PUTRAJAYA: Prime Minister
Datuk Seri Najib Abdul Razak
announced yesterday the Key
Performance Index (KPI) for the
six National Key Result Areas
(NKRA) aimed at ensuring a seri-
ous sense of responsibility among
administrative members and civil
servants.
“I do not want the people, be-
ing the main client, to be in the
dark as to what are the initiatives,
planning and direction of the
developments carried out by the
government.
“I want all national develop-
ment plans to be informed to and
known by the people so that they
can monitor and evaluate the
achievement of the targets,” he
said at a gathering with govern-
ment servants, members of the
administration and government-
linked companies.
On July 11, in conjunction
with his 100 days of administra-
tion, Najib announced the six
KRAs namely fighting crime,
fighting corruption, improving
education, upgrading low income
households, upgrading rural ba-
sic infrastructure and upgrading
urban public transport.

Deputy Prime Minister Tan Sri
Muhyiddin Yassin, who is also edu-
cation minister, has been entrusted
to handle the KRA to improve educa-
tion by expanding people’s access to
quality and affordable education.

as snatch theft, unarmed robbery
and unarmed gang robbery made
up 17% out of the whole crime
index for last year.
“Emphasis is given to street
crimes because they cause trauma
and prolonged fear among family
members and the community,”
he said.
The hot spots for this type of
crime have been identified, espe-
cially in four main areas – Kuala
Lumpur, Selangor, Penang and
Johor – which recorded 72% of
the total street crime cases in
2008.
On public security, he said the
participation of Rela members
would be roped in together with
the police especially in fighting
street crimes, police stations
would be upgraded with neces-
sary facilities and monitoring and
KRA to fight corruption.
Women, Family and Community
Development Minister Datuk Seri
Shahrizat Abdul Jalil will lead the
KRA to upgrade the living standard
of the low income group while
Transport Minister Datuk Seri Ong
Tee Keat will champion the KRA to
improve public transportation while
Rural and Regional Development
Minister Datuk Seri Shafie Apdal is
tasked with improving rural infra-
structure.
“Above everything, as the prime
minister, I take full responsibility of
the whole KRA objective and Key
Performance Index (KPI) achieve-
prevention efforts would be en-

On education, Najib said
the government had decided to
provide the best education from
the very basic stage by including
pre-school in the mainstream
education system, adding there
were children who had gone to
school but could not master the
3Rs by the time they left school.
In line with the performance

leaders must be aware of their
role in producing potential hu-
man capitals.

conducive teaching and learning
environment that encourages
cooperation between the private
and public sectors.

mean other ministers were exempted
from the KPI initiative.
“Every minister, apart from the six
lead ministers, will still be responsi-
ble for their respective ministry’s

and of these, more than 11,000
have had their status confirmed
and were receiving Welfare De-
partment aid.
“The confirmation of status
for more than 14,000 household
heads in Sabah and Sarawak

is expected to be completed by
end of next year,” he said.
On public transport, Najib
said the government aimed to
increase public transport usage
in Klang Valley from 16% now to
25% in 2012, adding this would
involve a big, sustainable and
long-term investment.

In a related development, he said
20 names of civil servants and 20
names of GLC staff have been identi-
fied to take part in the cross fertilisa-
tion programme to start Sept 1.
Najib has said before, efforts
to improve public service through
open-door policy will be done by
introducing “multi-point entry” and
“cross-fertilisation” initiatives.
This involves encouraging work-
force from the private sector to be
absorbed into the civil service and
allowing government servants to
enhance knowledge and efficiency

Fighting crime:
» Divided into street crimes, public secu-
rity and enforcement agencies;
» To reduce street crimes by 20% by end
of 2010;
» Voluntary bodies like Rela to be updated
and trained in more organised way;

Chambers and Prime Minister’s Depart-
ment to clear backlog, for example, by
creating a tribunal or special court for
street crimes.
Fighting corruption:
» Open tender for all government pro-
curement or limited tender except for
certain cases;
» Improve ranking in the Transparency
International’s Corruption Perception
Index (in 2008, Malaysia was in 47th
position compared to 39th in 2004) by
updating the relevant policies, proce-
dures and enforcement activities.
Improving education:
» By 2012, at least 80% of children will
have access to pre-school education,
compared to 60% now;
» By end of 2012, all normal school-
children have mastered the 3Rs when
entering Year Four;
» By end of 2012, 100 selective schools
will be upgraded as High Performance
Schools; and
» Headmasters and principals will be
rewarded based on school achieve-
ments.
Upgrading low income
households:
» From January 2010, all welfare aid will
be paid on the first day of the month;
and
» By 2012, there will be 4,000 women en-
trepreneurs who have gone through the
Amanah Ikhtiar Malaysia programme,
compared to 717 now.
Upgrading rural basic infra-
structure:
» By end of 2012, 1,500km of rural roads
would have been built in Sabah and
Sarawak (target under 9th Malaysia
Plan was 750km by 2010), costing RM4
billion;
» In the peninsula, rural road networks
would be upgraded to ensure houses
are no more than 5km from paved roads
– involving RM1 billion allocation;
» Water supply in Sabah and Sarawak to
reach 90% of the people, compared to
62% now – RM2 billion will be spent to
provide this facility to 60,000 houses;
» Electricity supply in Sabah and Sarawak
will reach 95% of the people, compared
to 80% now – RM3.9 billion will be
spent to provide this facility for 80,000
houses;
» 7,000 Orang Asli houses in the peninsula
will enjoy full electricity supply; and
» 50,000 houses will be built and repaired
nationwide for the poor and hardcore
poor.
Upgrading public transport:
» By 2012, the LRT service will have an
additional 35 sets of four-car-train oper-
ating the Kelana Jaya route.
To increase public transport usage in

Meanwhile, Hishammuddin said
in a statement, there were 19,343
street crime cases from January to
June, up 9.58% from 17,652 in the
corresponding period last year.
He also said the government
would instal 900 units of CCTV in
four states with the highest cases
of street crimes – 300 each in Kuala
Lumpur and Selangor and 150 each
in Penang and Johor.
“Installation of CCTVs is expected
to be a deterrent to street criminals,”
he added.
