Traditions of Navratri

The word Navaratri literally means nine nights in Sanskrit, nava meaning nine and ratri meaning nights. During these nine nights and ten days, nine forms of Shakti/Devi are worshiped. The tenth day is com-

Significance

monly referred to asVijayadashami or "Dussehra." Navratri is a very important and major festival in the western states of Gujarat, Maharashtra, and Karnataka during which the traditional dance of Gujarat called

"Garba" is widely performed. This festival is celebrated with great zeal in North India as well, including Bihar, West Bengal, Madhya Pradesh, Odisha and the northern state of Punjab.

Navaratri is celebrated five times a year. They are Vasanta Navaratri, Ashadha Navaratri, the Sharad Navaratri, and the Paush/Magha Navaratri. Of these, the Sharad Navaratri of the month of Puratashi and the Vasanta Navaratri of the Vasanta kala are the most important. Gupt Navaratri: Gupta Navaratri, also referred as Ashadha or Gayatri or Shakambhari Navaratri, is nine days dedicated to the nine forms of Shakti (Mother Goddess) in the month of Ashadha (JuneJuly). Gupta Navaratri is observed during the Ashadha Shukla Paksha (waxing phase of moon). Sharad Navaratri: This is the most important of the Navaratris. It is simply called Maha Navaratri (the Great Navratri) and is celebrated in the

'pratipada' (first day) of the bright fortnight of the lunar month of Ashvina. Also known as Sharad Navaratri, as it is celebrated during Sharad (beginning of winter, SeptemberOctober). Paush Navaratri: Paush Navaratri is nine days dedicated to the nine forms of Shakti (Mother Goddess) in the month of Paush (DecemberJanuary). Paush Navaratri is observed during the Paush Shukla Paksha (waxing phase of moon). Magha Navaratri: Magha Navaratri, also referred as Gupta Navaratri, is nine days dedicated to the nine forms of Shakti (Mother Goddess) in the month of Magha (JanuaryFebruary). Magha Navaratri is observed during the Magha Shukla Paksha (waxing phase of moon).

The beginning of spring and the beginning of autumn are considered to be important junctions of climatic and solar influences. These two periods are taken as sacred opportunities for the worship of the Divine Mother Durga. The dates of the festival are determined according to the lunar calendar. Navarathri represents a celebration of the Goddess Amba, (the or Power). The Navarathri festival or "Nine Nights festival" Worship of The Divine as Mother is a special characteristic of the Indian Culture. God is mostly referred as the Father of all creation or the Omnipotent ruler of Nature in other religions. Navaratri or Navadurga Parva happens to be the most auspicious and unique period of devotional sadhanas and worship of Shakti (the sublime, ultimate, absolute creative energy of the Divine conceptualized as the Mother Goddess-Durga, whose worship dates back to prehistoric times before the dawn of Vedic age. A whole chapter in the tenth mandal of

the holy Rigveda deals with the devotional sadhanas of Shakti. The "Devi Sukta" and "Usha Sukta" of the Rigveda and "Ratri Sukta" of the Samveda similarly sing paeans of praise of sadhanas of Shakti. Before the beginning of the Mahabharat war, Lord Krishna had worshipped Durga - the Goddess of Shakti- for the victory of the Pandvas.Lord Brahma is cited in the Markandey Purana as mentioning to Rishi Markandey that the first incarnation of Shakti was as Shailputri. Other incarnations of the Divine Mother are: Brahmchari, Chandraghanta, Kushmanda, Skandamata, Katyayani, Kalratri, Mahagauri and Siddhidatri in that order. These nine manifestations of Shakti, are worshipped as "Nava-Durga". The fifth chapter of the Rudra Sanhita of Shiva Purana also vividly describes the various Divine Emanations of Durga. Since the Vedic Age of the Rishis, the devotional practices recommended

during Navratri are primarily those of Gayatri Anushthana. In the Vedic Age of the Indian Culture, the religious philosophy and devotional practices were focused towards true knowledge and ultimate realization of the supreme power of Gayatri (Bram Shakti). The Vedas were the basis of all streams of spirituality and science those days. Gayatri has been the source of the divine powers of the gods in the heavens and their angelic manifestations and incarnations. Gayatri sadhana was also paramount in the higher level spiritual endeavors of the yogis and tapaswis. Gayatri Mantra was the core-focus of daily practice of sandhya-vandan (meditation and devotional worship) for everyone. As guided by the rishis, specific sadhanas and upasanas of the Gayatri Mantra were sincerely practiced during the festival period of Navaratri by every aspirant of spiritual enlightenment.

The Navratri fast is observed from the first day to the ninth day. Some people confine to milk and fruits during the nine days. Most devotees take a single meal during the day. Non-vegetarian food is totally avoided. Many people also avoid the consumption of onion and garlic for the entire duration of Navaratri.Sabudana vada Ideal food during Navaratri fast

Swiss company looks for 40 Dornier multi-utility aircraft from India

DEFENCE
(www.indiastrategic.in) as saying that RUAG would have no objection to HAL selling the new generation Dorniers to the Indian Air Force, Indian Navy and Coast Guard, which together ply some 120 aircraft but of the 1980s legacy. RUAG's interest is to buy this aircraft in Next Generation upgraded version for European requirements. As RUAG has phased out its own Dornier facility, it has to source the aircraft from HAL. The Indian company would be free to use the NG technologies for its own requirements, Schilliger said, adding that RUAG would provide all the technical assistance at no cost, and buy five to six aircraft per year in flyaway green condition - meaning any internal fitments or special systems would be installed in Germany. The company foresees a requirement of about 40 aircraft over the next few years, primarily for surveillance missions. "If we were to begin today, the production process of this twin-engine turboprop in India along with HAL could begin next year itself with delivery from 2015 onwards," India Strategic quoted him as saying. Financials have not been disclosed pending finalisation of the deal. Meanwhile, the Indian defence ministry is reportedly considering a proposal for 54 more Dorniers for the Indian armed forces. It would be up to HAL to offer the old or the new versions, depending upon user requirements and costs involved.

New Delhi In a sign of the growing confidence in India's aircraft manufacturing capabilities, Swiss-German RUAG Aviation is looking to purchase around 40 of the modernized version of the Dornier 228 multi-utility planes from state-owned Hindustan Aeronautics Limited (HAL). According to Thomas K Schilliger, vice president (Commercial Programmes) at RUAG Aviation, the acquisition will be dependent upon new technology insertions into the aircraft's manufacturing, for which his company would offer all possible assistance to its Indian partner. HAL is already making the Dornier 228 under licence from RUAG, but the aircraft being made by HAL is of old, 1980s technologies. The European requirement is for the new Dornier 228 NG (Next Genera-

Washington In a move reflective of growing defence ties between the two, sealed during last week's visit here of Prime Minister Manmohan Singh, the US has made India a "groundbreaking collaborative defence proposal" to co-develop with India a next-generation Javelin antitank capability, according to a top defence official. The proposal addresses a key military requirement for both armies and is an unprecedented offer the US has made unique to India, Deputy Defence Secretary Ash Carter, said Monday at the Centre for American Progress, a Washington think tank. The Javelin is a manportable, fire-and-forget, antitank missile employed by dismounted infantry to defeat current and future threat armoured combat vehicles. Carter, who with Indian National Security Adviser Shivshankar Menon heads the two countries' Defence Trade and Technology Initiative (DTI), said the US is committed to continuing to put new ideas on the table. He was reviewing Friday's "successful meeting" between Prime Minister Manmohan Singh and President Barack Obama, "the strong and rapidly growing defense partnership between the US and India, as we execute.... the rebalance, so-called, to the Asia Pacific region." Asserting that US and India are "destined to be partners on the world stage," he said, "we're each big, complicated democracies. We move slowly, but over the long run we also move surely. And that to me is the trajectory for us and India in the defence area." During a trip to India last month he had delivered a second round of potential capability areas of cooperation proposed by US industry. In India, Carter also made sure to

tion), which has more powerful engines, five-blade composite propellers, contemporary glass cockpit and other gadgets for safety and both fuel and operational efficiency. The new aircraft would mean less pilot fatigue and higher availability of the aircraft to the user. The NG version has the newer Honeywell TPE331-10 engines, which are 25 percent more powerful than the Honeywell Garrett TPE-331-5-252D engines in the current Indian model. The new propellers are lighter and smaller in diameter, thereby reducing noise and adding to the safety factor. The glass cockpit has only four MFDs (multi-function displays) instead of the vintage bank of panels. Schilliger, who was recently in India, was quoted by India Strategic defence magazine

On Board Air India One Prime Minister Manmohan Singh said Tuesday India was trying to move away from "the buyer-seller relationship" to one based on co-production and co-research with the US in the defence sector. Answering queries from mediaperson on his way back home from a visit to the US, the prime minister said the discussions between the two countries in defence cooperation were a step forward. "Well in the area of defence cooperation we are trying to move away from the buyerseller relationship to a relationship

based on co-production, based on co-research and the outcome of the deliberations on defence cooperation is in line with our own thinking," the prime minister said. He said India will also like foreign direct investment of 26 percent to come into the defence production sector. "We would like our own domestic industry to get involved in domestic production. We would also like FDI to extent of 26 percent to come into defence production. So, I think this is a step forward," the prime minister said.

hear from senior Indian industry representatives about their ideas for increasing private-sector partnerships. The push to reach the next level of defence collaboration and co-development with India comes after 15 months of effort between the countries to overcome bureaucratic obstacles to such work under DTI, Carter said. Among the advances made possible through DTI, Carter said, involved export controls. "We have demonstrated repeatedly that we can release sensitive technology to India," Carter said. "We've adapted our system in ways that will speed our release process for India," he added, "especially in the Department of Defence, recognizing that for . all partners this process is subject to case-by-case review and there will always be some technologies that we will keep to ourselves." Areas of progress include technology transfer, licensing agreements, license exceptions, end-use monitoring and others. "We've also taken unprecedented steps to identify forward-leaning proposals by industry, from industry on both sides for defence items to be co-produced and-

the true measure of our common goal-co-developed by the US and India," Carter said. These include a maritime helicopter, a naval gun, a surface-to-air missile system and a scatterable antitank system, all of which were discussed with Indian officials during his recent visit, he said. "In each instance," Carter noted, "the United States has fast-tracked these projects to ensure that our internal processes are ready to go as soon as the Indian government wants to move forward." US and Indian research and development experts also play a critical role in areas that include the cognitive sciences and others in which the defence department would incentivize increased cooperation by US defence researchers, the deputy secretary said. "I let the Indian government know last week that I will be incentivizing US researchers who seek and find Indian partners in key research areas we identified previously," he added. "We'll ensure that those innovative projects receive priority funding. This is an approach we've only ever taken with the United Kingdom and Australia, and now India will join that company."

