FIJI Airways purchase of the Airbus A330 aircraft was the best choice in terms of a long haul passenger aircraft. However, the same cannot be said of its ability to carry a full load of cargo and passengers to destinations such as the US and Hong Kong. This, along with the fact that Fiji Airways was channeling freight that the Airbuses could not carry through carriers such as Air New Zealand, was revealed by managing director and CEO Stefan Pichler at a press conference in Nadi. The head of the national carrier said increasing flights to long haul destinations was the only solution to addressing the cargo issue faced by Fiji Airways. "I have to say that for the kind of long haul aircraft Fiji Airways now operates, for passenger services the A330 are more efficient aircraft, but

the downside is we do not have the same cargo capacity. "I know there are complaints from the export industry because the cargo capacity of the A330 is not the same as the Boeing 747," he said. "But if we increase flights to these destinations then we will have more cargo capacity, so it is a question of number of flights." Mr Pichler said agreements had been reached with airlines such as Air New Zealand to ensure that export cargo to

Fiji's Independent Legal Services Commission has suspended the lawyer of Fiji Labour Party leader Mahendra Pal Chaudhry for two months over misconduct. Insurance Policy Holders Urged To Pay Up


An insurance corporation is urging all 4with policy holders to be consistent their premiums to avoid discontinuation or lapsation of their policies. Life Insurance Corporation of India (LICI) general manager, Sanjeev Jain, highlighted this as it celebrated longstanding insurance agent, Sambhu Datts 50th anniversary with the company. One of the major concerns seen by insurance companies is controlling lapsation or discontinuation of policies, he said. Our main focus is the reduction in the lapsation which has to be curtailed because the policies are lapsed. In highlighting this, Mr Jain also noted that 10 per cent of policy holders from companies were not paying their employee premiums. 85 per cent of the companys insurance portfolio of remittance was through employers. We have continuously follow up with the employer so that the money is immediately paid to us so as to ensure that the benefit of insurance is continued to all the policy holders, he said. Mr Jain noted that while employers deduct these premiums, they failed to submit the payments within the given timeframe and risked loss of employee policies. Some reason may be arising because of employer internal issues but that results in the discontinuation of the insurance and we continuously follow up with them and tell them that this 4 should not happen. The Reserve Bank of Fiji Board at its meeting on October 31, 2013 resolved to withdraw its instruction to commercial banks regarding the Credit Card No Surcharge Rule (NSR) that was initially issued on September 13, 2012. An overwhelming response has been received from the public to the plight of a poor family in Labasa that has depended on the little they have for survival. Gheeta Wati of Namara Tiri squatter settlement has been living in an old partly-damaged house with her son, Joel, for the past three years and is surviving at the mercy of others who usually help them with food and money. The Fiji Times office in Labasa has been visited by good Samaritans and received emails and phone calls from people willing to offer Ms Wati and her son some form of assistance.

Calls came from Vanua Levu and Viti Levu. A grateful Ms Wati said she longed to have a house of her own because the owner of the house they lived in had asked them to leave. "We don't have enough to eat and not even a bed to sleep on. Sometimes people come and steal groceries from us despite locking the house," she said. "I just want a house, somewhere I can stay in peacefully without having to worry about thieves." The Foundation for the Education of the Needy Children in Fiji (FENC Fiji) has been assisting Joel with his education.

A SURVEY conducted by the Consumer Council of Fiji shows a marked price increase in staple food items such as milk, butter, canned fish, sugar, frozen meat, chicken and flour. In its 2014 National Budget submission, the council requested government to reconsider reducing or removing tariffs or import duties on essential food items particularly on powdered milk, liquid milk and butter where import duty stands at 32 per cent retail consumption tax but remove or reduce other tariffs. Council CEO Premila Kumar said children and elderly people were most affected. "Reducing or removing import duties on essential food items will assist Fiji's compliance with World Trade Organisation commitments on tariff reduction," Mrs Kumar said. Housing Authority Launches New Toso Mai Package


