While democracy has served to unify rather well the diverse populations of India since independence in 1990s economic

reforms have been introduced that could significantly benefit the Indian people. The promises made originally by the government of Jawaharlal Nehru, to eliminate poverty and make India a global economic power, were not realized. The mixture of socialist central planning and licensing system inherited from the British bureaucracy distorted stifled investment and productivity. Worse, they neglected investment in primary sectors, infrastructure and agriculture. Las consequences of path chosen by Nehru did not immediately see. La mezcla de una planificacin centralizada socialista y un sistema de licencias heredado de la burocracia britnica distorsionaba las inversiones y sofocaba la productividad. Peor an, se descuidaron las inversiones en los sectores de educacin primaria, infraestructura y agricultura.Las consecuencias del camino elegido por Nehru no se hicieron ver de inmediato. Durante su gobierno el crecimiento del PIB alcanz un promedio del 3,5% anual, en comparacin con la tasa de crecimiento promedio del 1,3% registrada este siglo bajo el dominio britnico.

Economic ON MODEL established in India after independence, was attributed to central planning an important role. Under this mixed system developed Indian economy centered public sector infrastructure and basic industries, and hyper-regulated private sector with a highly protected market from the outside and with strict limits against penetration of foreign capital. All this was making the Indian economy autarkic system, extremely protectionist economic regulation with a very complex, very interventionist and with a high degree of economic concentration and lack of competition, even within the private sector.

EN EL MODELO econmico que se estableci en la india despus de la independencia, se atribuy a la planificacin central un papel destacado. Bajo este sistema mixto la economa india desarroll un sector pblico centrado en las infraestructuras y en las industrias bsicas, y un sector privado hiperregulado, con un mercado muy protegido frente al exterior y con lmites estrictos contra la penetracin de capital extranjero. Todo ello fue convirtiendo a la economa india en un sistema autrquico, extremadamente proteccionista, con una regulacin econmica complejsima, muy intervencionista y con un alto grado de concentracin econmica y ausencia de competencia, incluso dentro del sector privado.

The nineties brought a number of changes that have contributed to greater openness and liberalization of the Indian economy. The origin of these changes is in the critical situation that took place in early 1991 and was about to take India to its first international insolvency. Narasimha Rao, elected Prime Minister in the 1991 elections, announced the launch of a series of short-term measures with a program of structural economic reform and liberalization. The struts of the stabilization program in the short term were threefold: agreements with multilateral financial institutions, progressive devaluation and convertibility of the rupee, and reform and deficit reduction. La dcada de los noventa trajo una serie de cambios que ha contribuido a una mayor apertura y liberalizacin de la economa india. El origen de estos cambios se encuentra en la situacin crtica que se vivi a principios de 1991 y que estuvo a punto de llevar a la india a su primera suspensin de pagos internacionales. Narasimha Rao, elegido primer ministro en las elecciones de 1991, anunci la puesta en marcha de una serie de medidas coyunturales junto con un programa de reforma econmica estructural y de liberalizacin. Los puntales del programa de estabilizacin a corto plazo fueron tres: acuerdos con las instituciones financieras multilaterales, devaluacin y progresiva convertibilidad de la rupia, y reforma y reduccin del dficit fiscal.

The new industrial policy partially abolished industrial licensing system. Trade liberalization was accompanied by a tariff reduction and a new trade policy. Subsequently undertook a tax reform aimed at broadening the tax base, while simplified and reduced interest rates. Also reduced subsidies and grants, financial system reforms - progressively liberalizing interest rates - and allowed the entry of foreign capital, both in the form of portfolio investment in productive sectors as before reserved to the state. La nueva poltica industrial derog parcialmente el sistema de licencias industriales. La liberalizacin comercial fue acompaada por una rebaja arancelaria y una nueva poltica comercial. Posteriormente, se acometi una reforma fiscal tendente a ampliar la base impositiva, al tiempo que se simplificaban y reducan los tipos. Asimismo, se redujeron los subsidios y las subvenciones, se reform el sistema financiero - liberalizando progresivamente los tipos de inters - y se permiti la entrada de capital extranjero, tanto bajo la forma de inversin en cartera como en sectores productivos antes reservados al estado. La rupia se declar libremente convertible para transacciones corrientes y se inici un tmido proceso privatizador, reducindose las restricciones a la repatriacin de beneficios.

As far as the evolution of the economy is concerned, in a general way it may be said that from 1997, after four years with an average GDP growth of 7%, investor confidence fell due to high political instability and public investment slowed. The high interest rates and bottlenecks in the infrastructure sector, industrial growth slowed. The global economic environment, with the Asian crisis, the financial crisis in Russia and the Brazilian devaluation, also contributed favorably in evolution of the Indian economy. Despite the improvement experienced in the following year, the year 1999/2000 marked a slight slowdown. Por lo que a la evolucin de la economa se refiere, de un modo general puede decirse que a partir de 1997, tras cuatro aos con un crecimiento medio del PIB del 7%, la confianza inversora cay a causa de la alta inestabilidad poltica, y las inversiones pblicas se frenaron. Los altos tipos de inters y los cuellos de botella en el sector de infraestructuras, ralentizaron el crecimiento industrial. El entorno econmico mundial, con la crisis asitica, la crisis financiera en rusia y la devaluacin brasilea, tampoco contribuyeron de forma favorable en evolucin de la economa india. Pese a la mejora experimentada en el ao siguiente, el ejercicio 1999/2000 supuso una leve desaceleracin.

The prospects for the future are optimistic recovery expected growth rates close to 6%, although currently the business confidence index is average levels. Among the positive aspects are the control of central government deficit, the relative growth of exports and the strength of foreign reserves. However, the deteriorating financial position of the states still poses a threat to the control of the public sector deficit as a whole and the recent corruption scandals involving high levels of government could affect the evolution of process reforms. India need good governance for faster economic development.

Las perspectivas para el futuro son optimistas y se prev la recuperacin de tasas de crecimientos cercanas al 6%, pese a que actualmente el ndice de confianza empresarial no est en niveles medio. Entre los aspectos positivos estn el control del dficit del gobierno central, el relativamente crecimiento de las exportaciones y la fortaleza de las reservas de divisas. No obstante, la deteriorada posicin financiera de los estados sigue suponiendo una amenaza para el control del dficit de sector publico en su conjunto y los recientes escndalos relacionados con corrupcin en altas instancias gubernamentales podran afectar a la evolucin de proceso de reformas.India necesita una buena gobernanza para el desarrollo econmico ms rpido.
