Session 5 Scaling-Up Business Solutions to Energy Poverty Auditorium C


As the main source of technological and product innovation, business has a role to play in helping bring energy solutions to both rural areas where access is minimal and urban areas where energy supply can be expensive, inefficient and unreliable. Speakers in this session will present innovative business-led solutions to meet the cooking, lighting and heating needs of poor households around the world. Speakers will also address barriers to making many commercial energy access solutions profitable, scalable and sustainable.

This panel discussion session will report on the results of a pre-Forum workshop held on 21 June that addressed greenhouse gas (GHG) inventories and accounting. Off-grid lighting offers promise for lifting the veil of darkness from many of the more than 800 million people without access to electricity in Asia and the Pacific. Despite improvements in technology, cost reduction, innovations in service delivery, and the entry of hundreds of new players into the market, off-grid lighting solutions serve just a small fraction of those in need. Speakers will discuss requirements for a market transformation in off-grid lighting in Asia and will offer recommendations for designing a regional lighting program.

Session 18 Is CDM a Catalyst or Distraction for Clean Energy in the Residential Sector? Auditorium A
The market for project-based carbon offsets has evolved into a billion dollar market, but there is little evidence that the Clean Development Mechanism (CDM) has significantly catalyzed the dissemination of high-efficiency demand-side technologies. The panel will review the current status of energy efficiency under the CDM, discuss some of the challenges faced, and assess prospects for end-use energy efficiency in key sectors going forward, drawing on their direct experiences with implementing projects under the CDM.

Efficient lighting should be one of the easiest "wins" in the effort to address climate change, since cost-effective technologies that can reduce lighting use by 70%-80% or more are available. Yet Asia remains plagued by the prevalence of poor-quality lamps, and there is no regional quality standard for efficient lighting. This session discusses key issues of quality control for compact fluorescent lamps (CFLs) and highlights experience in large-scale procurement of CFLs by ADB and the World Bank.

This will include collateral value, technology assessment, risk analysis, duration of payback, regulatory environment, transaction costs, and project financing structures. While the focus will be on traditional debt funding by banks, the session will also cover the supportive role of other participants such as equity providers, energy services companies, local expertise and international agencies.

Renewable energy technologies differ from conventional diesel-fired power generation due to their capital intensive nature and high up-front costs. This presents a significant barrier to their development in the Pacific where the availability of capital is constrained. The session will introduce a range of financing models to address this problem. An overview of ADB's financial products will be provided and the Samoa Power Sector Expansion Project will be used as a case study. The role of the private sector will be highlighted and methods to reduce risk for independent power producers will be discussed.

Although energy efficiency is widely accepted as the single largest cost-effective source of greenhouse gas emissions reductions, the financing of energy-efficiency projects and businesses is hampered by their small size and the distributed nature of the interventions.
