JAMMU, SEP 17: Senior Bharatiya Janata Party (BJP) leader, MP and Prabhari for Jammu and Kashmir, Avinash Khanna on Tuesday said that it was unfortunate to see the plight of 1947 Pakistan occupied Jammu and Kashmir refugees (PoJK), 1947 Pak refugees and the displaced persons of 1965 and 1971 wars. Adding further Avinash khanna pointed that this was unheard of in any democratic dispensation that a large chunk of population was suffering on account of total apathy on the part of the State Government. Khanna lambasted the Omar regime for its failure to address the various issues of these displaced people who have been left to their fate for no fault of theirs. In a letter addressed to the standing committee of the HRD Ministry, khanna has impressed upon the need to reserve seats in the technical colleges all over India for these refugees. SRINAGAR, SEP 17: The Cabinet Sub Committee (CSC) constituted by the Government recently to resolve the demands of employees held a meeting with the representatives of the Employees Joint Coordination Committee (JCC) here on Tuesday. The talks were held in a very cordial atmosphere. The minister for Finance and Ladakh Affairs, Mr. Abdul Rahim Rather who is also the Chairman of the CSC reiterated Government's resolve to address the demands of the employees with a positive frame of mind as early as possible. Al Qaida issues Jihad guidelines, says do not attack non-Muslims in Muslim lands
LONDON, SEP 17: Al-Qaida leader Ayman al-Zawahri has issued his first specific guidelines for jihad, urging restraint in attacking other Muslim sects and non-Muslims and in starting conflicts in countries where jihadis might find a safe base to promote their ideas. The document, published by the SITE monitoring service, provides a rare look at alQaida's strategy 12 years after the September 11 attacks on the United States and the nature of its global ambitions from North Africa to the Caucasus to Kashmir. While al-Qaida's military aim remained to weaken the United spread its ideas. "As far as targeting the proxies of America is concerned, it differs from place to place. The basic principle is to avoid entering into any conflict with them, except in the countries where confronting them becomes inevitable," he said. Those comments are particularly relevant for North Africa, where many analysts believe al-Qaida is using the less restrictive environment which followed the 2011 Arab uprisings to seek new followers, often through local alliances, while avoiding drawing attention to itself by eschewing attacks. "... our struggle is a long one, and jihad is in need of safe bases," Zawahri said in his "general guidelines for jihad" posted on jihadi forums. Zawahri spelled out where conflict was inevitable, including Afghanistan, Iraq, Syria, Yemen and Somalia. In Pakistan, where intelligence sources believe Zawahri is hiding, he said fighting "aims at creating a safe haven for the mujahideen in Pakistan, which can then be used as a launching pad for the struggle of establishing an Islamic system in Pakistan." SRINAGAR, SEP 17: Today the Service Selection Board of Jammu and Kashmir conducted a Written Test for various categories of posts (Teachers, Village Level Workers and Laboratory Assistants) where basic qualification was 10+2. According to Secretary, SSB, there were 190229 candidates who were scheduled to appear for the written test. The test was conducted in 20 districts of Jammu & Kashmir across 603 centres. The news has shocked me and that parents of the said students and the college administration while overlooking their responsibilities have devoid of all sense of dignity agreed to send their daughters outside the state. Indias military power and their approach could not discourage me, however, such cases tends to be a cause of concern for us. When I see some of my people, unlike their Muslim traditions and identity are on track to adopt a secular culture and I feel for their future. An authoritarian and arbitrary rule could not make any nation their slaves forever, however when a nation cease to adopt its religious and cultural traditions it is definite that they fall prey for the nations strange to them. We took a serious notice of this cultural show and we are investigating the matter seriously and after the quires are completed we will make it to public and those responsible would be asked to face trial in open. Mercifully Jammu and many lakhs on the mountains in the State are not under the control of the militant hawk Syed Ali Shah Geelani. He is out with full fury as if he were in haste to control all life of the people in the valley. Jammu has rejected him and his narrow religio-political doctrine. It will continue to do so, given the tremendous faith of the people of Jammu in upholding the truly secular and tolerant view of life. Unfortunately it is not that on the other side of the Peer Panchal. Kashmir valley is today passing through a difficult phase. While the killing of innocents is a cause of great concern and every civilized society has to come out strongly to condemn it. At the same time it has not to be forgotten who brought the happy valley to this position. Think of the same lot Geelanis, Maliks, Shahs, Latrams, Sallahudins etc. Kashmir valley was relatively peaceful in the time prior to 1990 and if has turned into a place of strife who are responsible for it is not difficult to surmise. Coming back to Geelani bravado in which he boastfully states, as if he were the champion of Kashmiris, it is crucial to analyse the inner working of this militant hawk in order to understand the ominous plan up his sleeve. Having been given the best possible medical treatment at the cost of Indian Tax Payers money and attended by some famous doctors whose community, his separatist policies turned them out; Geelani is fit for along innings in which he is bound to bring on the face of the valley, death, and misery. But unfortunately for him, the world has seen the ways of Jihad and borne it through. Terror and espousal of narrow mind set will not work anywhere now. The Egyptian people have shown that there is a credible opposition to Muslim Brotherhood. Pakistans army too is coming round the point that the monster it reared for India is eating them too. The octogenarian hawk cannot challenge the aspirations of the young people of Kashmir in the name of religion. He is riding a dangerous path by deriding the secular traditions of the valley. Song, drama, theatre, and singing have always been part and parcel of Kashmirs culture. The world has travelled too far and the progress of time cannot be marched backwards at the call of misinformed and risky men like him. Poisoning the young minds of the valley that India is a different nation, Geelani ought to know well for himself that Kashmir was always a part of India. History cannot be contested on the statement of a maverick who does not wish to look beyond some narrow visions. The funny part of the insidious Geelani diatribe comes to naught when the Principal of Government Medical College, Srinagar said that the students had gone there to attend academic activities and not in any immoral activities. Immoral activities have many connotations. Geelani has indulged in such activities by hoodwinking public opinion and instigating people to meet his own vision of a narrow, sectarian and retrograde Kashmir. He ought to have been in jail and not free.

