DIRECTION NO.: 04/2013 SUBJECT: PROCEDURE OF DOUBLE EVALUATION (EVALUATION & REEVALUATION) SYSTEM OF ASSESSMENT OF THEROY ANSWER BOOKS PERTAINING TO ALL UNDER GRADUATE AND POST GRADUATE COURSES.

WHEREAS the Maharashtra University of Health Sciences Act 1998 (Maharashtra Act No. X of 1999) has come into force from 03rd June 1998; AND WHEREAS it is the duty of the University to frame rules for teaching, training programme and examinations for Under Graduate & Post Graduate courses in affiliated colleges / institutes in various faculties as provided under sub section (1) of section 29 of the said Act; AND WHEREAS prescribing rules for conduct of examinations is a subject matter of Ordinance as provided under section 50 (vi) of the said Act; AND WHEREAS examinations; AND WHEREAS Rule 61 of the said Ordinance prescribes the system of moderation but there is no provision of 100% Re-evaluation of all Under Graduate & Post Graduate theory papers; AND WHEREAS due to non availability of 100% Re-evaluation of all the Answer book(s), the University has extended the facility of Challenge Re-evaluation of theory examination answer books for all Under Graduate & Post Graduate courses vide Direction No.03/2012 and 04/2012; AND

WHEREAS as per decision of the Academic Council of the University, the facility of Challenge Re-evaluation has been abolished by withdrawing the Direction No.03/2012 & Direction No.04/2012; AND WHEREAS consequent upon the abolition of challenge Re-evaluation, it is expedient to introduce the appropriate system of evaluation to ensure the students to receive a fair and just evaluation of their performance in theory examination; AND WHEREAS if the new system of evaluation is being introduced it is essential to repeal/modify/amend the existing rule 61 of the ordinance No.01/2002 suitably; AND WHEREAS making or modifying an Ordinance is a time consuming process; AND THEREFORE, I Prof. Dr. Arun Jamkar, ViceChancellor of Maharashtra University of Health Sciences, in exercise of powers conferred upon me under sub-section (8) of section 16 of Maharashtra University of Health Sciences Act, 1998 issues the following direction. 1. i) This Direction shall be called as PROCEDURE OF DOUBLE EVALUATION (EVALUATION & RE-EVALUATION) SYSTEM OF ASSESSMENT OF THEROY ANSWER BOOKS PERTAINING TO ALL UNDER GRADUATE AND POST GRADUATE COURSES. ii) It shall come into force with effect from the date of its issuance, by repealing/ amending the Rule 61 of the Ordinance No.01/2002. 2) DEFINATIONS:(i) (ii) Evaluation: - Means the assessment of the answer book(s) done by the Ist Examiner. Re-Evaluation:- Means the assessment of the answer book(s) done by the IInd Examiner.

The definitions given in the Maharashtra University of Health Sciences Act, 1998 shall be applicable to this Direction, unless there is anything repugnant in the subjects or context.

APPLICABILITY:This Direction shall apply only to theory papers (Section-B & Section-C) of all Under Graduate & Post Graduate University conducted theory examinations and shall not applicable for viva/clinical/practical examinations. This Direction shall also not applicable to Ph.D, Super Specialty and Fellowship programme examinations.

PROCEDURE FOR ASSESSMENT:(i) (ii) All the answer book(s) shall be evaluated by the First Examiner at the CAP (i.e. Central Assessment Programme) as directed by the University. The CAP custodian shall tear off mark slip of answer book assessed by the First Examiner and keep all of them in appropriate order. (iii) The CAP custodian shall arrange for Re-Evaluation of all the answer book(s) by the Second Examiner as directed by the University. (iv) The CAP custodian shall keep all Mark Slips of Answer book(s) on which First Examiner have allotted the marks and Mark List in one envelope marked as Packet-A. (v) The CAP custodian shall keep all Mark Slips of Answer books on which Second Examiner have allotted the marks and Mark List in one envelope marked as Packet-B. (vi) It shall be the responsibility of the CAP custodian to ensure that all attempted answers are assessed by both of the Examiners. (vii) The scrutinizer working under CAP custodian shall do totaling of marks and if, finds any error/mistake in totaling of the marks shall immediately bring to the notice of the CAP custodian. It is also the duty of the scrutinizer to see that every answer has been assessed by the first and the second examiner. (viii) It shall be the CAP custodians responsibility to get rectified such totaling mistake(s) (if any) from the concerned examiners and also to get assessed the unassessed answer(s) (if any) by both the examiners.

(ix) The CAP custodian shall submit such sealed envelopes of Mark Slips & Mark List (Packet A & B) to the Examination department of the University as directed by the University. (x) The Result Section of Examination department of the University shall take the average (mean) of the marks given by the first and second examiner for the final computation of the results. Such average (mean) of the Marks shall be considered as marks obtained by the concerned examinee for the particular subject. (xi) The average (mean) of the marks if comes in fraction shall be rounded off to the next higher integer if, the fraction is 0.5 and above. And if it is less than 0.5. then it shall be ignored. (For example if the average of marks is 40.5, then it will be rounded off and considered as 41. And if it is 40.49 or less then the fraction will be ignored and considered as 40.) 5) The Evaluation and Re-Evaluation i.e. double evaluation shall be carried out simultaneously at respective CAP Centers. 6) The separate Re-evaluation facility shall not be available to the candidates as double evaluation i.e. Evaluation and Re-evaluation has been carried out by the University before declaration of the results. 7) The existing facility of Verification/Re-totaling of marks shall be continued for theory (Section- B & Section- C) and practical answer sheets and mark lists. 7.1) The non-refundable fees for Verification/ Re-totaling shall be Rs.500/- per Paper/Per Practical (For Example if the candidate applying say for verification for both of the paper-I and paper-II, for the subject of Anatomy, he/she will have to pay Rs.1000/- and like wise). The University reserves the right to change the said fees from time to time by way of issuing suitable notification displaying on University website. 7.2) The candidate who has failed in practical examination(s) head and desires for Verification/ Re-totaling of marks of the practical answer sheet and mark list may apply to the University through his/her College within a period of 10 days after the declaration of the results in the prescribed format attached to this Direction. (Annexure- A) 7.3) The applications for Verification/ Re-totaling of Answer book(s) and Mark Lists received at the University after such a period shall not be considered.

7.4) The postal delay/ delay on the part of concerned College or Student shall also not be considered by the University. 7.5) The candidate desirous to apply for Verification/Re-totaling should submit only one application for one or more subjects or part of the subject. 7.6) The photocopy of theory answer book(s) will be provided to the candidates for their information & records only. 7.7) The prescribed format for obtaining the photocopy of theory Answer book is attached to this Direction. (Annexure- B) 7.8) The fees for photocopy of answer book(s) shall be Rs.500/- (Nonrefundable) per paper/ answer book. The University reserves the right to change the said fees from time to time by way of issuing suitable notification displaying on University website. 7.9) The candidate desirous to obtain photocopy(s) of theory examination paper (Section-B & Section-C) shall have to apply within 30 days from the date of declaration of the results. 7.10)The incomplete/incorrect application without prescribed fees shall be rejected. Applications received after due period shall not be considered by the University under any circumstances. The University shall not entertain any correspondence in this respect. 8) This Direction shall remain in force until an Ordinance is made in this by the University.
