Foreword
This manual has been prepared specifically for Civil Air Patrol personnel who are participating in the program as staff officers. This manual explains in detail the basic duty assignments of staff officers for w'ings, Groups, Squadrons,and Cadet Organization. The purpose of this manual is to give each civil Air patrol staff officer a practical working howledge of his duties and responsibilities and an appreciation of the rnanner in which the duties of each offieer fits together with the duties of his associates. An uaderstanding of these duties will further develop Civil Air Patrol into an organization ttrat is capable of and prepared for effective service fs fulfill its part as a vital component of our country's air defense. This manual will open new areas of interest for cAp officers beginning new assignments and may give the experienced staff officer new viewpoints.

Each Wing Commander is appointed by the National Commander and commands all CAP personnel in his state or territory. The Wing Commander appoints the wing staff and the commanders of Fubordinate units, which he may activate or deactivate. The subordinate unit commanders in turn appoint their staffs and the commanders of units under them. The various staff officers relieve the commanding officers of detail work by gathering, arranging, and estimating for hirn susfu material and data as he requires to reach the decisions involved in carrying out the responsibilities of his command. The stafr officers will function furtler in their specific fields as representatives of the comrnandiag officr to see that his deeisions and orders are being carried out properly. Much staff work is accomplished by inspections of the various units within the commaad. These inspections are made by the commander and by staff officers. Staff members must be familiar with orders and directives received from higher authorities in order to see"that they are properly executed. The staff must aid the wing commander in carefully estimating his potential local problems and, within the general policies laid down from higher headquarters, prepare plans and training programs and required material for whatever may be foreseen. Wing Comqnding Officer (1) The Wing Commander is directly responsible to the National Commander, Civil Air Patrol. (2) It is his responsibiliW to conform with and insure that all Wing personnel conform with the corporate Constitution and By-Laws and CAP directives emanating from National Headquarters. (3) The Wing Commander is fully responsible for all CAP matters within his Wing, both operational and administrative. (a) He is solely responsible for training, discipline, morale, administration, supply and operation. (5) He is responsible for all property assigned or issued to the Wing and personnel thereof; for the proper care, use, and preservation of such property. (6) The Wing Commander will make frequent visits to all units under his command. (7) In order to provide the Commanding Officer with assistance in meeting these responsibilities, he is authorized a staff. Members of that staff do not exercise direct command. The orders which they may issue are issued in the name'of, or by order of, the Commanding: Officer. The Wing Commander will utilize his staff to assist him in meeting responsibilities. A proper distributon of work among the Wing staff members

is required if the responsibilities are to be fully and efficiently met. The Wing Staff is to aid the Commanding Officer in preparing plans for the Wing and subordinate units. Deputy Wing Commonder (L) Assists the Wing Commander in formulating plans and effecting compliance with policies. (2) Relieves the Wing Commander of various routine and administrative duties. (3) Assumes command of the Wing in the absence of the Wing Commanding Officer. Wing Executive Officer (1) Is the principal coordinating and compliance officer for the Wing Commander in carrying out the affairs of the Wing. (2) Coordinates the activity of the various sections. (3) Assumes the duties of the Wing Commander in the absence of the Wing Commander and the Deputy Wing Commander. (4) Establishes procedure in accordance with announced policies of the Wing Commander. He will transmit the decisionsof the Commander to appropriate Staff Officers for preparation of the necessary orders, or transmit them in the form of orders to those who execute them. (5) Formulates and announces policies for the general operation of the Staff. (6) Keeps the Wing Commander informed of the situation of the command as to strength, morale, training, equipment, supply and general effectiveness. (7) He insures that orders and instructions of the Wing Commander are complied with. (B) Makes a continuous study of the situation with a view of being prepared for future contingencies. (9) Assembles routine staff section reports and after their approval by the Wing Commander forwards required copies to higher headquarters. (10) The Executive Officer meets the administrative functions for which the Commanding Officer is held responsible and does so in the name of the Commanding Offflcer. 2 \

Wing Air Inspecfor (1) Keeps the Wing Commander informed as to the efficiency and economy of operation of the Wing. (2) He is responsible for conduct of periodic inspections of units and activities within the Wing to include all administrative and technical matters. (3) Performs special inspections and investigations as required and/or when directed by the Commanding Officer. (4) Supervises personnel assigned to the inspection section. (5) Renders advice and assistanceto subordinate units as required, and makes recommendations for improvement where applicable. (6) Responsible for inspection of motor vehicles and aircraft assigned to the Wing to insure compliance with acceptable maintenance standards. (7) Renders interpretations of directives when necessary and keeps the Commanding Officer informed as to compliance with directives. Wing Administrotive Inspector (1) The Administrative Inspector is responsible to the lVing Air Inspector. (2) Conducts administrative inspections of subordinate units.within the Wing and renders reports thereon. (3) Conducts such other special inspections and investigations as directed by the Wing Air Inspector. (4) Renders advice and assistanceto subordinate units relative to administrative matters as required. (5) Maintains current file of all regulations and directives. (6) Coordinates with other staff sections and the Air Force Liaison Staff, and makes recommendations regarding administrative practices and procedures where applicable. Wing Technicql Inspector (1) The Technical Inspector is under the direct supervision of the Wing Air Inspector. (2) He conducts inspections of motor vehicles, aircraft, and other equipment within

the Wing to ascertain general maintenance conditions, and renders reports thereon' (3) Advises the Wing Commanding Officer and makes recommendations regarding utilization of equipment. (4) Conducts such other inspections and investigations as directed by the Wing Air Inspector. (5) Ilaintains current inspection guides and coordinates frequently with the Air Force Aircraft Maintenance Technician regarding establishedAir Force maintenance standardsfor on-loan equipment. (6) Maintains current status boards shorving location and condition of vehicles and aircraft. Wing Choploin (1) Implements the Air Force Chaplain Program (where possible) within the Wing. and recommends to the Commanding Officer general and specific adaptations of the program to meet the needs of the organization. (2) Exercises supervisory responsibilities of Chaplain activities within the Wing bya. Making frequent field trips and personal contacts. b. Providing special attention, support, and Chaplain coverage for the cadet program. c. Reviewing all reports of Chaplains from the units, extracting pertinent data as needed. (3) Advises on assignment of Chaplains within the Wing. (4) ntaintains necessary personnel records and proper provisional rosters and information concerning chaplains for Office of Air Chaplain, National Headquarters, Civil Air Patrol. (5) Promotes cordial relations betrveen military and civilian organizations, as thel; are related to the Civil Air Patrol progran. (6) Performs or provides all necessarlreligious ceremonial functions. Assistqnt Wing Choploin (1) Performs the duties of Wing Chaplain, during the absence of Wing Chaplain. (2) Assists the Wing Chaplain in the performance of duties noted above.

