1. Scope
This specification describes the minimum requirements for the design, installation, inspection
and testing of Water Mist (WM) Systems to be installed on COMPA NY facilities.
This specification can be applied for both of onshore and offshore facilities.

7. Installation Requirements
The system shall be a single system that shall protect a number of areas w ith the
w ater directed to the selected area. VENDOR shall advise on any limitations of
distance or application w hich make such a zoned system impractical.

The system should normally comprise of a w ater storage vessel w hich w ould be
pressurized on actuation from a high-pressure gas cylinder w ith a pressure
regulation system, pressure alarm system and distribution piping.
The system actuation and discharge would be controlled via actuated valves w hich
w ould control the vessel pressurization and w ater discharge.
Where dual fluid (w ater/ air) nozzles are used, valves w ould also control the
discharge of both fluids. The timing and sequencing of the discharge w ould be
controlled by an electrical or pneumatic logic and timer system.
VENDOR should provide detailed piping design, skid installation design and nozzle
positioning and the necessary technical support to allow CONTRA CTOR to design
and commission the system effectively.
Storage containers (gas and w ater) shall be installed, mounted and braced
according to the manufacturers listing.
The skid shall be of fabricated Carbon Steel grade
The skid frame shall be painted as per PHEONWJ-F-PRC-0007, Site Technical
Practices (STP) for Painting on Metal Surfaces
The package shall be suitable on below specified environment.
The package shall have label and identification
Vendor shall supply engraved, layered, plastic labels as follow :
- Skid tag no, w arning and maintenance instruction label.
- Instrument mounted of skid shall have permanently stamped 316 SS tag w ith
instrument tag no w ired to the instrument.
The skid shall be of fabricated Carbon Steel Grade A STM A -36 or equal and
complying w ith requirements of COMPA NY Specification.
Skid Base Plinth shall be a channel section. The low er toe of the channel shall be
w elded to the platform deck at the installed location by others.
The base Plinth shall have the top plated w ith minimum inch thick steel, to provide
a flat surface for the placement cylinders.
The skid top frame and uprights shall enclose the rear and sides of the skid, leaving
the front clear for access to cylinder and components.
Frame cross braces for rigidity and component mounting shall be suitably sized
A ngle section or Unistrut or equal.
A minimum of 2 lifting eyes shall be installed at the top of the skid frame, for lifting
purpose. A ll side frame and base members shall be sized to carry the dead load
(and safety loading factor) of the completely assembled skid, w hen lifted.
All
lifting/pad eyes shall be tested and certified by third party inspection company.
Skid Base/ Plinth and frame shall be of all w elded construction complying w ith
requirements of COMPA NY Specification.
The skid frame shall be painted Red (OSHA red or equal) to comply w ith painting
and surface preparation requirements of COMPA NY Specification.
The skid shall be clad w ith minimum 2mm 316 stainless steel plating secured w ith
316 stainless steel fastenings. This is to minimize corrosion of hosing etc.
A single vessel should normally be provided both to store sufficient w ater to fulfill the
design intent provide reserve supplies and allow pressurization during operation.

The vessel shall be made, tested, approved and equipped and marked according to
the requirement of COMPA NY specification PHEONWJ-M-SPE-0250 (or equal
COMPA NY specification) or A SME Section VIII.
The vessel should be designed and manufactured to give a minimum 20 years
lifetime w ithout deterioration requiring repair. It may either be manufactured in a
corrosion resistant material or coated internally and externally to give the required
w orking life.
The w ater discharge outlet should be arranged so that it did not pick up any deposits
from the bottom of the vessel.
The filling point should be designed to that it cannot be incorrectly closed such that it
is unable to w ithstand the operating pressure or could fail catastrophically
The filling cap should be of a type w hich cannot be removed manually w henever the
vessel is pressurized.
The pressure vessel pressure gauge should be located so that it is apparent to
anyone trying to open the cap that the vessel is pressurized
A sight glass or local level indicator shall be provided to continuously monitor the
level of w ater in the vessel during operation.
The system shall be pressurized either by one of the proprietary high pressure
rechargeable type nitrogen cylinders used on site, or a dedicated high pressure
cylinder w ith integral actuation valve.
If a proprietary cylinder is specified, it should not be included in the scope of supply.
How ever, there should be a dedicated location on the skid for the cylinder w ith
frontal access for ease of installation and removal. A fully rated flexible connector
and suitable fittings to match the cylinder valve outlet should be provided. The
regulator should not be mounted directly onto the cylinder but should be rigidly
mounted on the skid. Cylinder clamps should be provided.
Where a dedicated cylinder w ith integral actuating valve is provided, it should either
be rechargeable from breathing apparatus compressors or the site nitrogen supply.
The pressure rating and capacity w ill be dependent on the pressures w hich are
achievable from these sources.
The cylinders should be designed, manufactured, tested and certified to a
recognized pressure vessel or transportable gas container standard; w hichever is
most appropriate to the application.
The cylinders shall be mounted and supported in a rack.
The cylinder should be capable of pressurizing a 500-liter w ater tank and operating
the system after losing 15% of its initial charge.
More than one cylinder may be used in tandem w here appropriate. These may either
be both actuated or a master and slave arrangement.
The valve design and in service connections should be such as to minimize the
number of live joints and to minimize the rate of leakage from them. It should be
possible to re-close each cylinder after the system has been discharged w hile there
is still pressure in it.
The cylinder(s) should be located so that it (they) can be removed from the front of
the skid.
It (They) should be clamped in place and connected via fully rated flexible hoses.
If tw o or more cylinders are installed, each flexible hose shall be fitted w ith a fully
rated check valve at the manifold to prevent back-flow w hen a cylinder has been
removed.
The regulator should be capable of passing sufficient air or nitrogen to charge the
w ater vessel to its operating pressure w ithin 10 seconds of actuation of the

