
equi p t he Af ghan pol i ce and mi l i t ar y.
Reportedly in 2011 alone the amount was $12
billion. However, the question that whether or
not the security forces will be prepared to
ensure law and order, in absence of American
forces backing them, is not a one that has
figured prominently in the decision of the
withdrawal date. Neither do US have any
peace pl an t o br i ng an end t o t hei r
adventurism in Afghanistan. Funds for "War on
Terror" will be whittled down drastically. In
case of an Afghan meltdown, the influx of
Afghans from the Durand Line and into the
FATA area and Khyber Pakhtunkhwa will be
inevitable. From here it will trickle downwards
to other provinces. This makes for a volatile
country taking a hike with a combusti bl e
powder keg.
"War on Terror" has gone on for over a
decade now. Though t he capabi l i t y of
Al-Qaeda has been downgraded to attack
USA and her allies, Al-Qaeda and the other
militant groups are not beaten by any long
shot. They are armed, they have a mission
and they are not afraid to lose anything. Not
even their lives. Such an enemy is formidable.
Pakistan has many a time been accused of
following a "double policy" with America ;
doing just enough to give the Americans a
feeling of having their diktat followed and on
the ot her hand support i ng t he mi l i tant s;
Haqqani group in particular; being a major
militant group in Afghanistan-also sarcastically
referred as the Pakistan's insurance policy for
post 2014. Richard Holbrooke in 2010 said,
"The biggest problem is that the Pakistanis
know that sooner or later we are leaving.
Because that's what we do. And that drives
everything." (David E. Sanger, Confront And
Conceal: Pg 20)
Pakistan needs to think on its feet and think
fast ideally dealing with this problem at two
levels; with Tehreek-i-Taliban Pakistan (not
those marauding disguised as members) and
the mi l i tant outfi ts i n Afghani stan. What
Pakistan must do to face an Afghanistan sans
America is to reach a negotiated settlement
wi t h t hem. Thi s does not mean t o say,
Pakistan should be cowed down. What it does
mean to say is; there is a time and place for
everything. The time and place in face of
American imminent departure from next door
is to hold talks with the militants. Bad news for
those who think the militants will fizzle away;
they won't!
While extending a hand to the militant right
wing outfits in Afghanistan; let us not forget the
multiethnic groups within. Approximately 40
percent of Afghans are Pashtun; Tajiks make
up the second largest ethnic group with 25.3
percent of t he popul at i on, f ol l owed by
Hazaras, Uzbeks, Turkmen, Qizilbash, and
others. Pakistan must include all stakeholders
in the across-the-board dialogue. Lest we
forget, shoring up with militants in Afghanistan
is very important now because of a very real
danger of cross border infiltration by India via
Af ghani st an, al so acknowl edged by US
Speci al Representat i ve James Dobbi ns
recently. Pakistan cannot afford to leave its
west ern f l ank uncovered. Chuck Hagel

the border." A comment made while speaking
at the Cameron University in Oklahoma in
2011.
With the US troops proposed withdrawal, it is
the militants who are on a strong wicket and
the Pakistan government on a weaker one.
However, Pakistan can turn this disadvantage
to an advantage, if it can convince America to
br oaden t he base of t hose gover ni ng
Afghanistan before its troops leave, with a
good representation of a cross mix of its ethnic
races and sell this idea to the different tribes, it
may place Pakistan in a strong position to call
the shots. This will be an added leverage for
Pakistan in dealing with Taliban in Pakistan,
though the profi le of Afghan Tali ban and
Tehreek-i-Taliban Pakistan diversifies at many
levels. A source claims terrorists are trained
and propped up by intelligence agencies from
counties having a vested interest in creating
chaos in Pakistan, projecting themselves as

The first question this claim raises in my mind
is are we really dealing with the Taliban here
or with a motley of terrorists claiming to be part
of t he or gani zat i on? The accept i ng of
responsibility for the stunning attack that killed
three Pakistan army officials including two
officers in Upper Dir this Sunday at a time
when "talks" just went underway, does bail out
the claim. According to a report in Wall Street
Journal (Published September 12, 2013) a
draft of demands by the insurgents in Pakistan
has al ready been drawn up. Many of the
"demands" within are patently unacceptable.
What Pakistan government must do is to put
toget her a "doabl e" count er-l i st f or t he
insurgents with some not so doable points too,
to be bartered against points that would be
unaccept abl e t o any gover nment . The
obj ecti ve i s f or the government t o work
t owar ds devel opi ng space f or mut ual l y
acceptable steps. Demands are always made,
somet i mes i n excess t o what a person
demanding actually expects will come through-
they also know not all will be met.
The "Taliban" however have declared that it
would not negotiate with the government
unless two preconditions were met; first army
troops should pull out from the entire tribal
area. And second, their prisoners should be
released. Ideally, Tehreek-i-Taliban Pakistan
should be made to come around to the view
that these suggested points should form
agenda for peace talks and not a pre-condition
to it. The choice of the people selected to lead
Pakistan through these talks will be crucial to
its success. The government may want to
make two committees to deal with militants in
the two countries. But first it must ensure it is
indeed dealing with the Taliban and not with
terrorists using a name. With terrorists, there
can be no talks. For dealing with terrorists one
needs to give the army a clear mandate and
support them unconditionally. Irrespective of
the name they use.
One cannot deny the truth of Noam Chomsky's
st at ement ; ""Everyone' s wor ri ed about
stopping terrorism. Well, there's really an easy
way: Stop participating in it."

