Disclaimer The information contained in this Expression of interest ("EOI") document provided to the Bidder(s), by or on behalf of Mangalore City Corporation, Mangalore (hereinafter referred to as "ULB") or any of their employees or advisors, is provided to the Bidder(s) on the terms and conditions set out in this EOI document and all other terms and conditions subject to which such information is provided. This bid document is intended to provide general description of quality envisaged for executing the work. The work shall be executed in accordance with the best practices and to the complete satisfaction of the Mangalore City Corporation. The purpose of this EOI document is to provide the Bidder(s) with information to assist in the formulation of their Proposals. This EOI document does not purport to contain all the information each Bidder may require. This EOI document may not be appropriate for all persons, and it is not possible for ULB, their employees or advisors to consider the business/investment objectives, financial situation and particular needs of each Bidder who reads or uses this EOI document. Each Bidder should conduct his/their own investigations and analysis and should check the accuracy, reliability and completeness of the information in this EOI document and where necessary obtain independent advice from appropriate sources. ULB, their employees and advisors make no representation or warranty and shall incur no liability under any law, statute, rules or regulations as to the accuracy, reliability or completeness of the EOI document. The information given in this document is in good faith and meant to serve as a guide to the BIDDER. It is, therefore, imperative for the BIDDER to obtain and examine for himself all the data, information and particulars required for the satisfactory execution of the work under this enquiry. The submission of a BID by BIDDER implies that he has fully read the specifications, conditions of EOI etc., and has made himself aware of the scope and the specifications of the work to be performed, local conditions and other features that have a bearing on the cost and time of execution of the work. ULB may, in their absolute discretion, but without being under any obligation to do so, update, amend or supplement the information set out in this document. The Corporation shall not therefore, after acceptance of the BID, pay any extra charge for any reasons whatsoever. ULB may, in their absolute discretion, but without being under any obligation to do so, update, amend or supplement the information in this EOI document

Definitions of Terms In formulating the conditions and the annexed specifications in this Expression of interest, the following words shall have the meanings herein assigned to them unless there is something in the subject or context inconsistent with such construction. 1. 2. 3. 4. Corporation / MCC/ ULB mean Mangalore City Corporation, Mangalore. The Department means Revenue Department, Mangalore City Corporation, Mangalore. EOI means Expression of Interest The Contractor or Bidder shall mean the Individual / Firm / Group of Individuals / Bidder / Consortium / Bidder whose Bid has been accepted by the Corporation and shall include the legal representatives / Legal heirs, and Nominees. Property Tax means Tax collected by MCC from the property owners within MCC Limits The Contract shall mean and include the General Conditions, Specifications, Schedules, Drawings, Form, the Bid, Covering letter, Schedule of Prices, Packages or the Final Conditions or any special conditions applying to the particular contract specification and drawing and the final agreement to the entered into under the general conditions. The Specification shall mean the qualitative and / or quantitative description of performance standards of the machinery, equipment, works etc., Month means calendar month. Written shall include any manuscript or typewritten or printed statement, under or over signature and seal as the case may be. The Inspecting Authority shall mean the Corporation or the Commissioner for the time being or such other person as may be duly authorized by him to act as an Inspecting Authority for the purpose of the contract. Approval shall mean the written approval of the Commissioner / Department / Corporation. Family shall mean Husband wife and minor children. Ownership shall mean, having registered ownership of any article by any member of family in case individuals and by any member nominated by the firm in case of firms. The Mangalore City Corporation, Mangalore invites Expression of Interest (EOI) from individuals / registered firms / agencies registered partnership firms, NGOs, public limited companies for Property Tax Collection Software development. The Blank expression for interest (EOI) containing the detailed specifications and the Technical requirements/ terms and conditions may downloaded from www.eproc.karnataka.gov.in website. Expression of interest is invited from bonafide, experienced contractors meeting the pre-qualifying requirements stated below for the following works

Qualifications of Intending Bidders : 1. The bidder or the firm on whose behalf the bid is submitted must have successfully completed any online web application software development works during the last 1 year ending last day of month previous to the one in which applications are invited. 2. Financial Criteria - the average annual turnover of the bidder should be at least Rs. 5 lakhs during the last two year. Background The city of Mangalore City Corporation is having an area of about 132.64 square km. and a population of 4,19,306 as per 2001 population census. The city is divided into 60 corporator wards. Mangalore City Corporation intends to make Trade license online with improved software.