Wing Director of Public Informqtion Wing Director of Public Information acts as Staff Advisor to the Wing Commander on all matters pertaining to public information and public relations. (1) Is responsible to the Wing Commander for an adequate and efficient public information structure throughout his Wing. (2) n{akes frequent visits to lend assistance to unit Public Information Offices, in order to insure uniformity of action and accomplishment. (3) Responsibleto the Wing Commander for the dissemination of statewide publicity on Civil Air Patrol. He deals with all news nedia. (4) He arranges for speaking engagen:ents of CAP personnel before service clubs, military organizations, municipal groups, (5) Insures that close liaison is main:alned rvith National Headquarters Director ci' P:rblic Information, in order that the lattr lt:ai- be in position to effect national publicitl- on Ciril Air Patroi. (6) Assists in recruiting programs for both senior and cadet members. (7) Maintains close liaison with Air Force Public Information Offices at Air Force bases within his state. He keeps them informed about CAP activities and seeks their assistancewhere needed. Assistqnt Wing Director of Public lnformqtion (1) Is specifically responsible to the Wing Director of Public Information for maintaining close liaison with National Headquarters Director of Public Information. (2) Keeps National Headquarters informed about all future operations, with emphasison their nen's value and possibility for national publicitr-. He works closelywith media representatives who are sent by National Headquarters to cover any particular story. (3) Responsible to the Wing Director of Public Information for continual forwarding of original news stories, photographs, feature articles, local promotional material, and clippings on CAP activities throughout the

state to Director of Public Information' National Headquarters Civil Air Patrol, Bollins Air Force Base, Washington 25, D. C. He sees to it that subordinate unit PIO's do the same. (4) Assists Wing Director of Public Information in making visits to lorper echelons to check effectiveness of unit PIO's and to make suggestions for improving the effectiveness of their activities. Wing Press Officer (1) Wing Press Officer's sole responsibility is to handle publicity on all Wing activities with NEWSPAPERS AND WIRE SERVICES, trade journals, house organs' and other publications in his state. He will inform newspapers and wire services in his state on all future operations, meetings, and other newsworthy matters which can and should be brought to the attention of the public. (2) If there are Air Force bases within the geographical limits of the state, he will keep base PIO's informed about the activities of his Wing, and seek Air Force PIO assistance whenever and wherever needed. (3) He will work closely with \il'ing photographer and unit photographers to insure good photographic coverage of CAP activities. (4) Will work closely with Wing Radio and TV officer to make certain that the latter two media are "in the picture" on all CAP operations and other newsworthy events. :: ($) Assists unit PIO (subordinate unit) on any operation which nay be too big for the former to haudle alone, on request. (6) Coordinates all press activities when there is more than one CAP unit in a metropolitan area. Wing Rqdio qnd TV Officer (1) Wing Radio and TV Officer's sole responsibility is to handle publicity on all Wing activities with radio and television stations. (2) He will inform radio and TV stations in his state on all future operations, meetings, and other newsworthy events which 4

can and should be brought to the attention of the public. (3) If there are Air Force bases within the geographical limits of the state, he will keep base PIO's informed about the activities of his Wing, and seek Air Foree PIO assistance with particular reference to tape recordings and motion pictures in the field for possibleradio and TV use. (a) He will closely coordinate his activities with Wing Press Officer, to insure maximum coverage. Wing Photogrophic Officer (1) He is responsible to the Wing Director of Public Information for an effective news and historical photographic program throughout the Wing. (2) Agsists and advises unit Commanders in their selection and utilization of unit photographers. (3) Works closely with Wing Press Officer in the dissemination of news photographs to news media. (4) Insures that a constant flow of good news photographs of CAP in acti'on reach National Headquarters Director of Public Information. (5) Maintains liaision with Air Force base photo officers, and seeks their assistance where needed. (6) He is responsible for feature photo. graph coverage of major CAP events, such as SARCAP missions, disaster missions, and actual missions of the search and reseue or mercy mission categories. Wing Adiulonr (1) Is responsible to the Wing Commander. (2) Manages the administrative details for the Wing Commander in a liaison capacity by recording, analyzing, routing and authenticating incoming and outgoing correspondenceand Wing directives. (3) Establishes and maintains files and a records administration program, a mail and message distribution agency, and a special orders section. (4) Supervises postal activities and distribution of Publications.

(5) Responsible for all administrative matters pertaining to Wing. (6) Disseminates the policies of the Wing Commander to all concerned by preparing and/or publishing staff memorandums, policy letters, general and special orders, etc. (7) Authenticates all correspondencefor the Wing Commander unless otherrvise directed. (B) Accomplishes final review of all Wing Headquarters correspondence and publications prior to authentication, publication and distribution. (9) Operates message center which receives, logs, and distributes all incoming and outgoing correspondence,wires and publica-

tions to or from proper staff sections, subordinate commands, or higher headquarters. (10) Responsiblefor staff coordination on all matters as directed by Wing Commander. (11) Responsible for records administration of Wing Headquarters and subordinate commands. (12) Maintains a file of all correspondence and publications pertaining to the Wing Headquarters and subordinate commands. Wing Assisfont Adlutont Assists the Wing Adjutant in the performance of his official duties and assumes the duties of the Adjutant in his absence.

