BSPE 3-1 REPORT CARD | ANTAS NG EDUKASYON SA PILIPINAS Problem #1: A school needs to have enough materials for educating their students. This documentary shows that there is a lack of materials for teaching like blackboards, chalk etc. Alternative Solutions: 1. Before a public school is made, there should be a memorandum of agreement that the government will provide enough materials for teaching. 2. The government may invite private businessmen to donate some for the public schools in exchange of minor exemptions. 3. There should be reserve materials for the next school year in preparation for another batch of students. Advantages: This is easy to implement since there is an allocated budget for education. There are many rich businessmen that are willing to donate especially to those who are really in need. Many students will benefit if these materials are kept and cared for. Disadvantages: The budget for education may not be enough to provide materials for all schools in the country and also, some budget are not distributed but are kept in the pockets of opportunists. Not all businessmen are aware that they can help to the public schools and maybe the incentives that will be given may be taken for granted. The quality of the materials may be a disadvantage because of the frequency of usage by the teachers and students.

Problem #2: In order to have a comfortable schooling in public and private schools, there must be proper and clean facilities especially for younger children. Some schools in the rural areas do not have ceilings, clean surrounding and other facilities that are crucial to both health and learning. Alternative Solutions: 1. Each school must hire janitors for maintain cleanliness. 2. The teachers must also encourage their pupils to clean every after class and prohibit littering in classrooms. 3. There should also be enough cleaning materials so that it will be maintained throughout the school year. Advantages: There will be an opportunity for people to work even in minimum wage as janitors/janitresses. The children who are taught how to clean after them are also taught good values especially for starters (nursery-preparatory). The cleaning materials can be used for the next batch of students to save funds and reallocate them for other improvements. Disadvantages: These solutions may be implemented at first, and then neglected after a few years. The teachers may not put their attention to this issue due to other issues more important than this. Due to lack of funds, some public schools and day care centers cannot afford to hire janitors/janitresses. Problem #3: Since the main topic of this documentary is public schools, therefore government is also a concern. The documentary showed the problem of lack of government support, and if there is, it is too little that it cannot provide all the needs of the school. Alternative Solutions: 1. The government must have a specific program for the development of public schools throughout the Philippines.

Building of more public schools is also a solution because many children are not able to go to school because it is far from their home. Advantages: This problem is so mainstream that it is always a talk in the news especially in documentaries; it has an advantage of media shout out to those who are in the prestigious seats in the government. There are many bills for education that are being processed in the congress and it might be helpful for public school students. The government prioritizes the less fortunate areas than the urban ones, especially when it comes to health, education and other needs of the community. Disadvantages: The government is used to this kind of news and they might first respond to a problem then leave it after some time. This is a long term goal and it might take too long for the government to achieve this. The building of a school in rural areas may be hard in terms of transporting construction materials from cities to remote areas.

Problem #4: The main problem seen in this documentary is poverty. Children that could not go to school, children that can go to school but has to work first and other problems that clearly states extreme poverty experienced by young children are very visible and stated in the clip. Alternative Solutions: 1. Maybe the parents could provide proper education if they will try to find a job so that they can have a monthly income. 2. They should apply for the 4Ps program if they really want to focus on their childrens education at the same time, their daily needs. 3. The parents must divide their daily needs and also prioritize their childrens education. Advantages: If they are really experiencing poverty, then it is easy for them to apply for the 4Ps. The income they shall earn may be used for their childrens education as well as for their future. There are many available sidelines for parents in case they have no formal education; they just have to find a legal and decent one. Disadvantages: Some parents are not prioritizing their childrens education because daily needs are more important than education. The government might be too strict in giving assistance, therefore, the parents might get lazy going back and forth in the offices. Parents that have no formal education find it hard to get a decent work due to education requirements by employers. Problem #5: A school needs to have teachers, a principal; they are there to educate the children. The clip shows lack of educators in public schools. Alternative Solutions: 1. The incentives of educators must be given in the right time in order for them to be motivated. 2. Allocation of right amount of teachers in the most crowded schools is a good idea. 3. The government should also consider raising the wages of teachers. Advantages: If these solutions will be achieved, then the students will have enough teachers and there is no need for shifting of classes. The teachers dont have to work for extra hours if the number of teachers is sufficient. A teacher can focus more if they are concentrating on a considerable amount of students. Disadvantages: The incentives are delayed and sometimes not given to the employees. Page 2 of 8

Reyes, Samantha Gaile A. BSPE 3-1 There are few teachers that graduated and already have a license. Thus, there are also few teachers to be allocated in each school. The topic of increasing wages can be a long, problematic process that they have to wait for a lengthy period.

