ORMOC CITY
AT LEAST eight former and two incumbent congressmen of Eastern Visayas were named by the Commission on Audit in its Special Audit Report for 2007- 2009 as still having unliquidated balances on their Priority Development Assistance Funds (PDAF) released to various non-governmental organizations, most of which COA found were bogus.
They are former congressmen Eufrocino Dodong Codilla (4th District of Leyte), Eduardo K. Veloso (3rd district of Leyte) Marcelino Libanan and Teodulo Coquilla (Eastern Samar), Gerardo Espina Jr. and political foe Glenn Chong (Biliran), Paul Daza (1st district of Northern Samar), and An Waray Rep. Florencio Noel. Among the incumbent are Rep. Emil Ong of the 2nd district of Northern Samar and Leyte Rep. Ferdinand Martin Romualdez. Some, the COA report states, were unliquidated in full. The COA also noted in the same report that aside from the 356 elected congressmen in 2007, the list they obtained of house members contained one Luis Abalos as having a P 20-million PDAF allocation for hard projects even if he is not a member of the House. Unliquidated balances On Page 149 of the 462 page report, available to the

public through the COAs www.coa.gov.ph website, are found the names of congressmen who still have unliquidated balances. The biggest sum is that of former 3rd Leyte District Rep. Eduardo K. Veloso with 24.2-million released to the Philippine Environment and Economic Development Association (PEEDA) through the Technology Resource Center (TRC). A close second is former Biliran congressman and now governor Gerardo Espina Jr with 24.08-million which he released to the Kabuhayan at Kalusugan Alay sa Masa Foundation, Inc. On third slot is former Eastern Samar Rep. Marcelino Nonoy Libanan who caused the release of P 13.44-million to the Aaron Foundation Inc. and another P 9.8-million to the Philippine Environment and Economic Development Association (PEEDA), or a total of P 23.2-million, still unliquidated as of the COA report.

ORMOC CITY On Saturday, September 14 at 2:00 PM, devotees of modern-day saint Padre Pio of Pietrilcina are inviting the Catholic faithful to attend the opening of the Santo Pio Center at the St. Peter and Paul Parish compound. Fr. Dennis Soon said that the day also coincides with the start of the novena for the saint, whose feast day falls on September 23. After which, he said, they will also exhort the faithful to observe the feast days of St. Michael the Archangel and then St. Francis of Asissi, to whom Santo Pio was a devotee. It was learned that the devotion to Sto. Pio is going strong around the world, particularly the Philippines. Devotees would also be happy to know that his body, once kept in a sarcophagus after the last exposition around eight years ago, will now be exposed now and forever. The incorrupt body of Sto. Pio can now be seen 24-hours a day until forever at the mountain municipality of San Giovanni Rotondo in Italy. Who is Santo Pio? He was a devoted priest during his time. A devout man to the point of extreme conservatism, Padre Pio as he is fondly known, is one of the Catholic faiths modern day saints. He is also said to be one of only two saints who could bi-locate or be seen on two places at one time, the other being St. Francis of Assisi whose hometown is just