New York India and Pakistan have decided to task their directors general of military operations to suggest effective means to restore ceasefire on the Line of Control in Jammu and Kashmir. Indian National Security Advisor Shivshankar Menon, addressing media after the first talks between Indian Prime Minister Manmohan Singh and his Pakistani counterpart Nawaz Sharif,

Bogota Colombian President Juan Manuel Santos Tuesday presented a bill to the congress, calling for a referendum on any eventual peace deal with the rebel Revolutionary Armed Forces of Colombia (FARC). The FARC, with 8,000 members, is the largest armed rebel group in Colombia. Santos said the proposed bill, though expected to be approved during the current legislative session, should be negotiated with the rebels, Xinhua reported. "The referendum has to be negotiated with the other party. We will see if this is possible in the coming days," he said.Since last November, the Colombian gov-

ernment and the FARC guerrillas have been holding peace talks in Havana, Cuba to end five decades of armed conflict. In August this year, Santos proposed for the first time to hold a referendum to ratify any peace accord. The bill will be a priority issue during the current legislative session, said Santos, adding that the referendum is only a means of facilitating a public consultation and should not be considered as a "peace endorsement." The Colombian government and the FARC will resume peace talks Thursday in Havana after a recess from Sep. 19.

Shimla This is literally a 'politcal bridge' in Himachal Pradesh. Chief Minister Virbhadra Singh will October 16 inaugurate a bridge constructed by the industrialist brothers of the late Hari Narain Saini, a three-time BJP legislator and philanthropist in his Nalagarh constituency. Political observers say the shrewd Congress chief minister, eyeing the 2014 Lok Sabha elections, is trying to woo Saini's sulking family that has been feeling disgruntled with the BJP since his death in 2011, by inaugurating the bridge. "The visit will be the bridge in politics," an observer believed. Many of Saini's family members, except his widow Gurnam Kaur, may join the Congress during the chief minister's visit, a senior Congress leader said. He said this would give a big boost to the ruling Congress to strengthen its base in the Nalagarh constituency, where its candidate faced a humiliating defeat in last November's assembly polls. Nalagarh has been a BJP bastion for years together, except in the November 2011 by-election which the Congress won. The brothers of the late Saini, who was known for his close proximity to two-time chief minister Shanta Kumar, have provided over Rs.80 lakh for constructing the 104-metre-long bridge over the Sarsa river near Nalagarh town. "We met the chief minister in Shimla and he has agreed to inaugurate the bridge on October 16," Saini's eldest brother Avtar Singh told.He said the chief minister would also address a public rally on that day, his first visit to the area since taking over the helm last December. Saini's close associates say the late leader's strength in politics was based on the fact that he was the

Mr. Jain was addressing a big gathering of New Door to Door Garbage Collection Safai Union in Maharishi Balmiki Temple in Sector 52, yesterday. Mr. Jain said that it is unfortunate that the lives of thousands of those workers, who are instrumental in keeping the city clean, itself has become miserable. Chandigarh Honour killings, illegal diktats of khaps (community courts) and rapes may not be uncommon in Haryana but all these crimes have one thing in common - the deathly silence of politicians across the spectrum on these burning issues. When a young couple having an affair, who had dared to elope last month, were brutally done to death by the family of the girl in Haryana's Rohtak district, not one senior leader raised his voice to condemn the incident or to demand harsh punishment for those responsible. This was not a one-off incident. Honour killings, especially of young girls and boys marrying against the wishes and diktats of their families, caste or community or even the village, keep happening in Haryana. While the police completes the formality of arresting the people involved, the cases are treated just like any other murder case. Be it the ruling Congress, opposition Indian National Lok Dal (INLD), Bharatiya Janata Party (BJP) or the Haryana Janhit Congress (HJC) - the four leading

Haryana leaders' deathly silence on honour killings

parties in Haryana - no one dares to speak out against honour killings. Neither are there any shutdown calls, which these parties never miss an opportunity to give. Even when the state's notorious khaps deliver diktats annulling the marriages of young couples who dare to go against the convention of not marrying within the same community or village, no political leader says a word, let alone criticize the action of khaps. In fact, Chief Minister Bhupinder Singh Hooda, in the past, has justified the role of the khaps, saying they have been around for centuries. It is another matter that the Punjab and Haryana High Court has come down heavily against the actions of the khaps and honour killings. The court has even given directions that couples who are hounded by the khaps and their families be given protection by the police and the administration. Though protection homes have been set up in the last one year, many couples still fear for their lives. With the khaps being from the Jat-community, Haryana's

bridge between the rich and the poor and the rural and urban masses. Saini, who was earlier in the BSP, became popular in 1997 when he had constructed a bridge in the Pargana Malaun area by spending Rs.10 lakh from his own pocket. That bridge was inaugurated by Shanta Kumar. He had, from his own resources, also constructed two schools that were later taken over by the government and upgraded to high schools, besides carrying out a lot of developmental programmes, mainly in the rural areas of his constituency. Saini, a former state minister in the BJP government

from 1998 to 2003, died of liver cancer. He made a public appearance in his native village after a long gap just a few days before his death to bid adieu to politics. "I have finally decided to quit politics following my ill-health and request you to extend your support to my wife," he had said in his emotional speech. After losing the by-election following Saini's death, the BJP did not give another chance to his widow Gurnam Kaur, who lost by a slender margin, to contest last year's assembly poll. This is why the family was feeling alienated from the party, a senior BJP leader said.

dominant political and land-owning class, to whom most of the top leaders of all parties belong, these worthies conveniently chose to remain silent on the illegal actions of the kangaroo courts. The khaps not only order couples to annul their marriages but also order them to live as brother and sister. In other cases, the khaps announce that families of such couples be socially boycotted by the village or the community. In certain cases, the families are even ordered to leave the village. With the political masters saying or doing nothing against honour killing and the khaps, the police also does not go against such people as vigorously as it should. The compulsion for Haryana's leaders is that there are numerous khaps across the state and have considerable influence within their respective communities. For the vote-bank politics of these leaders, it suits them to keep silent on illegal matters of khaps and families indulging in honour killings - even if it is at the cost of someone's life.

Lucknow In the aftermath of the Muzaffarnagar riots and the jailing of Rajya Sabha member Rashid Masood for graft, the Congress is faced with a double whammy in western Uttar Pradesh. Party leaders admit that its equation with the Rashtriya lok Dal (RLD) hangs in "delicate and uneasy balance" as the alliance partner too seems to have lost favour among the Jats, a crucial votebank in the area. Admitting to two big blows, a senior Congress leader said the party was still undecided on whether to go into the 2014 Lok Sabha polls with Ajit Singh's RLD. "We are factoring everything in the area and have to admit that two crucial votebanks of the Congress-RLD combine - Muslims and Jats - have been weaned away from us," the leader told IANS, requesting anonymity. He noted that the Muslims were seething in anger at being "let down by the Congress" for not acting tough against the Akhilesh Yadav government in the state for its role in the riots that killed 62 and rendered thousands homeless. "We have always hinged on regional players in the region and the going has just got tougher for us," the leader rued. Congress strategists admit that piggybacking on union Civil Aviation Minister Ajit Singh's party would not fetch votes any more. The realization has dawned within the party that the Jats will shift towards the Bharatiya Janata Party (BJP) owing to "severe polarization on communal lines" and the association with RLD would only prove a "vote-deficit exercise". The RLD had aligned with the state's ruling Samajwadi Party in 2004 and with the BJP in the 2009 Lok Sabha polls. It currently holds five seats in western UP - Ajit Singh (Baghpat), Jayant Chaudhary (Mathura), Devendra Nagpal (Amroha), Sarika Singh (Hathras) and Sanjay Singh Chauhan (Bijnor). appear to be a non-starter. Added to the seething anger among the Muslims after the Muzaffarnagar riots, Congress sources say the leadership was banking on Masood to "tap the anger against the Samajwadi Party and turn it into some goodwill for the Congress." The well-laid plans have been singed by the recent court verdict sentencing Masood - a three-time Rajya Sabha MP, a former union minister and an unsuccessful vice presidential candidate - to four years in prison. (According to Congress leader Rashid Alvi, the Muzaffarnagar violence was worse than the 2002 Gujarat riots in which over 1,000 people, maintly Muslims, died.) The Congress's electoral mathematics were largely hinged on the farmer-Muslim combine in western Uttar Pradesh, to be tapped through the Ajit Singh-Rashid Masood factor, a senior party functionary pointed out. This now seems unlikely as one is in jail and the other has run out of favour amongst his own community. Masood's nephew and political heir, Imran Masood, who parted ways with him some time ago, was declared the Samajwadi Party candidate from Saharanpur (for the 2014 poll) within two days of his uncle's conviction September 19. Congress leaders admit that Masood's jailing has indeed come as a body blow to the party's aspirations in western Uttar Pradesh.