WING HEADQUARTERS SQUADRON


Wing Heodquorters Squodron Commcndqnt (1) Commanding Officer of Headquarters Squadron is Headquarters Commandant for all CAP personnel on duty with the Wing Headquarters. (2) Provides custodial and utilities service for the Headquarters. (3) Operates Headquarters Flight Division. (4) Responsible for Headquarters Squadron Supplies. (5) Responsible for unit personnel office for the Headquarters Squadron. (6) Responsiblefor messing facilities as required. (7) Responsible for crash rescue and structural fire protection if required. (8) Responsible for security and enforcement and maintenance of standards of conduct and discipline within \Ying Headquarters Squadron. (9) Directs and coordinates all ground training of the Headquarters Squadron. Processes all technical school applications, directs and coordinates on the job training for Headquarters Squadron personnel. (10) Plans and supervises receipt, stor&EE, maintenance, delivery, issue, and reporting of all supplies for Wing Headquarters Squadron. Accountable officer for Headquarters Squadron property and supplies. (11) Performs all functions incident to record-. of personnel assignedto Wing Headquarters Squadron. Prepares and maintains all reports, rosters, records, and correspondenee pertaining to personnel matters of both officer and airman. (12) Responsiblefor all phases of maintenanee and operation of aircraft assigned to Wing Headquarters Squadron. (13) Responsiblefor all phases of maintenance and operation of motor vehicles assigned to Wing Headquarters Squadron. Adiutonf snd Personnel Ofticer of Wing Heodquorters Squodron (1) As representative of Commanding Officer, Wing Headquarters Squadron, performs administration duties to coordinate operation of the squadron. (2) Coordinates routine personnel actions. (3) Receives, routes, and follows up incoming mail and correspondencefor Headquarters Squadron. (4) Prepares, reviews, and authenticates outgoing: correspondence for Headquarters Squadron. (5) Directs preparation of records and reports originating in organization.

Should have broad legal experience as a practicing attorney. Training in military law and Air Force .or Army administration is desirable. 'Wing Medicol Ofticer (1) Is responsible to the Wing Commander. (2) Advises the Wing staff on all matters pertaining to the hygiene and sanitation of the Wing. (3) Assists the GrouP and Squadron Commanders in obtaining competent medical officers for their staffs. (4) Insures that each unit within the Wing is properly equipped with adequate first aid equipment. Periodically inspects all Mobile Support Units in the Wing for proper medical equipment and uniformity of same. Insures that all Group and Squadron Medical Officers are familiar with the most current methods of treatment for burns, shock, and other iniuries peculiar to aircraft accidents' (5) Is responsible that all Group and Squadron Medical Officers carefully examine ati Cadet Candidates for the Exchange Program and drill teams to insure that they are physically qualified to participate' He will also advise all Group and Squadron Medical Officers of their responsibility to have eaeh

Assistent Wing Coordinqtor for Women's Activ!fies Performs duties as directed by Wing Coordinator for Women's Activities. Wing Coordinotor of Civil Defense (1) llaintains liaison between the State Civil Defense officials and the CAP at Wing level. (2) Receives from the pertinent \{ing Staff Sections information concerning the current Wing operational effectiveness (inclucl:ngstatus and amount of equipment and :rained personnel) and keeps the Civil Defense officials informed of this potential a-.sistance available to them. (3) Keeps the Wing Commanderand staff informed of current plans and policies of State and National Civil Defense agencies, and Headquarters Civil Air Patrol, USAF. (4) Coordinates with the Wing training oAcel regarclingspecialized training to meet Cir-il D efen-.e commitments. (5) Coordinatesri'ith State Civil Defense offficialsand the \\-ing regarding Civil Defense practice mis:ions (including practice missions requested b1- lorver echelon CAF units). (6) Prepares such reports on Civit Defense as required by National Headquarters. Desirable that he be a member of the State Civil Defense staff. (7) Disseminates inforrnation on Civil Defense concerning all Civii Defense plans and policies to the lorver echelons of the CAP Wing. (8) Coordinates with Wing Operations Officer in scheduling practice missions to evaluate the effectiveness and,/or the State of readiness of the Mobile Support Unit. (If practice mission involves Civil Defense personnel, approval must be obtained frona State Civil Defenseofficials.) Wing Director of Personnel (1) Directs and supervises activities relating to Civil Air Patrol personnel matters. (2) Responsible for the preparation and maintenance of records, rosters, correspondence, and reports pertaining to Civil Air Patrol personnel matters. 7

Assislqnt Wing Medical Offlcer (Wing Nurse)

Wing Coordinotor for Women's Activities The Wing Coordinatol for Women's Artivities 'will serve (on the Wing Staff) :.s an advisor to the \lrins Commander as ir relates to(1) The integration of u'omen in existing CAP activities. (2) The nomination of qualified women for lower echelonstaff positions. (3) Contacts with women's clubs, parent teachers groups, 99'ers, and other similar groups in order to promote the CAP program for women and girls, to explain the value of aviation education,etc. (4) Contacts x'ith \\'AF officers (to be coordinated with AF-CAP Liaison Offfrcer) in the area for the purpose of olttaining their assistanceand cooperation in the program as instructors, aiding in summer encampments, etc. (5) Girl cadet encampments.and rvomen supervisorsfor same. (6) Contactswith other Regional advisors and Wing Coordinators (for \\-crren's Activities) concerning the improsements and expansion of the program for rvomen and girls. (7) Contacts with Girl Scout regional and./or local headquarters for the purpose of coordinating policies emanating from National Headquarters, CAP. (8) Cooperation with state aeronautics officials. (9) The interstate exchange of girl cadets r','henpractical.