The visit of Prime Minister Manmohan Singh and Madam Sonia Gandhi to the riot torn villages of Muzzafarnagar has revealed a strange story of sorts. The visit took place late but still it is better late than never. In all ways, the visit of the PM triggered hopes. But it seems that wherever he goes he leaves a lot to be desired. A disappointed Prime Minister creates unfortunately disappointment. The Muzzafarnagar visit should have proved a balm to both communities but unfortunately it seemed that the PM and Sonia Gandhi were pre-tuned to focus only on one community. The reports suggest that along with the minority community, the members of the majority too suffered. It was incumbent upon the PM and Sonia Gandhi to listen to the woes of the people drawn from Jats who were first targeted in Kawal village on August 27, when two boys objected to teasing of their sister by a Muslim youth Shahnawaz. All the three were killed in the fight that ensued after heated arguments between them. Jats are sore that the PM chose to meet only Muslims in the relief camps of Muzaffarnagar. This cannot be an example of Raj Dharma. The PM and Sonia Gandhi ought to have visited suffering men of both communities because they have all suffered the communal passions. 42000 people have fled their villages. Religious places of both Hindus and Muslims have been damaged. Sadly, perhaps votes are important than Raj Dharma. Opposing Modi for Gujarat riots is easy but playing politics with votes in mind by the highest political personalities will result only in political suicide for them. RANASAHIB

The main features of the festival and yatra were Puja Archana held during the night of 16th September and 17th September at the shrine complex. Vetasta Devasthan Prabandak Committee(VDPC) had made all the arrangements for the smooth conduct of yatra and festival with the active cooperation of district and local administration. The initiative in this regard was taken by the VDPC, to bring the Muslim brethren and Kashmiri Pandits closer through two days festival. Addressing a public meeting here, the Minister said the State Government has submitted a sports infrastructure development proposal of Rs. 1000 crore to the centre and Prime Minister, Dr. Manmohan Singh has been kind to approve the proposal. He said under the proposal stadia and sports fields would be constructed all around the State. Mr. Taj said Government has made a policy under which every block in the State would be provided with both indoor and outdoor sports complexes. In reply to another question, Omar Abdullah said that his government has created so many opportunities for youth to take up self employment ventures and be members of the MSME sector. However, we have created good opportunities for our educated, skilled and trained youth to generate employment and economic activities not only for themselves but others", he said and mentioned the unique employment generation and skill upgradation programmes of Himayat and Udaan launched in the State to expand job market for J&K youth.