A comparatively reclusive politician Rahul has carefully cultivated his image as the ultimate outsider to the incestuous world of Lutyen Delhi. The attack in Nairobi by Al Qaeda was a grim reminder of the danger from the terrorist organization. All eyes were staring at the development there while ignoring the Syrian shores where Al Qaeda is nourished, equipped and trained to take on the government along with 100,000 mercenaries from 83 nationalities, according to the latest issue of Jane's Weekly. This includes 8,000 Saudi, 2,500 Sudanese, 3,000 Egyptian, 4,000 Tunisian, 6,000 Libyan, 2,000 Moroccan and 350 Somali terrorists, to name a few. The world is relieved from an imminent American attack on Syria, but the CIA did not waste too much time in supplying "nonlethal weapons" to the "good rebels", knowing that it is difficult to defeat the strong Syrian Army. The air defense system is not yet destroyed despite the internal strife for more than 30 months. The intention behind the crisis was to dismantle Syria`s deterrence without raising a finger about Israel`s nuclear, chemical and biological arsenal. The tension in the Mediterranean remains high with US and French warships kept in readiness to attack Syria and keeping the diplomatic pressure to sabotage the deal brokered by Moscow on the elimination of Syria`s chemical weapons. Syrian forces are still battling armed groups in many parts of the country in a systematic manner while its adversaries are keeping the supply line and moneybags pouring in to sabotage the regime. The bloodshed continues and has left more than 140,000 citizens dead so far, two million plus refugees and more than five million internally disp laced. Making a case for intervention against Syria was plotted from 2007, according to retired US General Wesley Clark who spoke clearly about the US intention to occupy seven countries: Libya, Tunisia, Egypt, Yemen, Syria, Lebanon and Iran. If we correlate the onset of the Arab Spring with the collapse of the American economy, then there is no doubt that the uprising in the entire Arab world is a stage-managed protest to tell the world that the Arab world is striving for democracy and wanted to end half a century of dictatorial regimes. A legitimate claim if it was true, but the outcome proved many wrongs about the alternative to those regimes that were replaced by hard-core radical Islamists who created more havoc and sectar-

Brussels India is mounting one of its most ambitious cultural galas abroad in recent times with the launching here of a nearly four-month long festival that will be an eloquent and colourful demonstration of the country's soft power. The festival - called the europalia.india festival and widely advertised in the Belgian capital - is being jointly inaugurated Friday by visiting Indian President Pranab Mukherjee and King Philippe, an India lover who has been several times to India. It will include over 300 events showcasing India art and antiquities, music and dance, performances, cinema, theatre, literature, thought and cuisine, spanning the spectrum of the country's traditional and contemporary cultural history. The main event will

ian violence, killing more people than those regimes did in the last 50 years. The idea of promoting political Islam was meticulously planned to ensure in-fighting among different groups, ethnic or religious, because by doing so, the regions will be unstable and anarchy will prevail - which will set the stage for foreign intervention under a new pretext. What the US is doing in the Middle East: Facts: * Double standards: Fighting Al Qaeda in Mali, Somalia and Kenya, while supporting it in Syria. * France the new dancer to American drums: Supporting the Muslim Brotherhood in Syria, fighting it in Egypt. * Nourishing Extremism and Radicalism * Making a case for military intervention * New ground for testing new missiles. Objectives: * Removal of President Bashar Al Assad. * Changing the trajectory of the war in Syria in favor of Al-Nusra and its wings so that the country heads into chaos and massacre against minorities with the growing influence of Al Qaeda. Syria will become the new hub for terrorism; this will prompt the international community to support France and the US in occupying Syria. This will be a repeat of a mandate a century ago that divided Syria and led to the exodus of its inhabitants. * Prolongation of the civil war to ensure division of Syria. Conclusion What is the endgame? Still a question mark but may be postponed till Syria is disarmed of its deterrence under UN supervision and then taking it on like Iraq and Libya. There will be no peace in the Middle East without settling the Palestinian cause, ending Israeli occupation and returning Golan to Syria, Lebanese Shebaa farms and the birth of Palestine state side-byside with Israel.US foreign policy in the region should not be Israeli-centric and see that its real interests lie in a stable and prosperous region and not by promoting radicalism and extremism. There is no endgame as long as controlling resources and maintaining hegemony by warmongering nations are based on short roads through wars. be at the Bozar, the Palais des Beaux Arts (Centre for Fine Arts), a complex spanning 30,000 square metres spread over eight levels in the heart of Brussels' museum district. The rest of the festival would be spread across 200 partner venues across this pluralist nation of ten million people, located at the interface of major European hubs and capital of the European Commission, the seat of the European Parliament and NATO, the western military alliance. Belgium, like India, is a federal state comprising three large communities - the French community, the Flemish (Dutch-speaking) community and the German-speaking community) who all have proportional representations in the national parliament.

Scientists 95 percent sure global warming caused by humans

Copenhagen Climate scientists believe it is "extremely likely" that human activity is to blame for the bulk of global warming since the 1950s, the UN Intergovernmental Panel on Climate Change (IPCC)has said. IPCC experts are now 95 percent certain about the preponderant role of humans in climate change, compared with the 90-percent certainty the panel cited in its previous report, issued in 2007, a report released Friday said. "Observations of changes in the climate system are based on multiple lines of independent evidence," Qin Dahe, co-chair of IPCC Working Group I, said during the presentation in Stockholm. "Our assessment of the science finds that the atmosphere and ocean have warmed, the amount of snow and ice has diminished, the global mean sea level has risen and the concentrations of greenhouse gases have increased," he said.

Acknowledging that the pace of warming slowed during the period 1998-2012, the IPCC attributed the phenomenon to the presence of volcanic ash in the atmosphere and to a cyclical reduction in the energy from the sun. The 2013 report stresses the unequivocal evidence of decade-todecade warming since the mid-20th century and describes the interval from 1983-2012 as probably the warmest 30-year period in the Northern Hemisphere in the last 1,400 years. Absent significant reduction in emissions of greenhouse gases, temperatures will climb by more than 1.5 C (2.7 F) above preindustrial levels by the end of this century, according to the report. Temperatures could rise by upwards of 4 C (8 F) if emissions continued to increase, while warming will cause sea-levels to rise as much as 82 centimetres (32 inches) by 2100, the IPCC said.

New Delhi Cloud computing has in the last few years caught the imagination of IT leaders in emerging nations like India, Brazil and China who are excited about its transformational and innovative potential while in developed markets it is mostly seen as a cost-cutting tool, says a global study. IT leaders in emerging nations like India, Brazil and China are more upbeat about Cloud given its transformational and innovative potential; in developed markets it is mostly seen as a tool for costcutting. Despite existing and potential challenges, India respondents cited a high level of satisfaction with their existing cloud providers, said the study done by Cisco Consulting Services (CCS) along with Intel. The study showed that about 83 percent of respondents in India were very satisfied and another 13 percent somewhat satisfied with Cloud, representing a total 96 percent positive rating. Cloud computing, or the cloud, is commonly used to refer to network-based services which appear to be provided by real server hardware, which in fact are served up by virtual hardware, simulated by software running on one or more real machines. Such virtual servers do not physically exist and can,

therefore, be moved around and scaled up (or down) on the fly without affecting the end user -- arguably, rather like a cloud. The popularity of the term can be attributed to its use in marketing to sell hosted services in the sense of application service provisioning that run client server software on a remote location. Neeraj Arora, director, Cloud Computing, Cisco Consulting Services, Asia Pacific, Japan and China, said: As cloud adoption in India is becoming mainstream, it is interesting to see that a number of cloud adoption decisions are being initiated by the business heads. re-model the way in which they partner with business. The study surveyed 4,226 IT leaders in 18 industries across nine key economies including 600 from India. But security and privacy issues were seen as a clear inhibitor to cloud growth. In India, complexity of managing third parties was seen as a major limitation, the study said. It said that despite the rise of line of business influence, IT respondents - especially those in emerging markets like India, China and Brazil - believe that IT will maintain a centralized and wellfunded role, managing Cloud solutions with consistent policy and security solutions.

Washington A privately-owned cargo ship, operated by US space company Orbital Sciences Corp., completed its first rendezvous with the International Space Station (ISS) Sunday, Xinhua reported citing NASA TV. The unmanned Cygnus spacecraft was grappled by a robotic arm operated by astronauts inside the space station at about 11 a.m. GMT. Mission controllers applauded loudly following the successful rendezvous. "Capture!!! #ISS arm grapples #Cygnus," Orbital said in a tweet. "Smiles all around Orbital." The spacecraft's arrival, which occurred a week later than planned due to a "a data format discrep-

ancy" between the two vessels, was "flawless", Orbital stated later in a status update on its website. Cygnus will remain attached to the ISS for 30 days before departing with disposable cargo on board, Orbital said. Cygnus was launched Sep 18 on a demonstration mission of proving its capability to reliably deliver cargo, only carrying 589 kg of food, clothing and other items. Orbital is the second US company to send a commercial cargo craft to the space station. SpaceX was the first company to send its own cargo ship with two successful commercial re-supply missions and two demonstration missions under its belt.

New Delhi India needs to innovate to excel and must develop technologies for people at the base of the economic pyramid, Science and Technology Minister S. Jaipal Reddy said Thursday. Speaking at the 71st Foundation Day celebration of the Council for Scientific and Industrial Research (CSIR), Reddy said: "The real value in a knowledge economy could only be derived from invention and innovation." "We thus need to invent and innovate more and more and also engage all the stakeholders in doing so," he said. Reddy said the role of "responsible innovation" should be understood in our country in "letter and spirit" and it requires building up of an ecosystem of researchers, entrepreneurs and enabling institutions. Calling for developing technologies for common people, he said: "We should not forget that India still lives in villages. People at the base of economic pyramid need our help to enhance their income and remove drudgery." "We need to develop more and more enabling technologies, innovative products and services for people at the base of the economic pyramid," he said. The minister gave away awards to scientists under various categories.

Beijing China has punished a number of mobile news applications that lack qualifications as news services and ordered them to correct their behaviour within a certain time limit. According to a statement issued by China's State Internet Information Office (SIIO) Monday, some mobile news apps provide news services without qualifications prescribed by internet regulators and even publish false information, reported Xinhua.

Washington India and US have reached agreement on the first commercial deal under their landmark civil nuclear accord amidst a controversy over India's 2010 nuclear liability law that had stalled it. The agreement was announced by US President Barack Obama after his summit meeting Friday with Indian Prime Minister Manmohan Singh at the White House oval office. "We've made enormous progress on the issue of civilian nuclear power, and in fact,

of the nation. He claimed that the ordinance to shield convicted politicians was only brought in because the government had no notion of the sentiments of the people. The union cabinet on Wednesday decided to withdraw the ordinance. "The government sitting in Delhi does not know the pulse of the nation, or they would not have brought an ordinance to shield convicted politicians," Modi said at an event here."No one wants to vote for criminals. The prime minister was also insulted in such a way that he lost his confidence to talk in the US," Modi said, responding to questions from students at a meeting organised by Citizens for Accountable Governance. He said the nation wanted clean politics, and a government free of corruption. An ordinance to shield convicted lawmakers approved by the union cabinet was withdrawn Wednesday. New Delhi Shortly after the union cabinet Wednesday decided to withdraw the controversial ordinance and the bill to protect convicted lawmakers, BJP president Rajnath Singh said. it was "better late than never" for the ruling party. "It is better late than never for the Congress," Rajnath Singh told a TV channel, adding that the government should have called an all-party meeting before passing the ordinance. Stating that the "BJP urged the president not to sign the ordinance," he thanked President Pranab Mukherjee for listening to his party. Another BJP leader, Ravi Shankar Prasad, said pressure from his party and from activists led to the cabinet reversing its decision. "The opposition of the BJP, civil society, public opinion and sections of the media has ensured that the flag of democracy flies high. When the bill was brought before the Rajya Sabha, Arun Jaitley (BJP leader) and I opposed it," Prasad said. of the ordinance. Asked about his views on secularism, Modi said for him it meant "nation first". "For some, secularism is a tool to fool people; for me, secularism is nation first." Modi said. "There is no secularism bigger than a decision which is in favour of the nation. There should be justice to all and appeasement of none. A poor man is a poor man, whether he goes to a temple, mosque or gurudwara," he said. Taking a dig at Prime Minister Manmohan Singh, Modi said his ideas were of the 1980s. "The prime minister said something on his way back, his dialogues are of 80s. This is the India of the 21st century, people want development," Modi said. Prime Minister Manmohan Singh, on his way back from the US Tuesday, had said that Modi's "onslaught" needed to be met by "all secular forces" and "one will have to wait for some time before the people realise what they are up against".