Problem #6: A problem of lack of electricity in rural areas, because of this, the children are having a hard time studying in their homes. Alternative Solutions: 1. There should be installed electric towers in rural areas. 2. If it cannot be done, then the families of the community should be provided generators. 3. Children must study in the day and early dismissal for them to be able to study during daylight, when light is available. Advantages: It can be addressed to Meralco, the countrys electricity provider and they can put an action to it. The children who are studying in the day can have an advantage of resting early at night. There are many cheap generators that the government could fund for and provide for the black-out areas. Disadvantages: It might be costly to have an electric tower in a rural area and only few can afford paying for bills. The children studying might have errands in the day and might not be able to review at all. The government might not focus on the grant of electric towers because of lack of budget. Problem #7: The video shows poor child literacy. Alternative Solutions: 1. Knowledge needs food for the brain, thus, children must be provided the right nutrition for them to learn all their lessons. 2. The teachers should be eager to educate the children and make sure that they are having improvements. 3. The surroundings of the students must be able to help them learn, like informative posters and other learning materials. Advantages: The teachers in the documentary are really eager to teach the students especially in the rural areas. There are some schools that provide food (merienda) for students. In that way, the students are given a chance to eat a nutritious meal. Informative posters and other learning materials could help young children improve their abilities and increase their literacy levels. Disadvantages: There are some teachers that teach because they need their income not because they want to educate. Some public schools cant afford to have learning materials for students. Public schools in the rural areas do not bother to provide foods for the children because for them, teaching them is the most important and very first thing to do. Problem #8: There is a problem of child labor shown in the film. Young children are forced to Alternative Solutions: 1. Provide livelihood programs for the parents so that they will not send their children to work extra hours in different places. 2. The parents must be the one working, thus, they must be warned of having their child work especially when they are still going to school. 3. Promote no to child labor to media to let the public be aware of the current happenings. Advantages: With media intervention, it will be easy to address those people who are promoting the anti child labor. Page 3 of 8

They can also help their child study instead of sending them to work. Disadvantages: Not all the family in the community can be watched by officials/tanods. The parents attending might have no capital for their livelihood, since they are low income families. The media can dissolve the no to child labor movement anytime. Thus, the people can easily forget the importance of it. Problem #9: There is an improper student-teacher ratio among public schools. Alternative Solutions: 1. Control the enrollment in public school and the excess shall be transferred to schools that have available slots. 2. The classrooms must be big enough to accommodate many students. 3. There can also be a presence of an assistant teacher to facilitate the quite big amount of students. Advantages: There will be a high possibility that the students will learn if there is an assistant teacher in a classroom. The control in the enrollment will help the teacher to handle the students because of proper teacher-student ratio. The students dont have to stand up during class hours because of the class population. Disadvantages: The public schools cannot reject students in the period of enrollment. Since there is a lack in teachers, the possibility of having an assistant is low. Public schools have a limitation in terms of land area because they are built according to the budget allotted. Thus, big classrooms are hard to achieve because of the division of many equal size classrooms. Problem #10: Public schools in rural areas have shifting policy that lessens the number of lessons a student must learn in one school day. Alternative Solutions: 1. Longer school hours and/or increase the number of school days in one school year can be implemented. 2. The public school may divide the students population to equal amounts and then assign school days for a specific class. 3. As much as possible, hire more teachers annually. Advantages: Increased school days may be enjoyed by the students and also provide more lessons for them resulting to a possible increase in literacy levels. If more teachers are hired, the unemployment rate may fall. Having enough school hours can help the students attain the proper education level they are in and they dont have to repeat grades anymore. Disadvantages: The increased number of school days may also result to frequent absences of children living from far communities. Longer school hours and increased number of school days may result to extreme tiredness and low energy levels for both students and teachers Licensed teachers are at a low level, therefore, there is a limit in employing them in public schools. Problem #11: Due to unfortunate reasons, there is a continuous increase of school dropouts annually. Alternative Solutions: Page 4 of 8