The over pressure protection system shall be installed at w ater storage and
compressed gas cylinder(s).
The requirement of pressure relief valve(s) shall be according to the NFPA 750.
The
Pressure sw itches shall be provided to allow signals to indicate that the system has
discharged into each of the protected areas. The sw itches shall have 2 A mp, 24 V
DC minimum rating and transmit dry contact signal. The control systems should not depend on the 24V DC actuation signals as the sole
source of pow er unless all actions requiring that pow er can be completed w ithin 30
seconds and the loads are w ithin the capacity of the actuating supply.
If the control system requires a power source, this should be clearly stated in
VENDORs proposal.
Junction boxes, electrical equipment and fittings should have a minimum rating of
IP44. Higher standards may be requested for outdoor skid locations.
7.8 Monitoring
No remote monitoring of the system is required other than the pressure sw itches to
provide indication of system discharge to each of the protected areas. Otherw ise, all
monitoring w ill be carried out locally.
Sight glass or level indicators should be provided for local indicating of the level in
the tank during operation.
Pressure gauge shall be provided at the pressurization cylinders to indicate the
pressure of contents.
A pressure gauge either integral w ith or immediately dow nstream of the regulator is
required to allow setting of the pressure and periodic monitoring of that setting.
A pressure gauge should be provided on the w ater vessel to give a clear indication
that it is pressurized, and the pressure w ithin it.
A ll circuits connected to the fire and gas panel shall be continuously monitored for
fault.

The system should be designed and installed so that the chance of there being
debris including biological grow th material accumulating in the system is minimized.
A ny filters should have sufficient surface area to contain w hatever debris may be
expected and still leave sufficient room for the full system discharge to pass through
w ithout significant pressure drop.
CONTRA CTOR shall provide Piping and fittings including pipe support.
The discharge piping shall be normally dry.
The piping and fittings should be corrosion resistant and designed to w ithstand both
the static and transient loadings associated w ith the system discharge.
The piping and fittings w ithin the protected areas shall be suitable for the normal
operating environment of the enclosures

and shall also be suitable for short-term fire exposure (2 minutes at 1000
C).
The piping design and installation shall address all of the points in sections 6 and 7
of this specification.
The piping shall be leak and integrity tested at 110% of the maximum design
pressure, w ith higher test pressures if higher transient loadings are anticipated.
Site w elding or other hot w ork shall not be used for assembly.
The piping system should be 316 SS material on the selected hazard area.
7.11 Nozzles
The nozzles shall be of a type w hich can provide the correct application rate, spray
pattern and droplet size to achieve the design intent w hen used in the arrangements
defined in the design for the protected space as outlined in section 6.
The nozzles may be of either a single or tw in fluid type and shall be effective and
rated for the maximum system pressure w hen subj ect to 2 minutes hydrocarbon fire
exposure, prior to discharge.
Specification or nozzles are as follow :
Orifice size to be determined by Vendor. Code for orifice size shall be stamped on
alternative spring loaded cap, to prevent the ingress to foreign matter particles to the
nozzles.
A clear and concise instruction label should be provided on the skid giving the
operating procedure for manual release of the system both as an initial discharge
and as a second discharge.
The relevant valves and actuators/ overrides should be clearly marked and
accessible.

8. System Design
Each system must be designed specifically to match the range of fire hazards, enclosure
dimensions, ventilation and combustion conditions.
VENDOR must demonstrate that they have carried out sufficient applicable fire testing and
have developed effective design parameters for the extinguishment of the range of fires and
conditions identified for each of the hazard areas.
The application type shall be suitable for the fire hazard w ithin the specified
enclosure any shall have proven effectiveness.

