Executive Summary
The initiative taken by the REA to develop an Electronic Documents and Records Management System (EDRMS) is greatly welcome by SIYO Electronic Systems (SIYO) as a software development company. Electronic Documents and Records thereby reducing paperwork will not only lead to a higher operational efficiency but cost reductions as well. In this technical proposal, the methodology, technologies and advantages of contracting are clearly outlined. In addition, references, proof and screen shots of our major software products and projects are provided. The SIYO company profile is also appended along with other required documents. Having been trusted and contracted by organizations such as the Uganda Communications Commission (UCC), the Zambia Information and Communications Technology Authority (ZICTA) and companies such as Huawei Technologies Uganda in collaboration with MTN Uganda, SIYO is confident that it is the best suited company to provide the most technically advanced services at a very affordable cost to the REA-EDRMS. In addition, SIYO is confident that this technical proposal illustrates best, the technology required to develop such a system without having to spend enormous amounts of money. Coupled with the fact that SIYO has a very powerful adaptive in-house developed software platform that can be used to greatly reduce the development time of the EDRMS, the REA will gain major advantages when it contracts SIYO Electronic Systems for this project. This platform named zibotua, if used, will put the REA at a completely different level and the end users will also definitely enjoy working with such a powerful platform yet having a simple and user friendly interface. Therefore, the REA is welcome to work with SIYO and to take advantage of the zibotua platform that not only saves development time but money as well.

Database Layout
SIYO proposes that an isolated persistent storage structure be used. In particular, the physical databases can be isolated from each other rather than having all data in a single database for example records database can be isolated from Documents database and staff/ users databases This improves security through restricting access to each of the individual databases and possibly distributing selected databases onto different physical servers. Figure 2 depicts this scenario.

4. Application Layout
Figure 3 depicts a simplified view of the three (3) tier architecture of the EDRMS application. As Indicated, the user interface of choice is the web page. However, the need for an optional graphical user interface (GUI) as per the bid instruction will be developed. It should be noted though; that the GUI will be simplified hence may not have as much functionality as web interface. Things link record linking many not be as affiant as that of web interface