Child labor must be prevented to enable students to focus more on their studies. 3. Encourage less privileged students to apply for scholarships in case they are in need of financial assistance. Advantages: Personal issues of students may be heard and solved. This can help students in prioritizing education above all. If scholarships were granted, the students will have to work hard for their future. Thus, they will have to study well. Disadvantages: Some parents are not aware of their childrens issues. Some public schools do not offer scholarships due to financial problems. Child labor is hard to avoid specially if circumstances really need the children to work extra hard. Problem #12: Unequal number of public schools in urban and rural areas is a problem seen in this documentary. Alternative Solutions: 1. Allocate a bigger budget for maintaining and additional schools especially in remote areas. 2. The local government may build temporary tents as classrooms to provide classes for aspiring students. 3. Prioritize developing remote areas than urban areas. Advantages: Children will have easier access to proper education provided they are in close proximity to schools. Many children in remote areas, especially the tribes, if they are given the right to education, they will be civilized in the future. If there are equal developments in the urban and rural areas, it can result to equal literacy levels and can lessen the discrimination towards different cultures and provinces. Disadvantages: Allocated budget for education may be kept by corrupt public officials. It may be hard to build in remote areas because of troubles in delivering materials for construction. Prioritizing depends upon the local governments since they are the ones holding the funds for their respective Problem #13: Monthly wages of the employed teachers and other school facilitators are not enough. Alternative Solutions: 1. Provide additional benefits and incentives for them if increasing the minimum wage is not possible. 2. The government may allow teachers to have additional income earning agenda of his/her own. 3. Provide low/zero interest loans to employees who are in need the most. Advantages: This may prevent early resignation and underemployment. This can increase application of public school teachers. Loans can be another way of income by the school employees, with that they can have an additional budget for their own families. Disadvantages: The government may not have additional budget for increasing the wages of teachers. The loans may be an additional burden on the teachers but provide temporary convenience. The sidelines of the teachers may go beyond the limits and cause misunderstandings between parents, students and teachers. Page 5 of 8

Increase quality of education in rural areas to prevent people from transferring to cities. 2. Establish a rule of years of residence requirement to control the number of enrollees. 3. The local government should promote their public schools and at the same time boost their schools potentials. Advantages: There are many foundations that can help in providing better education in public schools. Quality education can attract enrollees and lessen urban migrations. Excellent performing schools bring excellent and bright students. Disadvantages: Schools in urban areas might not be the only reason why they are moving to cities, many other factors are to be considered. The local government may not allow the control of enrollment especially in public schools. The students may not live up to the schools expectations if they are experiencing problems in their personal lives. Problem #15: The parents have the responsibility of financing their childs education, but it is said in this clip that some parents are unemployed. Therefore, they do not have the capacity to provide continuous education for their children. Alternative Solutions: 1. Livelihood programs and capital for the parents to enable them to create small business 2. Tertiary Scholarships for children who graduated from high school to make it possible for them to finish their studies. 3. To save more money, parents can educate their child in the early stages instead of putting them in day care center. Advantages: This may create more opportunities for making more money for their own family. Scholarships are widely available provided that the beneficiary meets the requirements. They (students) already have a head start in day care centers in preparation for the big world (elementary schools). Disadvantages: Businesses that came from livelihood programs may not last long if not cared properly. Programs for families by NGOs are sometimes for their own personal benefits only. Some parents do not have the knowledge to teach their child lessons that are taught in schools. Problem #16: To achieve proper learning, a child must meet his/her nutrition requirements. In this clip, some children are experiencing malnutrition. Thus, leads to poor literacy. Alternative Solutions: 1. Healthy foods must be provided by the school especially those who are in the starting stages of schooling. 2. List of nutritious food may be given to the parents as a reminder of what their child needs to achieve successful learning. 3. Teacher must encourage their students to consume more foods that are beneficial for them like vegetables and other healthy foods, and also discourage them to eat more on junky foods that are seen everywhere. Advantages: This will educate children at an early age of what they must eat in order to grow. The parents might save more money if only healthy foods are bought, not unnecessary ones. Students will be attentive to class given that they are healthy and could also perform well during discussion. Disadvantages: Some foods that are cheaper are not healthy. Sometimes, parents dont have any choice but to feed on canned foods which have insufficient nutrients for growing children. Page 6 of 8

