Taclobans ELA approved

TACLOBAN CITY - The city council has unanimously adopted and approved the Executive- Legislative Agenda (ELA) of Tacloban during its 11th regular session last week. Vice-Mayor Jerry Sambo Yaokasin said he was happy for this development, adding that the approved ELA will guide them in passing ordinances and resolutions to support the citys various plans and projects. With the adaptation and unanimous approval of the ELA, this will serve as our tracking guide in all the legislations that well be making here in the Sanggunian, Yaokasin said. Yaokasin assured the public they will be passing laws that are propoor. He added that programs and projects in the ELA aim to answer the concerns of the city and its poor constituents, like on the revenue for building more core shelters benefiting the poor and those living in the danger zones. In August, the Department of Interior and Local Government sponsored a seminar attended by Mayor Alfred Romualdez, department heads, and city councilors for the planning of city ELA. Also various revenue ordinances were filed in the city council in support to the projects and programs embodied in the ELA. The ELA of Tacloban City will be in effect from 2013-2016. (EDEN

Mayor Eduardo Boy Ong revealed, they are about to start to construct a new public market at the towns central business district with an initial budget of P5 million. The project, he said, will be undertaken sans any bank loans. It is quite an ambitious project, but we will construct the new public market without having to apply for any loan,

Mayor Ong said in an interview with Leyte Samar Daily Express. This project, it was learned, would host the wet market section. There is a need to decongest the present market area and expand the facilities to accommodate the increasing number of businesses locating in the market site. Mayor Ong said that for this year, the local government unit of Carigara has initially allotted P5 million; however, the planned market may need more than the said budget. The structure of

this new market would replicate the old market facing Carigara Bay that was torn down when the new market complex was started in 2010. Well do it in phases since we would only be taking out the budget for the project from the towns income and avoid loaning from banks, the mayor said. He added that at the moment, the LGU may not afford another loan as it is still paying an existing loan with Land Bank of the Philippines for the existing market complex to page 3

CAMP KANGLEON, Palo, Leyte A town councilor is in hot water after being caught in the act of allegedly running an illegal cockfighting operations by the Regional Special Operations Group recently. Arrested was one Robert Veloso, incumbent councilor of Villaba, a third class municipality some 100 kilometers east or one hour and 20-minute drive from Tacloban City, Eastern Visayas regional capital. PCSupt. Elmer R. Soria, director of Police Regional Office 8 (PRO8), said that the suspect was the alleged operator of tupada, an illegal form of cockfighting, which was held at Brgy. Silad of same town and was arrested by authorities in a raid conducted by RSOG led by PInsp. Eric Constantino at around 5:15 p.m Saturday.

Leyte councilor nabbed for running tupada operation

During the operation, operatives confiscated two red fighting cocks, two blades or bulang and a scabbard for blade. Tupada is illegal because it is not conducted in a place especially designed for fighting cocks like licensed cockfighting arenas or coliseums, where cock fighting must be held, and is held normally in a secret place where the players will just meet at an agreed day and time. Veloso was brought to Villaba Police Station for documentation and temporary safekeeping while a case for violation of Presidential Decree No. 449 or the Cockfighting Law of 1974 is being prepared against him. While cockfighting is a popular traditional and customary form of recreation and entertainment among the Warays, it should not be made as a tool of uncontrolled or illegal gambling especially if those involved are government officials, Soria said. Meanwhile, four more persons were arrested, including a 36-year old jobless woman, soliciting bets for swertres, an illegal numbers game, Sunday evening in separate operations in Maasin City, Eastern Samar and Leyte. Yves Poricallan was nabbed in an anti-illegal gambling operation at Purok San Pedro, Brgy. Ibarra at around 8:30 p.m. by a police team led by SPO4 Alan Calapre. At past 7:00 p.m., Marlon Catugda, 35, and Ernesto Cabacaba, 42, were arrested by elements of Giporlos police station led by PInsp. Yvan Frank Gabornes and 1st Regional Public Safety Management Company led by PInsp. Christopher Pangue in Giporlos town

