A RESOLUTION TO REDUCE THE NUMBER OF BAILOUTS


WHEREAS, The United States has currently been giving excessive bailouts. WHEREAS, The United States has bailed out many different corporations, cities, and banks in legislation such as, but not limited to, the Emergency Economic Stabilization Act of 2008. WHEREAS, The effectiveness of said bailouts is highly disputable. WHEREAS, Bailouts undermine the competitive nature of a capitalistic economy; therefore, be it RESOLVED, That the Student Congress here assembled make the following recommendation for solution; the United States adopt a policy of reducing the number of bailouts given. A BILL TO CUT ALL MILITARY AID TO EGYPT BE IT ENACTED BY THE STUDENT CONGRESS HERE ASSEMBLED THAT: SECTION 1. The Departments of State and Defense shall cease all military aid to the Egyptian interim government. Aid will be restored upon the holding of elections deemed free and fair by the Department of State. SECTION 2. Military aid shall be defined as the $1.3 billion Egypt receives from the U.S. annually for the purpose of purchasing military equipment. SECTION 3. The Departments of State and Defense will oversee the implementation of this bill. SECTION 4. This bill will take effect immediately on passage. SECTION 5. A BILL TO REMOVE SANCTIONS FROM IRAN BE IT ENACTED BY THE CONGRESS HERE ASSEMBLED THAT: SECTION 1. The Department of State will remove sanctions imposed by the United States on Iran SECTION 2. The Sanctions that are removed by this bill will be the US embargo on dealings with Iran and the United States and the US ban on selling aircraft and repair parts to Iranian aviation companies SECTION 3. The Department of State will be in charge of implementing this legislation. SECTION 4. This legislation will be implemented by June 1, 2014. SECTION 5. A BILL TO FINANCE RESEARCH INTO 3D PRINTING BE IT ENACTED BY THE CONGRESS HERE ASSEMBLED THAT: SECTION 1. The research and development of three dimensional printing, especially dealing with medical applications, shall be provided with 50 million dollars in Federal funding per annum. SECTION 2. A. 3D Printing shall be defined as a process for making a physical object from a three-dimensional digital model, typically by laying down many successive thin layers of a material. B.Medical Applications shall be defined as the use of 3D printing to: 1.) Manufacture equipment and tools used in medical procedures and operations. 2.) Artificially create functional organs and other organic components of the human body. SECTION 3. A. The Department of Health and Human Services shall be responsible for implementing and overseeing the provision of this piece of legislation. B. The Department of Health and Human Services will be responsible for overseeing allocation of funds and value of grants, as well as the qualifying factors of grants. SECTION 4. A RESOLUTION TO INCREASE THE INDEPENDENCE OF THE JUDICIARY WHEREAS, The nature of the judicial system as a distinct and independent branch of government has significantly deteriorated since its inception; and WHEREAS, Political influence is present from Presidential appointment of judges; and WHEREAS, Such influence inhibits the right enjoyed by all Americans to an unbiased and impartial trial process; and now, therefore, be it RESOLVED, By two-thirds of the Congress here assembled, that the following article is proposed as an amendment to the Constitution of the United States, which shall be valid to all intents and purposes as part of the Constitution when ratified by the legislatures of three-fourths of the several states within seven years from the date of its submission by the Congress: ARTICLE III SECTION 1: The Chief Justice of the United States shall be chosen by Electors possessing requisite qualifications established in Article I, Section 2 of the Constitution of the United States.

The Associate Justices of the Supreme Court of the United States shall be appointed by the Chief Justice of the United States with the Advice and Consent of the Senate to hold their Offices during good behavior. Judges of inferior federal Courts shall be appointed upon agreement of a majority of Justices of the Supreme Court, serving as the chief administrative body of the Judiciary, with the Advice and Consent of the Senate to hold their Offices during good behavior. No person shall be Chief Justice who has not been fourteen years a Citizen of the United States.