Problem #17: Continuous cycle of no proper education is a serious problem because the children are the hope of the future. Alternative Solutions: 1. Parents and teacher must encourage the children to finish their schooling and find a decent job in the future. 2. Parents who were not able to finish their school must be given as a lesson to their children. 3. The government must form a program for the future of the children. Advantages: Knowing that they have the responsibility in the future, the children are now aware on what they should do, like for example, study well and maintain good grades. Beneficiaries of the government programs can enjoy their privilege without worrying about financial and other expenses, they just have to study hard. With proper encouragement, the children will be motivated to stop the cycle of not having proper education. Disadvantages: Some parents are not responsible enough to share their experiences for the enlightenment of their children. Personal issues of the children are sometimes the reason for stopping in school. Thus, creating another cycle of no proper education. The government programs are sometimes available to limited number of persons per area. Thus, decreasing the chances of probably every child in the province/community. Problem #18: Fixed mindsets of the children are attained at an early age. This can discourage them to go to school because of many factors like financial crisis and age of enrollment. Alternative Solutions: 1. At an early age, encourage children to study well and introduce them to the concept of being successful someday. 2. Prevent them from working for the family as much as possible; this will enable them to focus more on their studies. 3. Teachers should have separate classes for students with bigger age to prevent discrimination. Advantages: This will organize the age gaps of students studying in the public schools. The children will be empowered to studying well because they have a dream for the future. They can focus more on their studies and have a proper mindset of performing well in school. Disadvantages: Classes for people with older age are not available to most schools and sometimes, the teachers are voluntarily working for them. Especially if experiencing financial crisis, the students cannot help but work for their families to in order to help feed the siblings and other family members. Financial need is a hindrance in achieving the goals of the students. Problem #19: Public school teachers are required to be licensed in order to be employed. Those who are unregistered by the PRC are assigned to remote areas resulting to suffering by those teachers. Alternative Solutions: 1. Review centers are widely available but the government should provide at least one in every city for them to have an easy access and avoid spending too much money. 2. Scholarship programs for teacher associates in order for them to be engaged in the course of teaching. 3. As much as possible, assign licensed teachers to those areas who need the most because they are the ones who need the outmost learning experience from professionals. Advantages: Public review centers could increase the passing students in the licensure examinations. Page 7 of 8

Licensed teachers in rural areas could result to better performance by students because of professional way of teaching. Disadvantages: The government may not be able to provide continuous support for review center since it also needs more licensed professors. Scholarships are sometimes high maintenance and limited to a number of people. There may be appeals on the side of licensed since they are demanding for a more suitable surrounding for them since they are title holders. Problem #20: Social division leading to discrimination and poor performance in school. Alternative Solutions: 1. Stop separating ethnic groups from other people and provide them equal treatment. 2. Promote the present curriculum to tribes that are not yet introduced to new ways of learning. 3. Develop friendship activities especially in schools to avoid racism. Advantages: Ethnic groups can now be confident enough to join different schools and also different activities within the community. Equal treatment can be of help in the future of these people because they will also be credible to work just like people living in metropolitan cities. People can forget about what the skin color is, economic status or whatever differences may be if there will be a strong friendship created. Disadvantages: Media cannot control harsh criticisms about these people that can lead to poor performance in schools. Those who are less privileged tribes have no interest in gaining new knowledge because they stick to what their ancestors taught. It may take a long time before acceptance of each others differences.