KULGAM, SEPTEMBER 16: To assess and take stock of the crop damages caused due to high intensity winds and hailstorm in Kulgam District, Minister for Social Welfare Ms Sakina Itoo today conducted extensive tour of various affected villages including Nandimarg, Cheknagam, Yarikha, Dobdaban, Danikhur, Margbal, Sangankanan, Gujarpora and adjoining areas. The Minister was accompanied by Deputy Commissioner Kulgam, officers of Revenue, Agriculture, Horticulture and other Departments. The Minister on the occasion was informed that many villages of the district were affected due to the strong winds and hailstorm causing damage to the standing crops of paddy and maize besides vegetables and fruits. The Minister asked the Revenue officers to assess the damages to Crops and submit the damage assessment report for release of compensation to the affected people.

SUMBAL, SEPTEMBER 16:- Minister for Higher Education, Mr. Mohammad Akbar Lone on Monday asked people to avail maximum benefits from government schemes launched for their welfare and development including various schemes in the Sericulture sector. The Minister was addressing the awareness camp cum cheque distribution function organised by the Sericulture Department at Sumbal here on Monday. Mr. Lone distributed cheques worth Rs 2.5 lacs among 23 beneficiaries for setting up their own silk worm rearing sheds. The Minister said that department is providing financial assistance to the people through different schemes including plantation scheme in which plants are provided to the weavers free of cost besides assistance of Rs 12 per plant is also extended to them. In addition rearing kit worth Rs 25000 is also provided to the weavers under the scheme. Mr. Lone asked the department to organise more such awareness camps across the state besides providing various inputs so that sericulture production increases and more and more farmers and unemployed youth are associated with this growing and viable business. JAMMU, SEPTEMBER 16 - A three day Capacity Building Training of District Resource Persons and ASHA facilitators on supervisory skills under National Rural Health Mission began today at Regional Institute of Health and Family Welfare, Nagrota. The said training is part of various skill enhancement initiatives taken under NRHM, J&K and is being held under the supervision of Mission Directorate NRHM, J&K and was inaugurated by Dr BS Pathania, Director Health Services, Jammu. Under the programme, 60 participants including community health officers, health educators and medical officers are being trained for the on ground execution of centrally sponsored schemes. It is the three day training in which different programs under NRHM will be highlighted besides lectures on Maternal Health, Child Health, Adolescent Health, Home Based Newborn Care, Reporting Formats, Supervising tools used for Monitoring at field level and related topics would be delivered. The new schemes launched under NRHM namely RBSK (Rashtriya Bal Suraksha Karyakaram) and incentives for ASHAs under NRHM will also be discussed. CALCUTTA UNIVERSITY WORST INDIAN IITs agree to get accredited by NBA PERFORMER IN GLOBAL RANKINGS
KOLKATA, SEP 17: India's academic institutions have slipped down the rungs in global rankings but the university that once led the order of excellence at home has taken the worst tumble. Calcutta University, the 157year-old institution that counts Meghnad Saha, Bankim Chandra Chatterjee, Rajendra Prasad, Subhash Chandra Bose and Nirad C Chaudhuri among its alma mater, has dropped 100 places in world rankings to below 700. Not a single Indian university figured among the top 200 in the QS World University Rankings. The ranks were given on four key parameters: research , teaching, employability and internationalization. The methodology has six indicators : academic reputation (40%), employer reputation (10%), and facultystudent ratio (20%), citations per faculty (20%), international students (5%) and international faculty (5%). CU was among the worst performers in all parameters, showing its precipitous decline as a worldclass institution. The ranking was a wakeup call for the Mamata Banerjee government, which has vowed to restore the state's academic institutions to their old glory. Education minister Bratya Basu, however, said the parameters for rankings were not always applicable to Indian institutions. IIMC among top 20 Bschools C alcutta University's dismal performance has somewhat been mitigated with the Financial Times Global Rankings for Masters in Management programs putting IIM-Calcutta among the top 20 in the world. CU vice-chancellor Suranjan Das said the university didn't participate in the rankings. "They had asked for data but we didn't provide it to them. Some of the parameters included were not applicable for CU, like international faculty, international students, student-teacher ratio. We function under a different paradigm. On the other hand, the methodology for assessing excellence which should be applicable for India is the input-output ratio. What should be considered is the number of graduates we produce with the limited funds that are allocated to us. That our university has still got a rank despite the severe constraints is indeed commendable," said Das. In 2012, the University of Kolkata - students of which included Nobel prize winners was ranked around 600 among the world's top colleges and universities. Pro VC (academics) of CU Dhrubajyoti Chattopadhyay termed the drop in rankings as 'unfortunate'. "While the other universities and institutes have made considerable progress, we have lagged behind. We have not been pro-active enough to stay ahead. This is a wake-up call for us and let's hope it ensures an all-out effort to turn things around," said Chattopadhyay. The QS World University Rankings published last week featured 11 Indian institutions in the top 800 with the highest ranking going to IIT Delhi, placed 222 on the list. Two other institutions made it to the top 300 - IIT Bombay (233) and IIT Kanpur (295). IIT Madras was ranked 313 while IIT Kharagpur stands at 346, the only Indian institute that has gained ranking from 349 in 2012. NEW DELHI, SEP 17: After dilly-dallying for years, IITs have agreed to get themselves accredited by theNational Board of Accreditation (NBA), the premier accreditation body in the country. However, considering their high academic standards, IITs have been given the freedom to carry out the review themselves and submit the report to NBA. IITs have also been asked to work towards reinforcing the brand so that it has better chances of making it to prestigious 'QS Ranking' of best institutions. IITs have also decided to continue with this year's format of JEE (advanced) test without any change. Talking to reporters at the end of the IIT Council meeting on Monday, HRD minister M M Pallam Raju said IITs agreeing for accreditation would help India become a part of the Washington Accord, an international agreement among accrediting agencies of 14 nations that recognizes engineering degree programmes of each other. India is now a provisional member of the Washington Accord. One of the main criteria for any country to be part of the Accord is that its engineering degrees should be accredited. So far, IITs were lukewarm towards fulfilling this condition. Raju said, "IIT directors felt that the annual review they subject themselves to will be enough and in line with the Washington Accord." The minister had to face a volley of questions as to why an exception was being made for IITs and would it mean other engineering institutions also seek similar internal assessment instead of the one done by the NBA. Education secretary Ashok Thakur said, "IITs proposal would be now taken to the NBA." As decided in the last IIT Council meeting, performance review of directors once a year based on the vision and mission of the institute was also taken up. So far, review reports of directors of IIT Patna, Roorkee and Guwahati have been received. The review is to be done by the chairman of the board of governors of each IIT. In June, HRD ministry had written to the IIT Council seeking quick implementation.