A historic new housing loan product 8was launched as part of reforms designed to increase housing accessibility to Fijians. In an effort to assist every Fijian with more opportunities for home ownership, Housing Authority launched its new Toso Mai home loan package. While launching this new product, the Chairman of the Board Colonel Mosese Tikoitoga reiterated governments commitment to their vision for the provision of affordable, decent and quality housing for all Fijians Housing Authority has remained committed to this vision and has tailored this new package to suit customers with different income categories. The Toso Mai Dua package is specifically designed for customers earning $25,000 and below with an interest rate of 3.95 percent for the first 12 months, 4.95 percent for the next 48 months and thereafter will have a 7.50 percent variable interest rate. This package is the only home loan package available with a fixed interest rate for 5 years. Soldiers Found Guilty


FIJIAN soldiers serving overseas should keep in mind the reputation Fijians are known for internationally and maintain it. This was the view of former British Army soldier Ratu Meli Vesikula following an assault in New York involving six British Army soldiers in September. Six Fijian soldiers, who were on a rugby tour with the 1 Scots, Royal Regiment of the Scotland rugby team, assaulted an off-duty New York police officer. BBC reports that the six men Iosefo Yavala, Iliakini Raderua, Thomas Shute, Filipe Vunisarati, Mosese Kuruala and Joeli Raduva had beaten the officer after he and a friend had tried speaking to a woman who was with them. "Fijian troops everywhere have earned a reputation second to none of being good soldiers and good servicemen. And that means in every sense, in uniform and out of uniform," said Mr Vesikula who served with the British army from 1961-1984. "Everybody praises Fijian soldiers because of how they carry themselves and their duties. "They are Fijian nationals, regardless of what army they serve in, the reputation of Fijian soldiers is on their hands. "We have kept that reputation right throughout our service and they must continue that, they are ambassadors of our country. "They shouldn't do anything bad to spoil that reputation, and they have to think of their future and their families." AFP reported last weekend that four of the six men had admitted to being involved in the fight. Documents filed with the New York Criminal Court showed that Shute was fined over $900 and fees of close to $500. He was also sentenced to five days of community service and given a one-year conditional discharge after admitting misdemeanor assault. AFP also reports that Yavala pleaded guilty to misdemeanor assault and petit larceny, while Kurulala and Raderua pleaded guilty to violations which are not crimes under the US law. Two other soldiers Raduva and Vunisarati were also charged following the assault but it is unclear whether they have been released or face a hearing. "It is disappointing but I am sorry about it too, mostly for our boys because the law will have to be seen through up to its conclusion. "We all feel sorry for them and it's a lesson to be learnt for them and for soldiers out there," he said.

Mrs Kumar and her daughter, Sheelam, could not hold back their tears as they comforted each other upon hearing of the demise of their loved one. Holy Family Secondary School seventh-former Kunal Kumar was in the middle of his Fiji Seventh Form Examination and was supposed to have done his final two papers. Mrs Kumar said she last saw her son on Monday afternoon when he visited his friends for a volleyball game. "My son is a bright student and he has friends around the place that usually hang out with him," she said. "He never went to the river because he didn't really know how to swim. "At around 2pm on Monday, after the volleyball game, he then proceeded with his iTaukei friends to the river where they went to cool off with a swim." Deputy divisional police commander Northern SSP Fulori Rainibogi confirmed that police officers had retrieved the body. Investigations are continuing.

NZ Offers Elections Support


Acting New Zealand High Commissioner to Fiji Mark Ramsden has reiterated his government's support to see Fiji's 2014 election takes place as planned. To show its support, the NZ government has offered two experts to assist the Fijian government with various aspects of preparations for the elections. "Weve had two technical advisors here for the last three weeks working with the team from European Union and Australia, all of them are working together with the elections office to look at the issues around and the elections next year," Ramsden said. "One of those advisors has left, but the other is around for a week but he will come back and provide support to the elections office." Ramsden said the show of support will help ensure the elections take place. I think this is a very good spirit of corporation between the parties cooperating and we look forward that it will continue to work well. The experts will be reviewing the gap-analysis reports produced by New Zealand, the European Union and the Commonwealth and assist the government finalize planning for all aspects related to the 2014 election.

