PERSONAL SERVICES CONTRACTOR (PSC) The Peace Corps is a United States federal agency that promotes international peace, friendship and sustainable development by providing trained men and women to serve in local communities in the areas of health, education and agriculture. The agency in Ghana is seeking to hire the services of a highly motivated business person with experience in operations, budgets, and financial analysis to become the Deputy Director of Management and Operations at our main office in Accra. Candidate must be very organized, have good interpersonal skills, and must be able to work under pressure. Competitive candidates will have the following credentials and expertise: At least three years of progressive work experience working with budgets, operations, financial analysis and planning. Demonstrated experience keeping accurate budgets, and developing annual financial plans. Must have a thorough knowledge of accounting principles combined with basic human resources management. Demonstrated advanced proficiency in Microsoft Office Suite 2007 and 2010. TECHNICAL QUALIFICATIONS/ REQUIREMENTS Bachelors Degree in Business, Accounting, Finance, Economics or any related discipline.
Three years, or more, of progressive work experience working with budgets, operations, financial analysis and planning Demonstrated experience keeping accurate budgets, and developing annual financial plans. Must have a thorough knowledge of accounting principles combined with basic human resources management. Good administrative skills and experience organizing large amounts of paper and data. Advanced proficiency working with Microsoft Office Suite 2007 and 2010 Ability to learn complex systems and subjects quickly.

Must be a very resourceful and creative individual who can design different flexible options to respond to organizational needs in a scenario of scarce resources.
Willingness to work hard, long hours.

Peace Corps Ghana Statement of Work (SOW) Position: Deputy Director of Management and Operations (DDMO) Supervisor: Director of Management and Operations (DMO) Duty Station: Accra, Ghana POSITION DESCRIPTION Introduction The U.S. Peace Corps is an agency that promotes international peace, friendship and sustainable development by providing trained men and women, Peace Corps Volunteers (PCVs), to serve in countries that have requested assistance. This position is located in the Accra Ghana Peace Corps Office (post) and reports directly to the Peace Corps Director of Management and Operations. The DDMO position has several functions and is critical to help keep the post operating smoothly. The DDMO manages the implementation of the quarterly and annual budgets. They are one of the two contracting officers at post responsible for negotiating all service and personal contracts. The DDMO is the contact person with the post health insurance plan representatives, and acts as the Human Resources Manager for post. They manage a small staff of three other clerks and analysts. They input financial and cost data into the US Government systems and help monitor and track current expenses and budgets. The DDMO backs-up the Director of Management and Operations when he is out of the office, and the DDMO may also back-up the cashier when he is traveling or on annual leave. They provide reports to Washington and to post as requested. The specific duties are the following: Duties and Responsibilities Budgetary and Financial Program Management - 40% Prepares Annual Operating Plan (Budget) and the subsequent Quarterly Budget Reviews (QBRs) and annual close-out review with the DMO. Incumbent also manages the budget for Peace Corps Ghanas Training Center at Kukurantumi, as well as oversees expenditures for two sub-offices throughout the country. Works in close collaboration with Program & Training, Medical, Information Technology, Safety and Security & Administrative units on department-specific budgets to collect and synthesize budget planning information in addition to gathering information on prior year costs. Submits annual operating budget plan within budget marks given by Peace Corps Washington. Creates and prioritizes unfunded requirements list for review by the Director of Management & Operations (DMO) and the Country Director (CD). Monitors implementation of approved plans including preparing regular budget analyses for the DMO and quarterly budget reports for all Programmatic Units tracking spending against budget targets. Incumbent works proactively with the DMO to ensure timely resolution of issues to avoid anti-deficiency of Post funds. Realigns Posts funds to better reflect changing budget trends and needs while still remaining within the budget allotment. Prepares reports on spending trends and cost analysis in order to assist in the preparation of the annual IPBS (Integrated Planning and Budget System). Prepares quarterly FPDS Procurement and Host Country Contribution Reports. Also prepares periodic budget and spending analyses, reports, and monthly reconciliation as directed by the DMO, using FORPost accounting records and knowledge of Peace Corps spending requirements.