I would have resigned than face humiliation: Badal

Chandigarh Punjab Chief Minister Parkash Singh Badal Wednesday said he would have preferred to resign rather than face humiliation like Prime Minister Manmohan Singh over the ordinance to protect convicted political leaders. Badal, while interacting with mediapersons during a function in Jalandhar, 150 km from here, said: "If I was faced with a situation in which any of my party office bearer had belittled me on a decision taken by the whole cabinet, I would have preferred to step down rather than face embarrassment." Badal said that by using derogatory language against the ordinance, Congress vice president Rahul Gandhi expressed no confidence in the prime minister and the cabinet. "It is a blatant insult of the prime minister's office, which is very unfortunate. It is imperative for the cabinet to

today and it was unanimously decided that both the ordinance, with regard to certain sections of the Representation of Peoples Act, as well as the bill would be withdrawn," union Minister Manish Tewari told reporters after the meeting.

Lucknow Bharatiya Janata Party (BJP) general secretary in-charge of Uttar Pradesh Amit Shah said Wednesday the time had come for people to overthrow the corrupt and directionless governments in the state and at the centre.Addressing a rally in Mathura, Shah said people were fed up of being let down by the promises made by the Samajwadi Party (SP) in the state and the Congressled United Progressive Alliance at the centre. "There is no future for the jobless, farmers and the young in the state and in the country," he added while pointing out that under BJP regimes in different states, people were happy and marching ahead on the road to progress. He also asked party workers to ensure people vote for change. Underlining the significance of Uttar Pradesh, he said the route to Delhi goes through the state.

submit its resignation. The cabinet's authority has been eroded," Badal said. The union cabinet WEdnesday evening withdrew the ordinance. While terming Rahul's actions as "cheap tactics", Badal said: "Even a fool could understand that Sonia Gandhi and Rahul Gandhi were privy to the passage of the ordinance in the cabinet twice and now they could not feign their ignorance. This step has given a severe blow to both the cabinet and the prime minister." Rahul, last week, described the central government's ordinance as "nonsense" and "absolutely wrong" and added "it needs to be thrown out". The ordinance was brought by the government following a recent judgment of the Supreme Court which said that convicted leaders would be disqualified from their legislative seats.

Kolkata Trinamool Congress Rajya Sabha member Kunal Ghosh - suspended from the party - was Wednesday yet again grilled by the West Bengal Police for over four hours in connection with the multi-crore Saradha chit fund scam. He would be subjected to a further round of quizzing at 11 a.m. Thursday. However, another Trinamool MP, Somen Mitra, dubbed as "administrative vengeance" the series of interrogations faced by Ghosh since he lashed out against the Trinamool leadership Sep 20. Ghosh, who earlier headed Saradha's media arm, drove straight to the Bidhannagar police commissionerate after landing in the city from Delhi Wednesday afternoon. The commissionerate is probing the scam, the biggest such scandal to hit the state. Later, speaking to mediapersons outside the commissionerate, Ghosh quipped: "Everybody is seeing, hearing... and people are understanding what is to be understood". To another query, Ghosh said he has written to party chief and West Bengal Chief Minister Mamata Banerjee for withdrawal of the suspension slapped on him."As I have said ear-

lier, I will come whenever the police summon me. I will come again tomorrow, as they have called me. I will try to answer all their questions. The vital thing is I am getting an opportunity to say whatever I have to say," he said. "Before the company collapsed and admitted there was no money, I had given back the money that I had earned to help pay off dues of coworkers. So it hurts to hear these allegations after all that," Ghosh said. Earlier this week, Somnath Dutta, a senior executive of the chit fundaided Saradha media and close aide of Ghosh, was sent to police custody for seven days in connection with the multi-crore-rupee scam. Dutta was arrested from his Salt Lake residence Saturday, hours after Ghosh was placed under suspension by the Trinamool Congress on disciplinary grounds. Ghosh last month alleged he was being made a scapegoat by those involved in the scandal. He also demanded a Central Bureau of Investigation probe into the case. Ghosh was summoned by police the night of Sep 20 for interrogation. Over the past few days, he has continued to attack the Trinamool, alleging that a Trinamool leader has taken Rs.4 crore from Saradha boss Sudipto Sen. The party announced his suspension Sep 28 on disciplinary grounds. Asked about Ghosh's grilling, Mitra said: "As I have said earlier, if he is being interrogated for airing his views, then that smacks of administrative vengeance". The Saradha scandal came to light in April when the company closed shop across Bengal, unable to pay back depositors, many of whom were from poorer sections of society and had parked their life's savings with the company, lured by the promise of huge returns. As the company went bust, many agents and investors committed suicide, and protests took place across the state. Saradha promoter Sudipta Sen was arrested, along with his close aides, from Sonmarg in Jammu and Kashmir April 23.

She pedals in the Himalayas for cancer awareness

Narkanda Fashion designer Jaskeerat Bedi rides a bike through the treacherous terrain of Himachal Pradesh to drive home the message against breast cancer. The 26-year-old from Delhi is one of the participants in the ninth edition of the six-day MTB Himalaya-2013, one of the world's toughest mountain biking events. According to Mohit Sood, president of the Himalayan Adventure Sports and Tourism Promotion Association - the Shimla-based club organising the rally - Jaskeerat is the first participant to spread awareness about the deadly disease. "I am participating in the event for the first time. The focus is not on retaining any title but to spread awareness about breast cancer, one of the most common malignancies in women in this state," Jaskeerat told. The rally, comprising 70 intrepid cyclists, was flagged off from Shimla Saturday. After passing through Mashobra, Kufri, Matiana, Narkanda, Hatu, Baghi, Khadrala, Tikkar and

then again to Narkanda, it would culminate in the state capital Oct 3. For Bedi, participating in the rally means conveying a message directly to the womenfolk, especially in rural areas: "Don't get shy and confined, defeat the myth that it (breast cancer) is not curable." "When other rallyists are resting after completing every leg, I prefer to meet the locals," says Bedi, who is representing Delhi-based Forum for Breast Cancer Protection. She is carrying literature and pamphlets for sensitising the people. Portuguese bikers Luis Leao Pinto, the Titan desert MTB Marathon champion and ninth in world rankings, and Ricardo Rodrigues Martins, ranked 16th in the world, are among the 16 foreign participants from nine countries in the rally. The highest point of the rally is the 3,400-metre Hatu peak, overlooking the tourist destination of Narkanda. On an average, a cyclist would pedal about 70 km daily, Sood said.

Kolkata In a joint effort to raise awareness about cancer, Bollywood actress Manisha Koirala and Indian cricketer Yuvraj Singh Tuesday evening pepped up millions of people affected with the ailment, asserting "If we can, you can". Rejecting the notion "cancer has no answer", both Koirala and Yuvraj Singh valiantly fought and overcame the life-threatening cancer. The Bollywood actress and the aggressive left-handed batsman spoke about the traumatic moment when they came to know of their affliction, followed by agonising and tough treatment process, but finally - the victory over cancer. Having gone through it all, both have decided to spread awareness about the disease. "No matter at what stage the disease is detected, you have to pick up the pieces yourself and fight back. I tell people 'If Yuve can, you can',", said Yuvraj Singh during a lively interaction programme, "Pratigya, Cancer Myths and Reality", organised at a five-star hotel here. Manisha, who dislikes the term "cancer survivor" as it sounds "meek", called herself a "cancer crusader". "A crusader has the attitude which gives you strength, because that is what you need when you are fighting a disease, which may be cancer or some other thing." "There is a stigma that cancer means death. No, it is not so. I know lot of people who got cancer, got treatment and are fine. Let us crusade against any kind of challenges," said the actress. 'Blood deficit in India growing'

New Delhi Blood deficit in the country is growing despite donation going up to twice the level that existed in 2007, said an official of the department of AIDS control Tuesday. "Blood donation in the country has gone up to twice the level... which was in 2007, but deficit of blood continues to increase," said Additional Secretary Aradhana Johri of department of AIDS control at an event here. Attending a function on the occasion of the Voluntary Blood Donation Day, observed Oct 1, Johri said: "There should be clinical audit of medical facilities so that they prescribe blood components rather than the whole blood, as a single unit of blood can save three or more lives." Jagdish Prasad, director general of health services, health and family

stars, singers, fashion designers, sportsmen, socialites - in short, the creme de la creme of the city attended the programme that aimed to raise awareness about cancer. The audience listened to the duo in rapt attention, breaking out in spontaneous applause now and then. Yuvraj acknowledged they had now become role models for cancer patients. "We both are symbols of hope and courage." On his comeback into the Indian team, he said: "It is the passion to come back. If you have the passion, you can come back. This is the reason I am back. Hopefully, I can play a few more years for the country". The strength to fight against the disease comes from within, your family, friends and well-wishers, said the cricketer. Yuvraj exuded confidence that Manisha would also make a comeback, but cautioned her against hurrying.

"The media should not hound her about her comeback schedule," he added. The star-cricketer said, early detection was the key to fight back the disease. Manisha Koirala, who gave a motivational speech, helped by audio-visual props like slides, her pictures as a child, a young girl, an actress and as a cancer patient, said: "The disease has taught me what all that is important in my life. I want to tell people how fragile life is. We should value our life, our health." She stressed on leading a healthy life and eating organic food. Leading Bengali film actress Rituparna Sengupta, whose organisation "Bhavna Aaj or Kaal" tied up with corporate affairs expert Subroto Mukherjee's "Illusions" for the show, said: "We all have our professional lives, but beyond that we have some duty. We need to do our bit for the society."