in Eastern Samar while at around the same time, Zosimo Maureto, 55 was nabbed by a police team led by PSInsp. Eddie Esidera at Brgy. Hinabuyan, Villaba town in Leyte. A total of P2,020 in cash bet was confiscated from the suspects together with several illegal gambling paraphernalia and three units single motorcycles. Suspects were detained at apprehending police station lock-up cell as charges for Republic Act 9287 or Illegal Numbers Game are being prepared against them. As this developed, Soria has ordered all his police chiefs to run after illegal gamblers in the region, not only those employed in swertres but also those involved in other forms of illegal gambling such as sakla, cara y cruz and tong-its.

Drug agency seeks hazard pay

TACLOBAN CITY Citing the risk involved in their job, the Philippine Drug Enforcement Agency is seeking for hazard pay to its agents on the field. The hazard pay is an initiative that will boost morale and increase productivity and efficiency of PDEA operatives and personnel, said PDEA Director General Undersecretary Arturo G. Cacdac, Jr. in a statement to Leyte Samar Daily Express. The proposed hazard pay will be availed of by PDEA personnel who are directly exposed to varied dangers and health risks during the conduct of anti-illegal drug operations. Cacdac said they have requested the Office of the President for the issuance of an Executive Order granting hazard pay to 1,285 deserving PDEA personnel. The proposal will require an annual allocation of P180,846,596. Entitled to receive the hazard pay include: directors who are actually involved or participating in the conduct of anti-drug operations; Intelligence Officers, Investigation Agents, Security Officers and Special Investigators who are actually involved in the conduct of antidrug operations and other related functions; Animal handlers who are actually involved in the conduct of anti-drug operations or performing inherent functions; Chemists who are actually performing laboratory or field duties; Laboratory Technicians and Aides who are actually performing laboratory or field duties; and Prison Guards who are actually performing inherent functions. Also recommended to avail of the proposed pay are: Dangerous Drugs Regulation Officers who are actually conducting field inspections; and Legal Officers who join the operating teams in the conduct of anti-drug operations and those who appear in court. The agency reasoned out that since their formation in 2002, their operatives have encountered occupational risks and great danger, and even death. Seven operatives killed in action; 31 wounded; 25 hurt; and 110 threatened, PDEA reported. Just recently, PDEA agent Jesus Tabanao was shot dead by an still unidentified hitman in Cebu, while another agent was wounded in a brief gunfight with one of the suspects during a buy-bust operation in Marikina City, the agency claimed. Based on the records of our casualties and injured personnel and the inherent risks involved, it is but proper that PDEA personnel deserve to be granted hazard pay, said Cacdac. Government agencies said to have received hazard pay due to the natural hazard posed in their jobs include the Philippine National Police, National Bureau of Investigation, and Department of Health.

tive services. Studies show that an estimated 400,000 Filipino women are driven to abortion every year, risking their lives and health. Access to RH services can prevent abortion. That access is a right that every woman must enjoy. Pope Francis has reminded priests that they need to look beyond their pro-occupation with narrow-minded rules. Even Pope Benedict said that sex workers could use condoms to prevent the spread of deadly diseases and save lives. We are fortunate to have a Pope who has opened the doors of the Church a little bit wider and open from an institution that has long appeared to be mired in dogma and opposed to any form of dissert. A Pope who has shown what humility is all about. VIVA EL PAPA!

Pope Francis, the leader of the worlds 1.2 Billion Catholics said, Church obsession with condemnation of divisive social issues such as contraception, abortion and homesexuality had districted pastors from their main mission of mercy. Pope Francis statement serves as a reminder to our people that the RH Bill meant to promote maternal health and womens rights especially among the less privileged is still in limbo. The man argument

that contraception is abortion has been repeatedly debunked by RH Bill proponents. If there is no conception, how can there be abortion? The RH law is meant for the underprivileged. Those who rely on state assistance to know about reproductive pregnancies year after year can affect the health of both mother and child. The RH law is also for those who are forced to undergo clandestine and dangerous abortions as they lacked access to contracep-