Protector saint

Hazrat Nizamuddin Aulia may well be regarded
as the patron Saint of Delhi. His ever-lasting
message to all who look on Delhi with evil
eyes Hunooz Dilli Door Ast - Delhi is still a
long way away, can never be forgotten.
A recent publication highlights his message.
Nehru Jaffers The Book of Nizamuddin Aulia
(Penguin Viking) not only gives his life story
but also has many valuable quotes from his
teachings. I give a few extracts from her
biography.
One day Rabia called out to the entire village
to help her search for a lost needle. After a
long, futile search everywhere a neighbour
wanted to know the exact spot where Rebia
had lost the needle. Rabia replied that it was
inside her home that she had lost the needle.
Then why are we searching for the needle
outside your home? a voice questioned.
That is what I want to know. Why do we
search outside? counter questioned Rabia.
It is because it is dark inside the house and
there i s more l ight on the street, added
another.
Perhaps, was the answer.
Then let us light up the dark inside the home.
I can bring a lamp and we can look for the
needle inside the house, was one suggestion.
Rabia agreed. She said that it was a good idea
to light up the darkness inside and to look for
the needle exactly where she had lost it.
The love of Muslim mystics for music and
poetry can be traced back to Muinuddin,
founder of the Chishti way of life in South Asia.
Muinuddin was fifty years old when he came to
Sout h Asi a f r om t he Per si an l ands of
Samarkand and Bukhara in 1192. He made
his home in Rajasthan amidst a climate of war
and destruction. He won the hearts of the local
people upon whom he showered endless love
and whom he treated with immense tolerance.
Mui nuddi n i s sti ll remembered as Ghari b
Nawaaz, or friend of the poor, all over South
Asia and also for entertaining local poets,
philosophers and wandering minstrels in his
home in Ajmer. For Muinuddin music was
prayer and the most effective expression of
love. But many theologians saw the same
sessions as an occasion to nurse the sensual.
Throughout the day Nizamuddin listened to
the problems of others. He listened to their
woes, alleviated their worries and revived their
wilting spirits.
In the morning Nizamuddin welcomed visitors
on the rooftop of his house. At midday, he
offered prayers in the community hall and later
he retired to a private room on the upper floor.
Here he continued to meet visitors till the
sunset. Nizamuddin took a break from meeting
visitors after dinner but only to meditation
some more on the state of this world and the
some more on the state of this world and the
plight of the poor. His meditations led him to
concentrate on purifying this thoughts. Just as
a steel mirror, when coated with rust, loses its
power of reflection, so the inward spiritual
sense, which Sufis call the eye of the heart, is
blind to celestial glory when neglected. It is
only when the veil of darkness and sensual
contamination is cleared that the eye of the
heart awakens. The clearance, if it is to be
done effectively must be the work of God
t hr ough i t demands a cer t ai n i nwar d
cooperation on the part of man.
Amir Khusro, a poet-politician, was a very
close follower of Nizamuddin staying with him
like his shadow. Watching Nizamuddin glow in
the centre of the courtyard encircled by trees,
plants and flowers and surrounded by
admirers, Khusro delighted in comparing the
sight before him to the solar system, where a
retinue of orbiting planet are gravitationally
bound t o t he sun and wi t hout whose
magnificence and magnanimity everything
withers away into waste. Mere stardust in
comparison to the parental star of the solar
system that Nizamuddin was, Khusro found his
love for the light of his life inspiring enough to
compose countless poems. Shattering the
silence with his sweetvoice Khusro recited:
I made myself so lovely// Only for love
And decked up before my lover
When I came,// Love is what I became.
Baba Farid Shakarganj told Nizamuddin
Nizamuddin, you will be a tree under whose
shadow people will find rest.
Lucknow-born Mehru Jaffer teached Islam in
Vienna University. She is also the author of
The Book of Muhammad and The Book of
Muinuddin Chishti.