New Delhi The government Tuesday pitched for a ban on all forms of chewing tobacco, gutka or supari laced with nicotine, saying these products fell under the prohibition prescribed under the food safety provisions. "Gutka by its definition is a food added with nicotine and flavours" that is prohibited under the Food Safety and Standards (Prohibition and Restrictions on sales) Regulations, 2011, Additional Solicitor General (ASG) Indira Jaising told the apex court bench of Justice G.S. Singhvi and Justice C. Nagappan. Jaising said all form of non-smoking tobacco products were being marketed by misbranding them as mouth fresheners which were in fact unsafe and poisonous. "You say that they are misbranding," court noted, asking Jaising: "How many cases you have filed against them?" She said the bur-

den of implementing the prohibition at the first level lay on industry, but it "does not mean if they don't do it then the government will not act". The ASG told the court that through their misbranding the chewing tobacco companies were targeting "youth and poor people". Addressing the question from the tobacco industry as to why government was banning gutka and not the cigarettes, the ASG said there was a tendency that people generally didn't use cigarettes because these were expensive and "culturally chewing tobacco in India is an acceptable norm". Appearing for NGO Indian Asthma Care Society, counsel Prashant Bhushan drew the attention of the court to the diseases like cancer caused by chewing tobacco. The court would next hear the case Oct 4.

New Delhi Minister of Health and Family Welfare Ghulam Nabi Azad Tuesday attributed the rise in the number of dengue cases, which have already crossed 2,000, to the long monsoon in the capital. "This year the monsoon has been going on since June, and we have had rainfall even in September. This has lead to the accumulation of fresh water, which are prone to mosquito breeding grounds," he said. Addressing the media on World Blood Donation day, the minister said: "Community participation is most important to prevent the spread of dengue. People have to take a step forward and not allow water to accumulate in and around their area."

in the country should be centralised and regulated," said Prasad. Miss Universe 2012 Francis Olivia Culpo, who was also present at the event at the Ram Manohar Lohia Hospital, urged all to come forward to donate blood.

There have been three deaths in the capital due to the vector-borne disease. A total of 2,124 cases were reported from Delhi and adjoining areas, ac-

cording to officials. After a gap of two years, the city is witnessing a rise in the dengue case, with 1,962 cases reported in September alone

Shimla school girl raped by classmate

Jaipur A court in Rajasthan Tuesday sentenced to a man to death after convicting him of raping and murdering an 8-year-old mentally-challenged girl, a lawyer said. The court of District and Sessions Judge Chandra Shekhar in Rajsamand, some 350 km from Jaipur, handed out the capital punishment to 25-year-old Manoj Singh, public prosecutor Pradeep Kumar told."The incident occurred on Jan 17 this year. Manoj stayed in a rented accommodation near the girl's house in Kankroli town near Rajsamand. The girl's father is a veg-

etable vendor and he used to buy vegetables from him," said the lawyer. The lawyer added that Manoj abducted the girl while she was plying the vegetable cart of her father."He took her to an isolated place and raped her. He then hit her head on a stone repeatedly, killing her. Manoj then escaped from the spot, but however, he was arrested the same day," said the lawyer. Police filed the charge sheet in the case in February. "Judge Chandra Shekhar convicted him today (Tuesday) and handed out capital punishment," said the lawyer.

Shimla A school girl was raped by a classmate and another man and, in a separate incident, a minor girl was raped by a cab driver in Shimla, police said Tuesday. Bhubaneswar A one-man commission probing the multi-crore-rupee Odisha chit fund scam, which has already received about eight lakh complaints, has extended the deadline for receiving complaints to Oct 31, an official said Wednesday. This was for the third time the panel led by retired Sikkim High Court chief justice R.K. Patra, which launched investigation into the scam three months ago, extended its deadlines. It first fixed Aug 31 as the last date to receive complaints. Subsequently, it ex-

tended the deadline to Sep 30. Since more and more people were coming in with complaints, it was decided to extend the deadline further to Oct 31 to provide opportunity to those who have been duped in the scam, commission secretary Devraj Rout told. However, the commission will only receive complaints sent through couriers and post. No investors would be allowed this time to submit their complaint at the commission office at Bhubaneswar, he said. The commission which was appointed by

the state government to probe the alleged fraud committed by chitfund companies and suggest ways to safeguard the interests of investors affected has so far received eight lakh complaints, he said. On a single day Sep 30, it received about one and a half lakh complaints, he said. The alleged scam came to light after many investors last year complained that several firms collected huge amounts of money from them promising high returns, but later refused to pay back as promised. Police and the economic offences wing of Odisha Police Crime Branch have been investigating the allegations. Although police raided offices of several such companies and arrested a score of people for irregularities, the government appointed the commission after coming under attack from opposition parties. The companies accused of duping people include the Kolkatabased Saradha Group, and Odishabased Seashore and Artha Tatwa groups. The loss from the scam is claimed to be running into billions of rupees. The state government in July announced it would create a corpus fund of Rs.300 crore to help the duped investors. However, it has yet to begin the process of paying the investors.

monolithic authoritarian system of government," Tewari said. "We respect the diversity of views, and there was a view which was articulated by Rahul Gandhi." He said Gandhi's criticism was possibly based on a "wider feedback". "Under those circumstances, the (earlier) cabinet decision was reconsidered and it was decided that we would withdraw both the bill and the ordinance. "It demonstrates that you have a government which is not authoritarian in nature." The bill would be taken back by parliament "at an appropriate time". Nationalist Congress Party chief Sharad Pawar did not look too happy after the cabinet meeting. "We (NCP) have communicated our views. What I said was said in complete secrecy. I made my views clear," the agriculture minister told reporters. National Conference leader Farooq Abdullah too was blunt: "It was a cabinet decision then, it is a cabinet decision now... I am not upset, but I am not happy." According to informed sources, the allies were unhappy that the government wanted to axe the bill also. They said Pawar and Abdullah expressed reservations over the manner Rahul Gandhi trashed the ordinance and the way the cabinet surrendered. The road to the ordinance's burial began early in the morning when Gandhi called on the prime minister to explain his criticism of the ordinance. Hours later, the Congress core group, including party president Sonia Gandhi, Manmohan Singh and

New Delhi Forced into a corner after a public censure by Congress leader Rahul Gandhi, the cabinet, presided over by Prime Minister Manmohan Singh, Wednesdayevening withdrew the controversial ordinance and the bill that sought to save convicted lawmakers from disqualification. A day after the prime minister indicated that the ordinance could be taken back, the cabinet met for just 20 minutes at his official residence to take the decision, brushing aside the disapproval of some Congress allies. A visibly hassled Information and

My words wrong, not sentiment: Allies unhappy over Rahul Gandhi bill withdrawal

Broadcasting Minister Manish Tewari, who was among the ministers who had earlier stoutly defended the ordinance, told the media: "The decision of the cabinet to withdraw the ordinance and the bill was unanimous." He insisted that the cabinet U-turn did not mean that Manmohan Singh's authority had been undermined by Rahul Gandhi, the Congress vice president who chose to publicly denounce the ordinance, that too when the prime minister was abroad. BJP's prime ministerial candidate Narendra Modi was quick to condemn the Con-

gress-led UPA government. "The government does not know the pulse of the nation or they would not have brought an ordinance to shield convicted politicians," he said at an event here. The writing on the wall was clear since Gandhi's Sep 27 dramatic outburst that the ordinance was "complete nonsense" and should be "torn up and thrown away". The ordinance, now with President Pranab Mukherjee, sought to overrule a Supreme Court ruling that favoured the disqualification of convicted MPs and state legislators. "Democracy is not a

other senior leaders, who had last week cleared the ordinance, discussed its likely withdrawal. Shortly thereafter, the prime minister met President Mukherjee, before the latter began a week-long trip to Turkey and Belgium. The president, who has not yet given assent to the ordinance passed by the cabinet Sep 24, had sought clarification from two ministers.Rahul Gandhi's criticism triggered a political storm, with the Bharatiya Janata Party (BJP) saying the prime minister must resign as his authority had come under question. Manmohan Singh has ruled out stepping down. BJP president Rajnath Singh said the ordinance withdrawal was "better late than never" for the country. The BJP claimed it was its pressure that forced the change of mind. On July 10, the Supreme Court held as unconstitutional Sector 8(4) of the Representative of People Act and said an MP or state legislator must be immediately disqualified if convicted by a court in a criminal offence with a jail sentence of two years or more. The UPA government's desperation to pass the ordinance was widely seen as an attempt to save Congress MP Rasheed Masood, who was Tuesday jailed for four years, and ally and RJD leader Lalu Prasad, who has been convicted in the fodder scam. His jail term will be announced Thursday. Masood, a Rajya Sabha member, became the first politician to lose his seat in line with the Supreme Court ruling.

Ahmedabad A day after the cabinet withdrew a controversial ordinance to save convicted lawmakers from disqualification after Rahul Gandhi trashed it publicly, the Congress vice president Thursday said his choice of words was wrong, but not the sentiment. "My mother (Congress president Sonia Gandhi) told me that the words that I used were strong. In hindsight, I feel maybe my words were wrong. But the sentiment I felt was not wrong," Gandhi told reporters here. He is in Gujarat Oct 3 and 4 to meet party workers. Gandhi had termed the ordinance as

"complete nonsense" and said that it should be "torn up and thrown away" in an intervention at a media interaction that chief Congress spokesperson Ajay Maken was having at the Press Club of India in New Delhi. Gandhi joined the press interaction moments after Maken had defended the ordinance. "I told him you can't defend the indefensible," Gandhi said. The cabinet had cleared the ordinance Sep 24. Gandhi's outburst was seen as a public snub to Prime Minister Manmohan Singh, who was then in the US.

Gandhi justified his remarks saying many in the Congress felt the same way. "I am entitled to voice my opinion," he said while stressing that a large section of the Congress party supported his stand. Before the cabinet reversed its earlier decision Wednesday, Gandhi met the prime minister and explained his position to him. The ordinance sought to override a July 10 Supreme Court order which barred lawmakers from holding office if they were convicted in cases carrying sentences of more than two years.

New Delhi UPA allies supported the decision to withdraw the ordinance to protect convicted lawmakers, but expressed reservations over the bill when Prime Minister Manmohan Singh spoke to them, said sources. According to the sources, Manmohan Singh spoke to Nationalist Congress Party (NCP) chief Sharad Pawar, National Conference leader Farooq Abdullah and Rashtriya Lok Dal leader Ajit Singh on phone before the cabinet meeting to enlist their support for withdrawing the controversial ordinance and the bill, now with a parliamentary standing committee. Pawar articulated that the question was of "substance and not form" while referring to an all-party meeting in August this year where a broad consensus emerged on bringing a bill to negate a Supreme Court order disqualifying lawmakers if they were convicted and sentenced for two or more years. The NCP had then supported the bill, said the sources. Ajit Singh suggested to the prime minister

that the government needed to find ways to keep criminals off politics probably through fast track courts. He supported the decision to withdraw the ordinance as it was as per public sentiments on the issue. Abdullah supported the cabinet decision but could not hide his discomfort. "I am not upset but I am not happy," Abdullah told reporters after the meeting when asked if he was upset with the decision."That was also a cabinet decision. This was also a cabinet decision," he said while referring to the cabinet clearing the ordinance Sep 24. The entire Congress did a turnaround on the ordinance after party vice president Rahul Gandhi publicly trashed it. "The union cabinet met today and it was unanimously decided that both the ordinance, with regard to certain sections of the Representation of Peoples Act, as well as the bill would be withdrawn," Minister of State for Information and Broadcasting Manish Tewari told reporters after the meeting.

