E- Gov Camps : progress Report Oct 2013


Introduction ASU was selected and awarded e-Governance campus status on 23 May 2013. We have established e-Governance Cell in the university in June 2013 where faculty and students are involved to visit, monitor and evaluate various services and facilities planned/ delivered to the community by the district administration. It is well recognized that use of Information and Communication Technologies (ICT) can significantly impact eGovernance for development of infrastructure and delivery of government services for daily life of citizens. Indeed, e- Governance can make district / state administration more efficient, effective, and responsive to benefit all. This report briefly outlines objectives and contributions of e Gov campus cell @ Apeejay Stya University, Gurgaon; Haryana Objectives of E Gov Campus: Building close interaction with civil administration and civil society by playing key role of an interface between district level administrators and community Participation of students in e Governance to monitor and evaluate various administrative initiatives/ schemes of district administration Create a culture of e- Governance in own University campus to make it Green , responsive and friendly to all stakeholders. Enhancing quality of education in Govt. schools in villages around. Connections between government and NGOs/citizens and strengthening accountability. Study Area: Hazipur, Gurgaon, Haryana Silani, Gurgaon, Haryana Dhatir, Palwal , Haryana Methodology to achieve objectives: a) Maximize role of ICT for e-Governance Efficient use of ICT to support workings of governance by collecting data by students , creating database , processing and communicating accurate and timely information across various organs of district administration . This involves physical

survey of available ICT resources at Government / government aided schools , Hospitals, village panchayts , police stations , primary health centres ( PHC) and recommend to district administration for improvement both in facilities and training of end users b) Connecting Citizens: Take such initiatives so as to deal with the relationship between government and citizens: either as voters/stakeholders from whom the public sector derives its legitimacy, or as customers who consume public services c) Awareness among citizens: Through visits and talking face-to-face to make them aware of their rights , entitlements giving them what government is supposed to do for them and what has been done so far. d) Listening to citizens: Visiting and seeking inputs from village Panchayats , Schools, , and compiling data as input to administration for timely decisions and actions. e) Improving public services: It relates to availability and utilization of services like Govt Hospitals, PHC,s , Consumer courts , Dist Courts , Police stations, Fire fighting Brigade, Health care etc, Action taken till 31 Sep 2013 . Following activities have been progressed: a) Letter was sent to all D.Cs/ District Information Officer of neighboring 5 Districts, suggesting them our capability / involvement and seeking suitable date for interaction by our team. These Districts included Gurgaon, Rewari, Jhajjar, Nuh and Palwal. We also plan to include Chakri Dadri. Response from DC/ADC has been low b) Mr. Manpreet Singh Sehgal and Ms. Mamta Dahiya both Asst. Prof. have been identified as IT professionals to interact with various District Information Officers and undertake small projects. They will also integrate IT and CSE students particularly 7th semester and 5th semester to collect field data of various Tehsil / Sub-Division within a district and help to develop data bank for Decision Supports System for the district administration.. c) The CVs of above two faculty members have been sent to Engineering Watch to plan for their training and guidance d) We are interacting with following district level officers: i) Mr. R.S.Sangwan, DIPOs Gurgaon, ii) Mr. Dalip singh, DIPO, Palwal e) Following villages in the neighborhood of ASU campus have been contacted to interface with village Sarpanch / Panchayat: i) ii) Silani, Dist Gurgaon Hazipur, Dist Gurgaon

iii) Dhatir, Dist Palwal iv) Police Station, Sohna f) Local Villages and Schools. We have identified three Government schools in nearby villages and observed the following during our interaction with them Govt. of Haryana has provided Desk Top computers and DG set for stand by power to promote computer education in senior/higher secondary schools. However, these are being used sparingly due to lack of staff and related issues such as UPS, stabilizers etc. We have contacted the Principals of 3 schools and suggested them take our help in training their staff in data entry, computer operation and using computer with internet facility for maximize advantage of ICT. We hope to encourage these 3 schools as a pilot project . Middle schools have not been provided computers and they need help from DEO / educational institutions. Adult Education - Efforts have been made to collect data of uneducated men and women and help them to learn basic reading and writing skills for better communication and awareness of the world around them We are pursuing with the District Administration to improve our interface with their DIPO so that we could propose alternate means using ICT for better administration and delivery of govt. services. We have visited two PHCs to gather data and help Dist. Administration in the various initiatives related to health and hygiene. In the selected villages we find that BDO,s have tied up with Panchtats and periodically send hired motivators to visit house to house and council women on health issues g) e Gov in Apeejay Stya University Teaching Learning process. By using web based open source technology MOODLE , teaching learning has been made easier , assessable and effective Event Scheduling. Computer based system is used for allocation of class rooms , tutorial rooms, Labs, Workshops and support facilities for optimal utilization Web based facilities like Skype for web seminars / expert lecture are used Administration. Students are involved in day to day administration using ICT for management of Library , Hostels , Electric and water supplies and transport system Plan Ahead a) We need immediate notification from Engineering Watch to DC/ ADC of Gurgaon, Palwal , Rewari, Jajjar as who is to interact with them and they should be open to seek our assistance. At present, there is hesitation and we

are not getting good response from Top .Consequently we have started bottom up approach of going to villages and rural schools b) We look forward assistance from Engineering Watch for training of our faculty and students to progress further.