UPA's last gasp

Who says no one listens to Dr Manmohan
Singh? The animals do. Ever since the prime
mi ni ster ordered Indians to release thei r
animal instincts, the bears have started a
carnival on Dalal Street.
Maybe t he i nst r uct i ons of our f i r st
economist-PM got mislaid in translation. He
surely wanted bulls to march across Mumbai,
conqueri ng every st ock exchange i n an
exhilarating stampede. Instead, horrible little
bears arose from long hibernation, and turned
into a wrecking crew that has left the economy
gaspi ng and government choked. In the
meantime, picking up on another variation of
the animal theme, the Indian rupee has turned
into a truant chimpanzee, sliding down with
pat het i c gl ee and j umpi ng up wi t h an
occasional wheeze, but quite certain that its
destination is downhill.
If the great Indian animal farm of 2013 seems
out of control, it is because the keepers have
lost the map as well as the plot. The economy
i s onl y one casual t y of sel f - generat ed
mayhem. The political stability of India is
equally a shambles.
The recent behaviour of the UPA government
has been utterly bizarre. Congress might lose
the plot, as it has done before, but it has
enough experience in its DNA to manage a
Parliament session. The current session is an
obj ect l esson i n sui ci de. As seasoned a
politician as parliamentary affairs minister
Kamal Nath gives the impression of being
either a fool or a zombie; and since his track
record proves that he is not silly, then he is
under clear instructions to act like a robot.
Preparations for any session of Parliament rest
on a basic principle: get your priorities right.
The UPAs declared priority was the Food
Security Bill. They had even set a date for full
rollout: August 20, Rajiv Gandhis birthday.
The rest was actually quite simple. All that
gover nment had t o ensur e was t hat
atmospherics were under control when the
session opened, so that the bill coul d go
through in the first week. The Opposition was
trapped. It could not say no, but was unwilling
to say yes, for both fiscal and political reasons.
It was the perfect environment for government
to sail through, putting some ballast in its
wings as it did so.
Instead, the UPA, led by Sonia Gandhi and her
faithful lieutenant Digvijaya Singh, for reasons
that elude the comprehension of common
sense, decided to kick up a massive storm
over Telangana. Inevitably, dust from this
storm blinded the monsoon session.
Telangana has been on the anvil for four
years; woul d anot her f our weeks have
mattered? In fact, the prime minister could
have made the announcement on the floor of
the House after the passage of food security;
and if the rest of the session was washed out
at the least this bill would have been home,
high and dry.
Opaque tactics
Here is a little more to perplex you. Why did
government suddenly abandon its opaque
tactics of evasion and fudge over the missing
coal scam files in the middle of the session?
These missi ng fi les first came to publi c
attention when last May CBI director Ranjit
Sinha said publicly that he could not pursue
investigations because he had not received
them. We all know why. The government is in
deep trouble over this colossal corruption. Its
star industrialists in Parliament, like Naveen
Jindal and Vijay Darda, are involved. There is
nothing mysterious about the fact that files
pertaini ng to these two are among those
mi ssi ng. It seems to be a case of thef t
compounded by abetment. A few more chunks
of evasion would not have made absolution
easier in the eyes of God, if God has time for
Indian corruption anymore.
Moreover, in terms of purely Parliamentary
tactics, if the prime minister was going to make
a statement on the files, which was the
Oppositions demand, and which he was
obliged to do as minister in charge of coal
mines at the relevant time, why did he not
make this statement on the very first day?
Why did he have to wait a week to promise to
do so, and thereby erase one-fourth of the
session from the agenda? This makes no
sense. It is not the Opposition that has delayed
the Food Security Bill, however much it may
have wanted to, but the government.The
reason? Inexplicable. The worst damage is
done by incompetence, not evil intent.

Karan Johar and Ram Gopal Varma have a
history of engaging in Twitter wars, but the 'My
Name Is Khan' director says he now wants to
pick on someone else as RGV is "so last
season" in his life.
Johar, 41, said their exchange of words on
Twitter are just for fun.
"It is fun. We are having fun actually. It is war
of words f or everyone' s ent ert ai nment .
According to me, right now, I really want to find
a new filmmaker to pick on because he is so
last season in my life," Johar, who was in the
city to promote 'The Lunchbox', said when
asked about his Twitter exchange with RGV on
Teachers Day.
RGV, 51, had initiated the fight by poking fun
at Johar's 2012 hit film 'Student Of The Year'
on Teachers' Day.
"If someone takes off from Karan Johar' s
'Student of the year' and makes Teacher of the
year it will become the Disaster of the year,"
RGV had tweeted.
Johar had promptly tweeted: "Disaster of the
year is your territory Ramu... no one can ever
replace the comfortable place you have made
for yourself there."
I t was not for the first time that the two
filmmakers fought on Twitter. In 2010, RGV
had made fun of Johar's 'My Name is Khan'.
Johar has collaborated with Disney-UTV for
the Ritesh Batra directed 'The Lunchbox' ,
which hits theatres on September 20 with 600
prints in India.

decided to attach himself to the film because
he was envious of its simplicity.
Johar admits that he is incapable of making
simple films but says as a producer he wants
to nurture such projects and learn from new

ridiculous story, when I see ' Kabhi Khushi
Kabhie Gham', I think it is 35 minutes too long,
'Kal Ho Naa Ho', I wish I had changed the

of emotional intensity," he said.

their applications for permanent resident status
with the U.S. Citizenship and Immigration

As a result of this predictable flood in F2A
demand, the Vi sa Offi ce wi l l reduce the
availability of F2A visas starting October 1,
2013. On that date, the F2A immigrant visas
cut-off date will retrogress to September 8,
2013 for most countries and will no longer be
current. While a September 8th visa cut-off
date sounds good, no one can predict what
the month of November will bring. That will
depend upon whether F2A demand during the
coming month will turn into a tsunami or a
