CONSTITUTION OF SOMNIUM

We, the Founding Matriarchs of this Utopian Society, having writ this Constitution to Provide unity and consistency in the Society of our creation, provide to the People this document of Laws, Orders, and Customs to adhere to for the foreseeable future. GOVERNING BODY Our political body will be an Oligarchy. We shall have a royal family that acts as the political figureheads for our society, who announce the laws and distribute the orders. The laws and Amendments to our government will be decided upon by a public meeting of all citizens of legal age that is, of eighteen years or older. A direct vote by the citizens will determine all of the amendments and laws that will be made and enforced. FUNDAMENTAL LAWS The Amendments in this Constitution determine the basic political rights of the citizens of Somnium. I. FREEDOMS a. EDUCATION i. All citizens in this city-state will be allowed a free education through the nation. This education will be provided to citizens from the age of 4 to 22. Schooling is mandatory, either through the educational system provided by the government or through private education. ii. After the primary years of schooling are complete from 4 to 18 the students are required to attend either a university or vocational school. This attendance is mandatory unless a reasonable alternative is proven to the governing body [i.e. a pregnant woman to become a stayat home mother or a person wishing to study under a guardian to pursue a family career]. b. RELIGION i. All religious paths and followings are welcome in this nation without fear of government interference or condemnation, unless the religion in question interferes with the health, safety, or basic rights of other citizens in the nation. ii. All religions with specific cultural rules may petition the government for amendments to allowing to their specific way of life. c. SPEECH i. All citizens have the legal right to speak, write, or in any other way communicate their beliefs in this society. This includes all published works, word of mouth, or any form of communication. speech is without government interference, regardless of opinion or statement. d. WEAPONS i. All citizens having past a handling test provided by the government, are allowed to bear weaponry. The weaponry allowed to citizens in this nation is limited to hunting weaponry [as defined in the bylaws Section 3 Article 54]. e. PROPERTY i. All citizens, once having reached the legal age of 18, are allowed the right to individually owned property that may be purchased from either individual citizens or the government. The amount of property allowed is limited to what is available and can be afforded. ii. The government may not interfere with private property unless the management of it affects the health, welfare, or safety of the citizens in the nation. PROHIBITIONS a. DISCRIMINATION i. Discrimination, by either the government or individual citizens, by sex, gender, race, religion, ethnic background, or sexual orientation is prohibited by law. b. VIOLENCE i. Violence, as defined by an action against a living being with the intent to cause harm or pain, is prohibited by law. The punishment for an act of violence is defined by the harshness of the violence performed, and is defined in detail in Article 6, subsection 3. c. MURDER i. Intent 1. If one being intentionally causes another human to die, the government shall arrest the guilty person or persons and have them executed in the manner of the murder they committed. In order to preserve the innocence and integrity of the citizens, the execution shall be performed by government-controlled drones. ii. Accident 1. If one being causes a person to die through no willful intent, the accused shall be sent to a labor camp for an amount of time to be determined by the court system. The time spent in the camp shall be directly in relation to the fault of the accused in the accident and the violence of the death. d. OTHER i. Thievery

If a person intentionally and willfully takes the property belonging to another (as defined in Article 73, Subsection 12), the accused shall be brought before the court system, and all guilty sent to labor camps for an amount of time equivalent to the crime committed. ii. Sexual Harassment/Assault/Rape 1. If any person of any gender performs a sexual act upon another without the express consent of the other party, this constitutes as a Sex Crime. A Sex Crime is punishable by life in a labor camp. This punishment is nonnegotiable. iii. Lawbreaking 1. Any breaking of miscellaneous laws, as defined in Articles 4-80 of our Statutes and Policies , is a criminal offense. The accused will be brought before the courts. All guilty will be either fined or sent to labor camps depending on the severity of the crime. Those who cannot pay a fine will work their charge out in a labor camp. GOVERNMENT ROLES a. GOVERNING BODY i. The role of the Governing Body of this nation is to protect the health, privacy, welfare and liberties of citizens as defined in the Constitution. Anything not stated as a right, liberty or law in the Constitution is not in the Governments sphere of influence and may not be affected. b. MILITARY i. The sole purpose of the Military of Somnium is to protect the borders of the nation. No violent action will be taken against any person(s) coming through the borders that do not pose a threat to the prosperity and care of the nation. The military is unrelated to the enforcement of laws. c. ENFORCERS i. All lawmen, deemed enforcers, have the duties of protecting the citizens and enforcing the laws. All laws described in the Constitution that are not under the jurisdiction of the Governing Body or the Court are the responsibility of the enforcers to maintain. If the enforcers find a violator of said laws, it is their duty to arrest and hold the lawbreaker until the courts may decide the appropriate punishment for the laws broken. d. PRIVACY i. The Governing Body cannot interfere with private affairs of individual citizens unless the affairs pertain to the endangerment of the nation or a group of people of significant size. ii. Private affairs are what does not relate to government, economy, or what is defined in the Constitution as a personal Right.
