Taclobans ELA approved

TACLOBAN CITY - The city council has unanimously adopted and approved the Executive- Legislative Agenda (ELA) of Tacloban during its 11th regular session last week. Vice-Mayor Jerry Sambo Yaokasin said he was happy for this development, adding that the approved ELA will guide them in passing ordinances and resolutions to support the citys various plans and projects. With the adaptation and unanimous approval of the ELA, this will serve as our tracking guide in all the legislations that well be making here in the Sanggunian, Yaokasin said. Yaokasin assured the public they will be passing laws that are propoor. He added that programs and projects in the ELA aim to answer the concerns of the city and its poor constituents, like on the revenue for building more core shelters benefiting the poor and those living in the danger zones. In August, the Department of Interior and Local Government sponsored a seminar attended by Mayor Alfred Romualdez, department heads, and city councilors for the planning of city ELA. CAMP KANGLEON, Palo, Leyte A town councilor is in hot water after being caught in the act of allegedly running an illegal cockfighting operations by the Regional Special Operations Group recently. Arrested was one Robert Veloso, incumbent councilor of Villaba, a third class municipality some 100 kilometers east or one hour and 20-minute drive from Tacloban City, Eastern Visayas regional capital. PCSupt. Elmer R. Soria, director of Police Regional Office 8 (PRO8), said that the suspect was the alleged operator of tupada, an illegal form of cockfighting, which was held at Brgy. Silad of same town and was arrested by authorities in a raid conducted by RSOG led by PInsp. Eric Constantino at around 5:15 p.m Saturday.

Drug agency seeks hazard pay

TACLOBAN CITY Citing the risk involved in their job, the Philippine Drug Enforcement Agency is seeking for hazard pay to its agents on the field. The hazard pay is an initiative that will boost morale and increase productivity and efficiency of PDEA operatives and personnel, said PDEA Director General Undersecretary Arturo G. Cacdac, Jr. in a statement to Leyte Samar Daily Express. The proposed hazard pay will be availed of by PDEA personnel who are directly exposed to varied dangers and health risks during the conduct of anti-illegal drug operations. Cacdac said they have requested the Office of the President for the issuance of an Executive Order granting hazard pay to 1,285 deserving PDEA personnel. The proposal will require an annual allocation of P180,846,596. Entitled to receive the hazard pay include: directors who are actually involved or participating in the conduct of anti-drug operations; Intelligence Officers, Investigation Agents, Security Officers and Special Investigators who are actually involved in the conduct of antidrug operations and other related functions; Animal handlers who are actually involved in the conduct of anti-drug operations or performing inherent functions; Chemists who are actually performing laboratory or field duties; Laboratory Technicians and Aides who are actually performing laboratory or field duties; and Prison Guards who are actually performing inherent functions. Also recommended to avail of the proposed pay are: Dangerous Drugs Regulation Officers who are actually conducting field inspections; and Legal Officers who join the operating teams in the conduct of anti-drug operations and those who appear in court. The agency reasoned out that since their formation in 2002, their operatives have encountered occupational risks and great danger, and even death. Seven operatives killed in action; 31 wounded; 25 hurt; and 110 threatened, PDEA reported. Just recently, PDEA agent Jesus Tabanao was shot dead by an still unidentified hitman in Cebu, while another agent was wounded in a brief gunfight with one of the suspects during a buy-bust operation in Marikina City, the agency claimed. Based on the records of our casualties and injured personnel and the inherent risks involved, it is but proper that PDEA personnel deserve to be granted hazard pay, said Cacdac. Government agencies said to have received hazard pay due to the natural hazard posed in their jobs include the Philippine National Police, National Bureau of Investigation, and Department of Health.

It cannot be gainsaid that all efforts to inculcate honesty is failing due to the misplaced appreciation and treatment of that virtue. Values such as honesty had been incorporated in our educational system. It is integrated in the various academic subjects with the end of inculcating effectively the ideal virtues that can bring back the beauty and goodness of life. Unfortunately, we have seen the failure of values education over the years that it was made part of the academic curriculum. There is no better proof indicative of such failure than the undesirable virtues prevailing among the young generations in our schools despite the constant indoctrination of such desirable values. The absence of the PDAF poses a significant unfavorable impact upon the patients who are largely indigents. While it is true that the hospital is keeping up with the international standards for the satisfaction of the patients, it will still be better if funding will be given by national government to subsidize the publics needs for basic health services, primarily medicines. It is a given fact that the services and medicines at EVRMC are not totally free but just subsidized. With these outsourced funds, such as the PDAF or whatever is its new form in the 2014 national budget and onwards, the people are not much saddled by the rising cost of health services.

Free operation for patients with cleft lip and palate deformities is set at EVRMC
TACLOBAN CITYA free surgical operationthat aims to offer relief to pediatric individuals with cleft lip and palate deformities is set at the Eastern Visayas Regional Medical Center (EVRMC), an official said. In an interview, Dr. Alberto de Leon, chief of EVRMC, said that at least two non-profit organizations namely the Maharlika Charity Foundation Incorporated and the SMILE Train International will sponsor the said activity on October 22-26. So this coming October this two nonprofit organizations: Maharlika Charity Foundation Incorporated and Smile Train International, will once again be visiting here to again provide free surgical services for pediatric patients with cleft lip and palate deformities, theyve been visiting Eastern Visayas for the same purpose and again theyll be doing the same this year. Both organizations coordinated EVRMC and we will be providing them the venue which includes the operating rooms, said de Leon. He added that the screening, work-up and clearance of patients will be on October 23, while the scheduled surgical procedures of the screened patients will take part on October 24-25. The official is calling the attention of all parents who have children with cleft lip or palate deformities to be part of this once in a year opportunity to fix abnormalities through free surgical treatment. Smile Train International is an organization that is based in New York, USA and was created on 1999 to empower local medical team to offer free and safe surgical procedure for the poor with cleft lip and palate deformities. Maharlika Charity Foundation, on the other hand, is a non-profit organization that is based in Davao. The organization was instituted on 1973 to also provide free surgical services for the poor and needy.

DOH holds HEPO consultative workshop

TACLOBAN CITYThe Department of Health is holding the annual Consultative Workshop for Health Education Promotion Officers on September 24-26, 2013 at the Leyte Park Hotel, this city. The said activity is in line with the DOHs effort to inform the public of its advocacies and programs by presenting them to the HEPOs whose main role is to disseminate the information to the people and other workers in the institution or community they came from. This activity would not just be a venue where the DOH could present its programs but also, we gathered the HEPOs around the region so they could air out their problems and concerns so the DOH could plan for specific actions to be taken, said Dr Ma. Sol Villones, Head of Health Promotion Section, DOH. Topics lined up for the three-day activity include updates on DOHs health programs on dengue control, newborn screening, pneumococcal and flu vaccines for senior citizens and presentation of Health Promotion Monitoring Tool, among others. Some 70 participants coming from both the public and private hospitals and health institutions all over the region are expected to attend in the activity. In the previous years, we only invited HEPOs from the public hospitals. However, the DOH started to extend a partnership with the private institutions to ensure the success of our program implementation, said Villones.