Iona Preparatory School A BILL TO BAN THE U.S. USE OF COMBAT DRONES BE IT ENACTED BY THE CONGRESS HERE ASSEMBLED THAT: SECTION 1. The United States is herby banned from using combat drones SECTION 2. A. Combat Drones are unmanned Aerial Vehicles used for harming the enemy through physical force. B. The ban does not extend to surveillance drones or any other types of non-weaponized drones. A BILL TO Provide Aid to Africa BE IT ENACTED BY THE CONGRESS HERE ASSEMBLED THAT: SECTION 1. The United States shall allocate one and a half billion dollars to the United States Africa Command; also know as AFRICOM, to situate advisors into the countries of Guinea, Mali, Burkina Faso, Chad, Senegal, Uganda, and Nigeria. SECTION 2. AFRICOM will be responsible for attempting to boost economic productivity, strengthen health systems, and support human rights. SECTION 3. This aid shall be issued annually. SECTION 4. The United States shall request the United Nations to evaluate and issue a statement every decade on the effectiveness of this aid. SECTION 5. A Bill to Help Mali


BE IT ENACTED BY THE CONGRESS HERE ASSEMBLED THAT: SECTION 1. The United States will help French and ECOWAS troops establish a containment policy around Mali while continuing to fight the terrorist threat within the northern part of the country. SECTION 2. The United States will invest 200 million dollars over the next 10 years in the Niger River Basin with the intention of developing infrastructure, creating new industries, and producing a higher output of crops. SECTION 3. A.) A containment policy will be defined as military tactics with the goal of preventing the terrorist threat from spreading B.) Military help will be defined as weapons, financial assistance, supplies and troops. SECTION 4. Funding for this bill will come from a reallocation of funds from foreign aid programs. SECTION 5. The Department of Defense will oversee Section 1 of the Bill and United States Agency of International Development will oversee Section 2 and 4 of this bill. SECTION 6. A BILL TO SUSPEND MILITARY AID TO THE FREE SYRIAN ARMY BE IT ENACTED BY THE CONGRESS HERE ASSEMBLED THAT: SECTION 1. The United States shall suspend all military aid currently being sent to The Free Syrian Army (FSA.). SECTION 2. Military aid includes both arms shipments and nonlethal gear such as vehicles, communications equipment and advanced combat medical kits. SECTION 3. A BILL TO STOP SECURITY CLEARANCE FLUSHING BE IT ENACTED BY THE STUDENT CONGRESS HERE ASSEMBLED THAT: SECTION 1. Any entity delegated by the United States Information Service (USIS) to conduct a portion of the USISs personal security investigations must provide one layer of oversight before submitting the security clearance to the USIS, along with providing proof of now-mandated training by an experienced investigator from the USIS. SECTION 2. Personal security investigation shall be defined as any investigation required to determine the eligibility of any military or government personnel to access classified information. Entity shall be defined as any private agency or freelance worker conducting personal security investigations. SECTION 3. The Department of Homeland Security shall oversee the implementation of this legislation. A. The Department of Homeland Security is permitted to grant the USIS a 10-day extension for investigations upon request. SECTION 4. This bill will be implemented within six months of passage SECTION 5. A RESOLUTION TO AMEND THE CONSTITUTION TO WITHHOLD CONGRESSIONAL SALARIES WHEN NO FEDERAL BUDGET IS APPROVED WHEREAS, Under the 27th amendment, congressional salaries must remain consistent and cannot be withheld at any time; and WHEREAS, Currently during a period when no federal budget is approved and all non-essential employees are furloughed, Congress will continue to be paid, despite the fact that all other non-essential employees will not be; and WHEREAS, Representatives and Senators in Congress feel few direct effects from the absence of a federal budget, which provides them little incentive for passing a new budget promptly; and now, therefore be it RESOLVED, By two-thirds of the Congress here assembled, that the following article is proposed as an amendment to the Constitution of the United States, which shall be valid to all intents and purposes as part of the Constitution when ratified by the legislatures of three-fourths of the several states within seven years from the date of its submission by the Congress: ARTICLE -SECTION 1: For the period when no federal budget is approved, no member of Congress shall receive any salary or be compensated by any other means. A BILL TO PROVIDE INFRASTRUCTURE AID TO THE REPUBLIC OF DJIBOUTI BE IT ENACTED BY THE CONGRESS HERE ASSEMBLED THAT: SECTION 1. The United States Congress will provide infrastructure aid to The Republic of Djibouti SECTION 2. A. Infrastructure aid shall be defined as a sum of money directed toward infrastructure, sent in the form of developmental and