Inform yourself about the procedure for founding a new official political party in your province, department or state, and form such a party, which will present itself in the largest possible number of electoral districts in the next election.

Decision-making power is thus not concentrated in a single individual capable of abusing the trust of those who elected him or her. This greatly limits government corruption. But above all, citizens preserve their direct right to sovereignty in matters of governance. The will of the group replaces the will of the elected member, for the greater common good.

Peoples Council

Here are some elements of solutions to free humanity from the chains of the globalist oligarchy. The vision presented here is based on the following thesis: in any political system, if there is only a tiny chance of tyranny gaining a foothold, we can be assured that eventually, it will do so. The objective is to harness human intelligence and creativity to establish new political groundworks that will eliminate this dangerous possibility forever.
What follows is a broad outline of a peaceful, revolutionary vision, which seeks to utilize existing government structures to UPGRADE democracies into political models where individuals with sovereignty over themselves will be the true masters of government. This is a worldwide project of cooperation, by the people and for the people, to co-create functional, transparent & unified political systems.
It is to be hoped that this vision will speak to the hearts of revolutionaries, inspiring them to band together and act to bring to fruition at least one of the many potential variants of the Individual Sovereignty Movement.
May the creativity of sovereign humans be engaged to ensure for humanity a future as great as its creative potential. The responsibility is ours - let us shoulder it.
You are kindly asked to follow the development of these ideas point by point. The Individual Sovereignty Movement does not propose the application of the OPEN REFLECTIONS placed here and there in the text; they are given purely as inspirations. Summary

If the party is elected, the power will automatically be in the hands of the voters, and there will be no need to place trust in any politician. The people will thus have voted for a vision of the future proposed by a political party directed by the people themselves.

For legal purposes, natural persons will need to register as representatives of the political party. However, they will all have signed official contracts agreeing to cede all of the decision-making powers usually granted to an elected member. Their official job will be limited to expressing the will of the people, as indicated by the partys Web platform, to the Legislative Assembly. At the limit, this interface function could be assigned to a simple computer screen. Discussions and debates will take place within the party via the Web platform.

Promote decentralization of decision-making power. Promote economic efficiency of the executive powers. Promote individual and collective self-sufficiency. Promote individual and collective independance. Free humanity from the toil needed for survival. Improve human and environmental conditions generally. Harmonize human activities with the natural evolution of the biosphere. Respect Life and the interest of the greater whole. Promote and respect citizens fundamental rights, including freedom of being and the right to individual sovereignty. Promote a higher level of happiness in the population, which is an index of the systems functionality.

The Peoples Council will be responsible for analyzing proposed bills and assigning them a constitutionality rating, indicating their compatibility with the Golden Rules, before voters can vote on them. This rating will determine the percentage of yes votes required for a decision to become moraly legitimate (see capsule 3.1.3). This crucial and highly sensitive task will need to be done by sound means that strictly preclude the intrusion of any misanthropic tendencies. Open Reflections on the Operation of the Peoples Council Any citizen of voting age may stand as a candidate for the Peoples Council. This council has no membership limit, but a few hundred members will suffice to legitimately represent the popular ethic. Great intellectuals and those who embody great wisdom will be invited to be members of the Council. Each candidate must have at least 20 sealed references testifying to his or her good will and wisdom. On the Web platform, there will be a space that lists all members of the Peoples Council. It will be possible to access the history of their contributions and all comments they have posted on the platform. Platform users will also be able to rate their approval for a Council members overall judgment (councillors popular approval rating). For any bill, it will be possible to see the constitutionality rating assigned by each councillor. If the people become indignant about the judgment of a member of the Peoples Council, the popular approval rating in itself will indicate that fact. If the rating falls below a minimum value, the councillor will have to resign from office. Assignment of a constitutionality rating to a new proposed bill should not take more than 48 hours.

A Web Space Devoted to Internal Party Affairs

The voters will exercise their power via an open-source Web platform, entirely transparent. Citizens will be able to express their sovereignty, by a means similar to a referendum, on every bill proposed. A true democracy, at last.

The partys vision will be determined by its founders, who will formulate a series of rules of procedure, similar to a constitution, but which will serve solely as guidelines. These rules will reveal the evolutionary tendencies of the community, preferably towards building a future that reflects the grandeur of human potential. The elements of this new constitution could be named Golden Rules. A new paradigm imposes itself if we wish to ensure ourself a future in dignity. The future is in our hands. Where are we heading now?

Proposal of bills and projects by citizens. Each new proposal will be assessed by the Peoples Council, which will assign it a constitutionality rating (see capsules 3.1.2 and 3.1.3). This will give an indication of whether proposals are constitutional or not (degree of compatibility with the Golden Rules). Platform users will be able to influence the order of priority of proposals by indicating their approval or disapproval , and adding a brief comment. Only proposals that reach the top of the chart will be officially presented at the Legislative Assembly. This chart will consider the priority level reached and the time spent at each level. A specialized cabinet will formulate the proposals officially. The same cabinet will clearly present conflicts that arise within existing legislation and the necessary repeals. A Web space of the forum type will be devoted to each proposal. A public Web space will be devoted to the profile of each platform user, displaying a history of his or her contributions and their popularity indices. A Web space will be devoted to the structure and functioning of the platform. Upgrades can be proposed to improve the internal functions of the platform and the partys effectiveness. Bills proposed at the Legislative Assembly will be posted on the Web platform. They will also be presented by the media, who will be invited to discuss their implications, initiate public debates and promote citizen participation.

