Highspire Borough Council Minutes

January 15, 2013


Council President Kay Sutch called the Highspire Borough Council meeting to order at 7:04 p.m. The prayer was offered by Member Carolee Roman then followed by the Pledge of Allegiance. Roll call was taken: Council Members Present:

Minutes President Sutch presented the meeting minutes from the December 18, 2012 Council Meeting as amended and asked for questions regarding them. Hearing none, a motion to accept the December 18, 2012 Council Meeting minutes was made by Member Anderson and seconded by Member Matesevac. Motion approved unanimously. Financial Reports President Sutch presented the Treasurers Report and Financial Statements for the month of December 2012 and asked if there were any questions regarding them. Hearing none, a motion to accept the Treasurers Report and Financial Statements for the month of December 2012 was made by Member Hoch and seconded by Member Thatcher. Motion approved unanimously. Mayors Report Mayor Hoerner noted he attended the following meetings and events: 12/31 Fire Department meeting; 1/7 Fire Department swearing in of new officers; 1/15 Premier Project Awards Luncheon. Police Department Report President Sutch presented the Police Department Report for the month of December and asked if there were any questions regarding it. Hearing none she noted that the December Police Department Report could be filed. Fire Department Report President Sutch presented the Fire Departments Fire Chief Report for the month of December 2012 and the 2012 Year End Report and asked if there were any questions regarding it. Ruth Alexander noted she would collect the Apple Dumpling orders on Monday, January 21. A member of the Fire Department asked if Council would be releasing the January allocation. President Sutch noted that they did not know yet.

South Central Emergency Medical Services Report President Sutch presented the South Central Emergency Medical Services report for December and asked if there were any questions regarding it. Hearing none she noted that the December report could be filed. Citizens Comments Eric Gutshall, Chief of Staff for Representative Patty Kim Mr. Gutshall introduced himself and invited Council to an open house at Representative Kims Steelton Officer on Saturday, January 26 from Noon-3:00pm. Correspondence A letter from Jerry Beaver announcing training for Emergency Workers conducted by TMI. A letter from the Dauphin County Tax Claim Bureau announcing that the County Commissioners have again agreed to a 30-Day grace period for unpaid 2012 real property taxes. Dauphin Lebanon County Boroughs Association meeting to be held on Tuesday, January 29, 2013 at 6:00 pm. A letter from Steve Chiavetta, Dauphin County Bureau of Registration and Elections announcing the dates for the General Primary and General Elections for 2013. Harrisburg Area Transportation Study Meetings for February: Technical Committee, Friday, February 8; Coordination Committee, Friday, February 20. A thank you card from the Roman Family. Committee Reports Public Facilities Member Matesevac noted she was approached by an upset resident who was complaining about the condition of stop signs. She also noted that they spoke of the deterioration of Klugh Street. Sanitation Committee Member Dengler had nothing to report. Bi-Centennial Committee Member Matesevac noted that she has mailed letters to businesses for the purchase of banners for the bicentennial. She noted that she has 11 out of 23 commitments so far. Member Matesevac also noted that the committee will be selling subs in February/March. Member Sutch noted that the committee purchased a tiger costume that will appear at events. Manager McHale noted that the Bi-Centennial Committees financial activity report was included in Councils packet for December. Finance/Administration Member Roman had nothing to report. Personnel Member Roman had nothing to report. Community Development Member Hoch noted that she is working with the Codes Officer in reviewing the current Rental Inspection program. She also noted that she would like to see an article in the PA Magazine about the Reservoir Park. Public Safety Committee Member Anderson noted that there are several potholes at Poplar and Lumber Streets that need attention. He also noted that prior to the meeting his committee met to discuss business processes with the Fire Department. Staff Activity Reports Manager McHale noted that the Auditors will begin the Boroughs audit next week. Manager McHale noted that the Finance/Administration committee will meet on February 12 to approve items pertaining to the Recodification. Code Enforcement Officer Terence Watts noted that a TMI refresher class will be held at the Borough for employees and volunteers to go over the material in anticipation of the 2013 TMI drill. Moved by Member Matesevac, seconded by Member Anderson to approve the Staff Activity Reports. Motion approved unanimously.

Solicitors Report Solicitor DeLuce had nothing to report but requested an executive session for two legal issues. Engineers Report Engineer Lauriello noted that on the Rhoda Avenue project that UGI is beginning their internal approval process to have their line adjusted. He also mentioned that on the Lumber Street traffic signal project that the contractor submitted shop drawings which were sent back to them with comments so that they could order the material for the signals. Old Business None New Business Motion moved by Member Dengler, seconded by Member Roman, to approve the January 2013 Deletions List submitted by John Hoch, Tax Collector. Motion approved unanimously. Motion moved by Member Thatcher, seconded by Member Roman, to approve the January 2013 Tax Exonerations List submitted by John Hoch, Tax Collector. Motion approved unanimously. Motion moved by Member Hoch, seconded by Member Anderson, to approve Resolution 1-2013 setting employee contributions to the non-uniformed employee pension plan for the 2013 plan year. Motion approved unanimously. Motion made by Member Anderson, seconded by Member Thatcher to approve Resolution 2-2013 setting employee contributions to the police pension plan for the 2013 plan year. Motion approved unanimously. Motion made by Member Hoch, seconded by Member Dengler to approve Resolution 4-2013 closing the PLGIT account for the 2011 Bond issue and transferring any remaining funds to the Capital reserve Fund. Motion approved unanimously. Executive Session 7:30 pm Reconvene 8:40 pm

Moved by Member Anderson, seconded by Member Roman, to approve payroll and bills for January 2013 and those bills paid on December 26, 2013. Motion approved unanimously. President Sutch asked if there was anything else to be brought before Council. Hearing none, a motion to adjourn was made by Member Matesevac, seconded by Member Thatcher at 8:41 pm. At 8:43pm with everyone still in attendance, President Sutch reconvened the meeting. Motion made by Member Anderson to release the January 2013 contribution to the Highspire Fire Department as indicated in the 2013 Budget. President Sutch asked for a roll call vote: Member Hoch Yea Member Dengler Yea Member Matesevac Yea Member Roman Yea Member Anderson Yea Member Thatcher Yea Member Sutch Ney Motion carried.