(3) Responsible for maintaining master personnel records file for all Civil Air Patrol personnel assigned to the Wing. 14) Prepares plans and makes recommendations relating to personnel procurement and requirements. (5) Responsible for processing membership applications, recommendations for promotion, and recommendations for'awards and decorations. (6) Issues necessary directives in regard to personnel matters. (7) Advises the Wing Commander in all matters relating to Civil Air Patrol personnel.

Assistont Wing Director of Personnel Performs duties as directed by the Wing Director of Personnel. Wing Personnel Clerk
Performs the following duties under the supervision of the Director and Assistant Director of Personnel: (1) Maintains correspondence and publications flle for Personnel Office. (2) Types correspondence and reports pertaining to Personnel. (3) Assists the records clerk in processing and filing membership applications, recommendations for promotion, and recommendations for awards and decorations. Wlng Personnel RecordsClerk Performs the following duties under the supervision of the Director and Assistant Director of Personnel: (1) Processes membership applications. (2) ProcessesRecommendations for promotion. (3) Processes Recommendations for Awards and Decorations. (4) Maintains personnel records file, (201) files for all senior and cadet members for all pelrsonnelassigned to the Wing. (5) Assists the Personnel Clerk in maintaining correspondenceand publications file for the personnel office and typing correspondence. ;8

Wing Director of Communicolions (1) Advises the Commanding Officer and his staff regarding communications programs, progress, accomplishments, and needs. (2) Prepares necessary correspondence for Commanding Officer pertaining to communications. (3) Responsible for processing FCC applications for all CAP radio stations within the Wing. (4) Recommends allocation of all electronics equipment to those squadrons requiring same. (5) Organizes Wing radio network in conjunction rvith establishedschedule. (6) Supervises communications training program as established by National Headquarters. (7) Insures compliance with regional and national schedule by Wing net control stations. (8) Gives technical advice to the Group and Squadron requiring same. (9) Accomplishes the necessary trips to adequately monitor the communications program throughout the Wing. (10) Insures compliancewith all FCC and CAP Regulations governing the communications program. (11) Arranges communications conferences, lvhenever deemed advisable, within the Wing. Assistqnt Wing lions Director of Communico-

Assists the Director of Communications in accomplishment of his duties, and acts for the Director in his absence. Wing Adrninistrqtive Assistont for ommunications (1) Prepares necessary correspondence for Communications Officer's signature pertaining to communications. (2) Processes FCC applications for all CAP radio stations within the Wing. (3) Recommends allocation of all electronics equipment to those squadrons requiring same.

Assistqnt Wing for Troining

Communicqlions Officer

(1) Supervises Communications Training Program, as established by National Headquarters. (2) Coordinates all recommendedchanges in Communications Training Program with Wing Training Officer and National Headquarters. Wing Comptroller (1) Advises Commanding Officer on the development of fiscal policies and provides information on the current status of funds and effectiveness of the financial program. (2) Inspects fiscal records of groups to insure compliance with CAP Directives. (3) Compiles budget for Wing. (4) Responsible for the establishment of an account for the Wing Fund and maintenance of records of monies received and disbursed in accordance rvith CAP Directives. (5) Developsand supervisesa fund raising program for the Wing. (6) Serves as a member of the Wing Finance Committee. (7) Compiles reports as required. Wing Finonce Officer (1) Assists the comptroller in the development of a Wing fiscal program as required. (2) Maintains records of Wing Funds to include voucher files covering receipts and disbursements, cash journals, accounts ledgers, bank statements and other allied records. (3) Assists in inspection of Group fiscal records. (4) Prepares reports as required. Wing Director of Tronsportqtion Generally: (1,) Responsible for all matters concerning supervision, coordination, control, planning, direction, and establishment of policies for the procurement and utilization of all methods of transportation, including: ar-

In addition to functioning as a part of the planning and administrative staff, each Group Commander and his staff have responsibilities similar and parallel to the Wing staff. It will be noted that as we progress there is less further down the chain of commandinto the lower echelons, responsibility for policy determination and interpretation and a heavier requirement for detail execution of specific instructions originating from higher echelons. The Group Commanderand his staff, under the directives emanating from the Wing, guide and assist the squadroncommandersin preparing for and executing the responsibilities charged to their organizations, both in training and in the conduet of missions. The group staff plans, coopgrates, inspects, frst as a gEoup and then as individual staff members, in the specific field in which their primary responsibility lies. Group Commonding Ofticer (1) Is directly responsibleto the Wing Commander. (2) The Group Commander is responsible for all CAP matters within his Group and units under his jurisdiction, both operational and administrative. (3) The Group Commanderis responsible for guiding and assisting the SquadronCommanders in preparing for and e:ecuting the responsibilities charged to their organizations, both in training and in the conduct of missions. (4) Is reponsiblefor disciplineand morale of personnelunder his command. (5) He keeps the Group Commander informed of the situation of the Group as to strength, morale, training, equipment, supply, and general effectiveness. (8) Makes a continuous study of the situation with a vierv of being prepared for future contingencies. (9) In general, the Group Executive Officer meets the administrative functions for which the Group Commanding Officer is held responsible, and does so in the name of the Group Commanding Officer. Group Air Inspector (1) The Group Air Inspector conducts periodic inspections of subordinate units within the Group and renders reports thereon. (2) Conducts special inspections and investigations when required and or rvhen directed by higher authority. (3) Maintains current files of all Regulations and directives. (4) Renders advice and assistance to subordinate units and makes recommendations to improve the efficiency of operation when appropriate. (5) Interprets directives when necessary and keeps the Group Commander informed as to compliancewith directives. Group Choploin (1) Implements the Civil Air Patrol Chaplain program within the Group and recommends to the Group Commandinc Officer general and special adaptation of the Chaplain activities to meet the needs of the organization. (2) To exercise supervision over the Chaplain activities within the group, he willt8

