Sub: Construction of 220 KV DC Line from Pothencode to Kattakkada Poor progress of line work by M/s UTKAL GALVANIZERS - Higher level discussion for completion of the project- Reg The subject work is not progressing as per the latest schedule accepted during the review meeting held in the chamber of Member (Transmission & System Operation ) on 11.07.2013. Based on the commitments made by the firm, the time of completion of the work was extended up to 31.10.2013. But considerable progress was not achieved till date. The present status of the work against the schedule submitted by the firm as follows. The progress of the work is very poor and the firm is not putting the required effort in completion of this project. Now no work is progressing in the site. The work was stopped by the firm from 13.09.2013. This office has taken several follow up action to resume the work , but the company is not responding in positive manner. The progress for the supply of materials is very poor and the firm has to supply balance materials about 17cores. For the last one year the firm has supplied only 25% hardware materials worth 55 lakhs . As you are aware the supply of materials takes a lot of time as it requires maximum lead time. The company given several commitments for the supply of materials during the review meetings held in higher levels and it was not fulfilled. If the firm did not take any positive steps in supply of materials then it is very difficult to complete the project as targeted . Moreover the stinging 28 Km line with double moose conductor is also a time consuming work in this terrain. It is understood that the firm has not even finalized the labour gang for stringing. Considering all the above aspects, it is very difficult to fix the exact target date of completion of this line work.

The construction of 220 Kv substation at kattakkada was almost completed by investing about 40 crores. This investment is idle now. This can be utilized only if the line work is completed. As we have already availed REC loan for the project, the poor progress of this work may effect the release of balance portion of the loan by REC.

As you are aware the line work was awarded to M/s UTKAL GALVANIZERS during 2009 and now about 4 years has completed. But considerable progress was achieved only in the construction of foundation . There were several court cases before Hon. High Court and Hon.Supreme Court , which contribute the delay for this work to

some extent. Now all the court cases were disposed in favor of KSEB and it is the right time to complete the project at the earliest. It may also be noted that , further delay in completion of the work may cause right of way issues again during the construction works

Hence I request that necessary steps may be taken to invite kind attention of the above points to higher levels so as to take appropriate decisions for completion of

this project at the earliest.