Within months of that encounter in 2000, the now 43-yearold moved into this sprawling ashram of Mata Amritanandamayi Devi or 'Amma' on the Kerala coast that hosts scores of foreigners looking for spirituality in India. "In Japan we get all comforts," Kanematsu explained to IANS. "Japan is very clean and we have good homes. We have cars and our

"Today I have found joy in doing 'seva' (service), I have got a new meaning to life," says the Japanese whose spiritual nom de guerre is Vivek and who also speaks Hindi, Marathi, Bengali and English. Cheuni (Himachal Pradesh) An over 250-year-old prominent Hindu temple dedicated to Goddess Hadimba in this village in the picturesque Seraj Valley in Mandi district of Himachal Pradesh has been reconstructed. The new temple, a replication of the one that stood at the site earlier, will be reopened for the public Saturday, the first day of the auspicious "navratras", temple officials said. The old temple was demolished after the wood used in its construction had decayed. "The temple of Hadimba Devi, the prominent deity of the Seraj Valley, has been rebuilt in typical hill architecture," temple trust chairman Rudramani told IANS. He said the temple, which was restored at a cost of over Rs.1 crore, was reconstructed in one and a half years at its original site after the old temple was demolished. "The new one is an exact replica of the original one," Rudramani said. The temple, located amidst forests of deodar in Saraho village

in Cheuni panchayat, is some 90 km from Mandi town and 250 km from the state capital Shimla. Another temple trustee Fateh Singh said the logs and bricks were removed from the original structure and documented. The new ones were placed at the same place and location to maintain the original architecture. He said the temple had been rebuilt several times in the past too. A few deodar logs in the demolished structure had inscriptions of 1855, which indicated that the temple was last reconstructed in that year, temple officials said. "New logs have replaced decayed ones. Special emphasis was on carving work. For this, special craftsmen were hired. The stonework on the outer walls has been done as per the old style," he said. Temple officials said the entire amount for its restoration was spent from temple earnings and donations. Every household in the area contributed a minimum of Rs.10,000 each. The doors and the wooden structures of the temple have been tastefully redecorated with miniature pictures of goddesses. Before opening the temple doors for devotees Saturday, a special ritual for the purification of the temple will be performed. Thirty-one creatures, 27 goats, a pig, two fish and a lobster, would be sacrificed in the temple premises, said temple priest Dile Ram. The sacrifice, he said, is part of the ritual for the temple purification. Hundreds of goats and sheep will be sacrificed in the Seraj Valley to appease the goddess. been lost in the West," says the 27year-old who has lived in Amma's ashram since 2006. "Maybe that is why so many Westerners come to India. This connect with God is alive only in India." Most Westerners IANS spoke to ahead of Amma's 60th birthday added that they were fascinated by the evolution of a young girl from a poor fisherman's family here to a spiritual saint with a mammoth following. Each visit by Amma to the West earns her more followers. "There are some foreigners who have lived here for decades," revealed Dante Sawyer of New York who came here at age 28 and is now 40 years old. "During Christmas, Amma's ashram hosts 1,5002,000 foreigners." At any other day of the year, one can find some 700 foreigners. Indian spirituality, they say, has given them peace and contentment. Sawyer, known by his Indian name Sachin, admits that he

practically knew nothing about India - "except snake charmers and Mahatma Gandhi" - when he saw positive changes in a cousin after the latter met Amma in the US. Today, the American has gone deep into Hindu religion including the Upanishad and Shastras. "Amma is a catalyst who can awaken spirituality in people," Sawyer told IANS. "She is truly an international phenomenon. I have never seen anyone like her." A dentist from Spain, Marta Gonzalez, 32, was attracted to Amma after her initial brush with Yoga, India's greatest gift to the world. "I was simply curious when I first saw Amma in Barcelona five years ago," said Gonzalez, who is visiting India for the first time. In no time, she became a devotee too. None of the foreigners seem to have any problem understanding Amma's simple spiritual messages though she - who was forced by

poverty to drop out of school at age nine - is at home only in Malayalam. She knows a smattering of Tamil. Gonzalez's compatriot Susana Lopez was a skeptic when she chanced upon Amma while travelling in India as a tourist. "But the moment she hugged me, my legs began to shake and I started crying," she recalled. She is now devotedly attached to the woman saint who has hugged over 33 million people as part of her blessings. At the ashram it is a common sight to see foreigners - men and women - pray at the temple of Goddess Kali or crowd around Amma when she receives thousands of devotees. In line with Indian spiritual teachings, they do 'seva' - serving food, keeping the ashram clean and helping to re-paint the Kali temple. At other times, many of them silently pray or meditate.

slaughter a goat in the house, in keeping with tradition. The severed heads are offered to the goddess. The feast prepared from the slaughtered animals will be served to the guests too. "The tradition of sacrificing the animals to appease gods has been followed for decades," said Zile Singh, who lives near the temple. He said the sacrifice of reared livestock ensures year-round prosperity and protection from natural calamities. The local people are busy decorating their houses, purchasing new utensils and clothes for the occasion. They will dance and sing folk songs from the epic Mahabharata throughout the night before the doors of the temple are opened in the morning. Another temple dedicated to goddess Hadimba stands at tourist resort Manali. This temple, known for four-tiered pagoda roof, was founded during the rule of Bahadur Singh in 1553. Legend has it that goddess Hadimba is the wife of Bhima, one of the five Pandavas.

he number of times Ranbir Kapoor, that simmering restless bundle of unstoppable talent, calls himself 'besharam' (shameless) in this movie is not funny. And with good reason, one might add. The plot is evidently written as a back-handed homage to the 1980s and 90s cinema of outlandish logistics where coincidences covered up for the lack of a sound sense in the script, and every actor screamed his or her dialogues to conceal the embarrassment of doing stuff that no one with an iota of intelligence would attempt. But even the logistics of the cinema of the absurd had a rhythm of its own. "Besharam", however, is devoid of rhythm, sur or taal. It's shot like an ongoing television sitcom where the actors are clueless about which way the intended laughter would take them. Everyone in the movie, from the redoubtable Rishi Kapoor to the gifted-in-her-own-right Himani Shivpuri, is in it just for fun. I am sure the script, when it was narrated to the actors, must have had them in splits. And why not? Director Abhinav Kashyap's debut in Dabangg gave a new language to the Hindi commercial cinema. The language of cocky hero-giri. But then, "Dabangg" featured Salman Khan who does not

need to act to impress audiences. He does not even try. Ranbir Kapoor in "Besharam" goes the other way. Every scene in the film is an "acting" moment. Ranbir does the equivalent of a very accomplished gymnast who must impress the sports council that he is qualified for the next Olympics. The director obviously thinks very highly of Ranbir's talents. So do we. But does that mean he must attack every scene like an audition? There is a desperation in the narration hidden out of our view, but discernible nonetheless. A desperation to project the protagonist as infinitely wacky. Cynical disregard for basic decency is meant to be cool in this film. In the endeavour to imbue Ranbir's car-thief character with a sense of mischievous artlessness, the narration becomes woefully heavy-handed. The tone adopted is that of a conversation between two reputed stand-up comedians who are out to prove they can convey the seriousness of existence even while maintaining the jokey tone. Everyone, barring the villain Javed Jaffrey, is given funny lines. They speak it with with twinkle-eyed pleasure that, alas, is lost somewhere as it makes its way from the screen to the audience. There are passages of excruciatingly gauche writing where

the actors run around in circles, trying to be cute replicas of characters from the movies in the 1990s. Among these aimless drifters in the province of the potboiler are Rishi Kapoor and Neetu Singh, playing a corrupt quarrelsome Haryanvi cop couple. Their roles seem to start with the firm resolve that their real-life relation to the hero would be kept completely out of bounds. But then, as the script progresses, real-life references like "Tum toh meri maa samaan ho" ("You're like my mother") and "Main tera baap hoon" ("I'm your dad") creep in, until the margin of satire shrinks to the extent of being non-existent. And we finally come to a stage where Rishi Kapoor and Neetu Singh "adopt" Ranbir's character! "Go for it," Ranbir's sidekick Titu (well played by Amitosh Nagpal) tells the hero. "You even look like the female cop (Neetu Singh)." Well, well. The trouble with mainstream Hindi cinema is that when all is said and done, it is nothing but a star-vehicle. "Besharam" stars off cocking a snook at conventional trappings. It eventually ends up sucking up to cinematic cliches, and with not even a pretence of subtlety. "Besharam" is clogged with plotholes into which the characters happily fall. There they remain happily wallowing in the uni-dimensionality of their narrow world-view. The fuss, if you must know, is over a posh car bought by the girl that our hero, Bunty, has fallen for. That the girl, Pallavi Sharda, seems to belong to another plot and another film is besides the point. Bunty loves her, period. And what follows is a series of goofy escapades where Bunty outwits the villain. Laughter. It is sad to see Rishi Kapoor reduced to sitting on the potty and noisily clearing his bowels. And at one point, the heroine herself asks: "Yeh thoda vulgar nahin ho gaya?" ("That got a little vulgar?") Enough, as they say, is too much.

rom the pre-production of "Rajjo" to its post-production, actress Kangana Ranaut is said to have been taking a keen interest in all aspects of her forthcoming movie. This is so because the movie-making process fascinates her. "For me, there's nothing like perfection. Being an artist, the technical side of movie-making does fascinate me tremendously," Kangana said in a statement. "However, my involvement is restricted to witnessing the developments on the set. The process of making movies is like a sort of meditation for me and I totally love it," Kangana said in a statement. "Rajjo", a women-centric drama, is a love story set against the

backdrop of a Mumbai brothel. It's the story of a nautch girl Rajjo (Kangana), whose upbringing has moulded her into a person unlike a courtesan. If sources are to be believed, Kangana, who looks fit and bold in the film's poster, is getting involved in each and every department of the film. She had even recently revealed that she has plans to direct a foreign film, which will cater to the international as well as Indian audiences. The actress had earlier directed a short film, written in collaboration with an Australian writer, which was shot in the US. "Rajjo", directed by Vishwas Patil, will hit theatres Nov 15 along with Sanjay Leela Bhansali's "Ramleela".

