Again, Naomi, the discussion appropriately focused on results/outcomes and the consequences with regard to impact on students. In that context, year over year change is a factor but in no way speaks to impact on students. It simply speaks to change from the previous way of doing things, and that, i understood, you and Cathy wished to change. For example, it is not important how much the finance budget is changing from last year -- it is only important to think about what will be the impact on the students/system of what I am able to do with the allocation i have in the coming year. I believe that in trying to find a way to manage through these cuts that all superintendent's took that view. Basically, we are all having to find different ways of doing things to maximize the value of the dollars we have allocated to us. In this kind of environment, how much we had last year to do the job the way we used to do it, is a losing argument.

Naomi. The RAM distribution is exactly consistent with the Superintendent's decisions with regard to the distribution. As you may recall, the plan was to keep K-3 whole and raise the class sizes in the higher grades with the most impact on high schools because they were currently at a level that was below standard class sizes. As I recall, you and Cathy spoke for at least 30 minutes to the fact that this could be tied to the objectives of high school flexibility and you mentioned that for high school, given the new direction, class sizes were not an appropriate indicator and that this force to "larger class sizes" fit in with the direction being contemplated by the new direction and high school flexibility initiative and the lower number of hours that high school teachers currently are required to provide. There was much discussion about changing the way high schools delivered and that this could be the catalyst. Several iterations of how the RAM would be allocated amongst grade divisions was presented to Sups Team-- the final basically indicating that, given maintenance of the K-3 class size and their needed allocations, high school class size would have to go up substantially-- but still not far off the provincial standard. This means their RAM goes down from the average 2%. It was clear that to maintain K-3 class size, that division would need to receive a greater percentage of the RAM -- offset by the allocations being received by other divisions. The discussion, appropriately, focused on outcome, not decrease from prior year. In drafting the communication that accompanies the RAM, i believe that staff communicated with David with specific regard to the fact that high schools may be experiencing a decrease from last year and how to handle that communication.