a. Make frequent visits to squadrons, assemblies, or other units where personal contact will be made with CAP personnel. b. Process and review all reports of Chaplains from units within the Group, extracting pertinent data as needed, and forward all reports to the Wing Chaplain. (5) Devotes special attention and active support to the Civil Air Patrol activities. Group Public Informotion Officer (1) Group Pubiic Information Officer acts as staff advisor to the Group Commander on all matters pertaining to public information and Public Relations. (2) He is responsibleto the Group Commander for an adequate and efficient public information structure throughout his Group. (3) llakes frequent visits to Squadrons to assist Squadron PIO's, and holds Groupwide PIO meetings to inform and instruct Squadron PIO's in order to insure uniformits of action and accomplishment. (l) Arranges for speaking engagements for CAP Group personnel before service clubs, miiitary organizations,municipal and county groups, etc. (5) Maintains close liaison with Wing Director of Public Information, to insure uniformity of action within the state. (6) He is authorized direct communication with National Headquarters Director of Public Information, keeping Wing Director of Public Information informed of developments. (7) Is responsible to the Group Commander for the dissemination of publicity on the activities of his Group. He assists Squadron PIO's on publicizing their activities when requested. Group Rodio qnd TV Officer (1) Group Radio and TV Officer's sole responsibility is to handle publicity on all Group activities with radio and television stations in his area.

Group Fiscol Officer (1) Advises Group Commanding Officer on the development of Fiscal Policies and prevides information on the current status of funds and effectiveness of the financial program. (2) Inspects Fiscal Records of Squadrons, to insure compliance with CAP directives. (3) Consolidatesbudget for Group. (4) Establishes an account for the Group fund and maintains records of monies received and disbursed in accordance with CAP directives. (5) Develops and supervises a fund raising program for the Group. (6) Compiles reports as required. Group Medicql Officer (1) Is responsible to the Group Commander. (2) Advises the Group staff on all matters pertaining to sanitation and hygiene of the Group, and will make recommendations for training relative to skilled technical training, such as crash assistance and MSU training. (3) Assists the Squadron Commandersin obtaining competent medical officersfor their staffs. (4) Insures through coordination with the Group Director of Supply that each squadron in the Group is properly equipped with adequate first aid equipment. Periodically inspects all MSU's in the Group for proper medical equipment. Insures that all Squadron Medical Ofl&cers are familiar with the best methods of treatment for burns, shock and other injuries peculiar to aircraft accidents. (5) Will be responsiblethat all Squadron Medical Officers carefully examine all cadet candidates for the Exchange Progtams and drill teams to insure that they are physically qualified to participate. He will also advise all Squadron ]Iedical Officers of their responsibilitl' to have each cadet from their individual units attending the summer eneampments properly immunized and insure that each of these cadets are physically qualified to attend the summer encampments. The cAP squadron is the basic operating unit for civil Air patrol. All necessary flying and ground functions are administered by the squadron staff to which cAP officers are assigned to specific duties. The cAp squadron must be a complete and self-sufficient operating unit, ready to meet any emergency with all necessaryequipment and specialist personnel. The chain of command goes from the National Commander to Wing, to Group, to squadron. All orders and communications follow this chain of command. Squodrbn (31-l0O ing Officer Members) Commond(6) Is responsible for the operational preparedness of his organization; that it is properly equipped and ready to function on notice. (7) Is responsible for the administration of his unit; for the discipline and morale therein; for the proper preparation and disposition of all correspondence and reports. (8) Is responsible for all property assigned or issued to the unit or the personnel thereof; for the proper care, use, and preservation of such property. (9) Is responsible for conforming with and insuring that all unit personnel conform with the corporate Constitution and ByLaws, and all directives emanating from National Headquarters and Wing and Group Headquarters. (10) Is responsible for extending full cooperation to Cadet Squadrons (separate) requesting assistance and support. 3l

(1) Is responsible to the Group Commander; if none exists then is directly responsible to the Wing Commander. (2) The Squadron Commanding Officer is responsible for the operational efficiency of the unit; that, as a result of training, all personnel of his unit are capable of performing such missions as may be assigned in a satisfactory manner. (3) Is responsible for the training of all personnel assignedor attached to his organization. ( ) Is responsible for arranging adequate meeting facilities and for insuring that classes are conducted as may be necessary to train the personnel properly. (5) Is responsible that personnel within the unit are assigned to duties that they are best qualified to perform.

(11) Will allow the Commandant of Cadets of a CAP Cadet Squadron (attached) under his jurisdiction the widest latitude in the operation of the cadet squadron. Squodron (31-100 Officer Members) Executive

(1) Is responsibleto the Squadron Commander. (2) The Executive Officer of the Squadron is second in command of the Squadron, in the absence of the Squadron Commander. (3) He is the principal assistant and advisor to the Squadron Commander. He may transmit the decisions of the Commander to appropriate staff of;flcers for preparation of the necessary orders, or transmit them in the form of orders to those who execute them. He is the principal coordinating agency of the Squadron. (4) He formulates and announces policies for the general operation of the staff. (5) He keeps the Squadron Commander informed of the situation of the Squadron as to strength, morale, training, equipment, supply, and general effectiveness. (6) He takes steps to insure that all instructions published to the Group are in accord 'ii'ith policies and plans of the Squadron Commander. (7) By personal observation sees that orders and instructions of the Squadron Commander are complied with. (8) Makes a continuousstucll' cf the situation rvith a view of being prepared for future contingencies. (9) Assembles routine staff section reporis and after their approval by the Squadron Commander forwards the required copies to Group, or rvhen no Group exists, to the V/ing. (10) In general, the Squadron Executive Officer meets the administrative functions for which the Squadron Commanding Officer is held responsible, and does so in the name of the Squadron Commanding Officcr. Squodron (31-100 Members) Choploin (1) Provides a program of moral and religious instruction for Civil Air Patrol 32