Los Angeles Despite having her share of heart breaks, singer Taylor Swift does not rule out the idea of dating celebrities in future. Swift, has dated known names like singers Joe Jonas, Harry Styles and actor Taylor Lautner in the past and things will definitely change whenever she gets in a relation again, reports. You can't say 'I'm never gonna date a high-profile person in the arts!" But whoever I date, famous or not whether I ever date again! - all chaos will break loose," said Swift to Glamour magazine. The "Love story" singer believes when two people are s perfect for each other, they tend to look over the mistakes. "Heres what Ive learned about dealbreakers. If you have enough natural chemistry with someone, you overlook every single thing that you said would break the deal," said Swift. But she has not found her perfect match."Ive seen my friends take someone back after theyve cheated because they fit perfectly. But I dont know, because Ive never had a perfect fit with someone," she said.

Mumbai Actress Divya Dutta, who impressed many with her powerful performance as Milkha Singh's sister in Rakeysh Omprakash Mehra's biopic "Bhaag Milkha Bhaag", feels the film deserved to be shortlisted as India's official entry for the Academy Awards this year. "Bhaag Milkha Bhaag" is based on the life of former athlete Milkha Singh and featured Farhan Akhtar in the title role. It garnered huge acclaim from both the critics and the audience."I would like to say that there were many films that were shortlisted for it, 'Bhaag Milkha Bhaag', 'The Lunchbox', 'Ship Of Theseus'. I think we deserved but it

But Divya is also happy for the Gujarati film "The Good Road" that has been chosen as India's entry for the best foreign film at the Oscars. She wishes luck to the National Award winning film. "I am wishing 'The Good Road' all the very best. We are representing India with that film so I would like to wish that film all the very best," Divya said."The Good Road" was selected over 21 films including "English Vinglish", Malayalam film "Celluloid" and Bengali film "Shabdo".

New Delhi The International Indian Film Academy (IIFA) which will hold its 15th edition at Tampa Bay, Florida, seems to be gearing up for the awards. Key delegates from Tampa Bay travelled to Mumbai and New Delhi to forge ties before the big weekend in June 2014. Santiago Corrada, president and chief executive officer of Tampa Bay, met Bollywood actors Salman Khan, Anil Kapoor, Sohail Khan and singer Sonu Nigam earlier this week, said a statement. Corrada and IIFA officials discussed a number of details regarding IIFAs American debut, anticipating all of the special arrangements that will

need to be addressed for the event. The IIFA weekend will be grand and will see a host of Bollywood celebrities."There is unprecedented excitement and buzz within the city of Tampa Bay and the state of Florida following this announcement in July, and we have been overwhelmed with the warmth and welcome shown by the people of Tampa for IIFA," Andre Timmins, director of Wizcraft International, said in a statement. "IIFA is equally excited and is looking forward to providing Tampa the platform to become the 'Gateway to USA' for India and the global Indian diaspora," he added.

Mumbai Actor Ranveer Singh's condition has shown no improvement but it is stable, a source close to the actor has revealed. "Ranveer's condition is still the same ever since he was hospitalised. There is no improvement but his condition is stable and that's how it happens with dengue," the source said, adding, "There is nothing to worry about." The actor was admitted to a suburban hospital here Sep 27 following high fever. Doctors have diagnosed him to be a severe case of dengue.

New Delhi Yet another sizzling motion poster of the forthcoming movie "Dhoom 3" is out online and looks like a reminder to fans about what they are about to experience with the release of the movie. While the first motion poster didn't reveal much except Aamir Khan's chiselled body, this one has more thrills and chills attached to it. Aamir plays a negative role in the movie and the smirk on his face gets your attention. The movie, which has always given bikes and villains a lot of limelight, has bikes jumping over cars and bridges in the second motion poster. The focus then shifts

to the four main protagonists- Aamir Khan, Abhishek Bachchan, Uday Chopra and Katrina Kaif. The leads pose in a heroic manner as a fire rages around them. The graphics are well done. The sound of a bike racing adds to the thrilling feeling. The signature tune of the "Dhoom" franchise takes the musical lead soon followed by the sound of the bike. Aamir will be seen in a negative role in the third installment of the franchise while Abhishek Bachchan and Uday Chopra reprise their role as ACP Jai Dixit and Ali respectively. Directed by Vijay Krishna Acharya, the movie is set to release Dec 20. Los Angeles Actress Jennifer Aniston is not happy with her "We're the Millers" co-star Emma Roberts. If sources are to be believed, Aniston has had enough of Robert's behaviour, reports. "Jen totally disapproves of Emmas hard partying and public blowups," said a source.

Obama blames Republicans for government shutdown

Chandigarh Sunday 06 October, 2013

Havana The US-led economic embargo against Cuba had cost the island's cultural institutions $12.7 million last year. A report released Tuesday by Cuba's ministry of culture said Washington's embargo hinders normal cultural exchanges between Cuba and other countries, reported Xinhua. In 2012, US company PayPal, which facilitates payments via internet, placed restrictions on the account of a Spanish company to

it was "attending to an accident at the Tula refinery, at the Hidros One plant. Unfortunately, six people are confirmed injured so far". The blast occurred in the afternoon at the Miguel Hidalgo refinery located in Tula, Hidalgo, some 100 km from Mexico City.

Also last year, 365 musicians and technicians, who took part in musical events organised by the Cuban Institute of Music in the US, were not allowed to take profit from their performances through ticket sales.

Washington US President Barack Obama Tuesday blamed Republicans in Congress for the federal government shutdown, and defended his signature health care law. In a televised speech delivered in the White House Rose Garden on the first day of the first government shutdown in 17 years, Obama said Republicans in the Congress "chose" the government shutdown that " did not have to happen". "They've shut down the government over an ideological crusade to deny affordable health insurance to millions of Americans." ="Many Representatives have made it clear that had

The fighting occurred in a sector of that municipality known as La Changa, on the border of the provinces of Cordoba and Antioquia, between members of the Revolutionary Armed Forces of Colombia, or FARC, and troops from the Nudo de Paramillo task force with air support. The last time the government shut down was in 1996 during budget standoff between the Bill Clinton administration and a Republican-controlled Congress. "Unlike 1996, our economy is still recovering from the worst recession in generations," Obama said. "The longer this shutdown continues, the worst the ef-

fects will be," Obama said, urging Congress to "pass a budget" and "end the government shutdown". He stressed that this shutdown is neither about deficits, nor about budgets, but about "rolling back the Affordable Care Act". The law, commonly known as Obamacare, passed both chambers of Congress and was signed into law in 2010. The Supreme Court ruled it constitutional last year. Obama said because of the funding sources, the health care law is not impacted by a government shutdown. "Even though the government is closed, a big part of the Affordable Care Act is now open for business." After weeks of congressional back-andforth, the Democrats- controlled Senate and the Republican-led House of Representatives failed to strike a last-minute deal to avert a government shutdown. The House sought to make delaying or defunding all or part of the Obamacare a condition for approving government spending for the fiscal year that began Tuesday. Obama and his fellow Democrats refused to accept those conditions. The White House Office of Management and Budget late Monday night ordered federal agencies to begin their plans for "an orderly" government shutdown.

The company closed 2012 with a GWP of Rs.1,621 crore. New Delhi In 2010, a medium-sized business in the retail industry was shocked to discover that one of its former employees had posted destructive comments on an industry-specific forum with an anonymous username. Just a day later, the companys name and business had begun to take a hit. Yet, the company hardly took any pro-active step to arrest and erase such damaging internet presence -- in the hope that it would fade away. Rather, it magnified. This is where experts are needed - and they are called internet reputation managers. If a brand is not controlled on the internet by its creator, someone else will, says Neha Kumar of Appin Technology Lab (ATL), a company that is into what it describes as internet reputation marketing. In fact, she adds, if the reaction time is not swift, the dent to reputation of a firm can reach irreversible proportions. But there is more to internet reputation management than correcting perceptions. Internet reputation marketing is not limited to just the handling of a crisis. It is more about the sustenance of a

constructive and encouraging presence, said Kumar. ATL believes that in the absence of censorship of internet content, the need for internet reputation and marketing professionals would grow exponentially in the coming days. Companies would either hire such professionals on their payroll or outsource their internet reputation and marketing to specialists, says an industry insider. ATL has, in fact, developed several internet reputation and marketing programmes - each customised to suit the specific requirements of its clients. We intend to capture the training and placement market as well as services market in the internet reputation marketing space, Kumar said. Based on the analysis of requests of its small and medium enterprise customers, ATL has reached the conclusion that while Search Engine Optimisation (SEO) marketing and Social Media Marketing (SMM) are important for customers, the need for internet reputation and marketing is even higher. ATL now offers a sixmonth, job-oriented course in internet

reputation management and marketing that spans 216 hours of theory and practicals, and covers technology, software, public relations, writing and communication, though technical skills are the key. The programme is set for an October launch globally across all ATL centres. It is a comprehensive course that prepares a student for all requirements of small and medium enterprises internet needs -- brand, reputation and leads. Students trained in this informationage course would be placed in companies that handle internet reputation and management in-house, or at ATLs own services division. Appin Technology Lab recommends that in order to contest disparagement, maintain integrity and improve revenue, businesses should invest in internet reputation and marketing services. According to industry insiders, most people think of search engine optimisation when they think of internet marketing. Some advanced courses in developing nations offer search engine marketing covering Google and Facebook advertisement for lead generation. Internationally, the concept of SMM is gaining ground in developed nations and on the sites like Facebook, Twitter, LinkedIn, BlogSpot, Wordpress and Wikipedia. Such methods are collectively referred to as digital marketing, which helps a company build a brand online. ATL, through its 110-plus franchises spread across 70 cities, is also planning to launch Fort Appin IRM Services for small and medium enterprises. ATLs staff will consult with the franchises to customise their management and various other needs.

Chicago Gold futures on the COMEX division of the New York Mercantile Exchange reported the biggest decline since June 26 and closed at a nearly a two-month low as the US government shut down. The most active gold contract for December delivery dropped $40.9, or 3.08 percent, to settle at $1,286.1 per ounce, Xinhua reported. It is widely believed that the US government shutdown would be short-lived, with only minimal impact on the broader economy and would not change the Federal Reserve's time-table on re-

treating from its quantitative easing monetary policy. However, if the impasse persists within the next 17 days, it could produce a negative impact on the dollar and may lead to a downgrade in the US sovereign credit rating, eroding the world's confidence in the US economy and pushing up gold prices, market analysts said. Silver for December delivery lost 53.3 cents or 2.46 percent to settle at $21.175 per ounce. Platinum for January delivery shed $27.1 or 1.92 percent to $1,385.3 per ounce.