humanitarian aid. B. Infrastructure shall be defined as the basic physical and organizational structures needed for the operation of a society, and police forces to maintain the infrastructure and enforce laws. A BILL TO INVEST IN THE DEVELOPMENT AND IMPLEMENTATION OF CARBON BASED SOLAR PANELS BE IT ENACTED BY THE CONGRESS HERE ASSEMBLED THAT: SECTION 1. The Department of Energy and Treasury will make the necessary monetary adjustments so that ten new nuclear powered plants will be constructed in the United States of America. SECTION 2. Nuclear power plants are power plants that manufacture energy using nuclear reactions. This is accomplished by using nuclear fission reactions to evaporate water into steam, which is then used to generate energy. SECTION 3. The Departments of Energy and Treasury will be responsible for enacting this legislation. SECTION 4. This legislation will be implemented by January of the year 2020. SECTION 5. A BILL TO REINFORCE HOUSING SECURITY BE IT ENACTED BY THE CONGRESS HERE ASSEMBLED THAT: SECTION 1. All funding cut from housing-security programs by the budget sequestration included in the Budget Control Act of 2011 shall be restored. Equal cuts to defense spending shall be enacted. A. The Secretary of Defense shall have the authority to determine which areas of defense spending shall be reduced. SECTION 2. Housing security programs shall be defined for the purposes of this bill as any programs designed to provide housing or funds for housing to families or individuals in need of such assistance. A. Defense spending shall be defined as the use of money by the Department of Defense to maintain, supply, or equip the Armed Forces. SECTION 3. The Secretary of Defense, the Secretary of the Treasury, and the Secretary of Housing and Urban Development shall implement and enforce this bill. SECTION 4. A BILL TO INVEST IN THE PROHIBITION OF SYNTHETIC PESTICIDES BE IT ENACTED BY THE CONGRESS HERE ASSEMBLED THAT: SECTION 1. The Department of Health will allocate the budget necessary to fund research to find organic alternatives to harmful, synthetic pesticides. SECTION 2. Pesticides will be defined as a chemical preparation for destroying, plant, fungal, or animal pests. Synthetic will be defined as noting or pertaining to compounds formed through a chemical process by human agency, as opposed to those of natural origin. SECTION 3. A BILL TO INCREASE AND BROADEN TAXES ON FINANCIAL TRANSACTIONS BE IT ENACTED BY THE STUDENT CONGRESS HERE ASSEMBLED THAT: SECTION 1. A. Section 31 fees on securities transactions shall be changed as follows: i. Debt Securities (i.e. bonds, debentures, and other evidences of indebtedness) shall no longer be exempted from taxation. ii. The current fees shall be tripled. B. The Securities Exchange Commission (SEC) shall be responsible for proposing a broader financial transactions tax to Congress. C. All revenue raised by the tax increases stipulated in this bill shall be allocated towards implementing the Dodd-Frank Wall Street Reform and Consumer Protection Act. SECTION 2. A. Section 31 fees are the taxes on financial transactions that are levied on self-regulatory organizations, such as securities exchanges, by the SEC under Section 31 of the Securities Exchange Act of 1934. SECTION 3. The SEC shall be responsible for the implementation of this legislation. SECTION 4. This legislation shall take into effect 180 days after passage. SECTION 5. A BILL TO ENABLE ACCESS TO HIGHER EDUCATION BE IT ENACTED BY THE STUDENT CONGRESS HERE ASSEMBLED THAT: SECTION 1. Individuals formerly convicted of a felony shall receive a tax credit for pursuing higher education. Eligible taxpayers will qualify for the maximum annual credit of $3,500 per student. SECTION 2. Higher education shall be defined as tertiary education at an accredited institution that lasts a minimum of three years. SECTION 3. A BILL TO DECREASE COMPETITION FOR H-1B VISAS BE IT ENACTED BY THE STUDENT CONGRESS HERE ASSEMBLED THAT: SECTION 1. Eligible fashion models must now apply for P visas instead of H-1B visas. SECTION 2. Eligible fashion models shall be defined as fashion models who are of distinguished merit and ability and who are seeking to enter the United States temporarily to perform fashion modeling services that involve events or productions which have a distinguished reputation or that are performed for an organization or establishment that has a distinguished reputation for, or a record of, utilizing prominent modeling talent. A BILL TO LIMIT POLLUTION BY CARBON EXTRACTION BE IT ENACTED BY THE CONGRESS HERE ASSEMBLED THAT: SECTION 1. A cap and trade system shall be instituted for all natural gas extraction corporations. SECTION 2. Cap and trade shall be defined as permits issued for defined quantities of air, ground, and water pollutants to be released, which shall be purchased and resold. SECTION 3. The Environmental Protection Agency (EPA) shall issue the permits and have regulatory authority to revoke such permits.