personnel when in assemblies, adequate to meet the needs of all. (2) Promotes cordial relations between the CAP unit and the local community. (3) Serves as religious correspondent and religious advisor for CAP publications. (4) Serves as consultant on matters of religion, morals, and morale to the Unit Commander. (5) Provides a religious coverage for all cadets, especially while on encampments, according to the major faiths represented (Protestant, Catholic, and Jewish). (6) Prepares and presents character guidance addressesto Civil Air Patrol personnel at regular meetings. (7) Serves as counselor for both senior and cadet personnel. (B) Preparesmonthly report of Chaplains (CAP Form No. 34) and forwards through channels each month. Squodron (31-100 Members) Public Inforrnqlion Officer (1) Squadron PIO acts as advisor on all matters pertaining to public inforrnation and public relations to Squadron Commander. (2) Is responsibleto the Squadron Commander for an adequate and efficient public information plogram for his SquaCron. (3) Is responsibleto the Squadron Commander for the dissemination of publicity on the activities of his Squadron. (4) Deals with local press, wire services, radio, and TV stations, in publicizing the activities of his Squadron. (5) is authorized direct communication with Director of Public Information, National Headquarters, Civil Air Patrol, and is expected to send news stories, photographs, and original feature article material to that oflftce for national publicity purposes. He should keep higher echelon PIO informed about such activities. (6) Arranges for speaking engagements of CAP Squadron personnel, including cadets, before service clubs, military organizations, municipal and other local gatherings, to constantly bring the CAP story to the attention of the public.

(7) Insures that news media in his area are given sufficient advance notice of impending Squadron operations so that their own reporters can cover the events. Giving the press advance notice usually pays off. Squodron (31-tO0 Members) Photogrophic Officer (1,) Insures that a constant flow of good news photographs of Squadron activities reach local press and Director of Public Information, National Headquarters, Civil Air Patrol. (2) Is responsible for feature photographic coverage of major CAP events, such as mercy missions, search and rescue missions, and other missions illustrating CAP's service to the public. (3) Is constantly alert for possible human interest photographs on Civil Air Patrol activities, with particular emphasis on the aviation activities of CAP. (4) Coordinates closely with training officer on cadet activities for photographic coverage. Squodron (31-l0O) Members Adiutont (1) Is responsible to the Squadron Commander. (2) Ilanages the administrative details for the Squadron Commander in a liaison capacity by recording, analyzing, routing, and authenticating incoming and outgoing correspondence and directives. (3) Establishes and maintains files and a records administration program, a mail and message distribution agency, and a special orders section. (4) Supervises postal activities and distribution of publications. (5) Responsible for all administrative matters pertaining to Squadron. (6) Disseminates the policies of the Squadron Commanding Offfrcer to all concerned by preparing and/or publishing staff memorandums, policy letters, general and special orders, etc. (7) Authenticates all correspondencefor the Squadron Commanding Officer unless .otherwise directed.

(8) Accomplishes final review of all Squadron Headquarters correspondence and publications prior to authentication, publication, and distribution. (9) Operates message center which receives, logs, and distributes all incoming and outgoing correspondence, wires, and publications. (10) Responsible for staff coordination on all matters as directed by the Squadron Cornmanding Officer. (11) Responsiblefor records administration of headquarters. (12) Maintains a file of all correspondence and publications pertaining to the headquarters. Assistqnl Squodron Adiutonr Assists the Squadron Adjutant in the performance of his official duties and assumes the duties of the Squadron Adjutant in his absence. Squodron (3t-lO0 Members) Coordinotor for Women's Aclivities The Squadron Coordinator for Women's Activities will serve (on the Squadron staff) as advisor to the Squadron Commander as it relates to(1) The integration of women in existing CAP activities. (2) The nomination of qualified women to serve in the program. (3) Contacts rvith women's clubs, parent teachers groups, 99'ers, and other similar groups in order to promote the CAP program for women and girls, and explaining the value of aviation education, etc. (4) Contacts with WAF officers (to be coordinated with AF-CAP Liaison Officer) in the area for the purposes of obtaining their assistance and cooperation in the program as instructors, etc. (5) Obtaining women supervisors for girl cadet encampments. (6) Contacts with other squadrons and group coordinators (for Women's Activities) concerning the improvement and expansion of the program for women and girls. ron Medical Officer to see that the Mobile Support Unit has the necessary medical equipment, including sufficient vehicles that may be used as ambulances. (5) Carefully examines or causes to be examined all cadet candidates for the Cadet Exchange Program and drill team to insure that each one is physically qualified to participate. Will be responsible for the immunization of all cadets going to summer encEmpments. Will also examine each cadet to determine if he is fully qualified physically to attend the summer encampment, and make sure that no cadet is allowed to attend who has any communicable diseases. (6) Carefully investigates and records any and all injuries or deaths to any CAP member, senior or cadet, which may occur while such rnember is participating in CAP activities. It shall further be the responsibility of the Squadron Medical Officer to forward such records to the Group and Wing Medical Officers. (7) Supervises movement of vehicles in convoy. (8) Supervises maintenance of Squadron vehicle status board and insures that it reflects the current vehicle inventory. (9) Supervises preparation of vehicle inventory, status, and operational reports. (10) Prepares and submits transportation budgetary requirements to Budget and Fiscal Officer. (11) Prepares and submits vehicle insurance reports. (12) Coordinates payment of vehicle insurance premiums with the Budget and Fiscal Officer. (1) Squadron PIO acts as advisor on all matters pertaining to public information and public relations to Squadron Commander. (2) Is responsible to the Squadron Commander for an adequate and efficient public information program for his squadron. (3) Is responsible to the Squadron Commander for the dissemination of publicity on the activities of his squadron. (4) Deals with local press, wire services, radio, and TV stations in publicizing the activities of his squadron.

