Preface
In recent years Quantity Surveying has become a well recognised and increasingly important profession in the construction industry in the Philippines. With Bills of Quantities being used more extensively for tender documentation it has become necessary to produce a local Standard Method of Measurement with the following aims in mind:(a) To produce a method of measurement which is based on local construction techniques and using local terminology (b) To produce a method of measurement based on local estimating methods (c) To produce a method of measurement which is consistent and easy to understand One of the means of achieving these aims was to produce this method of measurement based on the 16 division format used in North America for specifications and other project information. This is published in various forms by several U.S. and Canadian Organisations and has been widely adopted for use on projects in the Philippines. This method of measurement is based on the version published as "Masterformat, Master List of Titles and Numbers for the Construction Industry" produced by the Construction Specifications Institute (Canada) and Construction Specifications Canada. This will make a move towards greater uniformity in the production of information on construction projects making it more clear and easily understood by everyone involved. Prior to the introduction of this Standard Method of Measurement for the Philippines (PSMM), methods of measurement from other countries have been used which have not achieved the criteria above. With the launch of PSMM we hope that estimators will be able to price tenders accurately and with confidence and the administration of contracts will become easier. The PSMM was first published in March 1997. This second edition has incorporated comments and suggestion made to the first edition and also incorporates new sections for MEP works. In an effort to continuously improve this PSMM we welcome comments and suggestion from clients, consultants, contractors and interested bodies. This PSMM is produced exclusively for use by Davis Langdon & Seah and expressed written permission should be obtained from us should any third party wish to make use of it.

General Principles
1. Introduction
1.1 This Standard Method of Measurement provides a uniform basis for measuring building works and embodies the essentials of good practice. Bills of Quantities shall fully describe and accurately represent the quantity and quality of the works to be carried out. More detailed information than is required by these rules shall be given where necessary in order to define the nature and extent of the required work. 1.2 The rules apply to measurement of proposed work and executed work. 1.3 Work is held to be carried out in accordance with the relevant Specification Clauses and drawings as though they were fully set out in the bills of quantities.
Classification tables
2.2 The classification table is split into four columns. Each item description shall identify the work with respect to one descriptive feature drawn from each of the first three columns in the classification table and as many of the descriptive features in the fourth column as are applicable to the item. 2.3 The lists in each column is not intended to be exhaustive. 2.4 Within the classification table, where a broken line is shown, the rules given above and below the broken line may be used as alternatives.
Supplementary rules
2.5 Within the supplementary rules everything above the bold horizontal line, which is immediately below the classification table heading, is applicable throughout that table. 2.6 Measurement rules set out when work shall be measured and the method by which quantities shall be computed. 2.7 Definition rules define the extent and limits of the work represented by a word or expression used 2.8 Coverage rules draw attention to particular incidental work which are held to be included in items 2.9 Supplementary Information defines information which is to be given in descriptions in addition to that contained in the classification table.
3. Quantities
3.1 Work is measured net as fixed in position except where otherwise stated in a measurement rule applicable to the work. 3.2 Dimensions used in calculating quantities shall be taken to the nearest 10mm (i.e. 5mm and over shall be regarded as 10mm and less than 5mm shall be disregarded). 3.3 Quantities shall be given to the nearest whole unit except that any quantity less than one unit shall be given as one unit. 3.4 Unless otherwise stated, where minimum deductions for voids are dealt with in this document they shall refer only to openings, block-outs or wants which are within the boundaries of measured areas. Openings, block-outs or wants which are at the boundaries of measured areas shall always be the subject of deduction irrespectively of size. 3.5 The requirement to measure separate items for widths or girths not exceeding a stated limit shall not apply where these widths are caused by voids
Work in repairs should be given separately and described as "in repairs" or further described as necessary to convey the nature of the repair work 4.4 Dimensions are stated in descriptions generally in the sequence length, width, height. Where ambiguity could arise, the dimensions shall be identified. 4.5 Information required by the rules of this method of measurement may be given in documents separate from the bills of quantities (e.g. drawings or specification). To assist the estimator a precise and unique cross reference should be given in place of the information within the description of the item concerned. 4.6 Where information required by the rules of this method of measurement are not included in descriptions, that part of the work is held to be at the Contractor's discretion unless noted otherwise in drawings or specifications. 4.7 Additional information should be given in descriptions in respect of any particular requirements or restrictions on the method of carrying out the work which are not otherwise required by the rules of this method of measurement 4.8 Where the nature of base is required to be stated the following general terms may be used: (a) Timber which is held to include plywood, blockboard and all other manufactured building boards (b) Metal which is held to include any type of metal (c) Concrete which is held to include concrete unit masonry, cementitous toppings and cementitous plaster 4.9 Work is held to include for fixing through any types of finishes applied to the surface of the base including glass, stone, ceramic and any other vulnerable materials 4.10 The use of a hyphen between two dimensions signifies a range of dimensions exceeding the first dimension stated but not exceeding the second.
4. Descriptions
4.1 Where work is required to be described as curved it should further be described as applicable where the curve is in more than one plane such as domed work Curved work is held to include: (a) all junctions between straight and curved work (b) work which is flewing except as otherwise provided 4.2 Where sizes are required to be given in descriptions they may be given in ranges where appropriate 4.3