VENDOR should use application rates based on their ow n research and are
responsible for ensuring that they are effective and have a reasonable design safety
factors for the specified applications.

8.2 Nozzles
Nozzle testing design design below . type, spacing, flow rate and positioning should be based on representative
for the fires and conditions specified. These parameters should be based on
data derived from representative testing and should be clearly stated in the
dossier. They should be sized and located to meet the application parameters

8.2.1
Droplet Size
The droplet sizes of the nozzles should be stated in terms of either a
percentage by mass under a certain size, or a size distribution curve. The
volumetric fill applications, 70% by mass should be expected to be less than
200 micron.
Representative testing should be carried out to demonstrate that they match the
characteristics of those nozzles used in those fire tests w hich are relevant to the
design fire cases.
8.2.2 Spray Pattern
The spray pattern for each nozzle should be defined in terms of the follow ing
parameters:
a. discharge angle
b. effective range w hen mounted horizontally
c. vertical spray pattern (pattern diameter vs. distance from the nozzle)
d. horizontal spray pattern (pattern diameter vs. distance from the nozzle)
8.2.3 Numbers and Positioning
The design for each specific application should state the numbers of each type
of nozzle required and the position of the nozzles.
8.2.4 Flow rate and Pressure
The individual nozzle flow rate and pressure shall be sufficient to achieve the
design parameters.
8.3 Piping
The piping shall be designed and built to recognized standards capable of w ithstanding
the operating and environmental conditions. VENDOR shall carry out a hydraulic analysis to confirm the flow rates at each nozzle
meet the minimum requirement of the design and that excess flow s are minimized.
Data files or manual calculation shall be provided to COMPA NYs approval.
The system should alw ays give a timed discharge of predetermined duration (a
minimum of 30 seconds shall be expected). If the effectiveness of the system depends on other control actions such as the
shutdow n of equipment, ventilation, dampers and fuel supplies, then an appropriate
time delay shall be specified before discharge. COMPA NY shall agree this.
8.5 Capacity
The system shall store enough w ater, pressurizing gas, additives, and (if used) second
fluid for tw in fluid nozzles to fulfill its function. The quantity to fulfill the function is
defined as the total of:
The quantity required for a single or sequential discharge, as defined by the design.
A reserve quantity equal to the above.
Tw ice the quantity required charging the distribution piping.

9. Specific Requirement
Specific requirement below shall be applied for the compressor turbine package, generator
turbine package and/ or turbine package enclosure when WM system is applied.
CONTRA CTOR and/ or VENDOR shall fully understand the hazards and Fire Water system
shall design to meet them.
CONTRA CTOR shall ensure that all enclosure w ill be fitted w ith a forced ventilation
system.
CONTRA CTOR shall modify (if any) to ensure the ventilation w ithin enclosure shall be kept
operating and dampers open to allow venting to atmosphere at HIGH 60% LEL. A n ESD
should be initiated. On Detection of a fire, the ventilation system is stopped and dampers
closed for the WM to be discharged.
How ever, all specific requirements should be discussed to COMPA NY.
Contractor
The CONTRA CTOR and/ or VENDOR shall submit w orking plan to COMPA NYs approval
before any equipment is installed or remodeled.
Engineering shall include the follow ing as a minimum:

Hydraulic Calculations to determine Discharge Piping and Cylinder Header sizing

Produce purpose w ritten document for the system, providing system description, design
criteria, design calculations, system draw ings, schematic logic, cause and effect charts and
system operation
"A s Built" copies of all draw ings detailed in the preceding subsections.
Warranty and Guarantee certification for the complete system and individual components.
The installation w ork shall be according to the isometric draw ings and instruction.
Particular attention should be paid to the correct pipe sizing, nozzle positioning and
cleanliness.
The final system should be pressure tested.
Procedure for Commissioning and Test should be submitted for COMPA NY approval prior to
the w ork commencement.
The COMPA NY or COMPA NYS INSPECTOR shall attend commissioning of the entire
installation.
The CONTRA CTOR shall provide all necessary instrumentation, equipment, materials and
labor.
The CONTRA CTOR shall record all tests and system calibrations and a copy of these results
shall be retained on site in the System Log Book.
VENDOR should apply COMPA NY General Procurement Specification (or equal COMPA NY
specification).
In case, if it is noted in this specification, instruments or parts w hich can be damaged during
shipment, shall be packaged separately in the original manufactures boxes.
Each package shall be identified w ith purchase order number and content list in a
w eatherproof envelope.

14. Guarantee
VENDOR and/ or CONTRA CTOR shall guarantee w here the system or components in an
offshore or coastal environment against corrosion w hich w ould impair their structural strength
or operability for a period of 5 years.
A ll components should be guaranteed against functional failure for 2 years after
commissioning.