All citizens will be able to propose bills via the Web platform. Depending on popularity, bills may make their way up to the Legislative Assembly for a first reading.

Creation of a political party in which citizens can take part in all political activities via a fully transparent, opensource, interactive Web platform. Specific appeal to programmers to develop a Web system of this kind and publish the source code on the Net. Decision-making power would no longer be concentrated in the hands of corruptible individuals, the very individuals we must now trust to represent public interests, without even consulting us. The people would be in a position to contribute directly to political affairs, both by proposing bills and voting for those presented in the Legislative Assembly. This would not be a single political platform, but a dynamic, interactive multi-platform where each persons creativity would contribute to the edification of an ever more functional system. A constitution drafted by the founders of the party would testify to the values driving the evolution of social and political affairs. The Individual Sovereignty Movement does not promote any specific ideology (see capsule 7.1). It nonetheless opens the door to a collective ideological consensus. The objective is to produce a sustainable, functional system. (Open reflection: the index of a systems functionality must be linked to the level of happiness and satisfaction felt by the population.) Finally, and above all, the Movement is about ensuring lasting protection for fundamental rights, including the right to individual sovereignty where governance is concerned.

Open invitation to human ingenuity and creativity via the Web platform. Objectives: resolve dysfunctions and improve human and environmental conditions, while following the Golden Rules (see capsule 2.3.1).

The partys Web platform will be the main activity centre, where people can observe ongoing activities and participate under their real identities. Access to the platform will be secured via personal information such as social insurance number and drivers licence number. Individuals will vote principally for proposals that interest and concern them. Voters will have access to all motions tabled at the Legislative Assembly and will be able to vote any time before the predetermined deadline. All voting will be transparent and visible, making fraudulent results impossible. Voters will also have access to voting section by telephone. They will be able to vote and propose upgrades to the partys platform, which will be constantly evolving. Voters will be able to propose bills, submitting them to their peers for assessment.

Progressive transformation of the government and the system to reflect their true masters: the people. Subsequently, it is up to the people to define itself, by acting directly upon the foundations of the system.

Strive towards a system in harmony with the laws of Nature and the Universe. Towards that which generates Life, towards negentropy. Towards greater functionality. The time for ideological battles is past. What is important is for Life to work with Life itself. A blend of ideologies is a fertile concoction from which emerge solutions to solve the problems now facing humankind. Hope lies in the true expression of Freedom and in a trust in basic common sense. When a human or humankind is seen as incapable of self-governance, this invites controlling factions to limit Life to an austere, coercive power struggle. Ultimately, what it comes down to is to be in control or to be controlled.

Here, citizens will be able to vote on all official ongoing bills and also on those which may eventually be officially presented at the Legislative Assembly. A countdown will indicate how much time remains for voting. Citizens will be able to change their votes until voting closes. For each bill presented by the party, there will be also be an indicator of the percentage of yes votes needed, based on the constitutionality rating (see capsule 3.1.3). For opposition bills, the indicator of yes votes needed will at first be purely informative, testifying to the legitimacy of opposition bills. The vote count will be visible in real time, with the identities and votes of all contributors. When voting, people will also be able to leave brief comments (a few lines) that will be visible by all.

Expansion, merging and adaptation of the revolutionary movement at all levels of government, to include all electoral districts of a province, all provinces of a country, all countries of a continent, all countries of the world. Alterglobalization will come through Individual Sovereignty and the freedom of all peoples. United and free we are. Let us govern ourselves accordingly.

Regional: Regional food self-sufficiency; free, highly nourishing, local, organic food; instrumentation of community multifunctional factories; free, decent housing; etc. Provincial: Assessment and upgrading of executive powers; assessment of the financial efficiency of privatized organizations; development of free, universally accessible, high-performance communication networks; development of holistic and preventive medicine; etc. National: Zero-pollution transportation; detoxification of industrial foods; encyclopedic mainframe; central headquarters for research and innovation; etc. Worldwide: Free energy; matter transmutation technologies; exact molecular duplication technologies; gravitational technologies; consciousness studies; Prana studies; etc.

Open Reflections on Levels of Government

There could be, eventually, several government levels, to better address and respond to social projects, including research and development. Regional, provincial, national and worldwide Each having at its disposal appropriate means and resources corresponding to its level.

Any platform user will be able to create series of logically connected bills and propose them as a package to the Peoples Council. Other users of the site would then be able to vote in advance, not only for a single bill, but for a series of bills. The first bill must pass for the second to be officially presented. RSS feeds could be used to notify all users who voted in advance of any modification made to the original proposal, which would automatically cancel all advance votes. The user who proposed the package of bills could provide detailed explanations on his or her profile and generate forum discussions. The citizens could thus actively participate in an intelligent redirection of social evolution.