20-year old Ormocanon proves hes one of the worlds strongest men
Ormoc City Regie Ramirez, 20, persevered and clinched the championship in the deadlift 53-kg class category during the International Powerlifting Federation (IPF), 19th Sub-Juniors and 21st Juniors World Powerlifting Championships last August 26 to September 2 at Texas, Killeen, USA. Russia and Equadors representatives followed him in second and third place. The IPF World Powerlifting Championship was participated by 30 countries from Europe, Asia and America. Ramirez also got the bronze medal for placing third in the overall total. Ramirez is a native of Ormoc. Influenced by his aunt and uncle Tony and Anita Koykka who are also powerlifters, he became a member of the Philippine National Powerlifting Team when he was 17. Then, he was given the title as the all-time strongest at 20, after he defeated an unbeatable champion for seven years. The Koykkas themselves are champion powerlifters, with Tony proudly calling his wife the strongest woman in the world. COA notes Special Educn Fund (SEF) used to pay job orders at City Engg, travelling expenses
ORMOC CITY - As hundreds of children in schools here had to make do with bringing their own chairs, at times sitting on the floor during classes because the Department of Education cannot adequately supply them with it, the City Government was spending its multi-million Special Education Fund (SEF) on non-education related expenses. This was the finding of the Commission on Audit (COA) for 2012 who underscored that P 1,769,899.24 were paid in wages for job order employees assigned to the Offices of the City Engineer, City Treasurer and City Administrator. Furthermore, the COA noted that P 51,970.00 were used to pay for travelling expenses for attendance to the 67th PICPA Annual Convention, the National Conference of Career Executive Service Officers and the Association of Structural Engineers of the Philippines, Inc. There was also some P 51,970.93 spent on fuel consumed and expensed over a certain month distributed to different offices, aside from P 1.37-million used to buy a motor vehicle. COA said that management or city executives led by former Mayor Eric Codilla, during their exit conference, explained that the expenses were accordance to the rules and regulations on the utilization of the SEF as provided in a joint DECSDBM-DILG circular. COA refutes this, however, saying it is emphasized that not all of the above questioned expenses are DepEd related. COA further said that management did not give their comments on this audit observation. The citys loans for waterworks, New Ormoc City Hall COA once more took note of the two loans that the City got from LandBank of the Philippines to partly finance the Codilla-version of the comprehensive waterworks system and the New Ormoc City Hall. The loans were not recorded properly under a special account as it should have been, creating confusion in determining the validity of their receipt, utilization, any reported balance of funds and whether or not the purposes they were availed of were duly served. COA explained that In the year 2007, the City was granted a loan in the amount of P 50-million by the LBP. In CY 2008, it again availed of a

These include expense for radio airtime of P 330,000.00; BAC expenses of P 205,750.00; rice for the PNP for surveillance activities, P 249,850.00; Business Plates for P 248,500.00; Cable TV airing, P 80,000.00; and T-shirts and souvenirs for Tugob Festivities, P 2,341,000.00. One of his children related how and why his father stopped smoking and it had something to do about dishonesty. One time, Pantes son said, some of his grandchildren asked for a few pesos from him to buy candies. Pante was hesitant. He had to choose between giving the money to them or tell them he did not have it so he can buy cigarette. It was at that time that Pante realized that smoking made him dishonest. For this reason, he decided to quit smoking. To his children, one of the legacies their left to them is his honesty. In honor of Matag-obs first mayor and local hero, his birthdate January 8, 1919, was declared as Local Special Working Holiday. His remains was interred withing the
Municipal grounds of Matag-ob in remembrance of his service to his townsfolk and the country.

With the pork scam bared, the Commission on Audit is bida these days. Suddenly, the peoples confidence with the agency is high. Even here in Ormoc, the annual audit report is more honest, transparent and meticulous. The audit team took notice of various items that were ignored in the past. I have made it a habit to read the annual audit reports of Ormoc City since 2001 and know what were the findings in the past, what were not acted on by management and what have been glossed over, for the lack of a better word. The audit report for 2012, we hope, will set the tone of a more judicious spending of Ormoc City funds. I was planning of publishing the report in full in this weeks issue but thought it could wait next week. I have also read through the COA report on the PDAF scam. I urge netizens to read it. It can be downloaded from the COA website, under Special Audit. It is an honest goodness report on COAs meticulous investigation on how congresspersons in 2007 to 2009 dispensed of their PDAF to non-existent or unregistered NGOs. All the names of the congressmen are there, including ex-solon Eufrocino Codilla Sr. It makes me wonder why the congressman poured millions into a Manila-based NGO when there are reputable NGOs here in Ormoc who can be readily called on to account for the funds.

