DEMOCRATISATION DEPARTMENT Project Consolidating Democratisation Process in the Security Sector in Serbia

CALL FOR APPLICATIONS: SCHOLARSHIPS FOR MASTERS AND PhD PROGRAMMES 2013/2014

BACKGROUND From 2013 to 2015, the Democratisation Department of the OSCE Mission to Serbia plans to implement the project Consolidating Democratisation Process in the Security Sector in Serbia, in collaboration with the Swedish International Development Cooperation Agency (SIDA). The purpose of the project is to further enhance the principles of good governance within the armed forces and consolidate the democratic character of civilian-military relations in Serbia. While aiming at further consolidating the communication between armed forces and the civilian sector, the Mission will continue to engage with personnel in armed forces and civilians by supporting their advanced education. The Mission will provide scholarships to security sector staff, journalists and civil society activists for postgraduate programmes in security studies. In the 2013-2014 academic year, the Mission plans to sponsor 10 students for Masters and 3 students for one year of PhD programme. GENERAL REQUIREMENT All applicants must be citizens of the Republic of Serbia.

SCHOLARSHIPS FOR MASTER (MA) STUDIES The OSCE Mission to Serbia will sponsor ten students for the postgraduate Masters programme (MA) at the University of Belgrade. Only students who apply to the following faculties will be eligible for scholarships: Faculty of Political Sciences: Masters programme in Political Science International Studies (module International Security) Faculty of Security Studies, Masters programme Scholarships are set up to support the academic development of current employees of the Ministry of Defence, Ministry of Interior, Security Information Agency, civil society and media. Candidates will be selected on the basis of their previous academic and professional experience, as well as their motivation to actively engage in the security sector reform processes in Serbia. Application procedure: 1. All candidates are required to apply to the aforementioned faculties and send an application through the regular sponsorship procedure (please consult individual faculties for further details). Only those candidates who have been formally accepted by the aforementioned faculties will be eligible for scholarship. 2. Candidates should send their application by email to scholarships2013@osce.org, no later than 10 October 2013, specifying in the subject line application for MA scholarship 2013. 3. Applications must be submitted in English and include the following documents: a. Curriculum Vitae, highlighting the candidates professional achievement and leadership potential; b. Motivation Letter highlighting the candidates work experience, academic aspirations and their relevance for security sector reform in Serbia; c. Written sample in English (either already published or one drafted as part of the application package), 4. Employees of the Ministry of Defence will be subject to an internal selection process in the MoD. The OSCE Mission to Serbia will subsequently contact and invite only short-listed applicants for an interview. 5. Interviews will be held after 10 October 2013. 6. The OSCE Mission to Serbia will create a final list of successful candidates upon confirmation of the respective faculties that they have been accepted in one of the programmes. SCHOLARSHIPS FOR PhD PROGRAMMES The OSCE Mission to Serbia will sponsor three students for the one-year PhD programme in the Faculty of Political Science and in Faculty of Security Studies at the University of Belgrade. The aim of the scholarships is to support the academic development of employees of the Ministry of Defence, Ministry of Interior, Security Information Agency, civil society and media. Candidates will be selected on the basis of their previous academic and work experience and their motivation to actively engage in the security sector reform processes in Serbia. Application procedure: 1. All candidates are required to apply directly to the faculties while applying at the same time for scholarships through a regular procedure (please consult respective faculties for further details). Only those candidates who have been formally accepted by the aforementioned faculties for one of sponsored academic programmes will be eligible for scholarships. 2. Candidates who are already enrolled in PhD programmes and have successfully completed the first year are also eligible and encouraged to apply 3. Employees of the Ministry of Defence will be subject to an internal selection process in the MoD. The OSCE Mission to Serbia will subsequently contact and invite shortlisted applicants for an interview. 4.