Cept offers winter school for students across globe CFTI graduates can join PhD in IITs without GATE
AHMEDABAD, SEP 17: This winter, professionals and students from the country and abroad may brush shoulders on the Cept University campus. Authorities have decided to launch a month-long winter school from December where 25 to 30 programmes will be taught to add to the skill set of the students. "It is one of the many changes we have envisioned for the university. As a world class institute, Cept is ensuring it is at par with global colleges, especially when it comes to more than just the regular curriculum," said Anita Hiranandani, registrar, Cept. As a habitat specific institute, the introduction of a winter school will add to its repertoire as students can now opt for any of the 30 odd programmes and gain knowledge on subjects other than their chosen courses. "It is not just for students, youngsters across the country can apply to these programmes. They will be on a number of subjects; from music to languages. We will design them as certificate courses," she added. It will be compulsory for Cept students as they will get credits on the basis of these programmes. From this year, every student will get only 75 credits from one's chosen faculty, the other 25 credits will have to be secured from other faculties. "There will be 20 credits for undergraduate students and 10 credits for postgraduate students," she said. The winter school will begin right after semesters are over in December, during the break. The intention is to go beyond the structured classroom. "The initiative will offer students an opportunity to explore different dimensions and disciplines, creating a healthy environment of cultural and social diversity. The winter school will be followed by summer school in May," Hiranandani added. NEW DELHI, SEP 17: Students with CGPA above 7.0 and graduating from centrally funded technical institutes (CFTIs) will be eligible to enrol in PhD programmes in Indian Institutes of Technologies without GATE score. This and a number of measures have been approved by the IIT Council in its 47th meeting on Monday to encourage students to enrol in PhD programmes in IITs. The meeting chaired by HRD minister M M Pallam Raju also deliberated on the issue opment and manufacturing. On the ranking front, a committee of IIT directors is looking into the issue and has already interacted with QS ranking officials to understand the methodology of the ranking agencies and systems. Towards enhancing transparency and accountability, an annual performance appraisal of the IIT Director by the Board of Governors (BoGs) of respective IITs was emphasised. A new IIT Council website was also inaugurated with an aim to

