As with US Attorney Barbara L. McQuade, I invite you to also to independently evaluate and criticize those rules which prevent children and their parents from having mutually beneficial relationships, and from enjoying federally funded services. I also invite you to independently assess evidence of illicit and potentially criminal activities at the Michigan Friend of the Court, and to similarly offer guidance to the Michigan Supreme Court on rules, or lack thereof, which may insufficiently prevent corruption which can have a chilling effect on parent child relationships, harming both children and parents. I read of your advocacy for the rights of the people of Michigan to have access to court services when you wrote:

"One part of the new rule requires people who make more than 25% of the poverty level to pay for translators; that would mean a single person who makes more than $14,362 would have to pay. U.S. Attorney: State Supreme Court rule may hinder access to interpreters Detroit Free Press http://www.freep.com/article/20130914/NEWS06/309140016/interpreters-Michigan-courts Please note that similar court rules regarding the enforcement of parenting time can cost Michigan parents thousands of dollars spent on Friend of the Court appointed parenting time coordinators when they attempt to exercise their rights under Title IV-D to parenting enforcement time "services", with no fee limitations nor income limitations. Many parents who pay for these "services" never actually get the court to enforce their parenting time, and thus never get to see their children. I invite you, consistent with your advocacy to prevent chilling effects on court services, to also criticize those rules which prevent children and their parents from having mutually beneficial relationships, and from enjoying federally funded services. I also invite you to assess evidence of illicit and potentially criminal activities at the Michigan Friend of the Court, and to similarly offer guidance to the Michigan Supreme Court on rules, or lack thereof, which may insufficiently prevent corruption which can have a chilling effect on parent child relationships, harming both children and parents. Please be aware that, at Friend of the Court offices around Michigan, there is evidence of the appearance of illicit and potentially criminal activities. He openly tells of standing on line on his 1st day on the job as FOC, while an un-knowing clerk twice told him to "get behind the line" as she was taking a personal call on her cell, and told of another employee who came back from vacation, then proceeded to systematically dump over 90 voicemails from his phone while talking about the previous night ballgame with his cube-neighbor." [FRC@yahoogroups.com, Fall 2012] Please also be aware that former FOC enforcement specialist Carol Rhodes explained: 'I came to the 32nd circuit family court to make a difference, ... but early on I realized ... it was all about money ... In the years I worked for the system I witnessed regular deception ... that was mandated by office policy. I saw gender bias and discrimination. I saw records destroyed. ... We were rated according to how much money we would bring in' http://www.youtube.com/watch?v=8M7cEi61W24 Please be aware that Donna Pendergast, First Assistant Attorney General, Criminal Division has stated in effect that the Attorney General will not investigate evidence of illicit or potentially criminal activities at the Friend of the Court. For example, when responding to the evidence of illicit and potentially criminal activities above, etc, she wrote: "the Attorney General lacks the power to oversee the Friend of the Court" (Correspondence dated December 10, 2012). Please be aware that the difference of cubes parenting time offset formula is so dubious that after 105 dinners, perhaps a typical child might notice every once in a while that the mac and cheese they eat with their non-primary parent has peas in it, while the other parent can enjoy a steak dinner and more alone on the child support dollars for that night, and that the graphs explaining the formula are simply inaccurate. http://www.scribd.com/doc/458394/Michigan-Friend-of-the-Court-Child-Support-Modification-Request (See pages 45-) Please be aware that the FOCB is tasked to "(n) Coordinate the provision of title IV-D services by the friend of the court and cooperate with the office of child support in providing those services." Please consider that this appears to make the FOCB the de-facto state agency required by federal law: "(4) Certification of the administration of the program.A certification by the chief executive officer of the State specifying which State agency or agencies will administer and supervise the program referred to in paragraph (1) for the fiscal year, which shall include assurances that local governments and private sector organizations" http://www.ssa.gov/OP_Home/ssact/title04/0402.htm Please be aware the Friend of the Court is not an agency under Michigan law. Its has a special status that allows the FOC to evade all of the normal mechanisms and regulations which constrain state agencies and protect the public, including FOIA, the Open Meetings Act, etc. It is my personal belief that this special status may be violation of the statutory rights of program

participants, who are granted under Federal law the statutory right to deal with a single state agency, but in Michigan are instead placed in a system where the responsibility for handling evidence of illicit and potentially criminal activities is diffused to those individuals who may actually be engaging in such activities. It is this combination of diffusion of responsibility combined with plausible deniability which appears to me to be a systematic problem at the F.O.C.
