SACRAMENTOGov.JerryBrownapprovedanewlawMondaygivingyoungpeopletheabilitytoremoveembarrassinginformation theypostonInternetsocialnetworkingsites. CaliforniaisnowthefirststateinthenationtorequirewebsitessuchasFacebooktogiveminorsawaytotakedownphotosandother postsfromtheirsites,accordingtoCommonSenseMedia,anonprofitgroupthatpromoteschildren'sprivacyindigitalmediaandtracks federalandstatelegislationontheissue. Thegroupsupportedthemeasure,whichalsobanswebsiteoperatorsfrommarketingcertaingoods,suchasguns,bulletsanddietary products,toInternetusersyoungerthan18. SenateleaderDarrellSteinberg(DSacramento)saidhismeasureoffered"agroundbreakingprotectionforourkidswhooftenact impetuouslywithpostingsofilladvisedpicturesormessagesbeforetheythinkthroughtheconsequences." Minors,hesaid,"deservetherighttoremovethismaterialthatcouldhauntthemforyearstocome." ThebillalsoprohibitsfirmsfromtargetingminorswithWebadvertisementsforharmfulproductsthatareillegalforthemtouse,such asalcohol,tobaccoandguns. ThemeasurewasopposedbytheCenterforDemocracy&Technology,anonprofitthatpromotesInternetfreedomandaccessibility. EmmaLlanso,policycounselforthegroup,saidthebill,SB568,was"motivatedbythebestofintentions"butcouldcauseconfusion amongwebsiteoperators. "Ifthesitesareunclearwhethertheyarecoveredunderthescopeofthebill,theresponsecouldbetobarminorsfromthesitesentirely," Llansosaid. TechnologicaladvancesarebehindanotherproposalthegovernorsignedMonday.Thatlegislationoutlawstheuseofticketbuying software,or"bots,"thatcanpurchasehundredsofthebestseatstoconcertsandsportingeventssecondsaftertheygoonsaleonline. AssemblymanRichardPan(DSacramento)saidheintroducedthebillbecausethebotsgivescalpersanunfairadvantageinbuyingup tickets,whichtheycanresellatasteepprofit. Thenewlaw,whichtakeseffectJan.1,makesitamisdemeanortousesoftwaretocircumventthesecurityofticketsellingwebsitesto conductmasspurchases.Penaltiesareuptosixmonthsinjailandspecialcivilfinesofupto$2,500. Supportersofthebill,AB329,includeTicketmaster,whichsaidinastatement:"Thisisanimportantstepincombatingnefarious scalpingpractices." BrownalsosignedameasureMondayrequiringCaliforniadriverstoprovide3feetofspacebetweentheirvehicleandbicycliststheypass ontheroadsortoslowtoasafespeedastheygoby.Thebilldoesnotspecifywhatspeedthatis. Thebillrepresentsapartialvictoryforbicyclistswhohavelobbiedforyearsforstrictersafetymeasuresinresponsetoalargenumberof accidentsinvolvingcarsandbicycles. Brownvetoedabilllastyearthatalsowouldhavedirectedmotoriststocrossthedoubleyellowlineintoopposingtrafficlanesifsafeto dosoandnecessarytoprovidea3footbufferforcyclists. Theprovisiononcrossingintootherlaneswasremovedfromthisyear'sbill,AB1371,byStevenBradford(DGardena).