(5) Is authorized direct communication with Director of Public Information, National Headquarters, Civil Air Patrol, and is expected to send news stories, photographs, and original feature article material to that office for national publicity purposes. He should keep higher echelon PIO informed about such activities. (6) Arranges for speaking engagements of CAP Squadron personnel, including cadets, before service clubs, military organizations, municipal and other local gatherings, to constantly bring the CAP story to the public attention. (7) Insures that news media in his area are given sufficient advance notice of impending squadron operations so that their own reporters can cover the events. Giving the press advance notice usually pays off. (8) Insures that a constant flow of good news photographs of Squadron activities reach local press, and Director of Public Information, National Headquarters, CAP. (9) Is responsible for feature photographic coverage of major CAP events, such as mercy missions, search and rescue missions, and other missions illustrating CAP's service to the public. (10) Is constantly alert for possible human interest photographs on CAP activities, with particular emphasis on the aviation activities of CAP. (11) Coordinates closely with training officer on cadet activities for photographic coverage. Assistqnt P.l.O. Performs photographic duties as required. Squodron (l5-.3O Members) Medicol Officer (1) Is responsible to the Squadron Commander. (2) Advises the Squadron staff on all matters pertaining to sanitation and hygiene of the Squadron. (3) Conducts first aid training for all membe* of the squadron, both senior and cadet. Will give specializedmedical training to members of the squadron mobile support

units in order that they may be as effective as possible during any emergency. (4) Insures that the Squadron is properly equipped with flrst aid equipment. It will further be the responsibility of the Squadron Medical Officer to see that the mobile support unit has the necessary medical equipment, including sufficient vehicles that may be used as ambulances. (5) Carefully examines or causes to be examined all cadet candidates for the Cadet Exchange Program and drill team to insure that each one is physically qualified to partigipate. Is responsible for the immunizatjon of all cadets going to summer encampments. Will also examine each cadet to determine if he is fully qualified physically to attend the summer encampment, and make sure that no cadet is allowed to attend who has any communicable diseases. (6) Will carefully investigate and record any and all injuries or deaths to any CAp member, senior or cadet, which may occur while such member is participating in CAp activities. It shall further be the responsibility of the Squadron Medical Officer to forward such records to the Group and Wing Medical Officers. Squodron (15-30 Members) Legol Officer (1) Legal advisor to the flight commander. (2) Examines and reviews CAP activities and operations and advises staff members on legal aspects of their work. Prepares opinions and gives advice on such matters as CAP Regulations, purchases, taxation, insurance, claims, Iiabilities and rights, and privileges of senior and cadet members of CAP. (3) Maintains liaison with the Squadron Legal Officer and with such local agencies as may be necessary regarding legal problems or proposed local regulations or ordinances which may affect CAP. (4) Must have a comprehensive knowledge of legal principles and applications. Must have been admitted to the practice of law before the highest court of the State wherein the flight is located. Should have broad legal experience as a practicing at-

torney. Training in military law and Au Force or Army administration is desirable. 7. Coordination at Wing Leael. The Wing Direetor of Cadets is the advisor to the Wing Commander on all cadet matters. The Wing Cadet Advisory Committee will aid the Wing Director of Cadets in the planning of the Wing Cadet Program. The recommendations of the Group and Squadron Cadet Committees will be considered by the Wing Committee. The resultant plans and recommendations of the Wing Committee are submitted to the Wing Commander for his approval. The Wing Director of Cadets, upon receiving approval, coordinates with the other \Ying staff sections for implementation. Recommendations from the Wing Cadet Advisory Committee to National Headquarters for improvement of the Cadet Program should be prepared by the Wing Director of Cadets for the Wing Commander's signature and forwarded to National Headquarters. 2. Coordi,nation at Group Leoel. Coordination at Group level will be similar to that for lYing level. Cadet Squadrons (Separate) in Wings with Groups will be supplied by Groups. They will also depend on the Group for orientation flights, possible air transportation, etc. Participation by cadets in senior activities will also be coordinated at Group level. 3. Coordi,nati,on at Squndron Leael. At Squadron level in areas where there are senior squadrons, the Commandant of a Cadet Squafuon (Attached) will coordinate all activities with the senior squadron commander and staff. In the case of Cadet Squadrons (Separate) the Commandant of Cadets will coordinate with the Group Commander and his staff and the Group Commandant of Cadets and Group Advisory Committee. In wings that do not have groups, the Commandant of Cadets of a Cadet Squadron (Separate) will coordinate with the Wing Commander, Wing Commandant of Cadets, and the Wing Advisory Committee. The Commandant of Cadets of a Cadet Squadron (Separate) may also coordinate with the Squadron Cornmanders of any nearby CAP Senior Squadron. 5l

Cqdet Squodron Cqdet Adiutonr (1) The Cadet Adjutant is the office man_ ager. (2) Is responsible for all written corre_ spondence, training records, publishes the Cadet Squadron calendar of activities. and maintains files. (3) Is responsible for the planning, prep_ aration and dissemination of public relations material. (4) Maintains a history of the unit. (Can be a large scrap book.) (5) If a Cadet Squadron dues program has been formulated, he is responsible for the collection of Cadet dues and maintaining records of individual payment. (6) He assists with the arrangements for meetings and programs. Codet Squodron Codet First Sergeonf (1) Assists the Cadet Adjutant in the performanceof his duties. (2) )Iaintains up-to-date rosters of the unit. (3) llaintains the Cadet Squadron bulletin board. (4) Is responsible for an accurate attendance report being rendered at eaeh Cadet Squadron meeting. (5) Maintains and posts all necessary regulations and publications in Cadet Squadron Headquarters. Cqdet Squodron Cqdet Supply Officer (1) Is responsiblefor an accurate inventory of all CAP property on hand and have knorvledge of its location. (2) Nlaintains file of issue slips of all property issued to the Cadet Squadron. (3) Is responsible for the issuance, receipt, storage, maintenance, and inventory of unit supplies and equipment. Codet Squodron Cqdet Supply Sergeont Assists the Cadet Supply Officer in the performance of his duties. 56

