This presentation summarises the revision to MS1525 2007 edition contained in the draft MS1525 2013 edition: (a) (b) (c) (d) (e) The presentation starts with a summarised review of Section 6 (Lighting) in MS1525-2007; This is followed by a summary of revisions contained in MS1525-2013; Major revision pertaining to inclusion of CRI (Colour Rendering Index) and improved Power Intensities are discussed in details; Ballast losses are another major revision which will look set to shift market practice to higher standards. The presentation concludes with a summary of the revisions.

Review of MS1525 Ed 2007; Section 6 Lighting


Section 6 Lighting Design
6.1 Scope Lightings in outdoor, theatrical, medical & dental, emergency, outdoor recreational, display, exterior monument, special lighting, emergency, security, signage, store front application are out of scope. 6.2 Lighting Intensities

(a) Table 13 sets performance criteria for lighting illuminance (Lux).


(b) Ballast shall not exceed 6W 6.3 Lighting Intensities (a) Table 14 sets performance criteria for lighting intensities W/m. 6.4 Exterior Building lighting (a) Net area intensities shall not exceed 5 W/m 6.5 Lighting Controls (a) All lighting systems (except emergency) to be provided with controls. Lighting loads exceeding 100W should have automatic control. (b) Lighting zones for daylighting control, switching zones < 30m. 6.6 Operation & Maintenance

This table summarises the prescriptions contain in Tables 13 and 14 of MS1525-2007. We note that prescription is simple and the type of space listed small. Some criticism of MS1515-2007 is the lack of prescription which may conflict with local laws and regulations e.g. min. Lighting level for car park for reasons of security. Another criticism is the Power Intensity (W/m) are too relaxed.

1. New Sub Section inserted before 6.1 New sub section requires that safety standard (MS8995 for interior MS825 for exterior) must be complied, i.e. Safety have precedence over E.E. The rest of sub sections are renumbered. 2. 6.1 Scope all not exceed renumbered 6.2 ; no change 3. 6.2 Illuminance renumbered 6.3 (a) Table 13 illuminance level include CRI as a consideration (b) 4W for fluorescent ballast. Losses of ballast for hipressure discharge lamp listed.

New Sub Section inserted at Preamble.


Requirement that safety standard must be complied before considering E.E. In 2007 Edition, this is not explicitly stated BUT is implied. Min. Safety Standards: MS-ISO 8995 Lighting for Indoor Work Places MS-ISO 825 Part 1 & 2 Code of Practice for the design of road lighting Min safety standards requires that lighting comfort such as glare, uniformity, colour have to be taken into consideration.

The insertion of this sub section is to explicitly assert the primacy of safety standards over E.E. Frequently (from feedback) many green-practitioners and lighting vendors only focused on energy savings whilst other issues such as glare control, uniformity of illuminance (or luminance), colour (or CRI) are not given sufficient attention. The light distribution characteristics of a lamp (polar diagram) in many cases affect minimum safety standards, which is addressed in design, and have a direct effect on energy efficiency.

1st Week August

TC Lighting (main committee under ISC-E), is embarking on a nation-wide workshop on proper design of lighting based on the MS-ISO 8995 and 825. Members who are keen to obtain copies of the standards at steeply discounted price should attend these workshops.

Table 13 of MS1525-2007 contains prescription on lighting level (illuminance or Lux). The MS15252013 adds a column on CRI (Colour Rendering Index). The following slide explains why CRI is added.

Why ADD CRI ? 1. Colour Rendering Index (CRI) 2. CRI in sustain reading application is a health issue. 3. Min. Safety standard require CRI > 80 for sustain reading activities. 4. CRI has a STRONG correlation to lamp efficiency for Solid State Lamps (SSL).

The reason for adding CRI is an issue of health. In detail reading activity, office, classroom etc, CRI >80 is mandatory under MS-ISO8995. Correlation between CRI and lamp efficiency is principally an issue related to SSL (Solid State Lamps). It many cases of application, practitioners are only focusing on efficiency of lamps neglecting health issues related to CRI. Lumens output from a standard 7W LED light bulb. Edison (Taiwan) Cool White (CRI < 80) Warm White CRI > 80) 385 lumens (55 lumens/W) 315 lumens (45 lumens/W) Luxeon (USA) 315 lumens (45 lumens/W) 140 lumens (20 lumens/W) Cree (USA) 560 lumens (80 lumens/W) 434 lumens (62 lumens/W)

The table (of typical LED) shows lamp efficiency impacted by CRI.

Losses for hipressure discharge lamps added.

Revision to ballast loss is expected to change market demand for higher quality ballast. The current (and previous MS1525-2007) mandated ballast loss is at 6W. The new standard sets 4W as the baseline. Ballast losses for high pressure discharge lamps are also introduced in the 2013 edition.

Table 15 in MS1525-2007 prescribes Power Intensities. The 2013 edition revises Table 15 by: (a) (b) (c) Increasing the types of space-usage prescribed by correlating with the type of space-usage listed in Table 14; Add a column on prescribed lux level (as a guide) (this will, in the next slide shows correlation between Power Intensities and Lux level); and Improved Power Intensity. Common criticism against the 2007 edition is the simple and relatively low level of compliance for Power Intensity. Note: Low in this context does not refer to the value of the Intensity BUT the low standard required for compliance.

As comparison, ASHRAE 90.1 (for prescribed Power Intensities for lighting) is shown. For context: (a) (b) ASHRAE 90.1 Energy Standard for Buildings Except Low Rise Residential Buildings; ASHRAE 189-1 Standard for Design of High Performance Buildings. ASHRAE 189-1 merely refers to 90.1 for Power Intensities. It however includes prescription for advanced practice such as glare control etc.

Difference in interpretation of spaces and max allowable lux level between ASHRAE 90.1 and 1525 accounts for the difference in Power Intensities. Refer next slide for correlation between allowable lux level and Power Intensities.

This is a comparison of the Power Intensities of the MS1525-2007 and the ASHRAE 90.1. We can conclude that Power Intensities for the 2013 edition is more align to current practice common in industry and is more align with international standards.

This table shows the practicability of the new Power Intensities Standard against illuminance level prescribed. Example (all using T8 lamps) assuming reasonably competent design: (a) (b) (c) Average 150 lux can expect Power Intensity of less than 5W/m. Average 300 lux can expect Power Intensity of less than 10W/m. Average 500 lux can expect Power Intensity of less than 17W/m.

The lighting power load for external car parks, drive-ways, pedestrian malls, landscape areas, shall not exceed 5 W/m2. The area shall be the net site area excluding the built-up area.

Conclusion

Conclusion Higher Standard of E.E. for Lighting 1. Min. Safety Standard has precedence over E.E.

2. Correlation of CRI (which is a health issue) with lamp efficiency (primarily to address issues of SSL)
3. Previous edition prescribe Power Intensities which are too low. Draft 2013 edition sets higher standard of EE. which is already industry norm and to align with international practice. 4. Ballast loss are also set to higher standards to take into account current development in industry.

Concluding, we expect that the new standards and benchmark set by the 2013 edition will drive higher standards of design, erection and equipment for energy efficient buildings.