LUDHIANA, SEP 17: The Central Board of Secondary Education's instructions to schools have fallen on deaf ears as majority of schools affiliated to the board have not updated details on fee structure, transport facilities, grievances cell and pay scale of teachers on their websites. Almost a month back, the CBSE had directed schools to update all the details by September 15. Sacred Heart Convent School, Sarabha Nagar; Sacred Heart Convent School, BRS Nagar; Kundan Vidya Mandir; Bharti Vidya Mandir and Bal Bharti Public School are some of the prominent schools which have not updated their websites as per the instructions of the CBSE. And some schools have updated vague or complex details leaving parents confused. Parents from across the city said they were waiting for the day when they can check and compare the facilities and fee structures of all the schools. Manish Sharma, a resident of Civil Lines, said, "I was curious about fee structure, salaries of teachers, but the information updated on school websites is not at all clear. Many schools have just done the formality by updating pay scale of the teaching facility. It seems like schools have updated their websites for the CBSE, not for the parents."

Polytechnic colleges suffer from Mid-day meal resumes in Bihar school perpetually empty posts in Gujrat
AHMEDABAD, SEP 17: In government polytechnic colleges, the sanctioned posts are 2,415. Of these, fixed salary lecturers are 894 who are on an 11month contract. "These lecturers are laid off after the 11 months and thus, these posts are perpetually empty. The scenario is bleak in the 16 degree engineering colleges of Gujarat where sanctioned posts for professors are 279, of these only 27 have been filled and 252 remain empty. Sanctioned strength for the post of assistant professor is 559 and the vacancy is 325. Of the 1,183 lecturers needed in these degree engineering colleges only 621 posts have been filled. LD Engineering college principal Hemant Patel said: "In 2011, the last recruitments took place and even then the process took two years to complete. Yet, 40% of the posts of lecturers are still empty in engineering colleges. In our college 44 professors' posts, 57 assistant professors' posts and 40 lecturers' posts are empty." GPSC secretary V N Desai told TOI: "The number of vacancies is not public information and we cannot divulge this data." GPSC chairman Mahendra Bhatt also remained non-committal: "I don't know such things. Ask those departments which complain." When asked about the complaints of lengthy process and time consuming process for recruitment Bhatt quipped, "It is a continuous process. We have not received any complaint from anyone on this issue." PATNA, SEP 17: The mid-day meal was cooked for the first time in two months in a primary school in Bihar where 23 school children died after eating contaminated food, officials said on Tuesday. The meal was cooked Monday in the school in Dharmasati Gandaman village in Saran district, a district official said. "A total of 103 school children ate the mid-day meal Sep 16. After the July 16 tragedy, no meal was cooked in the school for two months as parents and villagers were against it," the official said. Authorities persuaded the villagers to accede to the resumption of mid-day meals. "As per an official order, teachers of the school first tasted the midday meal and then served it to children," the official said. Rameshwar Mahto, a villager, said children brought lunch from home last month. The primary school does not have its own building and was earlier running from a one-room community centre when the tragedy occurred. Later, the state government shut the primary school and clubbed it with a

middle school in the village, said Amarjeet Sinha, state principal secretary for education. A special investigation team probing the incident is yet to submit its final report. A forensic lab report confirmed traces of insecticide in the cooking oil used to cook the mid-day meal July 16. Nearly 50 children were admitted to hospital where 23 died. Around 16 million children in 72,000 schools across Bihar eat the mid-day meal every day.

LUCKNOW, SEP 17: Soldiers on Tuesday started pulling out of Muzaffarnagar in Uttar Pradesh after being deployed there for the last one week following communal violence. There is absolute calm and the district administration and police are in complete control of the situation. Hence the army is being withdrawn, Additional Director General of Police Arun Kumar told IANS. The process will be completed today, he added. Twenty-eight units of the army were requisitioned to assist the district administration after communal clashes erupted in Muzaffarnagar city, about 130 km from New Delhi, and the adjoining rural areas Sept 7-9. More than 40 people were killed and scores injured in the violence, forcing the authorities to deploy the military for the first time in over two decades to quell communal clashes. Police officer Kumar said it was time for the army to withdraw. Informed sources said that while it was decided earlier to pull out the army in phases, it was later felt that this would unnecessarily create an atmosphere of tension. Hence, a decision was taken at the political level, paving way for the (full) pullout. District Magistrate Kaushal Raj Sharma said the administrations focus was now to rehabilitate the people who fled their homes and have taken refuge in makeshift centres. Officials will also distribute the financial compensation sanctioned by the state government for the riot victims. Deputy Inspector General of Police Ashok Mutha Jain said special teams had been formed to catch people booked for their involvement in the riots. Police said door-to-doors checks were still on in rural areas to nab the culprits and to seize weapons. But despite official claims of normalcy returning to Muzaffarnagar, thousands have refused to return to their homes saying they felt unsafe in villages where they came under attack. Prime Minister Manmohan Singh and Congress president Sonia Gandhi were confronted by hundreds of victims who said they were unwilling to go back to their homes for now. In Wasi Kalan village where an Islamic seminary has been converted into a relief camp, refugees told Dr Singh and Ms Gandhi that they had little faith in the state government. According to them, police were mute spectators when they were attacked and their houses burnt. More than 43,000 people have taken refuge in 38 relief camps set up by the administration. People say they want to resume normal life but are vary of stepping out of the camps.

