SECTION 16480
MAIN SWITCHBOARD AND MOTOR CONTROL CENTER

PART 1 - GENERAL

1.01 DESCRIPTION

This section describes materials, testing, and installation of main switchboard and motor
control equipment.

1.02 RELATED WORK SPECIFIED ELSEWHERE

General Electrical Requirements: 16010.

1.03 SUBMITTALS

A. Submit shop drawings in accordance with the General Conditions.

B. Submit manufacturer's descriptive data including ratings, circuit diagrams,


dimensional data, conduit entry restrictions, and overload heater ratings.

C. See Section 3.01 for seismic shop drawing requirements.

1.04 RATINGS

Motor horsepower ratings and enclosures shown are minimum expected. This does not limit
the equipment size. When motors furnished differ from the minimum ratings indicated, make
the necessary adjustments to wiring, conduit, disconnect devices, motor starters, branch circuit
protection, and other affected material or equipment to accommodate the motors actually
installed, at no additional cost to the Owner.

1.05 MEASUREMENT AND PAYMENT

Payment for the work in this section shall be included as part of the lump-sum bid amount
stated in the Proposal.

PART 2 - MATERIALS

2.01 MOTOR CONTROL CENTERS

A. Motor control centers shall be dead front, dead rear, floor standing, and front
accessible NEMA 3R gasketed construction. The voltage and ampere rating and
physical imensions shall be as indicated in drawings. Wiring shall be NEMA
Class II, Type B, with wiring schematics showing field devices and connections.
Tag control wiring within 2 inches of termination at each device and terminal
board. Schematics shall also show terminal numbers and interior and field wire
numbers.

B. Provide channel iron sills and removable lifting angles.

C. Provide a separate vertical wiring compartment for each motor control center
section. Provide cable supports and a hinged door separate from the unit
starters.

D. Provide individual compartments separated by steel barriers and with separate


hinged doors for each starter, circuit breaker, or other unit. Locate equipment to
enable termination of field wiring from front without equipment removal.

E. Mechanically interlock starter and circuit breaker doors so doors cannot be


opened with unit energized. Provide defeater mechanism to allow intentional
access while starter or circuit breaker is energized. Provide provisions for
padlocking external disconnect handles in the OFF position.

F. Bus bars shall be silver plated copper and braced to withstand the rms
symmetrical short-circuit current ratings as shown in the drawings. Provide full
horizontal bus rating for entire length of the motor control center. Do not taper
the bus.

G. Provide a continuous, front accessible 200-ampere-minimum ground bus


extended the full length of the motor control center.

H. Feeder circuit breakers shall be molded-case type. Provide quick-make and


quick-break toggle mechanism, inverse-time trip characteristics, and trip-free
operation on overload or short circuit. Automatic tripping shall be indicated by a
handle position between the manual OFF and ON position. Provide trip ratings
and number of poles as indicated in the drawings. Provide breakers with fault
current interrupting ratings of 65K.

I. Combination starters shall be as described in "Combination Magnetic Motor


Starters" In this section.

J. Each compartment shall have nameplates as specified in Section 16010.

K. Motor control centers shall comply with applicable NEMA, UL, and ANSI
standards for industrial control. Provide UL label on each motor control center
section.

L. Motor control centers shall be General Electric 8000 line, Allen-Bradley


Centerline, Cutler-Hammer Unitrol, Siemens, or equal.

2.02 MAIN SWITCHBOARD FOR SERVICE ENTRANCE

A. The Service Equipment and its installation arrangement shall conform to the
requirements of the serving utility company and the local authority having
jurisdiction and be in a NEMA 3R enclosure as shown on the drawings.

B. The main service section and pull section shall be 480 volt, three phase, four
wire, 60 hertz, with amperage as indicated on the drawing. The section shall be
configured as close as possible to that shown on the plans. They shall consist of
an underground pull section with landing lugs, meter socket, and a main
disconnect. The 500 ampere thermal and magnetic current limiting type main
disconnect breaker shall be rated to interrupt at least 30,000 symmetrical short
circuit amperes safely. The pull section and metering/main service sections shall
be UL labeled as "Suitable for Use as Service Equipment."