DO PLANTS have sounds? They have life! Talk to them with your green thumbs. Plants react positively to harmonic music, but negatively to disharmonic and loud music and they whimper. That has been found out and heard! in laboratories. If the sound from a human baby is intended as a word or only a normal, physical sound like e.g. ordinary breathing, is impossible to discern and prove. We must listen to all sounds and act when they are important and needed. Mothers have more occasions/talents to interpret the sounds and needs of their babies. A fathers talent is tested later in the childs life. When normal life is bestowed on our babies, we notice exciting stages of language. One of its first sounds is m. Mem in Hebrew is the 13th letter. In English-Cebuano Visayan Dictionary, (1983) m is the 10th of abakadham. I get confused trying to learn a little Visayan. Alliteration is frequent in childrens language. We are Mama Babies in the Beginning. Some of my readers certainly have heard and used E (nglish) nipple, teat V (isayan) suso, tutoy, didi. E vagina V pipi, E penis V tintin. During WW II Nippongo, Japanese language and culture were imposed, no, forced upon Filipinos. Text books containing democratic ideas were blacklisted. WW II ends and fortunately Nippongo was not propagated any longer. So it ended up in Nippon go! You see that same delicadeza in Commission on Audit Grace Pulido Tan. Without raising her voice, she documents massive funneling of pork barrel into spurious NGOs. Senators Bong Revilla, Loren Legarda, and Ferdinand Marcos Jr. ladled P10 million each to two Bataan towns, a 2012 Commission on Audit report states. Sen. Jinggoy Estrada sliced P5 million. Five other senators and 24 plus congressmen were similarly tagged earlier. Marcos Jr. declined to comment on until investigation is completed. Legarda denied knowing bogus NGOs. From 1907 to 1922, he served in the Philippine National Assembly where he rose to become Speaker. For 13 years, he represented the 10th Senatorial District. --- and played key roles in major issues like the Tydings-McDuffie Act on independence. As Japanese troops rampaged in World War II, Quezon, Osmea, Gen Douglas MacArthur and officials slipped into Cagayan de Oro. They were to be evacuated to Australia, on the US Presidents instructions. MacArthur took one look at the shabby B-17 that landed midnight at Del Monte airport and blew a fuse, recalls William Manchester in his book: American Ceasar. How Congress can get back the peoples trust after this pork scandal
In the wake of the growing scandal on the large-scale theft and misuse of the pork barrel funds (PDAF) there are several moves and proposals put forward by outraged citizens to stop the plunder of the peoples money by politicians and to put an end to the systematic corruption attached to the expenditure of the pork money by members of Congress. Several groups are demanding for the total abolition of the pork barrel funds or PDAF for Congress, with these groups mobilizing the Million Peoples March last August 26. Others are proposing that the lump-sum appropriations for PDAF if not scrapped, that for the sake of the welfare of the constituents in their congressional districts, be itemized in a line-item budgeting specifically identifying each project to be funded by PDAF. Another proposal by President Aquino is to implement a new mechanism and control system wherein there is a menu listed for allowed projects/programs to be funded by the PDAF for every senator and congressmen since the budget for PDAF of more than P27-Billion is retained in the 2014 national budget submitted to Congress. One petitioner filed a case with the Supreme Court (SC) to declare as unconstitutional the pork barrel funding for Congress and all types of lump-sum appropriations in the national

Barbecue Sauce Stain Removal

Whenever we are at the Herreras home in Ormoc City, we get to taste one of the best barbecues cooked by my brother-in-law. Naturally when you have barbecue, you have sauce which oftentimes drip on your clothes. Here are some tips which I happen to stumble upon at housekeeping.about.com which I hope could help in removing barbecue sauce. Step 1. Remove as much of the excess barbecue sauce as possible from the fabric. Step 2. Run cold water through the back of the stain as quickly as possible. This will force the stain back out through the fabric. Step 3. Rub a liquid detergent into the stained portion of the fabric. Work it in gently. Step 4. If the garment is white, or you have tested it for color fastness, apply a mild bleaching agent like hydrogen peroxide or white vinegar with a sponge. You can also use lemon juice on white fabrics. Rinse well. Step 5. Repeat with detergent followed by mild bleaching agent until the stain no longer appears. Step 6. Apply a stain remover stick, gel, or spray and allow it to sit for at least 5 minutes. Step 7. Launder with detergent. Before drying double check the stain. Step 8. If the stain remains, rub detergent into the stain and soak in warm water for 30 minutes. Rinse well. Step 9. If the stain remains, apply stain remover stick, gel, or spray and launder according to directions. Maybe, we should visit big cities to make us feel how it is to be in a city where money is counted in the millions. When this corner was still actively involved in NGOs, such as Cooperatives, the name of Napoles was always mentioned as a source of fund assistance for cooperatives. Too bad I did not get to see her in person and make a personal assessment of her. That was a couple of years back! It was just as well we never met. The saying that says tell me who your friends are and I will tell you who you are can be applicable here. Come to think of it, she must have been in this shady business a long time ago. It is also possible that her business then was legitimate. This corner will be very glad to hear what she has to say in the days she will be in front of the court that will hear her. All ears and eyes will be glued to her. All the Manila dailies will be sold out. How was it said in the newspapers? She is supposed to have more than 20 mansions and more than 30 high-end cars! Maybe all her fingers have rings? Is this a measure of success? Must we always show off our wealth? It is like you are placed in a gilded cage for all to see. For sure, several Legislators will be more than curious to hear her talk, especially if she will be made a star witness for the prosecution. Kidding aside, this corner agrees with our Muslim brothers who are favor of the pork barrel. How else can we see a countrywide development? Look at what is happening to Mindanao. It is very much behind in development because it seems all good things can only be found in Imperial Manila. That Mindanao is trying its best to secede from the national patrimony is understandable. It is high time we give them more than what was deprived of them. If all the wealth that is in Mindanao can be tapped, we could never be impoverished. There is practically a gold mine in Mindanao. So much fruit, so much underground treasure, so much natural resources, so much energy material, so much everything to be tapped and waiting to be tapped. No doubt, the Muslims are in a much better position to know what is best for them. If they desire to have the pork barrel retained despite their aversion to shun pork in their dinner tables, let it be so.