The authors of the study say, however, that both sanitation and calorie consumption contribute in different ways to health and well-being. Any new work on malnutrition has been severely hamstrung for the past few years by the absence of new data; the fourth round of the National Family Health Survey, which collects data on underweight and stunted children and adults, is expected to come out with its numbers only in 2014, nearly ten years after the last round. To move beyond this limitation and use new data, the researchers Dean Spears of the Delhi School of Economics Centre for Development Economics, Arabinda Ghosh of the IAS, and Oliver Cumming of the London School of Hygiene and Tropical Medicine used data on stunting from the HUNGaMA survey of 73,000 households in 112 districts conducted by the Naandi Foundation in 2011. To measure sanitation, they looked at levels of open defecation from the 2011 census. They found that open defecation was a strong predictor of child stunting; districts with higher levels of open defecation had higher levels of child stunting, even after controlling for other factors like household expenditure, household size and calorie consumption. A 10 per cent increase in open defecation was associated with a 0.7 percentage point increase in both stunting and severe stunting, they said in an article that was published in the peerreviewed, open-access scientific journal PLOS ONE on Monday night. The new findings feed into both the more recent interest in heights as an indicator of nutrition, and the previously ignored role of sanitation.

PANAJI, SEP 17: The teams of National Investigation Agency visited Goa along with IM cofounder Yasin Bhatkal to probe his links in the coastal state where he had earlier visited, police sources said. The teams, which were in the state for a day on Monday, took Bhatkal to places like Anjuna beach, Mapusa, Panaji and Vasco, which he had reportedly visited during the last decade. The NIA teams were here but did not share their intelligence inputs with the state police, Goa police Deputy Inspector General O.P. Mishra said last night. However, sources in the police department said the NIA teams were trying to ascertain whether Bhatkal had been recruiting gullible youths from Goa into

ALLAHABAD: The Lucknow Bench of the Allahabad High Court on Tuesday granted the Uttar Pradesh government two weeks time to respond to a public interest litigation (PIL), which sought direction for a CBI inquiry into all the major riots that have taken place in the State after the Samajwadi Party came to power. A Division Bench of Justices Imtiyaz Murtuza and Arvind Kumar Tripathi-II passed the order after Additional Advocate General Bulbul Godiyal, appearing on behalf of the State, sought two weeks time to seek instructions and file a response. The Court also directed Ms. Godiyal to apprise it of the position of related writs on communal riots filed in the Supreme Court and Allahabad Bench.

Special bus service for tourists in Mysore


MYSORE, SEPT 17: This Dasara, tourists can conveniently shuttle between tourist destinations located in and around Mysore as the Karnataka State Road Transport Corporation (KSRTC) is introducing Hop on, hop off (HOHO) buses to cater exclusively to tourists. It aims to reduce dependence on private transport, especially taxis, and promote public transport to decongest roads. The special bus service would cover 10 key tourist spots, such as Chamundi Hills, Mysore palace, the zoo, and similar sites. The HOHO buses will ply in a 40-km radius every 15 minutes daily from the city bus terminus here. Final decision KSRTCs urban division is finalising the initiative as top officials from the corporations central office in Bangalore are coming here on September 19 for a meeting in this connection. Divisional Controller H.M. Ramesh told The Hindu that HOHO buses will allow tourists to visit places of interest at their convenience without having to wait for transportation, as these buses will continuously ply the identified circuit throughout the day. They can visit any destination any number of times a day, by purchasing a tourist or circuit pass which will be released only for Dasara, he informed. Steps are also being taken to sell these passes online, in addition to the sale of passes at bus terminuses. The buses will keep plying the circuit covering all ten tourist spots at different intervals. Commuters will not need to wait overlong, as they can catch one of these buses every 15 minutes. Each bus will cover the circuit in one and a half hours, Mr. Ramesh said. Depending on the response, the frequency would be increased to one bus every 10 minutes. Out of the 10 HOHO buses, three will be Volvos. There are plans to give them a distinct paintjob and name so that they can be identified easily by foreign tourists.