Nurses Not Paid Overtime


The Fiji Nursing Association has accused the Ministry of Health of unfair practices for nurses on overtime pay. General Secretary Salanieta Matiavi defended the nurses who failed to report to their shift at the maternity unit of Colonial War Memorial Hospital last Saturday night. The nurses who requested to take their days off were accommodated for Diwali celebrations, Ms Matiavi said. They should rightfully be paid overtime. Only then patients care wont be compromised, she said. The ministrys spokesperson Shalvin Deo said they would comment today. Earlier Mr Deo had said the ministry wants to see that overtime was not abused and that work was done during normal hours. He also said that there were some internal issues that had been sorted out. Ms Matiavi claimed the nurses pay had been affected as they were not paid overtime for the hours they had worked. They are either paid 50 per cent or told to take time off from the other 50 per cent, and some are not paid at all, she said. So what the nurses are doing now, they are to take their time off as well for the hours they have worked for in doing overtime, she said. She said as a result the roster was affected.

In formulating the 2014 National Budget, the Consumer Council of Fiji is urging government to consider the increase in the cost of living. And the council is calling for the consideration of mitigating factors that can be taken to provide relief to consumers. In its budget submission, the council said government should carefully scrutinise past budget policies relating to duty reductions on certain goods and whether consumers had benefited through a reduction in retail prices. Council CEO Premila Kumar said the budget should provide relief to vulnerable Fijians by ensuring affordable prices of basic goods and services. Despite the 2013 Budget initiatives such as the increase in the income tax threshold from $15,600 to $16,000, Mrs Kumar said a reduction in personal tax and drops in import excise duty on vegetables, the cost of living continued to increase for ordinary consumers. "Consumer spending is one of the

principal drivers of the domestic economy as acknowledged by the Reserve Bank of Fiji. "Policies should thus be geared towards facilitating consumer protection," she said. Mrs Kumar said government should also ensure that Fiji continued to develop its consumer protection regime through reforms in legislation, regulation and redress systems. "Consumer protection is not antibusiness, but a counter measure against bad business." She said the view was that regulation in Fiji added to the cost of profiteering. "The council has intimate knowledge and experience of the problems that consumers face in the market place as it is the main recipient of complaints and undertakes point of sale price surveys, product scrutiny, market surveillance and consumer research." She said the council viewed the budget as an important forum which had implications for consumers.

Lamb Stew With Green Beans


Ingredients 3 tablespoons olive oil 1 large onion, chopped 1 stalk celery, chopped 3 pounds boneless lamb shoulder, cut into 2 inch pieces 1 (8 ounce) can tomato sauce 3 cups hot water 2 pounds fresh green beans, trimmed 1 tablespoon chopped fresh parsley 1/2 teaspoon dried mint 1/2 teaspoon dried dill weed 1 pinch ground cinnamon 1 pinch white sugar salt and pepper to taste Directions Heat oil in a large pot over medium heat. Saute onion and celery until golden. Stir in lamb, and cook until evenly brown. Stir in tomato sauce and water. Reduce heat, and simmer for about 1 hour. Stir in green beans. Season with parsley, mint, dill, cinnamon, sugar, salt and pepper. Continue cooking until beans are tender.

Ingredients: 2 (8 ounce) packages cream cheese, softened 1 cup ranch dressing 3/4 cup red hot sauce 1 (10 ounce) can chicken, drained (or equivalent rotisserie or freshly-cooked, chopped chicken) shredded cheddar cheese, you decide how much Frito corn chip, scoops Directions: 1. Beat cream cheese, ranch dressing, and red hot sauce. 2. Fold in shredded chicken. 3. Spread mixture into pie plate sprayed with Pam. 4. Bake at 350 degrees Fahrenheit for 15 minutes. 5. Add cheddar cheese to top. 6. Bake an additional 10 to 15 minutes. 7. Serve hot with Frito scoops.

The man accused of opening fire at Los Angeles International Airport has been charged with the murder of a US federal officer, a US attorney says. Authorities say the suspected shooter, 23-year-old Paul Anthony Ciancia pulled out a semi-automatic rifle and started firing towards passengers at a security checkpoint in terminal three on Friday. Transportation Security Administration (TSA) agent Gerardo Hernandez, 39, was killed in the attack and others wounded before airport police officers opened fire, wounded the gunman and took him into custody US Attorney Andre Birotte told reporters that Ciancia faces charges of murdering a federal officer and committing violence at an international airport. Under the charges, US federal prosecutors could seek the death penalty. Five people who were wounded at the scene were taken to hospitals by paramedics, Los Angeles Fire Department officials said, but the FBI has not provided the total number of people who were shot. FBI Los Angeles office head David Bowdich said the handwritten note, which was found in a bag taken into the airport, showed he had made a "made a conscious decision to kill multiple TSA

employees". "In the note that was handwritten by the defendant, that was signed by the defendant, we found a statement where he made a conscious decision to kill multiple TSA employees," Mr Bowdich said.