Thievery

Ever since the beginning of creation, everything was made in harmony, peace and love. All creations were in its natural order in accord with the divine plan. Man lived in the fullness of life and happiness in a world that is beautiful, good and true. The goodness of life that was a creation of the greatest virtue that is love was torn by mans disobedience and dishonesty. That dishonesty to the divine will became the root cause of the troubles of life. Every problem that came after that dreadful commission of the original sin is an offshoot of that dishonesty before God, his fellowmen and himself. Honesty affords man to see in all creations beauty, goodness and truth, the virtues that make us live in harmony, peace and love. Amid the problems and troubles of life in this world that had been torn by conflicts, we are called unceasingly to live honestly. Yes, honesty is the key for us to regain the harmony, peace and love that reigned from the beginning of creation. We lost the beauty and goodness of life from the time

man committed disobedience that was rooted on dishonesty. Every time we act dishonestly, we destroy the natural order of life in this world that is supposed to be good and beautiful. We face every moment of our life the tough challenge to be true and honest. We fail not on the flimsy excuse of our human frailty for every act of dishonesty is a choice in our inner struggle to be. We fall every time we fail to resist the temptations that confront us in every little thing we do every day. Indeed, if every man will be honest and true, living a life in harmony and peace is not a farfetched goal that would bring us to that ideal world that is good and beautiful akin to that creation in the beginning of time. As honesty is an inner virtue, the struggle to be is a decided choice in the inner conflict within every person. We have witnessed serious efforts to inculcate honesty in every man in an earnest desire to restore the virtue that once reigned in all of mankind and this world. Of the various strategies to

make every person be honest, we still face the miserable reality of a distorted figure skewed more to failure. It cannot be gainsaid that all efforts to inculcate honesty is failing due to the misplaced appreciation and treatment of that virtue. Values such as honesty had been incorporated in our educational system. It is integrated in the various academic subjects with the end of inculcating effectively the ideal virtues that can bring back the beauty and goodness of life. Unfortunately, we have seen the failure of values education over the years that it was made part of the academic curriculum. There is no better proof indicative of such failure than the undesirable virtues prevailing among the young generations in our schools despite the constant indoctrination of such desirable values. Many of us wonder and continue to be boggled by the undesirable traits and values that the youth are possessed of despite the value education in the school curriculum. We need not look too far for apt answers to our questions. This campaign for every person to be honest is clear manifestation that value education continues to be failing in its goal to inculcate among us honesty. The basic defect of the values education is our schools is in the integration of values in the academic subjects and its being treated the way academic subjects are. We ought to recognize the fundamental truth that values are not cognitive as academic subjects are. It is not something for the head,

peoples money. If ever she did organize them then someone who sallied forth in the corridors of power in confidence in that era the GMA administration, showed her the way. We believe that Janet Lim-Napoles will tell all - everything she knows about this scam, simply because she feels ostracized from among her alleged conspirators. There is reason therefore why she fears for her life, a great challenge for the DOJ to protect her no matter the cost. And she should be if only to expose who these people are and it will show a very good sign that indeed we are now realizing the dream of walking along the path of MATUWID NA DAAN. unlike the various subjects that are treated as cognitive because they are indeed so. In the continuum of the four corners of the classroom, teachers can discuss fully well the desirable values and make their students memorize the definitions of such values. One can expertly define honesty, but to be honest is far from memorizing definitions because values are not matters for the head. Values are internal traits that must affect the inner self of every person. Values are better caught than taught because only the cognitive ought to be taught. Students live good values that they catch from their mentors and elders who are role models and whose lives are instructional tools of such desirable traits and values. One can commit to memory the good values and give definitions as taught but they may still live with undesirable traits and values because what they see is more affective to their inner self. We live in a world of contradictions where teachings are diametrically opposed to what we see around. In the face of the pork barrel scam, graft and corrupt practices in government, cheating in business and the recent infamous plagiarism by renowned women and men, we are caught with the nagging question of how to live the value of honesty in a world of thievery. The absence of the PDAF poses a significant unfavorable impact upon the patients who are largely indigents. While it is true that the hospital is keeping up with the international standards for the satisfaction of the patients, it will still be better if funding will be given by national government to subsidize the publics needs for basic health services, primarily medicines. It is a given fact that the services and medicines at EVRMC are not totally free but just subsidized. With these outsourced funds, such as the PDAF or whatever is its new form in the 2014 national budget and onwards, the people are not much saddled by the rising cost of health services.