Chief Minister Jayalalithaa, following up on her action against allegations of illegal mining of beach minerals like garnet, Ilmenite and rutile in Tuticorin district, ordered a probe in large mineral quarries in Tirunelveli, Kanniyakumari, Madurai and Tiruchi districts. A policy decision on large mineral quarries would be taken after the receipt of the report on these quarries, she said in a statement here. A special team headed by Revenue Secretary Gagandeep Singh Bedi, which also included six sub-committees and comprising top officials from revenue, environment and forests besides geology and mining that went into charges of illegal beach sand mining in Tuticorin, would study the 71 quarries.

ISLAMABAD: Asserting that people had given him the mandate to improve ties with neighbours, Prime Minister Nawaz Sharif has said Pakistan is keen to have a comprehensive dialogue with India for the resolution of all issues including Kashmir. Sharif said he is committed to a "serious sustained and constructive engagement" with India that must include the issue of Jammu and Kashmir. Describing the recent tension at the LoC as matter of concern, he said Pakistan will respond to the situation with "restraint and responsibility". In an interview to a Turkish media network, Sharif said his government is pursuing a foreign policy of forging stable and cooperative relations with all countries, especially neighbouring countries. "For the effective pursuit of our socio-economic agenda, good relations with all our neighbours are essential and a priority for my governState-run Radio Pakistan quoted Sharif as saying that the recent tension along the Line of Control are a matter of concern but Pakistan will "continue to respond to the situation with restraint and responsibility". "He renewed Pakistan's commitment to a serious' sustained and constructive engagement with India that must include the core issue of Jammu and Kashmir," the report said. On the issue of negotiations with the Pakistani Taliban, Sharif said his government is ready to hold dialogue with those who are ready to shun extremism. Sharif said that the government has more than one option to deal with terrorists' but shall use force only as a last option to avoid further loss of innocent lives. The Prime Minister said that the menace of terrorism in the region "is the outcome of wrong policies in the past". He said Pakistan needs the cooperation and support of international community and neighbours for controlling funding' supply of arms and training to the terror networks. Sharif said the US strategy of using drone strikes in Pakistan against terrorists not only violate the country's sovereignty and international law but are also counter- productive and causes further radicalisation in the society. He said these strikes "undermine our collective efforts to counter extremism and terrorism". He hoped that there is a rethink in the US about the utility of the drone strikes. Sharif said that peace and stability in Afghanistan is directly linked with peace and stability in Pakistan. He said that his government would continue to extend sincere support for the peace and reconciliation process in Afghanistan.

KOLKATA: An Indian-origin scientist, who proved how cutting emissions of "black carbon" or soot can significantly lessen the impact of climate change, has been selected for the United Nation's top environmental award. A statement issued by the United Nations Environment Programme (UNEP) on Tuesday said Veerabhadran Ramanathan of Scripps Institution of Oceanography in California is to receive the 2013 " Champions of the Earth award", the UN's highest environmental award. In 1997, he had co-led an international research team that first discovered the climate impact in Asia of widespread air pollution, known as the atmospheric brown cloud (ABC). The prize is awarded annually to leaders from government, civil society and the private sector, whose actions have had a significant and positive impact on the environment. and methane emissions, which, if implemented, would save close to 2.5 million lives a year through reduced respiratory illnesses, avoid crop losses amounting to 32 million tonnes annually, and deliver near-term climate protection of about 0.5 degree C by 2050. WASHINGTON: Vishnu Pandit, a person of Indian origin, was listed among seven of the 12 Washington Navy Yard shooting victims identified by the authorities. All of the victims are described as civilians or contractors. Pandit, 61, was identified on Monday night along with six others: Michael Arnold, 59; Sylvia Frasier, 53; Kathy Gaarde, 62; John Roger Johnson, 73; Frank Kohler, 50; and Kenneth Bernard Proctor, 46. No further details were available about the victims. The 13 dead include alleged gunman Aaron Alexis, 34, who was killed after an encounter with security in Monday morning's shooting at the Washington Navy Yard, Mayor Vincent Gray told reporters. Eight other people were injured in the incident. Three of those injured were shot, including one Washingtonpolice officer, Scott Williams, who was shot in the leg, Gray said.

