1. Paulino Naparan Jr. y Nacar was charged with and convicted of illegal recruitment in large scale for recruiting and accepting money from four individuals for overseas employment without proper license.
2. The four complainants testified that Naparan recruited them for jobs in the US and Washington DC as aircraft cleaners and hospital aides, and accepted money from them ranging from P3,000 to P13,000 for visa and other expenses.
3. However, Naparan did not make good on his promise to send them abroad for employment. When confronted, he made excuses and disappeared. He was found guilty and sentenced to life imprisonment and fines.
