Explaining the modus operandi, a CBI officer said all MPs get 34 free air tickets per year for themselves, family members and associates for travel to their constituencies. In this case, and in many others we are investigating, it transpires that when all the tickets are not being used, the money is being claimed through fake boarding passes and tickets, a source said. CBI officials said to show that an online ticket had been booked on Air India, an AI employees weblock signing

code was required. For Sahanis ticket, Rubinas code was used due to which she has been named as an accused. The agency had initiated a preliminary enquiry after receiving a reference from the Central Vigilance Commission. During analysis of documents, CBI found prima facie irregularities in claiming LTC with an intention to maximize personal benefit by bypassing the laid-down norms. This was done in collusion with travel agents. CBI investigations have revealed that the accused persons showed discounted invoices, forged travel documents and boarding passes in connivance with travel agents in different regions. It has been alleged that large sums have been swindled off the exchequer by showing fake Air India tickets and boarding passes.

New Delhi: The government has revised norms governing leave travel allowance (LTA) for public sector banks in the aftermath of the leave travel concession (LTC) scandal. Rajiv Takru, secretary department of financial services (DFS), told TOI that the department has issued revised norms for LTC for public sector banks. We have told them what they can do and what they cant, Takru said. Sources said a former chairman-cum-managing director (CMD) of one of the PSU banks, who had claimed a trip from Jaipur to Delhi via Brazil using LTC facility , could still face serious action though he has returned the excess

money he had claimed. Over the past several months, TOI has exposed the LTC scandal, where employees of government and public sector units and banks, as well as some members of Parliament have either submitted forged or fake flight tickets to claim reimbursements.

On August 25, TOI reported the bizarre claim by the CMD that he covered the 520 km between Jaipur and Delhi via Mumbai and Brazil. He claimed several lakh rupees under the LTC facility showing the convoluted travel route. Sources said the Central Vigilance Commission (CVC)

has asked the DFS to look at taking serious action against the official, though he is retired. Even as DFS has come out with new guidelines, the central government is yet to respond to the CVC suggestion that the government revise its LTC/ LTA rules and guidelines. CVC investigations have found four different types of misuse of LTC facilities. In the most frequent case, it has found that many employees were travelling on flexi/lowfare tickets, while claiming LTC rates that are significantly higher. In this case, money saved by travel agent is used to provide other facilities during the travel period, or to extend the trip to foreign countries. In this case, the employee actually travels, Air India gets full

money but the department is cheated. In the second instance, it was found that many tickets submitted for travelling to Port Blair, north-eastern states etc were mostly forged. The employee and his family never travelled but submitted forged tickets to claim money . In this case, Air India and the department have both been cheated. In PSUs and banks, the LTC facility is used mostly for visiting foreign countries. The CVC has pointed out that in many public sector units , LTC rules have been illegally relaxed to allow officers to visit foreign countries. In many of these establishments, employees have been allowed to travel abroad via circuitous routes and claim full fares for the entire route.

Chennai: Holding that all is not well with the functioning of the Institute of Chartered Accountants of India (ICAI), the Madras high court has decided to hear the CBI and the Chief Vigilance Commission (CVC) before passing orders on a PIL seeking CBI/CVC probe into the irregularities in the establishment of Rs 97.5-crore centre of excellence at Nagpur. The ICAI is supposed to be the apex board to regulate the affairs of the body and to monitor the functioning of its members. It also exercises disciplinary jurisdiction over its members. If case the apex body itself violates financial discipline, it is really a serious matter, observed Justice K K Sasidharan on Wednesday . Records indicate that all is not well with the statutory

body . The council members have expressed their strong views against the president and secretary on account of entering into certain financial dealings without taking the council into confidence. The transaction is not confined to the centre of excellence at Nagpur. There are other land dealings also involving substantial amount, the judge said. In his PIL, V Venkata Siva Kumar wanted the court to order a probe by the CBI or the CVC into the project, and unravel irregularities, conspiracy and criminal breach of trust committed by the president and other office-bearers of the ICAI. Minutes of the meeting revealed that the ICAI secretary had told the members that CVC regulations were not applicable to ICAI. The Nagpur land deal was cancelled due to protests by members.

