CAPITALSCHOOLDISTRICTBOARDOFEDUCATION DOVER,DE WHEREAS,therearestillquestions,concerns,andinconsistenciesregardingcomponent5oftheDPASIIEvaluationSystem; NOWTHEREFORE,BEITRESOLVED,thattheCapitalSchoolDistrictBoardofEducationdeclaresthatnoprofessionalemployeeintheCapitalSchool DistrictshallbeplacedonanimprovementplanduetoComponent5untiltheDelawareDepartmentofEducationaddressesthefollowingconcerns: 1. PromotingPerverseIncentivesandLowStandards:Aprofessionalemployeewhosetshighergoalsforthemselvesandfallsshortoftheir loftygoalsispunishedwhileaprofessionalemployeewhosetsalowerbarthattheyknowtheycaneasilymeetwillberewardedasahighly effectiveteacher/administrator.Byitsnature,thiscomponentencouragesteachers,administrators,anddistrictstosetlowstandardstobe labeledeffective. 2. ChangingAssessments:WiththemovefromDCAStotheSmarterBalancedAssessment,arewetoputeveryteacherandadministratoronan improvementplanconsideringthatelectedofficialsarepredictingpassratesof25%?Howwilladministratorswhoareunderimprovement themselvesbeabletohelpteacherswhoarelabeledineffectiveandplacedonimprovementplans? 3. TimeConsumingNatureofComponent5:WhiletheDelawareDepartmentofEducationaddressedtheissueoftimebycuttingpartsof Component1thru4,theyignoredtheconcernsregardingtimeconsumptionwithComponent5.

StatePreandPostTests:First,manyofthequestionsontheseassessmentsarerecycledDSTPquestions,whichhavebecomeincongruent withourmovetoCommonCoreandotherchangestothecurriculumtomeettheexpectationsofDDOE.Second,whogradesthese assessments?Insomedistricts,itisdonebytheteachersandadministratorsthemselveswhileinotherstheyaresentofftobegraded.This isaninconsistencythatshakesthecoreofthiscomponent. 5. PunitiveNatureofComponent5:ThiscomponentwasdesignedsotheDDOEcouldcheckoffaboxonthefederalgovernmentslistof requirements.Thiscomponentfailstotakeintoaccountotherextenuatingcircumstancesthatcouldimpactstudentachievement.For instance,astudentnotreceivingthereadingaccommodationthattheymayneedontheDCASduetoaschoollookingoutforitsAYP participationrate.Areateacherandadministratortobeputonanimprovementplanbecauseweareunabletoprovidealegal accommodationtothatstudentduetoDDOEinterpretationofUSDOEAYPrequirements? 6. PositionsSubjecttoComponent5w/oGoalstoMatch:ThisisanissueforprofessionalemployeeswhofallintoGroup3.Inmanycases, theseindividualsareforcedtoputasquarepeginaroundhole.Thisleadstofurtherinconsistencywithinthiscomponent. 7. DCASisincapableofmeasuringgrowthgoalsbythestate:Inoneclassroom,theaveragemarginoferrorwas25pointspertest,andthe averagegrowthgoalis50points;thus,themarginoferrorisenoughtoaccountforthegrowthorlackthereof. 8.
