Robert Walters, the international recruitment consultancy, publishes its Asia Job Index for Q3 2012 today. The Robert Walters Asia Job Index tracks advertisement volumes for professional positions across the leading job boards and national newspapers in Hong Kong, Singapore, China, Japan, South Korea and Malaysia.

FROM THE LAST QUARTER
Whilst Hong Kong, Singapore and Japan saw growth in the number of advertisements, there were declines in China, South Korea and Malaysia. The themes for this quarters report correlate with a more modest performance by the Chinese economy and its impact on other markets. This softening of growth was particularly felt by those countries whose economies are export-driven, such as South Korea. There was some evidence across the region of large multinational companies establishing local presences and delegating more authority to those offices, allowing them to make autonomous decisions, which created a demand for jobs. This was most evident in consulting and legal roles, but also outside of the financial services industry which remained flat across the region. The ongoing difficulties in banking led to reduced demand for candidates from banks, as evidenced by a fall in advertisements for jobs in finance. Consumer confidence also declined during the period, and this led to a fall in many places in the number of jobs advertised for roles in the retail sector.
One sector that appeared to buck the trend was Medical Services, which saw a significant increase in job advertisements, notably in Hong Kong, Singapore and Japan. Pharmaceutical companies are requiring professionals to drive sales of new products; and the growing trend of health tourism supported a rise in advertisements for roles in the healthcare sector.
The job advertisement statistics in Asia have been a mixed bag. We have seen some evidence of advertising pricing being heavily discounted, especially in Singapore, which would explain why job advertisements have risen, despite a relatively flat market. As a whole, the small decline in job advertisements has been driven by a continued slowdown in economic growth and the continued ripple effect of the Eurozone crisis.

Sharp uplift in Medical Services job advertising
Recruitment advertising in Hong Kong was broadly flat, with job advertisements in Q3 only 1.7% ahead of Q2, reflecting a market that has continued to be cautious. The slowdown of the Chinese economy has had a knock-on effect, most noticeably on export-related hiring. This was most obviously seen in the decline in advertising for roles in Operations & Logistics, which was down by 31.3%. Although retail sales were ahead year-on-year, the rate of growth has slowed since Q2 and job advertising in retail has only increased by 3.7%. Medical Services saw a sharp uplift in job advertising, with a 30.3% increase in job advertisements, evidence of an increasing trend in health tourism, with Chinese people visiting Hong Kong for medical care and treatment. The relatively buoyant residential property market resulted in an increase of 9.2% in the number of roles advertised in Property Management. The 32.7% rise in advertising for legal positions was largely driven by commerce and industry, with international businesses increasingly delegating legal issues to local offices, especially in intellectual property, technology and energy.
Conditions were pretty much the same in Hong Kong as they were in Q2. The impact of China on the other neighbouring economies cannot be under-estimated and its slowdown has translated into these latest advertising figures. People had thought that the third quarter would be when we would see a break out of the prevailing trend, but that has not happened. Employers tend to have a three to six month hiring horizon and with a pick up in China not expected until 2013, its not surprising that these figures are broadly flat.

Job advertisements in Singapore increased by 15.6% in Q3, although a large proportion of the advertising related to roles in commerce, industry, healthcare and public sector. The Financial Services industry, in parallel with most financial centres around the world, remained slow and whilst advertisements for jobs in Accounting and Finance remained steady (down just 0.5%), most of these tended to be in commerce and industry. There is a shortage of local qualified accountants, for whom demand has always been strong. There were more advertisements for jobs in Operations, with an increase of 29% over Q2. Most of these roles were advertised in response to government tenders for projects, which usually increase when markets are slower, enabling more favourable prices to be negotiated from contractors. Advertised roles in Medical Services also increased by 42.7%. Singapore is the healthcare capital of Asia and the industry is relatively immune from recession. Many of the roles related to research into the sale and marketing of new pharmaceutical products.
Market conditions continued to be challenging, much the same as they were in the previous quarter. However, this does not seem to have been reflected by the job advertising statistics. Part of the reason for this was that several print and online publications started to offer extremely favourable rates for advertising space. We also found that most of the advertising related to work outside of financial services, where more direct means of recruiting are increasingly being used.

