Recommendations
1. Specify CTI or Eurovent certified cooling towers 2. Clearly specify flow rate, hot water, cold water, and wet bulb temperatures
3. Do not increase the flow rate or wet bulb temp to make up for underperforming cooling towers not needed for certified towers
