Your kind attention is drawn to my letters referred above, requesting you to provide adequate and fool-proof security cover to me and my immediate family members; and to direct the agencies and offices under the control of the Home Department, Government of Gujarat, to refrain from taking any steps or measures that would directly or indirectly jeopardize my security or the security and safety of my immediate family members. 2. It is once again reiterated that, despite the assurance given by the State of Gujarat to the Honourable Supreme Court of India, on 05/05/2011, during the hearing of SLP (Criminal) 1088 of 2008; I and my family members, have not been provided adequate and fool-proof security cover. 3. It may kindly be noted that as repeatedly pointed out to you, despite the threat assessment reports and recommendations by the agencies working under your control, I had been provided only 1 PSO for my protection and 1

In view of the continuously increasing frequency of road journeys necessitated for appearing before different Courts at Jam-Khambhalia, Porbander and Ahmedabad, I had repeatedly requested you for providing me with a Bullet-Proof Car and an Escort Vehicle at the very earliest. This genuine request has also been disregarded by you till date. As repeatedly conveyed to you, in case of an emergent eventuality, one single PSO would not be able to effectively deter or neutralize a planned attempt to breach my security cover. My repeated requests for designating a Nodal Officer for coordination of the Security Arrangements for me and my family members has also not received any response from your end. Needless to elaborate, as you are fully aware, the existing arrangements for my security as well as the safety and security of my family, are neither adequate nor fool-proof. 4. I cannot overemphasize the fact that the threat to me and my family has increased manifold after my having filed Writ Petition (Criminal) 135 of 2011 and Writ Petition (Criminal) 204 of 2011 before the Honourable Supreme Court of India. The evidence brought out in the said petitions has evoked very strong feelings of antipathy and hatred towards me, in the minds of the Right-Wing Fundamentalists and the supporters/idolaters of Mr. Narendra Modi, the Chief Minister of Gujarat. Additionally, I am also a very crucial witness against the Chief Minister Mr. Narendra Modi and other influential persons, in the Honourable Supreme Court of India monitored investigations in Meghaninagar Police Station I C.R. No. 67 of 2002 as well as the complaint filed by Mrs. Zakia Ehsan Jafri, in which Chief Minister Mr. Narendra Modi has been named as a prime accused. The Tehelka Press Release of 11/02/2011 and the revelations regarding the report of Amicus Curiae Mr. Raju Ramachandran have further delineated my role as a very crucial witness in the complaint against Mr. Narendra Modi and other powerful criminals including Police officers and senior bureaucrats of Gujarat. As expected, the threat to my life and the life of my members is increasing with every passing day. 5. As you are well aware, I was also summoned and examined as a witness by the Honourable National Commission for Minorities, New Delhi as well as the Honourable Nanavati Commission of Inquiry. Pursuant to my Writ Petition (PIL) 216 of 2012, I have been directed by the Honourable High Court of Gujarat to examine specified documents/records and depose before the Commission by way of a detailed affidavit. 6. As pointed out to you earlier, in repeated blatant acts which amount to attempts at jeopardizing my security, the agencies under your control have time and again sought to deprive me of the Security Cover. 7. In a sudden and shocking development, late this evening, my existing meagre security cover has been further stripped down to only one Police Constable deployed in a 24-hour shift. It is once again reiterated that the on-going actions on the part of the agencies under your control amount to continual attempts to cause irreparable damage and jeopardy to my security and the safety and security of my family.

It may kindly be appreciated that, as communicated to you earlier, it is my misfortune that I am constrained by procedural propriety to

repeatedly petition the very same administrative setup of the State of Gujarat, which has evidently been more than keen not only to jeopa rdize my security and the safety and security of my family; but has also repeatedly resorted to such coercive tactics and measures for very obvious reasons which need no elaboration.
Government of Gujarat to provide adequate and fool-proof security to me and my family members. The continual disregard of my genuine requests and the repeated blatant actions by the offices and agencies working under your direct control and supervision, to jeopardize my security as well as the security and safety of my family, not only amount to wilful abdication of an obligatory duty cast upon the State, but would also tantamount to intentionally misleading and dishonouring an assurance given to the Honourable Supreme Court of India.

9. It is once again reiterated that it is the bounden duty and onus of the

10./n view of the above facts and circumstances, you are once again requested to take all necessary measures not only to immediately restore the existing security coveL but also to urgently review the arrangements with a view to provide adequate and fool-proof security cover to me and
my immediate family members,