License holders may resell partial permits. Total permitted pollutants shall not exceed 60% of their current quantity. No person or corporation may engage in natural gas extraction without a permit.

A RESOLUTION TO AMEND THE CONSTITUTION TO PREVENT THE PRACTICE OF FISCAL FEDERALISM WHEREAS, the federal government currently engages in a policy of fiscal federalism in which federal aid to states is tied to compliance with Congressional desires; and WHEREAS, this policy ignores the preference of individual states and undermines the original purpose of federalism; and WHEREAS, this has encouraged wasteful spending on both federal and state levels; and now, therefore, be it RESOLVED, By two-thirds of the Congress here assembled, that the following article is proposed as an amendment to the Constitution of the United States, which shall be valid to all intents and purposes as part of the Constitution when ratified by the legislatures of three-fourths of the several states within seven years from the date of its submission by the Congress: ARTICLE -SECTION 1: The federal government may not cut federal aid to an individual state due to the failure of such state to comply with a federal law. A BILL TO INCREASE FUNDING TO MINIMUM, LOW, AND MEDIUM FEDERAL PRISON FACILITIES BE IT ENACTED BY THE CONGRESS HERE ASSEMBLED THAT: SECTION 1. A. $300,000,000 USD shall be used to build, improve and create educational
programs in minimum, low, and medium federal prison facilities. B. The $300,000,000 USD shall be taken out of the state, local, and tribal enforcement budget.

SECTION 2. A. $30,000,000 USD shall be used to build minimum, low, and medium
federal prison facilities. B. $260,000,000 USD shall be used to create educational programs in minimum, low, and medium federal prison facilities. C. $10,000,000 USD shall be used to improve minimum, low, and medium federal prison facilities.

SECTION 3. Educational programs shall be defined as programs that will give prisoners
opportunities to gain high school and college degrees.

SECTION 4. The Federal Bureau of Prisons shall oversee the implementation of this
legislation and the Department of Education shall assist in the implementation of the educational programs.

SECTION 5. A. Construction of these prisons shall begin within 6 months of passage and
shall be completed within 5 years. B. The educational programs shall be implemented within 1 year of passage. C. The improvement of these prisons shall begin within 3 months of passage and shall be completed within 3 years. SECTION 6. All laws in conflict with this legislation are hereby declared null and void.

A RESOLUTION TO REDEFINE THE AMERICAN IMAGE TO IMPROVE AMERICAN STANDING IN THE MIDDLE EAST
WHEREAS, The United States is committed to fighting terrorism through militaristic means; and WHEREAS, The majority of military counter-terrorism actions lie in the Middle East and neighboring countries; and WHEREAS, Military action has only further provoked terrorism in the Middle East; and WHEREAS, Fighting terrorism with physical means of military force and military aid is not as effective as soft power policy options; now, therefore, be it RESOLVED, That the Student Congress here assembled make the following recommendation to pursue policy options to diminish American military presence in the Middle East region in favor of expanded American diplomatic and economic influence.