Abu Dhabi Etihad Airways, the national airline of the United Arab Emirates (UAE), has been named Corporate Risk Manager of the Year at the Energy Risk AwardsAsia in recognition of its highly-effective fuel hedging strategy. The airline has built up its fuel hedging programme over the last six years as a key tool to manage jet fuel price risk, allowing its management to plan effectively. Last Last year, y Etihad Airways managed a fuel hedging portfolio of around 23.8 million barrels, up from only 6.5 million barrels in 2007 when the programme began. "In the turbulent oil markets of the last five years, we have been able to manage our risk and minimise oil price volatility effectively by forward hedging most of our fuel requirements, in both the short- and medium-term, James Hogan, president and chief executive officer of Etihad Airways, said while welcoming the award. James Rigney, Etihad Airways' chief financial officer, said that hedging was about creating a platform for certainty in planning, adding,"It is not intended as a tool to generate trading profits. Etihad Airways currently has 80 percent of its fuel needs for the remainder of 2013 hedged, and has hedged 65 percent of 2014's needs and 35 percent of 2015's requirements. Earlier this year, Etihad Airways reported net profit of $42 million for 2012, up 300 percent from 2011.It marked the second year of full net profitability for the airline which was launched in 2003.

New Delhi The Asian Development Bank (ADB) Wednesday sharply lowered its forecast on India's economic growth to 4.7 percent for this year from its earlier projection of 6 percent. In an update of its flagship annual economic publication, Asian Development Outlook 2013, the ADB said the Indian economy has been under pressure with the recent depreciation of the rupee and capital outflows adding to structural constraints which are weighing heavily on its prospects for returning to a high growth path. With gross domestic product in the first quarter of 2013-14 expanding at its slowest pace since the global financial crisis, ADB revised down its growth forecast to 4.7 percent from 6 percent projected in April, the Manila-based lender said. It has also lowered the growth forecast for next financial year to 5.7 percent from its earlier projection of 6.5 percent. The Indian economy grew by 5 percent in the financial year ended March 31, 2013. The recent financial market turbulence is a timely reminder of the need for structural and fiscal reform not just to ensure long-term growth but also to keep financial markets sta-

new climate of confidence" in the markets, translating into a drop in the country's risk premium and a more favorable borrowing environment for the Treasury, Montoro said. The Treasury expects to issue a total of nearly 243.89 billion euros (about $329.2 billion) in bonds next year to roll over maturing debt and provide liquidity, the finance minister said. The 2014 budget is austere due to the effort to reduce the deficit to 5.8 percent of GDP, while still reflecting prospects for an economic recovery, Montoro said.

Srinagar Leaders of government employees in Jammu and Kashmir Tuesday courted arrest here in support of their demands, including raising the retirement age from 58 to 60. Abdul Qayoom Wani, president of the state government employees joint consultation committee, told IANS that more than 30 leaders courted arrest outside the civil secretariat. "The leaders reached the secretariat despite a police crackdown on our leaders at night," he said. "Ours is not an underground movement. We are demanding the implementation of our genuine demands, already agreed to by the government in 2003." He said government employees will stay away from work Oct 4-5. ble in the short-run, said ADB chief economist Changyong Rhee. To convince the markets that India remains on the strong and sustainable growth path, the ADB said structural reforms must be strengthened to expedite large infrastructure projects already delayed, encourage foreign direct investment, and alleviate other constraints to long term growth. One bright spot is the recent effort at expediting regulatory clearance for several large projects in key infrastructure sectors such as power, roads, and railways by the Cabinet Committee on Investment, it said. According to the multilateral lender, elections and a new government in early 2014-15 may help give fresh impetus to resolving structural problems. Policy measures since July 2013 to entice foreign investors back to India to help finance the current account deficit are expected to gain traction in the near future, it said. The ADB has presented better picture on inflation. It has lowered its projection on India's inflation for the current financial year to 6.5 percent from its earlier forecast of 7.2 percent announced in April.

Dubai The Indian consulate in Dubai and leading life sciences cluster Dubiotech Monday joined hands to encourage, educate and inform Indian investors about the potential of the UAE's burgeoning biotech sector. "I have seen a wealth of interest from Indian lifescience companies and potential investors in coming to Dubai to explore the possibilities. I look forward to assisting in their endeavours where I can," said Consul General of India in Dubai Sanjay Verma after meeting with executive director of DuBiotech Marwan Abdulaziz. "Strengthening our partnership with India is an integral part of DuBiotech's strategy to build and stimulate the UAE's life science industry," Abdulaziz said. He added that focus would be on "exponentially building on the potential for R&D collaboration, knowledge and technology exchange, and ultimately addressing the imbalance in levels of imported drugs versus locally manufactured pharma products".

Chinese teams were divided into Pool A, B and C. In the league matches Sep 28, India finished with a 2-1 win-loss record, losing to Chinese Taipei by two points and defeating Indonesia and the United States to qualify for the quarter-finals. In the quarters Sep 29, India beat a Chinese team 21-17 but lost to Australia 13-16 in the semi-final. India won the bronze on the virtue of having the better score difference than other semi-finalist Chinese Taipei.

London India's Saurav Ghosal has reason to celebrate after rising to a career-high 17 in the world rankings published Tuesday by the Professional Squash Association (PSA). Since becoming the highestranked Indian some three years ago, the 27-year-old from Kolkata has made steady progress on the Tour, winning five titles from eight final appearances. Egypt's Ramy Ashour moves into his tenth successive month as World No.1. Ashour, who celebrated his 26th birthday Monday in San Francisco where he is competing in the PSA International 70 NetSuite Open, is enjoying the best run of his career -- unbeaten now in 44 matches in a row and boasting title triumphs in the last eight Tour events in which he has competed. Gregory Gaultier has strengthened his grip on second place in the

new list after retaining the PSA International 70 Abierto Mexicano de Raquetas last month in Mexico. The success marked up the Frenchman's 24th title on the Tour since winning his first exactly 12 years before. Englishmen James Willstrop and Nick Matthew hold onto third and fourth places, respectively, with Egypt's Karim Darwish at No.5. Despite title successes in both the Colombian Open in August and last month's Malaysian Open in Kuala Lumpur, England's Peter Barker remains in seventh place -behind sixth-placed Mohamed Elshorbagy, the 22-year-old Egyptian who finished as runnerup to Gaultier in Mexico. After four months just outside the top ten, Egypt's Omar Mosaad moves back to No.10 to join four fellow countrymen with single-figure rankings.

New Delhi Narayanaswami Srinivasan will have to wait a little longer before again taking charge of the Board of Control for Cricket in India (BCCI) as the Supreme Court Monday declined to revoke its order restraining him from assuming office on his re-election. With Monday's decision, Srinivasan has to stay away from office till Oct 4, when the apex court again takes up the matter, while other office bearers took immediate charge. Srinivasan was on Sunday unanimously reelected as the BCCI president for a third year in office. In the absence of Srinivasan, board secretary Sanjay Patel cleared the senior team that was selected in Chennai on Sunday. BCCI vice president Rajiv Shukla told IANS that the Supreme Court's postponement of the case won't affect the running of the board. "It is a matter of only four days. For the time being, it is status quo," Shukla told. Meanwhile, the apex court bench headed by Justice A.K. Patnaik asked the Board of Control for Cricket in India (BCCI) to furnish its proposal under which Srinivasan will be allowed to discharge his duties mandated by the BCCI constitution while completely keeping off the probe into allegations against his sonin-law Gurunath Meiyappan of involvement in spot fixing and betting in the lucrative Indian Premier League (IPL). The court said this after the BCCI pleaded that Srinivasan be allowed to discharge certain responsibilities as the board chief. Senior counsel Harish Salve, appearing for Cricket Association of Bihar, said they could respond to the suggestion by the BCCI only after receiving the concrete proposal in writing. The apex court was hearing a petition filed last week by Cricket Association of Bihar (CAB) secretary Aditya Verma pleading that Srinivasan be barred from contesting the BCCI presidential election. He also wanted the SC to issue an interim ban preventing Srinivasan from being a member of any committee of the Indian cricket board. The petition was filed on the ground that Srinivasan's son-in-law Gurunath Meiyappan is being probed by Mumbai police for placing bets in the Indian Premier League (IPL) matches. The apex court allowed Srinivasan to contest the election but said that he cannot discharge his duties. In the course of the hearing, the court observed that "so many things are coming about IPL and something seems wrong with the apex cricketing body ... why it has lost its credibility", Justice Patnaik asked BCCI counsel C.A. Sundaram. "Only things we have to see how far you as BCCI president will affect the probe or prosecution," Justice Patnaik asked Sundaram. .

Beijing Seven-time Grand Slam champion Venus Williams has missed eight months in the past two years due to auto-immune disorder Sjogren's Syndrome, but she showed this season that she can still take on the best of opponents. The American pulled off a stellar performance in Tokyo last week, beating World No.2 Victoria Azarenka and winning a pair of marathons against Simona Halep and Eugenie Bouchard to reach the semifinals, where she was just barely edged by Petra Kvitova, reports Xinhua. Now she is hoping to score more at the China Open which started in the Chinese capital Sep 28."Perhaps I don't have the same health as my opponents, but I just get out there and hold my head high no matter what, and I try not to think about it. I just can't go out onto the court with any fear," said Williams Tuesday. "The motivation for me is that I have a lot left to give. I haven't had a lot of good luck, so I know my luck's bound to turn. And when I sit at home and see tennis on TV, I

know I can be out there." Asked about dealing with Sjogren's Syndrome, she said physically it's getting better. "Since I came back to the tour last year, I've always been trying new things to improve myself, always trying to get an edge. "In the beginning, I tried traditional medicine and different things, but I didn't think I was getting results, so I tried more untraditional things, and as of late I feel like I've been seeing better results with that. So for me the key has been to keep trying different things. It's like a tennis match - sometimes some things work and some things don't, and you just have to be patient with everything and keep fighting," she added. Sjogren's syndrome is a chronic disorder of the immune system -- a long-term autoimmune disease -- in which the patient's white blood cells attack the saliva and tear glands, leading to dry mouth and eyes because the body's tear and saliva production is reduced. Others symptoms include arthritis.
