ASSIGNMENT: TO PRODUCE CRITICLE ANALYSIS OF THE TASK FORCE REPORT ON URBAN DEVELOPMENT IN PAKISTAN

AIMS AND OBJECTIVES OF THE REPORT 1. Survey of exhisting urban conditions in the country 2. Understand the variation in the urban contribution towards economy 3. Formation of a national urban policy accordingly RELEVENT IDENTIFICATION OF PROBLEMS The Task Force on Urban Development was constituted in June 2010 by the Planning Commission, Planning and Development Division, Government of Pakistan, URBAN CHALANGES a. The growth of the urban city centers b. Increase in the number of immigrants c. The urban density within the next years shall increase as the city centers are expanding in development d. Concerns regarding growth of infrastructure e. The lack of educated people in the small business f. Insignificant contribution of Small towns and cities in the country's economy g. The small business should be educated enough so that the migrations into the city centers can be controlled by a. Providing the same quality of business for the lower income n middle class groups. h. Government involvement in providing incentives for the development of small towns i. Urban densities are predicted to increase and the existing infrastructure will have to be upgraded j. Reconsideration that agriculture based infrastructures are upgraded according to the urban infrastructure k. The city centers should also provide for the development of neighboring towns and districts is REQUIRMENT FOR EFFICIENT MANAGEMENT To ensure the productivity of major city centres Control the immigration and balance the economy with in the city centre, upgrading the standards of allotment of major business Prevent the allocation of major business to uneducated individuals who are investing for the sake of profit Guide lines for approaching an investment Ensure Zoning to avoid equal distribution of commercial and residential areas within the city

In the country there are lot of feudal lords with large investment but the arent being guided upon investment schemes that are more eeficient and can prove to be benficial for the larger terms. This results in concentrated business centres with in the city. That cause unefficient distribution in urban centre

This makes such type of business unapraochable to all the city centres Increases the transport load Reduces public involvement and projects private sector oriented

UNEQUAL CIRCULATION OF ECONOMY Increases the concentration of density within the CBD And then there increases the expansion of CBD or There should be more then one CBDs Provide equal opportunity of employment in all cities Improve the quality of living and infrastructure in small cities to attract investor equally Avoid making the cities as commercial magnets In order to control the no. of population below poverty line incentives should be given to farmers and small enterpruener Increase the education in women to empower better use of resource and labor INCREASE IN PROPERTY VALUES Unregulated urban property market which means that the property values are higher and in apraochable for the buyer ISSUSES OF ACCESSIBILITY The road network only supports the vehicular transport, Inefficiency of pedestrial access dissolving private commercial activity in private public domain, causes increase in traffic load Insufficient resources of infrastructure road network creating BLIND SPOTS in accessible areas within the city growth of personal motor vehicles and small commercial vehicles, Public bus service has deteriorated over time due to low returns

SOLUTIONS Allocation of housing sites within mix used density Access to housing finance and building technology Promote high density and mixed land use housing Relaxing taxation and rental restrictions. Providing urban transport between and within cities has Increase efficient public transport system MAKING MAXIMUM USE OF SKILLED LABOUR The employment opportunity created in the public domain is over taken by dominant people

SOLUTIONS First the government Should provide equal opportunities in the to reduce the no of living below poverty line

DRAWBACKS OF URBAN DENSITY INCREASE urban areas have been the major contributing factors of urban poverty. 1. A high unemployment rate 2. increase in food and fuel prices 3. disturbance in law and order situation

FACTORS TO IMPROVE BUISNESS ENVIRONMENT 1. expanding inner-city markets, 2. promoting cluster development, 3. Energy solution to manage power shortage 4. focus on technical education, vocational training and skill development 5. Available land is often wasteful due to flaws in existing land use regulations, planning standards and the prevalent informal processes 6. Improvement and implementation of administrative and financial reforms on government n private level 7. Ensure legal activity to prevent the involvement of bribery and faulty material 8. Evaluating the efficacy of planning and zoning regulations, development standards, land registration/transfer procedures 9. Ecollection of taxes
