Now, Im going to talk about the factors contributing to the happening of this alumina sludge spill and their ethical implications. All the ethical implications presented in the following parts will be referring to the ethical codes of World Federation of Engineering Organisations (WFEO) Model Code of Ethics. Basically, this human-made disaster mainly involved two parties, namely the Inspectorate (government) and MAL Co. Ltd (operating company). First, Id like to explain about the elementary fault made by both parties. Both government and company, did not consider the potential risks thoroughly. They did not identify the collapse of risk as risk factor. The company omitted this risk factor in the design phase and the government did not seek for expert opinion from professional building authority. This shows that they violated the rule of hold paramount the safety, health, welfare and environment of the public in accordance with Principles of Sustainable Development. Besides, both parties neglected the use of new technology the dry deposit method in managing the red mud waste. This shows that they did not put the safety issue in handling the hazardous red mud as the top priority. From what I have presented, this shows that both of them violate the code of Professional engineers try their best with their ability, courage and dedication to obtain a advanced technical achievement in order to promote a healthy and safe surrounding for everyone. Moving on to my next point, I would like to introduce the issue of classification of red mud as nonhazardous material by the government. This relaxed categorization has to the acceptance of red mud as safe material. Without considering the extreme alkalinity and high heavy content, the government authority granted the permission of storing of red mud in the open-air reservoir. This eventually created a great threat towards the public and environment nearby as well as violated the ethical code of studying in detail the environment that will be affected, make assessment and select the best opinion for environmental-friendly and sustainable development. Having examined the mistake done by the Inspectorate, let me discuss the fault done by the company. The company showed a sloppy management in performing regular check and maintenance on the dam. Research on the motion history of the broken reservoir has been studied. It showed that there was a significant settlement of the reservoir. Additionally, the rate of motion and displacement were obvious to be detected on the site several years ago. This shows that the company has neglected the responsibility in providing safe environment. At the same time, the company breached the rule of providing a suitable and pleasant living environment for the villagers nearby. In short, there were indeed mistakes made by both government and the company led to occurrence of dam break. Mitigation and solution should be planned to avoid the same serious accident happen again. Therefore, I will not invite my team member, Tommy to present about the suggestion and recommendations on the accident of alumina sludge spill.