"He addressed them at one point in the letter, and stated that he wanted to 'instill fear into their traitorous minds'." Hernandez was the first TSA agent to die in the line of fire since the agency was created after the September 11, 2001 attacks.

A gunman opened fire in a crowded New Jersey shopping centre before killing himself, officials have said, sparking a mass evacuation of the complex by police who did not realise he was dead for several hours. The man shot at least six rounds from a modified rifle seemingly at random and without hitting anyone, before turning the gun on himself in a back area of the mall, Bergen County Prosecutor John Molinelli told a news conference. Authorities named the dead man as 20-year-old Richard Shoop and said he

had a history of drug abuse. Officials found his body in the Westfield Garden State Plaza in Paramus hours after police backed by dozens of cruisers evacuated thousands of people from the mall. A manhunt was launched after shoppers reported hearing gunshots sometime after 9pm Monday (local time). Jeanne Baratta, chief of staff at Bergen County, said police had worked their way through the mall. "Multiple gunshots were heard, we believe it is one shooter... Right now the Bergen County SWAT team along with the canine unit and other law enforcement are going store by store. It's a very large mall with multiple levels," she said. Najee Waters, of East Rutherford, New Jersey, was at his sales job at a clothing store when he heard what sounded like two shots ring out. "It was frantic. Absolutely chaos," said the 19-year-old, who followed a practiced store emergency plan and rushed to a break room, where about a dozen workers gathered before dashing out to the parking lot. Diwali Celebration Hosted By Michelle Obama In White House

The US First Lady, Michelle Obama led the Diwali celebrations with the Bollywood music at the State room of the building along with Indian American children and a popular Indian American band. "We got to practise a little Bollywood this afternoon," Michelle Obama told a select Indian American audience at the East Room on the occasion of Diwali celebrations at the White House Tuesday. "We had a wonderful time, it was the first time that we did Bollywood in the State Room here at the White House," she said amidst applause from the audience, which comprised of the of the Indian American Community members and those in the Obama Administration. Obama has the distinction of appointing the largest number of Indian Americans in any presidential administrations yet. Wearing a glamorous skirt especially made for the occasion by India-born eminent designer, Naeem Khan also attended the function. "Of course, as you all know, I think I can dance," Michelle said in an apparent reference to her dance in Mumbai three years ago when she observed Diwali. "But not as good as they can dance," she said referring to the expert dance by members of the Gold Spot Band, the New York-based eminent Indian American band. "As you know, this holiday is celebrated by members of some of the world's oldest religions not just here in America but across the globe. Diwali is a time for celebration. As Barack and I learned during our visit to India, its a time to come together with friends and family, often with dancing and good

food," she said. "But Diwali is also a time for contemplation and reflection. It's a time for us to think about our obligations to our fellow human beings, particularly those who are less fortunate than we are. This is for the first time that the First Lady led the Diwali celebrations at the White House. In 2009, the US President, Barack Obama, attended the Diwali celebrations for the first time. However Michelle Obama used the occasion to remember the victims of Oak Creek Gurdwara that killed several Sikh worshippers last year. "As we gather here this Diwali, we remember that there is still evil in the world. And I'm thinking today about what happened in Oak Creek, Wisconsin just last year when an act of unthinkable violence shook a community to its core. But I am also thinking of how in the face of such evil, we also witnessed the power of goodness and forgiveness," she said. "The families and community leaders I met when I visited Oak Creek just weeks after the tragedy, they showed us such courage and grace. Instead of giving in to bitterness or despair, they honoured those they lost through service," she said. "They honoured those they lost through educating others about their faith and standing up to prejudice in whatever form it takes. I'm also thinking of all the people across America and around the world who held prayer vigils during that time and sent messages of love and support, and held the people of Oak Creek in their hearts,"Michelle Obama said.