Kolkata: Mamata Banerjee picked up a fight against the Centre on Friday this time on behalf of the millions of Bengal residents who may be deprived of LPG subsidy because they dont yet have an Aadhaar number. Mamata called for the PMs intervention and threatened to gherao the Indian Oil Corporation office in Dhakuria, south Kolkata, unless the Centre agrees to continue with the subsidy till Aadhaar rollout is complete in Bengal. Despite objections from the Supreme Court, the Centre is going ahead with its attempt to link domestic LPG subsidy with Aadhaar cards in some

districts from November. The direct benefit transfer linkage programme was launched on Friday in Kolkata, Howrah, Cooch Behar. IOC has already issued advertisements and sent messages to consumers about this, triggering panic among 80% of the states population that is not yet enrolled. The IOC ad says consumers will have to buy LPG cylinders at market price, and the subsidy will be transferred to the Aadhaar-linked bank account. There is confusion over Aadhaar-linked subsidy . This is not correct. The Supreme Court has held that Aadhaar is not mandatory for availing social sector benefits. What will those who havent got the Aadhaar card do? Our chief secre-

tary has got in touch with the petroleum ministry , which has given a three-month relaxation for the changeover, she said, pointing out that Aadhaar is a central project and the Centre has to take efforts for its completion. The Bengal Congress has refuted Mamatas version. Aadhaar was introduced by the UPA-II government in 2010. Mamata Banerjee was a cabinet minister then. Soon after the new government came to power in 2011, several reminders were sent to the state government over the slow progress of the project. Several states have reached more than 80% compliance but Bengal is lagging, said PCC leader Maya Ghose. Mamata warned the Centre against any hurried action. Kolkata: A woman sub-inspector has accused the officerin-charge of Ballygunge police station of molesting her on duty . The accused officer is facing a departmental inquiry and has gone on leave. This is the second time in less than a month that allegations of sexual assault have embarrassed Kolkata Police a constable was arrested on October 18 for allegedly molesting a colleague in a police station on Saptami. to pull her by the hand. Officials at the Lalbazar HQ said they received a written complaint on Friday morning and a high-level inquiry was ordered. TOI could not contact Mukherjee as he went on leave on Friday and his cellphone was switched off. But sources say he has denied the allegations before his superiors and accused the lady officer of getting back at him because he pointed out lapses in her work. Joint commissioner (HQ) Rajeev Mishra confirmed receiving the complaint from the sub-inspector, whose husband is also in the force. We have ordered a departmental inquiry . Once the preliminary investigation is over, we will register a case of molestation if required. We will also listen to the OCs version of events, said Mishra.

New Delhi: A day after its landmark judgment insulating bureaucrats from political pressure, the Supreme Court on Friday refused to entertain a PIL seeking formulation of guidelines on extension of service, re-appointment and giving other post-retirement assignments to top civil servants and cops. Prakash Singh, former director general of UP police and exchief of BSF , cited many examples of blatant favouritism shown in post-retirement posts for bureaucrats and police officers in his petition to drive home the point before a bench of Chief Justice P Sathasivam and Justices Ranjana Desai and Ranjan Gogoi about the need for such guidelines to keep the bureaucracy and police independent. Appearing for Singh, senior advocate Harish Salve said Thursdays judgment, doing away with oral orders from political bosses and superiors as well as granting fixed tenure to bureaucrats, was most timely . Now, the time has come to frame guidelines to curb the lure of post-retirement postings to make the bureaucracy truly independent and work as per the mandate of the Constitution, he said. But a reluctant bench put forth its reservations. Suppose some of the civil servants are experts in specified fields. Why not avail his services after retirement for greater public good?