We doubt however that this last proposal to declare the PDAF funds and all types of lump-sum appropriations by Congress, including that of the Presidents pork barrel-type funds shall be seriously considered by the SC justices since a favorable resolution by the Supreme Court justices on this petition shall be considered an infringement on the separate power of the legislative branch of government to process and approve the annual national budget of government. Also the SC justices will be wary on stepping on this issue of the budgeting process by Congress since the budget for the judiciary might also be affected. The next best step for govt and Congress to do is to finish the separate congressional probes by the Senate and the lower House and terminate them immediately to avoid the public impression that they are just conducting another moro-moro drama just to improve their tarnished image. And let the governments investigative and prosecution agencies to take over the probes and complete their investigations and file the corresponding criminal charges against all those involved in the scam. The prosecution service of government should prepare airtight cases against all those involved suspects to insure conviction by the courts to set an example that shall warn and prevent future

The group of 17 Filipino pilgrims to Sto. Pios Expositon in a souvenir shot with the St. Mary of Grace Church, where the saint spent most of his life and priesthood, at the background. On July 1, 2004, Pope John Paul II dedicated the Padre Pio Pilgrimage Church in San Giovanni Rotondo to the memory of Saint Pio of Pietrelcina.[50] A statue of Saint Pio in Messina, Sicily attracted attention in 2002 when it wept tears of blood. Padre Pio has become one of the worlds most popular saints. There are more than 3,000 Padre Pio Prayer Groups worldwide, with three million members. There are parishes in Vineland and Lavallette, New Jersey and Sydney, Australia, and shrines in Buena, New Jersey and the Philippines dedicated to Padre Pio. A 2006 survey by the magazine Famiglia Cristiana found that more Italian Catholics pray for the intercession Padre Pio than to any other figure. Here in Ormoc, a leading figure in spreading his devotion is Mrs. Julie MartinezTorres, mother of Congw. Lucy Torres-Gomez who attributes her and that of her husband Manolings recovery from cancer to Sto. Pios powerful intercession. The couple was diagnosed with the dreaded disease in 2000. Now, 13 years later, they have been cured and remained cancer free. Mrs. Torres, who established the devotion to Sto. Pio in Ormoc City, says she hopes to put up a chapel for the saint in Ormoc City one day. There is already a land donated for the purpose and she hopes to raise funds to build the chapel. Another Ormocanon said to have been touched by Sto. Pios grace is Larrazabal scion Boy Ramon, who as a mischievous young boy, was able to touch Padre Pios stigmata while he was alive. According to his wife Jinkee, Boy Ramon was able to touch the hands of Padre Pio while the saint was still alive when their whole family visited San Giovanni Rotondo to catch a glimpse of the holy man. He then ran towards Padre Pio, who was by then cordoned off from people in fear that he would be mobbed, and grabbed his hands to see if he really had wounds in it. Padre Pio was amused with him, and when he ran back to his family, reported that it was true that he had wounds on his hand. Boy Ramon would survive a kidney transplant and a sensitive heart operation, described by kin as touch and go conditions already. Mrs. Torres was one of 16 devotees who went on the Sto. Pio Pilgrimage last August 19-September 1, organized by Adams Travel and Tours. This writer was invited as official chronicler of the pilgrimage.
