Needs assessment Phase I Review

Should a doctorate in Instructional Technology be established at Georgia Southern University? A. Purpose and Scope Background: Georgia Southern University is a public institution that was founded in 1906. It has a total undergraduate enrollment of 17,993. Georgia southern offers many degree programs in various fields. In the Education Degree Program, Georgia southern offers 4 Undergraduate Degree Programs, 11 Masters Degree Programs, 9 Specialists Degree Programs, and 2 Doctoral Degree Programs. Purpose and Scope: The area to be evaluated at Georgia Southern University is the Instructional Technology Program. Georgia Southern University's Instructional Technology Program currently offers a masters degree and a specialists degree. A doctorate degree is not offered in the Instructional Technology Program. Based on the new state standards, Common Core Curriculum, more technology is being integrated in the classroom. The requirements have steadily increased the amount of technology used in the classroom starting at grade Pre-K through College. Which includes extending teachers and students use of technology in the classroom. Therefore, there is a need for an assessment to be conducted to evaluate if there is a need to have an Instructional Technology Doctoral Program at Georgia Southern University. The results of this study will be used by Georgia Southern Staff, Instructional Technology Faculty/Staff, Students, and potential students to guide the decision to develop a doctoral program at Georgia Southern University. The results of this study will provide the insight on the needs of a doctoral program for Instructional Technology at Georgia Southern University. B. Focus Level 1: The Level 1 target group is students majoring in Instructional Technology. The Instructional Technology students representing various backgrounds. Prospective students ages ranging 20+ years old. All of the students must have obtained a bachelors degree in the education field or a related field. The need being assessed is the need for a doctoral program for the Instructional Technology track at Georgia Southern.

Level 2: The Level 2 needs are those of the Course Instructors. Instructional Technology Professors/Staff and Supervisors will need the results of the study to determine whether developing a doctoral program is a feasible idea. Level 3: The Level 3 needs are the Resources and solutions to lessen the needs of the new Doctoral Program. Level 1 recipients, books, software, hardware, new staff, new facilities and new library resources are all Level 3 needs as well. C. E. Resources Needed/Budget Access to the Common Core State Standards, NETS standards for Students and Teachers. Technology Plan for Georgia Southern University. Time for the NA Team to develop, conduct, and review data. Equipment requirements: computers, scanners, printers, copier, telephone, Google drive Access to Georgia Southern University students, professors, staff, and administration in the instructional technology field. F. Potential Users The Instructional Technology Professors and Georgia Southern Administration will use the results of this study as a guideline for providing a new program of study in the doctorate program for Instructional Technology. This study may also be used for students interested in the Instructional Technology Program.

G. Evaluation During the assessment, formative evaluation will include monitoring all components of the study to make sure that all task timelines are being met in a timely and professional

manner. The level of competence of the ongoing research will be reviewed as the study progresses. The quality of the data collected will be reviewed as it is collected. The needs assessor will monitor the level and nature of communications with the committee and stakeholders. The summative evaluations will include a review of records and will be kept as confidential, only to be cited in the research. H. Contingency Clause for Modification of Phase 2 The Phase 2 plan may be modified based on the findings from Phase 1. In the event that results show that the doctoral program in Instructional Technology be established, other alternatives for use of materials will be explored. I. Memorandum of Agreement Needs Assessment Study Prepared by Burroughs, Elmore, Sumter Georgia Southern University A needs assessment will be conducted at Georgia Southern University to determine whether a doctoral program in the area of Instructional Technology should be established. The needs assessors will be course instructors and administrators. Obligations of the needs assessor include: stating the purpose and scope of the problem, stating the focus of Level 1, 2, and 3 needs, collecting gathered data, and formative evaluation of the process.

The needs assessment committee will be made up of course instructors, staff, and supervisors. The obligations of the committee members will include: participation in focus groups to determine degrees that are currently being offered at Georgia Southern University, participation in focus groups to determine new degree programs that should be offered at Georgia Southern University, Careful review of NETS-S, NETS-T, and Common Core State Standards to ensure objectives are being met, design of a technology plan for technology department, review of past and present courses and a review of instructional resources.