1.1 Details of the Project Mangalore City Corporation as per the Official record does have 190642 Properties. MCC wants to develop an end to end user friendly Software that supports online payment. The software shall also have an option to incorporate manual payment with supporting software to track such actual payments in banks. The software shall allow online report entry by officials. The prospective bidder may access and analyze the existing datas at their own cost before submitting the proposal. 2. Basic requirement of the Software a. Software should be Online web-application based software b. Automatic status search with a Property ID, highlighting payment status, outstandings, previous occupancy etc., c. Provision for automatic Notice generation , d. Date Tracking mechanism right from submission of application, Property tax payment, time taken by each official in processing the file, etc.. The Software should provide date capping in line with time frame fixed by Commissioner,MCC: deviation at any level be highlighted and keep track of such offence at each official level. e. Maintain available database of even the Properties which are under dispute and cases are pending in Judiciary court. f. Provision for Online application submission and support document uploading, online payment, online reporting by officials about approval/disapproval with necessary tools to avoid manipulation, intimation for additional document requirement and online submission of the same, etc g. Multi Language Support with Uni-code support h. Able to generate field-wise data summary, Area/Corporator wise data report at any point of time i. Able to generate reports on number of new Door number issued, no of Properties renewed, no of Property Tax pending, No of door numbers cancelled, No of properties cancelled and reported vacant, bi-furcation based on residential & Commercial door number(with inspecting authorities remarks), Number of Temporary door no issued u/s 112C(with inspecting authorities remarks), Notices issued for each property, etc., j. Provision for online application status check by the applicant by providing unique applicant ID. k. Able to generate the license fee demand and collection at any point of time l. Ready for modification and upgrades periodically. m. Should be Centralised database server.

Details to be provided by the Bidders / Proposal Requirement: Technical Specifications: Type used as front end, type of server, type of data-base. Application Software Features Suggestions about modality of contract- server placement, requirement of control room set-up, project viability in terms of payment modality i.e lumpsum payment with monthly maintenance charges or per transaction charges. Tools in terms of digital signature of login/password for officials online report entry. Other Suggestions/ requirements if any, the bidder feels as required for the better implementation of the plant shall be specified with quantification while submitting the EOI document bid and shall be open for discussion at later stages, if the bidder qualifies for the second stage bid.

The successful bidders of First Stage Tenders will only be eligible for Second Stage EOI Tender. Such First stage successful bidders will be required to give a presentation on their technology on such date and time as intimated by MCC. MCC may also ask for the bidders to give presentation before finalizing the First Stage EOI. The bidders might be required to submit their ongoing online web-based application software project website URL, with User ID & Password upon intimation from MCC

5.2 The specifications and data provided in this document is to give a picture about this project. These data might be changed if MCC considers to be in the best interest of the MCC after hearing technical input from the successful bidders.

ANNEXURE-6 Details of Experience The Bidder should furnish the details of eligible experience as set out below: A. Qualification Criteria The Bidder must satisfy the following Qualification Criteria for experience in order to qualify for the Project. i. The bidder or the firm on whose behalf the bid is submitted must have successfully completed any online web application software development works during the last 1 year ending last day of month previous to the one in which applications are invited. Financial Capability: the average annual turnover of the bidder should be at least Rs. Five lakhs during the last two years. Details of Experience The Bidder should furnish the details of eligible experience as set out below: Sl.