Every civilization has the government that is its due, in accordance with the Principle of Cause and Effect. The affairs of the group are the cumulative result of the affairs of individuals. You have the power to change the World and you are changing it at every moment. Shoulder that responsibility that is yours. Do not underestimate the impact of any action, however tiny. It only takes one step to start a movement. Master yourself, because if you do not, something else will, and in the end it will not serve you. Transform your reactive, conditioned and compulsive behaviours into intentional acts. Find yourself again. Get to know yourself. This will naturally lead you to recognize the majestic power hidden within you. Recognizing this innate strength will give you confidence and esteem. Then, nothing will stop you. This great power also conceals a great responsibility. The World is literally dying while it waits for you to embrace it in all its integrity. Every experience you have is an opportunity to express yourself, to affirm yourself, living up to the finest image you can have of yourself. You are a master becoming, in the making of your own Life experiences. At every moment, affirm yourself with self-honesty and total integrity. Otherwise, you really cant complain, because you are solely responsible for missing an opportunity to be yourself. In this lies the cause of your discomfort. Intuition will be your guide in times of doubt. Listen to your heart and honour it, for it cradles the Truth. Beware of ideas you have about how you should feel. They are merely mental constructs. You must choose the truth, that is yours alone, and become its living expression. Stand by this choice with all your Will. Know that the expression of your will is limited in quality and quantity. Therefore, rest well and boost your bodys vitality, because your evolutionary path is taxing. You must express your own will skilfully to keep from being abused, so train yourself by keeping close watch on your attitude and strive to ennoble your character. Life will take care of giving you opportunities to evolve and affirm yourself, by sending you challenges as great as you are. You have the power to transcend them all. This power is activated in proportion to your self-esteem. Use it wisely, because what you reap weighs more than what you sow.

A person who is genuinely motivated by his or her work is an efficient, dedicated and happy worker. First and foremost, work should meet the blossoming needs of the individual and the community. Access to employment should not be restricted on the basis of education or experience. Offer positions based on applicants work skills. Promote occupational learning through work, with or without the help of mentors. Encourage work directed toward improving the system by increasing its functionality, towards problem-solving. Do not honour work for works sake. Direct efforts intelligently toward causes and preventive systems.

For occupations: Provide brief advanced education programs concomitantly with career advancement. For youth: Give priority to self-learning approaches tailored to each persons personal interests. Group students by discipline, based on the level reached, without concern for age or time spent at a level. Promote the blossoming of each students unique talents and skills. Do not standardize learning. Never impose authority without respecting students fundamental freedoms. Encourage the study of the philosophy of progress at school.

The humankind of Earth must have an official organ to represent it at the Worldwide level. This organization must genuinely reflect the will of the human population, as proposed by the Individual Sovereignty Movement. This organ must officially put into effect a Declaration of Human Sovereignty, as presented by the New Knowledge Library in 2006. Above all, Earth must not be an exploited colony and must prohibit all forms of interference not in conformity with the Declaration of Human Sovereignty, effective immediately. Humanity on Earth must demonstrate its ability and embrace its responsibility to be the sole legitimate steward of its Biosphere.

Each region should be self-sufficient in terms of resources and adjust human activity accordingly. Some limited portion of the territory should be reserved for the human stewardship, for the purposes of controlled resource exploitation. Harvest only what humankind has generated through its own stewardship (except in the case of minerals). Allow the other areas (at least 60% of ecosystems) to evolve in their natural state, without further resource exploitation. Grant any interested family a plot of land, in perpetuity and free of taxes, unless they fail to meet pre-established standards for responsible management.

Encourage the creation of a closed economic system whose money supply is established on a per capita basis, with individual acquisition limits (to prevent excessive impoverishment of the lower classes, ensure currency circulation and eliminate inflation). Allow union in corporation to raise the acquisition limit. Redirect all funds in excess of said limit to taxes (20%) and charitable donations (80%). Encourage market cooperation rather than competition. Generate a balanced, public computer system that traces every existing dollar, and that is transparent to notaries and investigations. Prohibit loans with interest. Pay fixed fees for banking services.

Concentrate expenditures judiciously on projects that advance the human condition and increase the index of the systems functionality. Invest in technologies and innovations to free humankind from work and unnecessary toil. Strive towards meeting the primary basic needs (housing, food and education) of the entire population in a worthy manner. Restrict military spending exclusively to the defence and protection of the countrys sovereignty, on homeland or allies territories only. Consider the benefit and interests of future generations (major projects, research and development, etc.). Foster the sustainable production of wealth.

Recognize that natural systems extend well beyond the physical realm and that an understanding of the mechanisms governing these subtle, intangible worlds would greatly broadens our perception of what Life is. Recognize the evolution of consciousness, with its suitable paradigm for each stage. Change is naturally necessary to move forward. Tuning of the Self and the Community with natural productive systems is the natural direction of evolution. Groups behave like individuals. Social phenomena, like symptoms, indicate the health of the system. Degeneration is not a sign of health. Increasing functionality is.
