Dear Mr. Caspersen,

Enclosed please find a videotape taken by N.J. Burkett of WABC-TV on September 11,
2001. Commissioner Frank Gribbon mentioned the existence of this footage during his interview
with NIST and the Commission. As we have discussed, the Fire Department has not received
permission to release this tape to the Commission or for the Commission to use it for any
purpose. However, you have indicated you will make an independent attempt to obtain such
permission and we therefore are providing the tape in an effort to assist the Commission in its
work.

Dear Mr. Marcus:

Attached hereto are copies of summaries of interviews conducted by McKinsey &


Co. in preparation of its report for the New York City Fire Department. This submission is in
partial response to the subpoena served on the City by the Commission on November 24, 2003,
requesting, inter alia, records of all interviews conducted in connection with any report, study,
evaluation, critique, summary, review, or historical project relating to the New York City Fire
Department's response to the terrorist attacks on the World Trade Center, from September 11,
2001 through September 20, 2001. These interview summaries are provided in their entirety,
without any redactions. They are provided subject to the provisions of the Agreement between
the City of New York and the Commission dated December 3, 2003.