Professional sport returns to Cuba for the first time in more than 50 years last Saturday (AEDT) when the first pitch is thrown in the communist island's national baseball league, part of a government bid to halt the flow of sporting defectors overseas. In a landmark policy shift announced in September, Cuba said it would relax its strict rules put in place in 1961 forbidding professional sport from January 2014 in an effort to "perfect sports, generate sources of income, and encourage quality". The country's popular baseball league will be the first to benefit from the move, with the 2013-2014 season getting underway this weekend. For decades, Cuba thumbed its nose at international pro sports, paying hardworking and fabled athletes close to nothing for the honour of representing their proud nation. The new "policy of retribution" allows Cuban athletes to keep 100 per cent of prize money from overseas sporting tournaments. Previously athletes were only allowed to pocket 15 per cent of their earnings, with 85 per cent going to the state. Legendary Cuban high-jumper Javier Sotomayor has welcomed the changes, saying they would serve as an "incentive for athletes, giving them greater motivation, pushing them to higher performances". Sport has emblematic status in Cuba, the dominant Olympic power from Latin America and the Caribbean between 1972 and 2004 before it was overtaken by Brazil and Jamaica at the 2008 Beijing Olympics. For years, a succession of hugely gifted Cuban athletes shunned the possibility of untold riches overseas by electing instead to become national icons in their homeland.

Cuban Government Lifts 52-Year Professional Sport Ban

It was an attitude perhaps most famously summed up by legendary amateur heavyweight boxer Teofilo Stevenson, winner of three Olympic gold medals between 1972 and 1980. Boxing promoters in the United States dreamed of luring Stevenson to their shores, where a Cold War-era bout with Muhammad Ali would have been among the most lucrative fights of all time. Stevenson, who died aged 60 in 2012, snubbed all attempts to persuade him to defect, however. "No, I will not leave my country for 1 million dollars or for much more than that," Stevenson told Sports Illustrated in 1974. "What is a million dollars against 8 million Cubans who love me?" Yet the hardships faced by many Cuban athletes and the steady flow of defectors overseas persuaded Havana's communist rulers to rethink the decades-old resistance to professional sport. Under the new policy, someone like Cuba's beloved Greco-Roman wrestling hero Mijain Lopez, a gold medalist at the 2008 and 2012 Olympics, or baseball star Yulieski Gourriel, widely regarded as the best player in Cuba, will now earn more than $US800 ($A847) a month. The sums are paltry compared to the millions available overseas, but in Cuba they represent a small fortune, more than 40 times the monthly wage of the average Cuban worker. For some Cuban athletes, however, the changes are too little, too late. Slugger Jose Abreu this week inked a six-year, $US68 million ($A72 million) contract with Major League Baseball's Chicago White Sox after nine seasons with Cienfuegos in Serie Nacional, Cuba's top-level league.

India's Mission To Mars Makes Successful Blast Off


India has successfully launched its first mission to Mars as the country aims to become the only Asian nation to reach the red planet. "It's lift off," said a commentator on state television as the red-and-black rocket launched into a slightly overcast sky on schedule from the southern spaceport in Sriharikota. The 350-tonne launch vehicle carrying an unmanned probe was monitored by dozens of control room scientists, who face their most daunting task since India began its space program in 1963. The country has never before attempted interplanetary travel and more than half of all missions to Mars have ended in failure, including one by China in 2011 and another by Japan in 2003. The Mars orbiter mission, known as "Mangalyaan" in India, was announced only 15 months ago by prime minister Manmohan Singh, shortly after China's attempt flopped when it failed to leave Earth's atmosphere. The timing led to speculation that India was seeking to make a point to its militarily and economically superior neighbour, despite denials from the country's space agency. The gold-coloured probe, the size of a small car, will aim to detect methane in the Martian atmosphere. It has been hurriedly assembled and is being carried by a rocket much smaller than American or Russian equivalents. Lacking the power to fly to Mars directly, the launch vehicle will orbit Earth for nearly a month, building up the necessary velocity to break free from our planet's gravitational pull. Only then will it begin the second stage of its nine-month journey that will test India's scientists to the full, plan for launching a large number of communication satellites. "They have successfully demonstrated that they can launch satellites for other countries, and therefore I believe companies like ourselves, who have actually demonstrated a continuity in this whole field and have long-term vision, I think this is the time when we will now start seeing the fruits of that. Missions aims to detect traces of life The US is the only nation that has successfully sent robotic explorers to land on Mars, the most recent being Curiosity, which touched down in August 2012. One of its discoveries appeared to undercut the purpose of the Indian mission, which is to find evidence of methane that would lend credence to the idea of Mars supporting a primitive form of life. A study of data from Curiosity published in September found the rover had detected only trace elements of methane in the atmosphere. "Remember that it [Curiosity's methane reading] is for a single spot. One point doesn't make it a story for the whole planet," Jitendra Nath Goswami, a leading Indian scientist, said. NASA, which will launch its Maven probe on November 18 to study why Mars lost its atmosphere, is helping ISRO with communications. Clouds of methane have previously been identified by telescopes on Mars, but the gas has never been confirmed by a mission there. India's next ambition is to put a man into orbit. Indian astronauts are tipped to be known as "vyomanauts", a term that derives from the Sanskrit word for the sky.