LONDON: Al-Qaida leader Ayman al-Zawahri has issued his first specific guidelines for jihad, urging restraint in attacking other Muslim sects and non-Muslims and in starting conflicts in countries where jihadis might find a safe base to promote their ideas. The document, published by the SITE monitoring service, provides a rare look at alQaida's strategy 12 years after the September 11 attacks on the United States and the nature of its global ambitions from North Africa to the Caucasus to Kashmir. While al-Qaida's military aim remained to weaken the United States and Israel, Zawahri stressed the importance of "dawa", or missionary work, to spread its ideas. "As far as targeting the proxies of America is concerned, it differs from place to place. The basic principle is to avoid entering into any conmujahideen in Pakistan, which can then be used as a launching pad for the struggle of establishing an Islamic system in Pakistan." Al-Qaida has a strong support network inside Pakistan its founder Osama bin Laden lived there until his death in May 2011. It also has close ties to the Tehrik-eTaliban Pakistan, with which the Pakistan government has said it will hold peace talks. Zawahri cited the need to weaken Algeria which crushed Islamist militants in a civil war in the 1990s and spread jihadi influence throughout the Maghreb and West Africa. And, in an apparent nod to those who say al-Qaida's focus on the United States weakens their battle against governments at home, he endorsed the right of militants to fight Russians in the Caucasus, Indians in Kashmir and Chinese in Xinjiang.

DHAKA: Bangladesh's top court on Tuesday sentenced to death a senior Islamist opposition official for murder during the 1971 liberation war against Pakistan. Abdul Quader Molla, 65, the fourth-highest leader of the Jamaat-e-Islami party, is the first politician to be found guilty by the country's Supreme Court after it rejected an appeal to acquit him of all charges. The court, led by chief justice Muzammel Hossain, strengthened the original sentence handed down by the country's controversial war crimes tribunal of life in prison, and imposed the death penalty. "The court enhanced his life sentence to (the) death penalty," prosecutor Ziad Al Malum told AFP, adding that the order was a four-one majority decision of the Supreme Court. MUMBAI: The Indian rupee saw its steepest fall in two weeks on Tuesday as investors preferred to take profits on their long rupee positions ahead of the US Federal Reserve's two-day policy meeting outcome due to be released on Wednesday. Although the anticipated trimming of the Fed's massive bond purchases has caused some apprehension, markets expect a much longer road to rate hikes after former Treasury secretary Lawrence Summers dropped out of the race to become its next chief. The outcome of the Fed's meeting will be a key determinant of what the Reserve Bank of India chooses to do at its monetary policy review on Friday. Govt hikes import duty on gold jewellery to 15%


NEW DELHI: The government today increased the import duty on gold and silver jewellery to 15 per cent from 10 per cent to protect the domestic industry, although it would make ornaments more expensive for consumers. "To protect the interests of small artisans, the customs duty on articles of jewellery and of goldsmiths' or silversmiths' wares and parts thereof is being increased from 10 per cent to 15 per cent," an official statement said. Onion prices again touch Rs 70/kg on supply crunch


NEW DELHI: Onion prices have again touched Rs 70 per kg, rising by Rs 10 per kg, in the retail market in the national capital because of lower supplies in the wholesale market. Traders said onion prices are ruling at Rs 60 per kg in the wholesale market as supplies have come down substantially in the last one week. Street vendors charge anything between Rs 70-80 for one kg of onion in Delhi, depending on the locality and quality of the bulb, a key ingredient in most food items. "Prices will remain high as the crop from Maharashtra is about to exhaust, whereas farmers and traders are going to keep supplies of new crop under stress to maintain high level of onion prices," a senior official of NHRDF said.

National Thermal Power Corporation's power capacity goes up


MUMBAI: National Thermal Power Corporation (NTPC) has achieved highest-ever capacity addition of 4,170MW, including 1,000MW through its joint venture projects, to provide further push to the growth momentum gained over the previous two years. With 18.4 per cent of India's total installed capacity, NTPC accounted for 27.4 per cent of India's total power generation during 2012-13 underlining its consistently high operational efficiency.