4.11 Unless otherwise specifically stated in the bills of quantities, the following shall be held to be included with all items: (a) Labor and all costs in connection therewith (b) Materials, goods and all costs in connection therewith (c) Assembling, hoisting, fitting and fixing materials and goods in position (d) Plant and all costs in connection therewith (e) Cutting (f) Waste and consumables (g) Design to the extent required by the specification and drawings (h) Establishment charges, overhead charges, profit, taxes and surtaxes 4.12 Where items are described as "fix only" the rates are held to include (a) to (h) above but excluding (b). The rate is also to allow for taking delivery on site, unloading, unpacking, returning packing and storing the materials and for all sundry materials for fixing such as adhesives, mortar for bedding, grouting materials, tying wire, bolts, nails, screws and ties and all consumables. 4.13 Work is held to include: (a) All temporary work as necessary and its subsequent removal including scaffolding, supports, protective screens and the like unless otherwise required by the rules (b) All permanent work as necessary in supports, fixings and the like which is not designed but required to carry out the items (c) Working in confined spaces (d) Giving all necessary notices to government department and utility companies (e) Obtaining all necessary licences and paying all fees and charges as necessary
7. Procedure where the drawn and specification information required by these rules is not available
7.1 Where work can be described and given in items in accordance with these rules but the quantity of work required cannot be accurately determined, an estimate of the quantity shall be given and identified as a provisional quantity. 7.2 Where work cannot be described and given in items in accordance with these rules it shall be given as a provisional sum. 7.3 Where provisional sums are given the Contractor will be deemed to have made due allowance in programming, planning and pricing preliminaries. 7.4 Where prime cost sums for the supply of materials are included in descriptions they are held to be the material cost delivered to street level of the site and the Contractor is to allow in the overall rate for waste on such materials and for all ancillary materials required for fixing such as mortar for bedding and jointing, adhesives, screws and other consumables. The prime cost will be expended at the discretion of the Project Manager and the adjustment to the overall rate will be the net difference between the prime cost sum stated in the description and the actual price paid per unit of measurement applied to the net quantity of the particular material as fixed in position.

9. Definitions
9.1 Where SMM rules describe work as "designed by the Structural Engineer" or "designed by the Mechanical Engineer" or "designed by the Electrical Engineer" it is defined as work which is fully designed and shown on plans and elevations in sufficient detail to measure the quantities and accurately describe the work 9.2 Where SMM rules describe "labors" they are defined as work in cutting, bending, drilling, shaping and the like 9.3 The term measured separately in an item description is a convention meaning not to be priced here 9.4 The term by Others shall mean works to be carried out by contractors (either the main contractor or other nominated sub-contractor or statutory authorities 9.5 The term equal and approved equivalent shall mean materials or equipment equal or better in quality/performance criteria to that stated in the specification and/or bidding drawings and subject to the approval of the Architect/Design Consultants 9.6 The term extra, extra for or extra over for preceding any item description shall mean additional item over and above what is already provided. It is deemed to exclude the price of item for which the extra item will replace.
