Right-of-Way Acquisition Communication is in process with property owners Donation letters have been sent Appraisals are currently on hold per request of the City CE Document (Categorical Exclusion Process) CE document was approved by ODOT earlier this summer (Environmental is cleared) Alignment Alignment is set

Future Alignment Study


Importance of Alignment Study Assure that you have enough property You want multiple alignment options before you apply for outside funding for implementation Acquiring right-of-way vs. not acquiring right-of-way makes a major difference in cost and time Right-of-way acquisition is an eligible expense for federal funds at an 80/20 match End goal is to make sure you are asking for the appropriate amount of money and enough money to cover your eligible costs

CSX property affects next phase Environmental Design Group is already helping the City in talking to CSX Even if federal funds are not used for property acquisition, we still have to follow ODOT regulations when talking to any property owner if the trail is going to be built with federal funds

Future Alignment Study - Proposal


Task 1 - Concept Alignment Study Coordinate with the City of Chardon staff to develop preliminary horizontal alignment for a 10 separated all-purpose trail along the Maple Highlands Trail corridor. A. Review previous studies, maps, and information from Client and other sources. B. Site inventory of existing conditions within the corridor. C. Work with the Client to identify a preferred horizontal trail alignment. D. Identify trail alignment conflicts that would require changes to roadway or other shared improvements.

Task 2 Cost Opinion We will review conceptual alignment study and make any necessary revisions to the plans. A. Prepare preliminary site plan(s) showing preferred alignment. B. Prepare final cost opinion. C. Prepare a report documenting plans, cost opinions, inventory, and analysis.

Task 3 Typical Sections and Conceptual Renderings We will develop (up to) three typical sections and design two renderings that highlight two focus areas along the conceptual alignment. We will prepare color rendered plan enlargements, perspectives, and/or sections depicting the trail character and context to be used to promote the project to public and funders. A. Up to three trail sections will be developed showing typical materials, construction dimensions and possible buffer solutions. B. Detailed enlargement renderings will be rendered for two focus areas along the conceptual alignment. Renderings will be in full color and show before and after images.

Task 4 NOACA Grant Application We will prepare the grant application to NOACA to obtain Preliminary Engineering and Design, and Construction funds for the Maple Highlands Trail Phase II. A. Organize and attend one meeting between NOACA, ODOT, and the City of Chardon to discuss the project prior to submitting the application. B. Complete the Application for Proposed Federal-Aid Projects and Programs as required by NOACA to obtain federal funds for the project. C. Provide a sealed cost opinion for the preliminary engineering, design and construction of the project.