New Zealand police are investigating a gang of young males who boasted online about stupefying underage girls with alcohol then having group sex with them. Prime Minister John Key says the claims made by the Auckland-based group are "abhorrent" but difficult to prosecute without hard evidence. "It's just extremely disturbing and disgusting behaviour and these young guys should grow up," he said. "It's very difficult to progress these issues if someone is unwilling to make a complaint and it's a very challenging position for a young woman to put herself in." The group, calling themselves Roast Busters and reportedly mostly aged in their late teens, bragged about using social media to meet girls as young as 13 then have sex with them after plying them with drinks, according to a report by TV3. It said the men named their alleged victims in videos posted on a Facebook page, which was taken down over the weekend after it was the subject of media inquiries. One underage girl told the television station that the group preyed on her after giving her so much alcohol she kept blacking out. "You could say I got raped. I had sex with three guys at one time," she said, her identity obscured. But rights groups say if the claims made by the gang are true, its members should be charged with sexual assault of minors, not just online offences. Seven passengers on a Moroccan jet were slightly injured late Monday afternoon in a tarmac fire at Trudeau Airport. Toronto Mayor Rob Ford has admitted to smoking crack cocaine following revelations police had a video showing him taking the drug. Mr Ford, 44, however denied he was an addict, in comments that marked a stunning turnaround after months of denials of the drug allegations. "Yes, I have smoked crack cocaine," Mr Ford said. "Am I an addict? No. Have I tried it? Probably in one of my drunken stupors." "There have been times when I've been in a drunken stupor. That's why I want to see the tape. "I want everyone in the city to see this tape. I don't even recall there being a tape or video. I want to see the state that I was in." He apologised to "my family, my friends, my colleagues and the people of this great city". But Mr Ford maintained he "wasn't lying" when he previously denied using the drug to reporters. 'You ask the question properly, Ill answer it': Ford "You didn't ask the correct questions," he told reporters.

"gone". Last Thursday, Toronto police chief Bill Blair said technicians had salvaged the deleted video and other data from a hard drive seized in an extortion investigation surrounding Mr Ford's long-time friend, Sandro Lisi. Mr Ford has since apologised for "mistakes" but had, until his confession, denied the drug allegations and vowed to run for re-election next year. Last weekend Mr Ford apologised for other indiscretions, such as public drunkenness, as well as homophobic and racist comments. He and his lawyer meanwhile have called on police to release the video, but Mr Blair declined, saying it was evidence in a criminal case now before the courts. Police have not revealed details of the mobile phone clip, but say it is consistent with previous descriptions from media organisations that had viewed it. They have also not charged Mr Ford with any offence. Police have said they expect the video will come out when Mr Lisi goes to trial.

