INCLINING EXPERIMENT PROCEDURE

The Illahee is a 256 ft x 74 ft x 193 vehicle-passenger ferry. The particulars of the stability test are as follows: I. CONDITION OF THE VESSEL FOR THE STABILITY TEST: A. General: 1. 2. 3. 4. 5. 6. No work under this contract will have been carried out. All decks will be free of debris. Compartments, voids, and cofferdams will be clean, dry, and open for inspection. All shipyard tools and equipment will be removed. All vessel equipment, tools, and spare parts that are normally available on board will be stowed in proper locations. All personnel not directly involved with the test will be off the vessel.

Tanks and voids: 1. One (1) fuel oil storage tank or pair of P/S tanks may be partially filled. All other fuel oil storage tanks must either be empty or pressed full to minimize free surface effects. The sewage tanks will be empty. Potable water tanks will be full. Miscellaneous small tanks will be at normal operating levels. All voids will be certified gas-freed and open for inspection at the time of the survey. Preliminary tank loads will be taken prior to the test. Any unsatisfactory tank condition will be corrected before the test begins. Miscellaneous small operating tanks will be filled to operating levels. All machinery and piping systems will contain fluids at normal operating levels. Bilges will be pumped down and stripped to a dry condition. All cross flooding piping systems and fuel transfer piping will be closed.

Mooring: 1. 2. 3. 4. 5. 6. The vessel will be moored in a protected berth by single bow and stern lines. Spring lines will be used as required. The berth will be of sufficient depth to prevent grounding during the test. All lines, shore power cables, and hoses will be sufficiently slack to permit the vessel to float free during the test. There will be no vessels moored outboard of the vessel for the duration of the stability test. The vessel will remain on shore power. Adequate cable will be available to ensure a slack loop throughout the experiment. All other shore service lines will be disconnected and any gangplank or brow removed.

Vessel List: 1. Up to one -half degree of initial list is permitted.

Pendulums: 1. Three (3) pendulums will be used. Each pendulum will be approximately 170 inches long. Pendulums will be hung from the Passenger Deck transverse beams, with the pendulum stations on the vehicle deck below. One (1) pendulum will be located at the bow end, one (1) at the stern end, and one (1) at midship. Pendulum stations will consist of four (4) parts: a pivot point consisting of a nail hammered into a board, the pendulum assembly made of thin steel wire and a brass pendulum, sawhorses and a 2 x 4 for mounting the recording batten, and bucket containing oil to damp the pendulum movement. The shipyard will supply the lumber, buckets, and oil for the recording stations. Pendulum stations will be set up on or before the morning of the experiment. The maximum anticipated pendulum (approximately 2.0 of vessel heel.) deflection is 6.0 inches

Inclining Weights: 1. Approximately 50,600 pounds (22.6 LT) of weight will be used to incline the vessel. The weights will be in the form of evenly sized concrete or steel blocks, supplied by the shipyard. The forklifts may be used as inclining weights also. Each inclining weight will be weighed on a certified scale within 24 hours prior to the beginning of the experiment. A copy of each weight certificate will be given to the test witness. A forklift or forklifts (with its own weight certificate) will be required to move the inclining weights. The forklift(s) and personnel to operate the forklift(s) will be supplied by the shipyard. Weights will be located on the vehicle deck. The test supervisor will supervise the final placement of the inclining weights.

Freeboard reading equipment: 1. A small boat will be necessary to take readings and will be provided by the shipyard.

Communications: 1. Radio equipment may be used as determined by the inclining director. Communications between the inclining director and each of the pendulum/level stations will be by voice or radio.

DEADWEIGHT SURVEY PROCEDURE: A. Deadweight Survey: 1. Inventory all weights to add, deduct, and relocate to adjust the as surveyed condition to light ship.

B.

Tank Survey: 1. Determine levels and contents of all tanks by sounding or inspection of open tanks if any. Check bilges and voids.

C.

Freeboard readings: 1. At least five (5) port/starboard pairs of freeboard readings will be made from the vessel. Readings will be taken at even intervals along the length of the vessel. Freeboard readings will be plotted to ensure the data is accurate. The specific gravity of the water will be measured with a hydrometer.

INCLINING EXPERIMENT PROCEDURE: A. General: 1. 2. 3. Verify the vessel is in a satisfactory condition. Set up pendulum station and measure pendulum length. Record initial inclining weight positions and mark intended weight moves.

Weight moves and pendulum readings: 1. 2. Eight weight moves are planned three (3) to each side and two (2) zero moment moves. After each move, pendulum deflections will be read and the moment and tangent data points will be calculated. A running plot will be made to ensure that acceptable data is being obtained.

From the GHS output for the anticipated loading condition at the time of the test: = 1417 LT GMt = 14.0 ft.

From the anticipated pendulum arrangements on the vessel: Tan = Z/Y where Z = desired pendulum deflection = 6 Y = assumed pendulum length = 170

Tan = 6/170 = 0.035294 ; 2.02 degrees of maximum heel x GMt x tan = 1417 x 148 x 0.035294 = 700

The required weight move moment is: W d = 700 ft LT

The available distance to move weights off centerline is: d = 31 ft.

The required amount of weight is: W = 700/31 = 22.6 LT 50,600 pounds.