Provides guidance to 2 PCV Leaders on managing sub/hub-offices funds. Also, provides direction to Training site full-time and part-time staff. Directs the disbursement of funds in close collaboration with the DMO. Financial Systems and Administrative Management - 20% Manages the finance section by providing advice and suggestions regarding technical and administrative matters and ensuring the implementation of DMOs directions and guidelines. Creates and prepares all financial reports for the Country Director, Headquarters and the Administrative Unit. Provides guidance to the Administrative Assistant, Cashier, Volunteer Liaison, General Services Officer and Receptionist on all financial matters including interpretation of regulations. The incumbent assists the DMO in reviewing Peace Corps regulation changes and general financial and administrative operations to ensure that proper controls are in place to prevent unauthorized use of US Government funds and property. Maintains post automated internal FOR Post accounting system and monitors all allotments in the system in accordance with the approved operating budgets. Recommends obligation increases/decreases on an ongoing basis and at the time of monthly reconciliation. Prepares or oversees the preparation of all obligating and liquidating documents, including Miscellaneous Obligating Documents (MODs), Purchase Orders, Contracts, Leases, payments and Travel Authorizations, and presents said documents to the DMO and CD for approval and ensures compliance with U.S. Government law and internal Peace Corps procedures. Tracks activity of these transactions and interfaces with the Office of Global Accounts Payable (OGAP) at Peace Corps headquarters in Washington, DC in addressing any issues. Prepares international travel advance requests. Monitors all Post reporting requirements to ensure that reports are submitted in a timely and accurate matter. Tracks check and EFT requests to assure vendors receive timely payment; follows up with OGAP, as needed. In collaboration with Cashier, ensures that records of check receipts with vendor signature are properly maintained and maintains payment/vendor files in compliance with Peace Corps guidance. Maintain and submit quarterly HCC reports to Headquarters (including VAT exemption) Human Resource Function 20% Contract Development Has knowledge of all contract regulations and prepares contracts with correct clauses and attachments based on position requirements. Under direction from the DMO, prepares and determines all relevant information to be included, estimated cost of contract, prepares payment invoices, and applies fiscal coding. Ensures that the contract is signed by the Director of Management & Operations (primary Contracting Officer) prior to the employees first day of work. Ensures that contract payments are processed per terms stated in Personal Service Contracts. Prepares obligations/de-obligations. Ensures that all PSC contracts have on file the completed Contractors Release Statement upon completion of contract. Upon execution of each contract, copies are distributed to the contractor/vendor and contract file. Also maintains and manages the contract for part-time PST staff. Makes certain all leave is accurately reflected and recorded on timesheets Maintains personnel folders for all PSCs and FSNs and USDHs for full-time staff. Staff Payroll & Volunteer Payments Ensures that compensation payments for both full-time regular PSCs and part-time temporary PSC training staff are prepared and processed on time; also ensures that the appropriate over-time payments are meted out accordingly. Oversees and manages the PSC benefit plan, including the medical plan, the retirement plan and the annual leave-hours payout/buyback.

Contracting Officer Duties - 10% As a Warranted Contracts Officer, serves as the secondary Contracting Officer (C.O.) for Post (and primary C.O in absence of DMO). As such, is only 1 of 2 people able to enter into contractual agreements for all leases, personnel services contracts, and any other type of procurement activities undertaken by PC/Ghana. Ensures that necessary and relevant procurement rules and regulations are adhered to for all procurement activity under supervision including market research, formulating strategy, defining Scopes of Work, writing Requests for Quotes, making selections in the best interest of the US Government, performance of contract and receiving of goods and services and finally close-out of contract files. Prepares and formats all leases and contracts after receiving appropriate information verifying that contracting criteria is adhered to. Sets up due date payments schedule for budget purposes. Prepares, obligates, assigns fiscal coding, and liquidates for all contracts and leases.
Level of Effort: Performs duties during a 40 hour work week. Regular work hours for Peace Corps Ghana are 0730 1700 Monday through Thursday, and 0730 1230 Fridays. Staff may be required to work longer hours, weekends, or holidays according to the needs of the program. Work is normally performed in an office setting. Occasional travel outside of the office may be required.

Performs any other duties that may be assigned to him/her by the CD or his/her designate.
