INTEGERATION OF EXISITNG GMS SYSTEM AND EXPANSION OF 15 GAS MONTIORING SENSORS FOR NEW MOUNDED BULLETS IN THE INTEGERATED SYSTEM AT DEVANAGONTHI LPG BOTTLING PLANT

TENDER CONDITIONS FOR SAFETY


(A) Since the works have to be carried out in a petroleum storage and distribution establishment, the

contractors should ensure that day-to-day operations, safety & security of the location are not affected in any way on account of the work being carried out. In case of any damage to our properties due to the negligence on the part of the contractor or their workmen, the contractor shall be held responsible and damages, as assessed by the Corporation, would be recovered from the contractor .
(B) The contractors personnel shall enter the plant only after obtaining permission/permit in writing from

IOC failing which the contractor shall solely be responsible for any mishap. In this case gate pass for Contract workmen shall be issued by IOC after the contractor endorses the same.
(C) Suitable scaffolds should be provided for workmen for all works that cannot be safely done from the

ground or from solid construction except such short period work as can be done safely from ladders. When a ladder is used an extra mazdoor shall be engaged holding the ladder and if the ladder is used for carrying material as well, suitable footholds and handholds shall be provided on the ladder and shall be given an inclination not steeper than to 1 ( horizontal and 1 vertical).
(D) On commencement of work for changing/checking of lighting tower fixtures, appropriate care has to be

taken as in donning of safety helmets, safety shoes and other protective gear like hand gloves for checking light fittings have to be provided. Prior permission of the officer in charge shall be taken along with electrical work permit.
(E) Any electrical work involving energisation and de-energisation of whole or part of the electrical circuit

at PMCC or at any other area including motors at filing shed and Pump House and Light Fittings replacement, opening of Junction Boxes shall require de-energisation permit before commencement of work and re-energisation permit subsequent to the completion of work but before re-energisation of the circuit.
(F) Proper safety belts should be worn in case work is at a height. Belts/goggles and other personal safety

and protective equipments should be supplied by the contractor.


(G) Notwithstanding the clauses mentioned in (B) to (F) above, the contractor shall be solely responsible

for any accident to his employees and pay any compensation to them. Payable shall be made under the Workmens Compensation Act, 1923 and 1933 and amendments t hereto/for injuries caused to the workmen. The contractor shall be responsible for paying the expenses for providing medical treatment to any workmen who may suffer any bodily injury as a result of any accident. The contractor shall also be liable for all payments to his workmen employed for the performance or carrying out the said work and IOC shall in no event be liable for any payment.

(H) In event case in which by virtue of the provisions of Section 12, Sub-section (1) of the Workmens

Compensation Act 1923, IOC is obliged to pay compensation to a workmen employed by the contractors in execution of the works, IOC will recover from the contractor an amount of the compensation so paid, and without prejudice to the rights of IOC under sub-section (2) of Section 12 of the said Act, IOC shall be at liberty to recover such amount or any part thereof by deducting it from the SD or from any such due, by IOC to the contractors, whether under the contract or otherwise. IOC shall not be bound to contest any claim made against it under sub-section (1) of Section 12 of the said Act except on the written request of the contractors and upon their giving to the IOC full security for all cost for which the IOC might become liable in consequence of contesting such claim.
(I) IOC may require the contractor to dismiss or remove from the site of the work, any person or persons

in the contractors employment who, in the opinion of IOC, may be incompetent or misconduct themselves and the contractor shall forthwith comply with such instruction. IOC reserves the right not to assign any reason for such instruction given to the contractor.
(J) When hot works/ major electrical works are involved the following precautions have to be strictly

observed before commencing : (a) All hot work/major electrical works operations should be carried out under the supervision of our representative and also under the supervision of a responsible representative of the contractor and should be undertaken only after issue of hot work/electrical work permit by IOCL on a day-to-day basis. (b) It should also be ensured that surrounding area is free from oil rags, oil spillage and other sources of ignition and the area cleaned and sprinkled with sand or dry earth. It should also be ensured that metallic trays filled with DCP powder are kept for collecting the welding arc/hot metal cutting. The PMCC contract workmen are responsible for safe connection and disconnection of welding machines used by other contract workmen and such connection only shall be made at the behest and order of the IOC site in-charge. The flameproof sockets wherever provided are to be used for such connections and wherever not provided the same connections are to be made through Junction Boxes in a tight and safe manner. (c) It should be ensured that no workman carries match boxes or any other source of ignition with them while entering the premises or inside the premises. (d) In addition to the above, the contractor should take all necessary safety precautions to ensure that all works related to the testing are carried out in a safe manner. Chief Plant Manager I/We confirm that I/We have gone through the above-mentioned terms and conditions, which form part of the contract and agree to abide by them in toto and I/We have submitted the quotation after fully understanding and accepting the above.