MISSION OF THE TWELVE

[Jesus] summoned the Twelve and gave them power and authority over all demons and to cure diseases, and he sent them to proclaim the kingdom of God and heal (the sick). He said to them, Take nothing for the journey, neither walking stick, nor sack, nor food, nor money, and let no one take a second tunic. Whatever house you enter, stay there and leave from there. And as for those who do not welcome you, when you leave that town, shake the dust from your feet in testimony against them. Then they set out and went from village to village proclaiming the good news and curing diseases everywhere.

WE ARE SENT OUT

As fire exists by burning, so the Church exists by mission. We are Christians today due to the missionaries who once came to the homes of our ancestors to preach the Gospel. Were it not for those poor and frequently martyred messengers of the Gospel, armed only with the Lords word, the churches in our parishes where we go to worship, would not exist. Those missionaries came in the line of the disciples whom Jesus sent out to preach the kingdom of God and to heal (Lk 9:2). It is now our turn to go out and do the same. In our modern time, a good deal of Christian mission, take place through institutions such as colleges, schools, hospitals and welfare centres. But we must regularly evaluate their effect and see whether they are truly a proclamation and witness of Gods Kingdom in word and deed, which ought to be the heart of all our missionary works. The cross of Christ firmly roots us in human concerns and needs, and places us along side the oppressed, the dispossessed, the homeless, the poor and the starving millions of our planet. Therefore, the task of mission for today, is not so much to get the non-Christians into the Church, as to get the Christians out of the Church into the world. Suffering is a source of merit. Suffering is a strength that gives strength. So this coming October this two nonprofit organizations: Maharlika Charity Foundation Incorporated and Smile Train International, will once again be visiting here to again provide free surgical services for pediatric patients with cleft lip and palate deformities, theyve been visiting Eastern Visayas for the same purpose and again theyll be doing the same this year. Both organizations coordinated EVRMC and we will be providing them the venue which includes the operating rooms, said de Leon. He added that the screening, work-up and clearance of patients will be on October 23, while the scheduled surgical procedures of the screened patients will take part on October 24-25. The official is calling the attention of all parents who have children with cleft lip or palate deformities to be part of this once in a year opportunity to fix abnormalities through free surgical treatment. Smile Train International is an organization that is based in New York, USA and was created on 1999 to empower local medical team to offer free and safe surgical procedure for the poor with cleft lip and palate deformities. DOH holds HEPO consultative workshop

TACLOBAN CITYThe Department of Health is holding the annual Consultative Workshop for Health Education Promotion Officers on September 24-26, 2013 at the Leyte Park Hotel, this city. The said activity is in line with the DOHs effort to inform the public of its advocacies and programs by presenting them to the HEPOs whose main role is to disseminate the information to the people and other workers in the institution or community they came from. This activity would not just be a venue where the DOH could present its programs but also, we gathered the HEPOs around the region so they could air out their problems and concerns so the DOH could plan for specific actions to be taken, said Dr Ma. Sol Villones, Head of Health Promotion Section, DOH. Topics lined up for the three-day activity include updates on DOHs health programs on dengue control, newborn screening, pneumococcal and flu vaccines for senior citizens and presentation of Health Promotion Monitoring Tool, among others. Some 70 participants coming from both the public and private hospitals and health institutions all over the region are expected to attend in the activity. In the previous years, we only invited HEPOs from the public hospitals. However, the DOH started to extend a partnership with the private institutions to ensure the success of our program implementation, said Villones. Villones hopes for the productivity and success of the event and through this, the health workers and the public would be aware of what is illness and wellness. (MA. META