Federal Government Wrote Off More Than $4-Billion In Fiscal 2012-13


The federal government wrote off or dismissed more than $4-billion last fiscal year a 38% increase from just two years ago at a time it has been trying to eliminate a deficit estimated at more than $18-billion. Ottawas write-offs, forgiveness and waivers on debts owed to the federal government totalled about $4.3-billion in the 2012-13 fiscal year, up more than $350-million from the previous year, newly released federal public accounts show. Over the past two years, the worth of debts and obligations lost by the federal government from writeoffs, forgiveness, remissions and waivers has risen nearly $1.2-billion (to $4.3-billion in 2012-13 from $3.1-billion in 2010-11). Leading the way in tax-dollar writeoffs and forgiveness is the Canada Revenue Agency, with more than $3.3-billion uncollected from hundreds of thousands of cases of unpaid tax debts due to bankruptcy, failure to find people, and when all avenues of collection have been exhausted. About $3-billion of that total was in direct write-offs. The CRA uses every effort to collect all tax debts from those who do not pay voluntarily. Over time, it is inevitable that some tax balances will not be collected and eventually written off, the CRA said Wednesday in a statement. In 2012-13, the agency resolved $37.3-billion in tax debts through collection, CRA officials say. In the case of write-offs, taxpayers are still obligated to pay their debts, and the CRA can still collect the debt if the taxpayers are located or their financial situation improves in future. Human Resources and Skills Development Canada (now known as Employment and Social Development Canada) was next on the list, with about $528-million in write-offs, forgiveness and waivers. The departments writeoffs in 2012-13 included about $231-million on 44,000 uncollected student loans bringing total student loan write-offs to more than half a billion dollars in two years.

A new study has provided evidence for beneficial effects of aerobic exercise on brain and memory in people afflicted with multiple sclerosis (MS). Hippocampal atrophy seen in MS is linked to the memory deficits that affect approximately 50 percent of individuals with MS. Despite the prevalence of this disabling symptom, there are no effective pharmacological or behavioral treatments. Dr. Victoria Leavitt, research scientist in Neuropsychology and Neuroscience Research at Kessler Foundation said that aerobic exercise may be the first effective treatment for MS patients with memory problems. She said that moreover, aerobic exercise has the advantages of being readily available, low cost, self-administered, and lacking in side effects. The study's participants were two MS patients with memory deficits who were randomized to non-aerobic (stretching) and aerobic (stationary cycling) conditions. Baseline and follow-up measurements were recorded before and after the treatment protocol of 30-minute exercise sessions 3 times per week for 3 months. Data were collected by high-resolution MRI (neuroanatomical volumes), fMRI (functional connectivity), and memory assessment. Aerobic exercise resulted in a 16.5 percent increase in hippocampal volume, a 53.7 percent increase in memory, and increased hippocampal resting-state functional connectivity. Non-aerobic exercise resulted in minimal change in hippocampal volume and no changes in memory or functional connectivity.

Fish Curry

Honey Mustard Lamb Rack


Ingredients: 1 pound lamb rack 5 cloves of garlic, finely chopped 1/2 cup of breadcrumbs 1/2 Tbsp of olive oil for the lamb 1 /2 Tbsp of honey 1 /2 Tbsp of Dijon mustard 1/4 tsp of sea salt 1/2 tsp of rosemary, finely chopped 4 large yellow potatoes 1 large sweet potato 1 Spanish onion 1 bulb of garlic 2 Tbsp of olive oil for the vegetables Preparation: 1. Heat the oven to 350F. 2. Cut the potatoes and sweet potatoes into 1 inch thick pieces. Cut the onion in half and remove the outer layer of skin. 3. Place 2 Tbsp of olive oil into a baking tray. Place the vegetables including the garlic bulb in the tray and coat them in the oil. Sprinkle with salt and pepper. Bake the vegetables on the bottom oven rack for 45 minutes. 4. When the vegetables have been baking for 15 minutes add the chopped garlic, breadcrumbs, 1/2 Tbsp of olive oil, rosemary, salt, honey and mustard into a mixing bowl. Stir well until it forms a paste. 5. Spread the paste evenly over the lamb rack. Place lamb in the oven directly on the grill over the vegetables. This will allow for the drippings to collect with the vegetables. By now the vegetables should have been cooking for 25 minutes. 6. Roast the lamb for 20 minutes for rare meat or 30 minutes for well-done.

