• When did you train? How long? Went to Charleston - 500 sent there -
March/April 1996. No firearms/no arrest techniques. Law and Spanish for 3
months (briefing on BP at FLECT).

• Training in operational CT? Don't recall. At Journeyman 1 day overview of _

activities, Retsia, NM. Went back to Glynco 1 year later to do firearms and arrest
techniques.

• Document fraud? 2-3 full days from FDL; travel stamps, look at other entries.

• Databases? Were you ever aware as an inspector that your lookout searches
including a terrorist watchlist Databases -Yes. Terrorist watchlist - No.

• Role playing in primary/secondary inspections? In Charleston - done at

Charleston airport for a couple of days and did processing. Journeyman, did land
and airports.

• Cultural training? Ran through religions and history of cultures.

• What types of travelers were you looking to keep out prior to September 11?
Intending immigrants, bad documents.

* Return ticket/ flight itinerary. Did you always ask for flight itinerary for
unusual travel? For a return ticket? Only for VWP, because not required.

•/ Length of stay for Bis: was there a standard length of stay given pre 9/11? Was
that a port decision, or national operating policy? If you gave less than the
standard time, were there professional repercussions? 1 one or length of time
sought plus a few weeks. Over 6 months = supervisor's approval.

• Length of stay for B2s: was there any discretion in length of stay granted B2s
pre 9/11? Over 6 months = supervisor's approval.

Processing time at LAX: was there a standard processing time? |

screening; dujnt differ between citizens and aliens. We had Accelerated
Citizen Expedited; ASAP - hung up with VWP because low risk (port policy).

fraud manual? No.

Treatment of Emirates and Saudis.

• How did inspectors view Saudis pre 9/11? Ever considered a threat to
national security? No. Nor with my colleagues.

• At LAX, did you ever notice that any particular nationalities were treated
any differently than others? No, But had to do a Saudi prince one night
pre 9/11 and supervisor said "we gotta get "em outta here." 727 private
aircraft; 25-30 people - a lot of Filipino servants and body guards. Body
guards brought back all the passports at once and th'd hand them to me
and I asked who they are. Super said just approve. Did not do 100%
inspection.

• What about Saudis in particular?

• How did the treatment affect adjudication of Saudis?

• If you could not communicate with a Saudi, what would you do? On my
own, no preferential treatment.

\ Were there any Arabic speakers in INS inspections at Newark? Did you
\s have to rely on the airlines? Find interpreter - Visitor Service rep
- secondary - call DOJ.

What changes do you see on the front line with the new CBP? More attention to
detail; a lot of intel not current. USVISIT/NTC/Watchlisting; team training.

Are you familiar with National Targeting Center? Yes - good.

What effect has US VISIT had on entry and the inspection process? 100%
application; adds value to inspection; hits on biometrics; exact match referred to
secondary.

Use and value of SEVIS. I don't. If problem, then secondary. Automatic 1-20
check would be great.
• Adequate access to DOS visa via the Consular Consolidated Database. Yes! -
eliminates imposters, finding imposters.

• Value of technology that can detect fraud in a document? Yes.

• Database that has real time stolen passport numbers? Yes.

• What if length of stay was tailored to the return airline ticket? Maybe.

• If you had a message for Commissioner Bonner what would it be? If processing
time more than 1 hour, notify port director; otherwise let us take our time.

Do you recollect the inspection of Midhar on July 4, 2001? No.

Length of service at INS. October 24, 1998 - primary - had done some secondary
inspections.

• Document fraud? Very little-last few days-couple of hours. We expressed

concern and they rush. Techniques at JFK at airport. Nothing on fraudulent stamp
and caches or at JFK.

• Databases? Were you ever aware as an inspector that your lookout searches
including a watchlist Databases - not of value in secondary. Very general
information. How to query names, but didn't learn about database. JFK can only
look at primary screen; no hit - no referral. Didn't know checking for terrorists
pre9/ll.

• Role playing primary/secondary inspections? Yes primary; little at airport and

land border.

Arabic cultural training? No - mostly Mexicans/"

differently than others? Not looking deep into flight - did it on other flights
pre 9/11, but not the Saudi flights. Still pressure today.

• How did the treatment affect adjudication of Saudis?

• If you could not communicate with a Saudi, what would you do?

• Were there any Arabic speakers in INS inspections at JFK? Did you
always have to rely on the airlines? No. - don't trust them.

• Would the airline help you out? Yes - Saudia - have address and say
whey they are here.

 • Midhar's primary inspection, (show documents).

• 1-94. B1 - her handwriting. Nothing unusual. For Bl, allowed to use hotels and
same for B2s, also usually OK. Country issuance page - no expiration date on
passport; can't admit beyond expiration of passport. Doesn't foresee anything else
of interest.

• Customs declaration.

• What would vou have done if you'd seen a lookout for Midhar? Referred. If

• Are you familiar with National Targeting Center? Yes, no direct contact.

• What effect has US VISIT had on entry and the inspection process? Everybody
should be subjected to it - need WVPP (French stolen blanks). Forget about