2.03 COMBINATION MAGNETIC MOTOR STARTERS

A. Comply with NEMA ICS, Class A, and with NEC Article 430.

B. Combination motor starters shall be circuit-breaker type equipped with adjustable


magnetic-trip circuit breakers (motor circuit protectors) as noted in the drawings.
The short-circuit rating shall be at least 22,000 amperes symmetrical.

C. Provide phase monitoring relay to protect against single-phase voltage and


incorrect phase rotation.

D. Provide 120-volt control circuit transformer where indicated. Provide 100-volt-


ampere spare capacity that is in addition to contractor load plus other loads
specified. Fuse one side of secondary winding and ground other side. Provide
primary winding fuses.

E. The Contractor shall verify the motor ratings and coordinate the starter overloads
with the actual horsepower ratings on the motors installed.

F. Provide indicator lights, selector switches, push buttons, meters, etc., as shown
in the wiring diagrams. Mount on the front panel of the starter.

G. Provide externally operable overload relay reset buttons.

H. Provide control relays, interposing relays, time-delay relays, etc., within the
starter enclosure as shown in the schematic diagrams.

I. Interposing and Control relays shall be plug-in solid State type. Control relays
shall be UL listed with 10 amp rated contacts, and voltage, number of poles, and
pole arrangement as necessary or as indicated in the drawings. Relays shall be
IDEC, Potter-Brumfield or equal. See Section 17010 for additional information on
interposing relays.

J. Time-delay relays shall be UL listed with contacts rated 10-ampere noninductive


load, 120 volts, with coil voltage, number of poles, pole arrangement, and
maximum timing adjustment as necessary or as indicated in the drawings.
Relays with maximum timing adjustment 180 seconds of shorter shall be plug-in,
solid-state type with timing knob adjustment. Provide Potter Brumfield, OMRON,
IDEC, or equal.

K. Control switches shall be round, oiltight type, complete with legend plates and
quantity of contact blocks required for the control function.

L. Indicating lights shall be oiltight type, complete with color of lens indicated in
drawings and legend plate. Lamps shall be as indicated in the Specifications and
drawings. Lamps shall as indicated in Section 13400 entitled "Process
Instrumentation and Control."

M. Elapsed time meters shall be synchronous motor driven, 0- to 99,999.9-hour


range, nonreset type, suitable for semiflush, panel mounting.

N. Starters shall have nameplates as specified in Section 16010.

O. Provide 3-phase motor thermal overload protection.

P. Starters to be Allen Bradley, Siemens, Westinghouse Cutler Hammer or


approved equal.

2.04 MISCELLANEOUS DEVICES

A. Provide lightning and surge arresters as shown on the single line diagram.
Arresters shall be listed in accordance with UL-1449, Standard for Safety,
Transient Voltage Surge Suppressors. Arresters shall be solid-state type and
shall operate bidirectionally.

B. General Purpose Transformer


Transformer shall be general purpose, 480 volt primary 120/240 volt single phase
secondary with KVA rating as indicated on the drawings, dry type with 115 c
temperature rise. Transformer shall be installed within the switchboard line up at
the bottom section of the board. Sound level shall not exceed 45 decibels.
Transformer shall have a minimum of 10% overload capacity at rated voltage.
The transformer shall be "K" rated for high harmonic loads when non-liner loads
are present. The secondary side neutral conductor of the transformer shall be
grounded.

PART 3 - EXECUTION

3.01 INSTALLATION

A. Install starters and controllers in the motor control center as close to


configuration on drawings as possible.

B. Contractor shall install the service entrance equipment / motor control center with
adequate anchors to meet minimum latest adopted Uniform Building Code (UBC)
requirements for seismic zone 4 with a 1.25 importance factor. In addition to
UBC requirements, the anchorage system shall be designed to withstand a
minimum of 0.3 g design lateral seismic force in any horizontal direction.

See Section 16010-1.04 A.2. for submittal requirements.

3.02 TESTS

A. Test the operation of each switch to verify that it performs its function.

B. Set adjustable trip circuit breakers two settings above the setting that causes the
breaker to trip during motor starting. Do not adjust the setting above 1,300% of
the motor nameplate current rating.
