2013 CITY COUNCIL HUMAN RIGHTS QUESTIONNAIRE


1. Many in the United States think of international affairs when they think of human rights. Our work emphasizes the applicability of the human rights framework here in the United States. Please share your thoughts on the domestic applicability of human rights, and discuss why human rights are important to you in the context of New York City and the City Council. Human Rights are the most important rights and America champions Human Rights around the world. Unfortunately, America fails to champion those same rights for its own citizens. Racial profiling is becoming acceptable in many corners of our society. As a black man in America, I am sensitive to preserving the rights of all human beings. Immigrants are also entitled to be treated as humans and appreciated for what they bring to America. They keep alive hard work and dreams and ought to be compensated according to the work they do, whether it is house cleaning or other service s. As a City Council member, I can oversee the city agencies responsible for servicing our citizens. 2. How have you used current or previous professional positions to advance human rights? As a lawyer, I fight for the rights of my clients every day. As a criminal attorney, I have to defend the right of liberty for my clients. The Constitution provides many rights that are far too often violated by police officers. My clients also have the right to a habitable home and descent wages at their jobs. They have the right to be treated fairly during their employment. I defend these rights throughout the course of my law practice.. 3. What will your top 3 legislative priorities be in your first term as Council Member? 1. To mandate the hiring of our residents when developing in our communities. 2. To decentralize the Department of Education and bring the parents voices alive. 3. To prioritize the services of our hospitals. 4. What will your top 3 budget priorities be in your first term as Council Member? 1. Hospitals need support to re-establish their significance in our communities. 2. Education System needs to once again be competitive in the world.

3. Affordable Housing is becoming extinct. We have to preserve housing for our citizens who are seniors and those who are members of low income families. 5. Do you plan to use participatory budgeting to allocate your discretionary funds? Why or why not? I plan on using participatory budgeting to allocate discretionary funds. The public should participate in the allocation of discretionary funds. It is discretionary after-all. That discretion should reflect the discretion of the community not the discretion of an individual. 6. Please provide examples of recent legislation in Council that you believe promotes human rights. NONE 7. Legislation is only one of many ways in which Council Members can work to advance human rights. What ways other than through legislation will you advance the human rights of New Yorkers as a City Council Member? The City Council has legislation powers but the Council also has oversight of the City agencies, the power of the budget and has a say in land use. City agencies are set up to protect the rights and quality of life of our citizens. I will monitor their efforts. The budget sets policy and is a great tool to protect the human rights of our communities. Land use can be abused if there is no consideration for our citizens and their right to live free of health hazards or overcrowded developments.. 8. Some advocates contend that the position of the Council Speaker has too much power over the progression of legislation. Please use this space to respond to that critique. The Council Speaker has shown in recent months to abuse power that comes with that position. Parading around with the Mayor with no regard to the cry of the citizens is abuse of power. Many are not happy with the extension of term limits, the centralized control of Education and certain programs that impede the quality of life of its citizens. Legislations progress should not be held hostage by one individual who flies in the face of what the People want .
