Needless to say/write, there has been tremendous turmoil within the GOPmuch with 16 overtones; roiling extends to the

state-level [n.b., 3-things-to-know-about-pas-alternative-to-medicaid-expansion], as entrenched politics emerge [with defeatists increasingly self-marginalized]. Illustrative of the way Senate-Ds will feel-the-heat is the need to meet-the-two-democrats-who-voted-to-defund-ObamaCare [both of whom are under considerable re-election pressure]; illustrative of the status of this effort a fortnight ago [and now] are points I privately wrote while lobbying [Defund ObamaCare Remarks]: Tomorrow, the irresistible force will meet the immovable object. My goal, briefly, is to tell you what we have accomplished in suburban Philadelphia and to discuss how we can win the argument nationally, quoting Senator Ted Cruz of Texas, who has spearheaded this movement along with Senator Mike Lee. The TEA Party Movementremember, T-E-A stands for Taxed Enough Alreadyhas matured and faces its greatest test. We have discovered what Pogo the Possumin the comic strip written by Walt Kelleylearned to his dismay during the Vietnam War era; We have met the enemy, and they is us! Specifically, we need to apply tough love to the Republicans who were elected under the banner of repeal and replace ObamaCare less than a year ago. Thats why we wrote a Resolution that was signed-off by every TEA Party Movement group in Bucks County; the text tells the story: We, the undersigned leaders of patriot groups in the 8th Congressional District, have been active supporters of Congressman Mike Fitzpatrick for years, contributing time, effort, and funds to support this honest civil servant. We have asked the Congressman to protect the best interests of individuals, families, and businesses in his district by refusing to fund ObamaCare. Unfortunately, despite having cast 42 votes supporting symbolic resolutions against the detrimental provisions of this Healthcare Act, Congressman Fitzpatrick has not committed himself to taking a stand against funding ObamaCare in the Continuing Resolution. The failure of our representatives in the House to use their power of the purse strings to delay or stall the burdensome requirements of ObamaCare undermines the people's confidence in their understanding of the harmful impact of this law and their commitment to the welfare of the people. Those of us who have worked to put the Congressman in office because of his firm stand against ObamaCare call on Congressman Fitzpatrick to back up his words with action by voting against any measure that provides funding for ObamaCare. We further ask that Congressman Fitzpatrick make public this commitment to his constituents. We specifically request that Congressman Fitzpatrick promptly sign the letter composed by Rep. Mark Meadows, urging the House GOP leadership to affirmatively de-fund the implementation and enforcement of ObamaCare in any relevant appropriations bill brought

to the House floor in the 113th Congress, including any continuing appropriations bill. We would advise that others co-adopt this policy ASAP and petition their Congressmen in this fashion, for this is a pivotal moment in American history, and partisan politics must not dominate the debate; citizens must be reminded that ObamaCare has nothing to do with medicine, and everything to do with Big Government control. D.C. can snoop everywhere, but our personal lives must remain private. Thats why, after having listened to Democrats and to wavering Republicans, we generated this strategy, with specific reference to the Continuing Resolutionthe CRand to the EXCLUSION of any effort by Speaker Boehner to link this effort with any other agenda-item [such as the Debt Ceiling or Sequester]: HR 2009 [Keep the IRS Off Your Health Care Act of 2013] was passed by the House and could be appended to the CR covering the Treasury Department; HR 2300 [Empowering Patients First] could be appended to the CR covering the Health and Human Services Department; the remaining eight departments could then be amalgamated into one CR and passed [thereby envisioned to be passed by the Senate and signed by the POTUS]. In this fashion, the GOP would not be portrayed as the Party of NO! because it would have adopted [and funded] its alternative-plan, and the GOP would not be portrayed as having shut down government because it would have upheld its duties [per the Constitution, Article I, Section 7] to originate government-funding bills. We are upset that we had to challenge our beloved Congressman, Mike Fitzpatrick, on this issue, but channeling what has happened nationally was vital; we also note that Senator Toomeyyesterdaysuggested that the monies involved in the CR comprise only 15% of what would be expended next year, with the rest presumably having been raised via taxation. Frankly, my dears, we dont give a damn for removing this discretionary funding would starve the beast, even if it has been partially fed by mandatory funding. For example, no appropriation to implement the Individual Mandate would exist. If I missed anythingregarding policy and procedure, regarding how we analyzed and actedplease contact me ASAP; otherwise, lets unify our effortsled by patriotic Americans who work tirelessly through the TEA Party Patriots, FreedomWorks, Heritage Action, and Let Freedom Ringand remember, again in the words of Senator Cruz, not to blink when confronted by the elites, collectivists, statists. This was the formal statement from Heritage Actions CEO [Michael A. Needham]: Todays vote is a victory for the American people, who should not be forced to spend another dime on ObamaCare. Opponents of the law are, and must remain, united in their opposition to funding this unworkable, unaffordable law. Senate Democrats must now make a decision: will they stand with President Obama to protect ObamaCare or will they reject partisan politics to protect their constituents.