Cqdet Squodron Codet Flight Leqder (1) Is responsiblefor the appearanceand discipline of his flight. (2) Represents his flight during Cadet Squadron staff meetings and presents his flight's thoughts and suggestions regarding activities for the Squadron. (3) Receives duty assignments for his flight from the Cadet Commander and assigns individual responsibilitiesto his flight. Cqdet Squodron Assistont Cqdet Flight Leqder (1) Assists the Cadet Flight Leader in the performance of his duties. (2) Is responsiblefor the submission to the Cadet First Sergeant of an accurate attendancereport of his flight at meetings. CAP Cqdet Squodron Commiftee (for Bofh Seporote ond Attqched Cqdet Squadrons) (1) In the following narrative, functions and duties listed for "Group" s'ill be accomplished by the corresponding\\:ing personnel in those instancesrvhere there are no Group organizations. (2) The CAP Cadet Squadron Committee will consist of a minimum of three adults; five are desirable. Membership in Civil Air Patrol is not a prerequisite for membership on this committee. Personnel selected to serve should be leaders in the community and interested in youth development and guidance. Sources of personnel may be any of the service organizations (such as the Lions, Rotary, Kiwanis, etc.), veteran organizations, or parents of Cadets. (3) It is desirable that this committee hold a business meeting once every month; however, the minimum should be one meeting each three months. The quarterly meetings should be scheduled to meet after the scheduled Group Cadet Advisory Committee meeting. (The chairman of the CAP Cadet Squadron Committee is a member of the Group Cadet Advisory Committee.) The chairman will schedule meetings of this committee.

Committee for CAP Ccdet Squodron (Seporcte) (1) The members of this committee will be appointed by the Group Commander upon the advice of the Group Director of Cadets. This appointment should be the first step in organizing new CAP Cadet Squadrons. (2) The Group Director of Cadets rvill orient this committee concerning Civil Air Patrol, the CAP Cadet Squadron (both Separate and Attached) and the duties and role of the CAP Cadet Squadron Committee. (3) After being appointed and oriented, the over-all functions of this committee will be threefold: a. Select and obtain an adult leader (Commandant of Cadets) and assist him in organizing a CAP Cadet Squadron. b. After the organization, assist the Commandant of Cadets in his conduct of a sound program. c. Be responsible for the successful operation of the Cadet Squadron. (4) Specifically, the responsibilities of the CAP Cadet Squadron Committee (Separate Squadron) are as follows: a. Selects the Commandant of Cadets and assists him in obtaining two additional leaders. (Commandant of Cadets is appointed by Group Commanding Officer on Group Special Orders and CAP Form 19, "Recommendation for Appointment of Officer" is initiated by Group Commanding Officer. The assistants to the Commandant of Cadets are appointed by the Commandant of Cadets on Cadet Squadron Orders and he initiates the CAP Forms 19.) b. Operates the Cadet Squadron during those periods when the Cadet Squadron is 'r.vithout a Commandant of Cadets and assistants. c. Recommends replacement of a nonfunctioning Commandant of Cadets and selection of a new one to the Group Director of Cadets. d. Obtains a suitable meeting place for the Cadet Squadron and storage facilities for supplies. e. Assists the Commandant of Cadets in recruiting new cadets and in promoting publicity.

f. Assists the Commandant of Cadets in planning the cadet unit finance prograrn' and establishes a fund when necessary. g. Assists the Commandant of Cadets in establishing a social, recreational, and training program for the cadet unit. h. Assists the Commandant of Cadets in recruiting capable instructors to teach the cadets specialized courses of instruction. i. Assists the Commandant of Cadets in providing transportation for cadet activities. j. Aids in acquiring training materials and equipment for the cadet prog:ram. k. Responsible for the necessary coordination with the local high schools for the implementation of the CAP-High School Coordinated Program. (Coordinates with other CAP Cadet Squadron Committees in the vicinity for the accomplishment of the above.) l. Together with the Commandant of Cadets selects a cadet nominee for the International Cadet Exchange, Cadet Scholarships, Encampment Scholarships, etc. m. Assists neighboring towns and cities in the organization of a CAP Cadet Squadron (through coordination with Group Director of Cadets). n. Establishes coordination between the Cadet Squadron and other organizations (Lions, Kiwanis, Rotary, etc.) in order to promote their interest in the cadet program. (5) One or more of the foregoing committee responsibilities may be assigned to a specific committee member; for example: a. Chairman: Leadership. b. No. 1 Member: Activities and transportation. c. No. 2 Member: Meeting place and facilities. d. No. 3 Member: Recruitment and publicity. e. No. 4 Member: Funds. (2) The chain of command, in the case of rJadet Squadrons (Attaehed) in Wings where there are no Groups, is from the Wing Commander to the CAP Senior Squadron Commander to the Cadet Squadron (Attached) Commandant of Cadets. (3) The chain of command, for Cadet Squadrons (Separate) in Wings where there are Groups, will be from the Wing Commander to the Group Commander to the Cadet Squadron (Separate) Commandant of Cadets. ( ) The chain of command, for Cadet Squadrons (Separate) in Wings where there are no Groups, will be from the Wing Commander to the Cadet Squadron (Separate) Commandant of Cadets. (5) In following the chain of command from the Cadet Squadron up-between the Cadet Squadron and the next higher echelon of command - the CAP Cadet Squadron Advisory Committee has a supervisory responsibility over the Cadet Squadron Commandant of Cadets to insure that .'the

right man is in the right job.,' The Cadet Squadron Committee is charged with the responsibility of the successful operation of the cadet program at Squadron level. Its overall function is to aid the Cadet Squadron Commandant of Cadets in the operation of the cadet program. (6) The Cadet Squadron Commandant of Cadets will have the support of the CAp Cadet Squadron Committee to solve problems of housing, facilities, etc., and thus allow him to concentrate on program and. activity. The CAP Cadet Squadron Committee is the sponsor of the cadet unit and the Cadet Squadron Commandant of Cadets is, in effect, the Squadron Commander. (7) The Directors of Cadets at Wing and Group levels are staff officers to their respective Commanders, with no command functions. The respective Cadet Advisory Committees at these levels are to give impetus to the cadet program, to aid in planning, to review the achievements and prog"ess of the Cadet Squadrons, and to analyze the over-all program and make recommendations for its improvement.