MALAYSIA: Growing trend of firms moving away from traditional advertising methods

Decrease in advertising figures for finance roles
In Malaysia recruitment advertising numbers dropped by 14.4% compared to Q2. This drop was not a true reflection of the jobs market but rather the growing trend of companies using online media and external recruitment portals rather than traditional advertising. The impact of this was evident in Malaysias key business publication, The Star, which continued to advertise fewer job roles. While job advertising of retail and sales roles was down 11.3%, the sector was resilient and alternative recruitment methods were filling the roles available. Malaysia remains one of Asias largest retail markets and continued to expand in Q3. IT roles dropped 23.0%, but again, firms continued to move away from traditional advertising methods. Advertising figures for finance roles fell by 6.2% which reflected financial institutions being more cautious about the economic climate and deciding to consolidate in some areas. Executive appointments continued to be made but these were done through specialist firms who actively found candidates
on behalf of clients. Demand for engineers and architects remained high during the quarter due to the countrys infrastructure development programme. While the figure was down 6.1% demand is expected to grow next year as more construction projects commence.
While retail and engineering remained a positive story for Malaysia during the quarter, some firms, particularly in financial services, have been cautious with their hiring and we expect this to continue for the foreseeable future. While there is a talent deficit in Malaysia, more is being done to find Malaysian nationals working abroad and bring them home in order to reduce this deficit.

Whilst Chinese recruitment advertising fell by 4.7% compared to Q2, Property Management and Retail continued to be areas of strength. A strong consumer retail market continued to provide career opportunities for candidates in the sales and marketing industry. This was evident by the 3.9% rise in job adverts in this space. Opportunities in the property management sector saw a sharp increase in Q3 with demand for roles up 23.4%, mainly due to the continued demand of foreign companies entering the China market and acquiring additional office space. The overall China recruitment landscape has experienced a period of reduced activity across most functions, mostly due to the significant growth of the previous 12 months. However, recent economic developments would suggest that 2013 will bring renewed positivity across the recruitment industry in mainland China.
The Chinese economy has stabilised and its trade surplus is improving. People are confident the country will begin to move forward in 2013, particularly with the new government now in place. Earlier in the year corporations focused on hiring employees specialising in accounting and other professional services leading to some retrenchment, which is evident in the Q3 advertising figures. However, many projects that have slowed down during the second half of the year are expected to recommence early next year.

Levels of job advertising in Japan were up 12.5% on the previous quarter, an increase supported by a 14.3% rise in retail and sales advertising. Sales volumes in the retail sector have remained high even though company profits have shown low levels of growth. Advertising levels in IT were up 15% with demand coming from foreign companies seeking bilingual professionals. Domestic companies targeting overseas expansion were also demanding candidates with bilingual skills to help manage their expanding offshore operations. Engineering saw a 17.1% increase in advertisements with a steady demand from the automotive industry for electrical engineers to help with the development of alternative fuels and car designs. There was also a greater demand for professionals in technical support and technical sales. An increase in demand for Clerical and Secretarial roles saw job adverts rise by 13.1%, with Japanese employers emphasising a requirement for bilingual candidates who could facilitate international growth.
Japanese businesses continued their strategy of overseas expansion as the domestic market became more saturated, a territorial dispute with China and a high Yen negatively impacted Japanese exports. This drive for foreign expansion led to a sharp increase in the number of opportunities for candidates with strong bilingual skills, and we expect this to continue. Meanwhile, the retail sector continued to hold its own and the automotive industry supported the demand for technically skilled staff.

Decrease in the number of job advertisements
South Korea saw a 12.8% decrease in the number of job advertisements. Advertising was down across every sector, which reflected an overall slowdown in economic activity. There was very limited hiring in financial services, with advertisements in Accounting & Finance down by 20.1% compared with Q2. In Retail, although the number of job advertisements declined by 9.8% in Q3, there has been evidence of hiring for specialist positions that support the sector, including advertising, marketing and consultancy. Engineering (down 23.6%) and Operations (a decrease of 11.2%) have both seen falls in job advertising compared with Q2, reflecting the slowdown in the manufacturing industry and the lack of investment in new projects and plants. There has continued to be some hiring by foreign companies growing their local presence, but this is harder to discern from the advertising statistics, as these roles tend to be filled more through direct recruitment.
The fall in recruitment advertising in Q3 reflects the overall economic environment and the broader sentiment reported in the media. Although the economy has continued to grow, exports have fallen, manufacturing activity has contracted and retail sales are down. The presidential election in December will continue to create short term uncertainty, with many companies delaying hiring and investment decisions until next year.
