Mr Kara,
Everything seems on track for the tour and interviews at Andrews tomorrow. Please start
at 1300 at the 113 Operations Group Building (Bldg 3029} on E. Perimeter Rd, two blocks
past the 113 WG (is on the right side—has an F-16 out front). You can park beside the
building,

If you have not already done so, please send Mr Shaeffer's clearance info to the 113WG/SSO
(Ms Lisa Sullivan has the info).

The schedule we've coordinated looks like this:


- 1300-1330 Tour of SOF area
- 1330-1430 Interview, Maj McNulty (times approximate)
- 1445-1645 Interview, Lt Col Sasseville (available, if need to start earlier than 1445)

The Ops Group Conf Room will have VHS portable playback capability. Maj Heather LoBue,
89WG/JA, will attend as legal counsel rep. FYI, I intend to be there to assist as
necessary.

The 1130G has an inspection ongoing this week in the building (from 9th AF), so they
request we let them know as far in advance as possible if any agenda changes are required.
The Ops Gp Bldg (3029) is cipher locked at the front door for flight line security. Maj
McNulty will meet the group at the door at 1300L. If you arrive early or are off
schedule, please call the 113OG Admin office at (240) 857-4171 for entry, or ring the
front bell.

Andy, thank you for all your coordination. FYI, Kevin Shaeffer and Lisa Sullivan will
accompany me for the Sasserville/McNulty sessions. Dana and Lisa will be with me for the

I have a 0915 medical appointment in Fairfax on the llth, which I can't postpone. Thurs
pm should work for McNulty and Sasserville. The McNulty interview will be narrowly
focused and will be the shorter of the two. For Lt Col Sasserville, we will want to go
over the tape with him. That will require the capability to look at the VHS tape with
him.

Concerning the VTC with Major Caine, we also want to go over the VHS tape with him. Will
the VTC room equipment allow the concurrent viewing of a VHS tape at both ends? If not
the video, how about the audio?

Concerning the VTC session itself, the Commission position on one agency rep will require
that you decide at which end that representative be located. We also ask that the room
controllers at each end not monitor the session itself, once established.

I will be back at the office on Monday, please call if you need any additional
information.

The 113 WG prefers Thurs 11 Mar for Lt Col Sasseville and Maj McNulty (0800-1000 for
Maj McNulty
and 1000-1200 for LTC Sasseville). Best backups would be 11 Mar PM or 12 Mar AM -
in the same order. We do not anticipate Maj Hutchison will want to accept your offer to
let him add anything further.

Request the remaining interviews be conducted on Thurs 11 Mar for LTC


Sasseville and Maj McNulty. Our preference would be 0800 for Maj McNulty
and 1000 for LTC Sasseville. Best backups would be 11 Mar PM or 12 Mar AM -
same briefing order. Let me know if other time periods are required.

Maj Hutchison will work through me if he wishes to add anything for the
commission. I do not anticipate this occurring as of now.

Please keep me advised on our legal representative for this next round of
interviews. Location will be the Operations Group Building (3029) here at
Andrews in the OG Conference Room. This is two blocks south of the Wing
building on the flight line side (there is a small F-16 on a pedestal in
front of the building).

It was a pleasure meeting you last week. Let me know if I can provide any

Thank you again for everyone's cooperation and support for today's
interviews. Please excuse me for departing abruptly to escort the
Commission members out the gate.

On Monday, may we follow up and discuss the first interview? The Commission
staff said they offered for Maj Hutchison to review the cockpit tapes and
materials the 113 WG provided and to advise us whether he wants to add
anything else, perhaps in a phone call we could set up (Maj Hutchison told
them he had not had a chance to do so before the interview).

Please let us know early next week whether he intends to accept their offer.
I will gladly assist or provide further info (FYI, Mr Wagner will be away
much of Mon & Tue).

Should Lt Col Sasseville and Maj McNulty not have reviewed the materials,
please talk with them about doing so prior to their interviews, to save
time. Please select some half-day periods during 8-12 Mar best for the
Commission to return for interviews with Lt Col Sasseville and Maj McNulty.

I will try to tie down the details for an 8 Mar VTC with Maj Caine. It
appears facilities are available in Tucson and the Pentagon.

Yes, Sir, Maj LoBue has been in contact with SAF/GCM regarding her role and
support. Please contact her directly in advance for specifics or questions.
She's at DSN 858-2042. Should she be affected by a local exercise, another
legal counsel rep will be prepared to assist you.

Expect the Commission to record the interview. The legal counsel rep will
likely be the only other DoD person present during the interviews. The
Commission staff will have reviewed the materials you provided, and formed
questions from those or other documents/interviews during the past few
months. They have been asking questions about the person's role,
experience, position, and what they recall about the events that transpired
on 9/11. I would expect them to ask about the unit's mission and training
before and after 9/11, ties with NORAD/NEADS, Secret Service and the White
House JOC, and Washington Center. They've asked about ROE in effect then
and now, particularly regarding hijacked aircraft, and authority to engage
"hostile" aircraft.