Ingredients: 1 1/2 lb white fish fillet 2 medium Onions 4 cloves garlic (paste) 1 tbsp ginger (paste) 4 tbsp tomato puree Salt to taste 1/2 cup oil 1 can coconut milk Chopped cilantro Spices: 1tsp white cumin seeds 1tsp turmeric powder 1tsp garam masala powder How to make curry fish: Cut the fish into medium-sized pieces. Heat oil in a frying pan and fry the fish

pieces gently for 5 minutes. Drain the fish on absorbent kitchen paper and set aside. Chop one onion finely and grind the other one. Add the chopped onion to the oil in the pan and fry until light brown. Add all spices and cook stirring for 10 seconds. Now add the ground onion, garlic, ginger and tomato puree. Fry the mixture until the oil starts to separate. Add salt. Add fried fish pieces. Add coconut milk. Reduce the heat and simmer for about 10 minutes. Add chopped cilantro. Serve with rice or roti.

Szechuan Chicken

Ingredients: 4 chicken breasts, boneless, skinless, about 7 ounces each 2 egg whites

2 tablespoons cornstarch Sauce: 2 tablespoons Shao Xing rice wine, dry sherry or cooking wine

1 teaspoon Worcestershire sauce 2 teaspoons Tabasco sauce 2 tablespoons sesame oil 1 tablespoon soy sauce 2 tablespoon brown sugar 1/4 teaspoon cayenne pepper 1/2 teaspoon crushed dried red chilies, or to taste 2 slices ginger, minced, to form 1 tablespoon Other: 4 carrots, cut into thin strips 1/2 red bell pepper, sliced 1/2 green bell pepper, sliced 3 green onions, chopped 1 cup plus 1 tablespoon vegetable oil Preparation: Rinse the chicken and pat dry with paper towels. Cut the chicken breasts

into thin strips. (Partially freeze chicken breasts first to make this easier). Combine the sauce ingredients in a small bowl and set aside. Whisk the cornstarch into the egg whites. Coat the chicken strips in the cornstarch mixture. Heat 1 cup oil in the wok. Cook the chicken strips briefly in the hot oil until they turn white. Remove the chicken and drain on paper towels. Clean out the wok and add 1 tablespoon oil. When the oil is hot, add the carrots. Stir-fry briefly and add the peppers. Make a "well" in the middle of the wok and add the sauce. Heat briefly, then mix the sauce in with the vegetables. Return the chicken to the wok. Stir-fry 1 to 2 more minutes. Stir in the green onions. Serve with rice.

Whitecaps' Darren Mattocks Rips Team, Former Coach


Vancouver Whitecaps forward Darren Mattocks sounded off about his disappointing second season in Major League Soccer on Jamaican television this week, ripping the club and recently fired head coach Martin Rennie. The 23-year-old scored just three times in 20 appearances, including eight starts, in 2013 after a rookie campaign that saw him record seven goals in 21 games. Mattocks helped Vancouver make the post-season in 2012, but the Whitecaps missed the playoffs this season, leading to Rennie's dismissal last week. Speaking on the program "Football GPS" on Tuesday, Mattocks criticized Rennie's handling of both himself and the squad. "When [I was] leading the team, as a rookie, Vancouver made the playoffs," said Mattocks, who started 15 games in 2012 and scored in the Whitecaps' playoff loss to the Los Angeles Galaxy. "My second season, coach put me on the bench [the] majority of the season. [He and I] couldn't agree." Mattocks also said that teams from England were interested in his services, but that the Whitecaps refused to entertain the idea of selling the forward. Womens football continues to gain ground in Oceania with an English FA Youth National Team Coaches Workshop set to round out a year of development milestones. The workshop was made possible through support from FIFA and will see acting England womens head coach and England U-23 womens head coach Brent Hills and English FA coach educator and player development consultant John Allpress bring their expertise to the region. OFC womens development officer Nicola Demaine says it is fantastic to be able to call on the experience coaches like Hills and Allpress to help develop womens football in Oceania. One coach from each of OFCs Member Associations will attend the workshop with the expectation that they will learn new skills that can then be applied back in their country, Demaine says. All of the participants are youth national team coaches from U-15 to U-20 with the workshop aimed at teaching them about preparing a team for, and managing a team at, tournaments. Hills background has seen him coaching at clubs ranging from Millwall and Watford to Fulham. He has a his MSc in Sports Coaching, is an FA Coach Education Diploma holder, UEFA Pro Licence holder and has Level 5 Psychology in Football. English FA Bring Coaching Skills To Oceania