This was Heritages Jim DeMints follow-up [House of Representatives Listens to the American People on ObamaCare] following the vote; note that its short on rhetoric and long on reality-based messaging: Today, a bipartisan majority in the House of Representatives voted to stop ObamaCare while funding the government to prevent a shutdown. This is a powerful development for the cause of freedom, showing that our representatives are listening to the concerns of the American people about this unworkable, unfair, and unpopular health care law. When this partisan law was rammed through more than three years ago, its backers publicly stated they could not bother to read the legislationor give the American people time to read the bill. The people who passed ObamaCare didnt listen to the American peoplebecause, as polling since ObamaCare passed has demonstrated, the American people dont like the law one bit. All the reasons people dont like ObamaCare are the same reasons we need to stop its implementationto prevent premiums from going up; to prevent massive new tax hikes; and to prevent people from losing their health coverage, or losing their jobs altogether. Listening to the American people about stopping ObamaCare should not be a partisan exercise. Real people have already been harmed by this misguided law. Every day brings new facts to light on how ObamaCare will raise costs on struggling families, restrict access to doctors and plans they like, increase our debt, and damage our fragile economy. Congress should work together to protect American families from being hurt and instead work on commonsense reforms that expand health care choices and lower costs. Today, the House of Representatives voted to stop ObamaCare because it listened to people across the country. Heres hoping the Senate listens to the American people as well. This was what Joe Pitts released [House Passes Bill to Keep Government Open]: Today, the House of Representatives passed a bill with my support to continue funding the government through December 15. This bill included a provision to defund Obamacare. The vote was not strictly along party line with two Democrats voting in favor and one Republican opposing. It is now up to the Senate to consider our plan and pass one of their own. The House will reconvene next week to wait on Senate passage of a continuing resolution. I believe we can overcome our differences and prevent a government shutdown. Top Ten Reasons Why I Oppose Obamacare As more important implementation dates for Obamacare come up, I want to make it clear why I oppose Obamacare and the type of health reform I stand for. This week, I released a TOP TEN list of ways the law is failing. I also offered my support for new alternative legislation introduced by my colleague Dr. Phil Roe (R-TN). I believe its

important to not just oppose Obamacare, but to offer solutions that work better. I hope you can take the time to read both the top ten and my OP-ED this week on the good solutions in Dr. Roes bill. This was what Pat Toomey released via e-mail: This week, I took additional steps in my continuing effort to defund, delay, and ultimately repeal the president's health care law. In the Senate, I co-sponsored two bills to delay for one year either a portion or all of the law's onerous mandates and taxes. Both bills delay the individual and employer mandates that go into effect Jan. 1, 2014. Obamacare is fundamentally wrong in its approach to improving our nation's health care system. It should be repealed in its entirety. Since taking office in 2011, I have repeatedly advocated for repealing Obamacare. I have worked with Senate colleagues on both sides of the aisle on a broad array of strategies to dismantle it, such as repealing the medical device tax, which stands to cost Pennsylvania's economy $100 million annually. I have also co-sponsored legislation that eliminates the health insurance tax and the Independent Payment Advisory Board. I continue to work to overturn this law. Lacking that, Congress should at least delay the implementation of its heavy-handed mandates to prevent imminent harm to Pennsylvanians' pocketbooks, jobs, and economic wellbeing. I also hope the Senate will have an open debate that allows both sides to offer possible improvements for instance, reducing spending levels so they are consistent with the bipartisan Budget Control Acts limits. I am pleased that the House measure defunds ObamaCare, includes my Full Faith and Credit Act to take the default option off the table if the debt ceiling is not raised, and avoids a government shutdown on Oct. 1.
