LODGING: Free accommodation will be provided to seeded/selected participants and one accompanying official nominated by the state association from 1st Oct. 2013 to 8th Oct. 2013. SANTHOSH DAVID-9037075092 AGE LIMIT: Players born on or after 01.01.1988 are eligible to play. Age Proof: Each participant must produce a valid certificate to prove his/her age. Certificates from Schools are not enough. Certificates should preferably be from the Panchayat, Municipality or Corporation obtained soon after birth. Players without date of birth certificates will not be allowed to participate. ** The date of birth certificates registered within one year of the birth of the child alone will be recognized and allowed to participate. No state association shall recommend any player who doesnt come under the above criteria. Any player who is aggrieved by this stipulation can appeal to AICF with proper documentary proof and the AICFs decision in this regard will be FINAL and BINDING. If any doubt arises about the claimed age of a player, the Tournament Committee has the right to refer the player during the championship for a due evaluation of age by competent medical experts. A player, if declared over-age by such experts, shall not continue in the championship and shall be reported to AICF. Protest about the age of players may be made to the Chief Arbiter in writing along with a fee of Rs.1000/- per player. This will not be refunded. No protest about over age of a player will be entertained after 2nd round of the championship. Only the Coach or Manager deputed by participating State Chess Association can lodge such protests. The Tournament Committee has the right to decide the day, time and place for such medical evaluation of age. AICF / organizers will have the right to refer any player to the medical evaluation of age at any time during the tournament. Players refusing to take the test as decided by the Tournament Committee shall be deemed to have failed the test and shall be disqualified from the Championship.

Eligibility: Subject to age limit the following players can participate a) Four players from each affiliated unit / Special Member of the AICF. If any Association fails to send its full quota, the vacancies so caused shall not be filled. b) The host Association is entitled to field two additional players. c) The top four from the 2012 National Youth U-25 Championship. d) The top two from the 2012 National Junior Championship. e) Champion of the 2012 National Under 17 Championship. f) Champion of the 2012 National Junior Girls Championship. g) 2012 World Champion in any category. h) 2012 World Junior 2 and 3 place. i) 2012 Asian Junior Champion. j) Champions of current National B & National A. k) All IMs are seeded to play subject to age limit. l) A nominee of the Hon. Secretary, All India Chess Federation. m) Any player who remits the Special Entry fee of Rs.3, 000/- Such entries must come through the concerned State Chess Association. n) Two players approved by AICF will be permitted from areas where no State Chess Association exists. o) In the event of the total number of entries being odd, then the host Association may add one more entry to make it an even number. p) In addition to the above, those State Association can field additional entries by virtue of their players winning Gold, Silver and Bronze in the previous National U-25. Maharashtra 3 (Gold Medal last year), Maharashtra 2 (Silver medal last year), Tamil Nadu 1(Bronze medal last year). Entries & Entry Fees: Ordinary: Rs.1, 000/Special: Rs.3, 000/Entries be it ordinary or special should be sent through respective state chess associations. Entries shall be received on or before 15th Sept. 2013. The entries along with the entry fee by DD in favour of United Kozhikode District Chess Association payable at Calicut and shall be sent to : E.Nirmal Das, Anand Chess Academy,Desaposhini Library, Kuthiravattom.P.O., Calicut- 673016. There will be 50% concession in entry fees for participants from North-Eastern States, Andaman & Nicobar Islands.

Tournament Committee: A Tournament Committee consisting of the Chief Arbiter, Hon. Secretary of AICF or his representative, two members from the different participating Association and a member of the host association shall be setup to oversee the Championship. System of Play: The Championship shall be played under the FIDE Laws of Chess. A total of nine rounds will be played under Swiss system. Time Control: The time control is 90 minutes each with 30 seconds increment per move from move number one (or in the absence of DGTs: Two Hours Each straight finish). Change if any in the timings will be announced by the Chief Arbiter in advance. Chess Clocks: Each participating association must provide at least two chess clocks in working order for every two players entered in the Championship. For unplayed games and byes, it has to be assumed that the player had played against a virtual opponent in that round as per the rules prescribed in FIDE Handbook C06 FIDE Tournament Rules F. Handling Unplayed Games for Calculation of Buchholz (Congress 2009) (http://www.fide.com/fide/handbook.html? id=20&view=category) Protests: Protests, if any against the decision of the Chief Arbiter, shall be made in writing with a protest fee of Rs.500/- within 30 minutes of the occurrence of the incident. The amount shall be refunded if the appeal is upheld. Zero Minutes Rule: Zero tolerance rules will be followed (i.e.) Any player who arrives at the chessboard after the start of the session shall lose the game. Thus the default time is zero minutes.

Appeals Committee: Before the commencement of the tournament, five members Committee of Appeal with two reserves shall be formed by AICF/organisers. All the members and reserves shall be from different states. No member of the committee can vote on a dispute in which a player from his own unit is involved and in such case the reserve member(s) shall take his/their place in the committee. Disqualification: No participant shall leave the venue before the prize distribution function without the permission of the Chief Arbiter. The participants disregarding this rule are liable to be placed under suspension for one year. Interpretation: For interpretation of the Rule(s) and for deciding any point not covered by the above rules of the tournament, the decision of the tournament committee shall be final and binding on all. The tournament committee has every right to make any addition or amendment to these rules without prior notice. However such changes will be approved by the AICF. Such changes will be displayed in the tournament hall. Registration of players: All participants in the National Championship should be registered with AICF for the year 2013-2014. Application forms are available at the website: www.aicf.in Those who have already obtained registration confirmation from AICF Website for 2013-14 should send photo copy of the same. Those w h o have paid the AICF Registration fee but are yet to receive the AICF Registration confirmation should send photo copy acknowledgement for having paid the fee to organizers of earlier tournaments or to their association. Those who have not registered with AICF for the year 2013-2014 should send an amount of Rs. 250/- towards AICF registration fee along with the duly filled and signed AICF players registration form plus one passport size photo. For Kerala Players Registration with Chess Association Kerala is compulsory on payment of Rs.100/-. Boarding: A lump sum of Rs.1000/= (Rupees one thousand only) will be paid by the AICF through the organizers towards the boarding expenses only to the players who play this championship under normal entry (qualified and seeded players).
